DARPA: Funding Advanced Research for the Department of Defense A Primer on How Things Work Dr. Ronald J. Brachman Director Information Processing Technology Office 24 February 2004 Distribution Statement A: Approved for 1
Outline DARPA Background Current Overview The New Initiative Process Doing Business with DARPA DARPATech and the Grand Challenge 2
DARPA s Mission DARPA was created in 1957 in response to the launch of Sputnik DARPA s mission is to maintain the technological superiority of the U.S. military and prevent technological surprise from harming our national security by sponsoring revolutionary, high-payoff research that bridges the gap between fundamental discoveries and their military use. 3
DARPA Accomplishments 1960 Saturn Vela Hotel UCAV MEMS M-16 Rifle 1970 ATACMS TMR 2000 MALD Ground Surveillance Radar Arpanet JSF Global Hawk Stealth Fighter 1980 JSTARS Uncooled IR 1990 Predator Sea Shadow GPS Taurus Launch Vehicle 4 BAT

Science & Technology $ (FY03) DARPA s Role in Science and Technology 10B - 5B A Technology Demonstration Service S&T 6.2 Exploratory Development DARPA Types of R&D Funding (Illustrative) 6.1 Research NEAR MID FAR Fundamental Research, Discovery, System Concept Invention 6
Research Funding Philosophy DARPA research projects investigate innovative approaches and techniques that lead to or enable revolutionary advances in the state-of-the-art. Research that primarily results in evolutionary improvement to the existing state of practice or focuses on a specific system or solution is specifically excluded. Think: Change the game and Disruptive technology improvement 7

Program Basics Led by a DARPA Program Manager Program Manager writes a BAA solicitation Technical objectives and evaluation criteria Typically year work plan with milestones and metrics (including Go/No-go criteria) Instructions for submitting abstracts/proposals Announced at details at BAA is open for a set period of time Information provided to ALL; no individual guidance Funding is not decided until proposals have been selected; funding can be changed at annual reviews Programs are administered by a Contracting Agent Strict rules govern proposal review and selection 11
Heilmeier s criteria (used informally) What are you trying to do? Articulate your objectives using absolutely no jargon. How is it done today, and what are the limits of current practice? What's new in your approach and why do you think it will be successful? Who cares? If you're successful, what difference will it make? What are the risks and the payoffs? How much will it cost? How long will it take? What are the midterm and final "exams" to check for success? 12
Learning More Attend workshops and conferences Look for Industry Briefings Talk with Program Managers New ideas, clearly focused on the problem, with military relevance = a good start! Attend DARPATech (March 9-11, 2004) 13
March 9-11, 2004 Bridging the Gap 14
Grand Challenge 200+ miles of some of the toughest terrain in the world The best autonomous robotic vehicles America can build $1 million cash prize 13 March 2004 Winner takes all 15
Conclusion DARPA is always interested in good ideas Talk to DARPA Program Managers Join DARPA as a Program Manager 16
