1 Research Volume 23 Issue 10 - May 10, 2013 [ ] NCKU launches vocational rehabilitation resource center for the disabled NCKU Press Center National Cheng Kung University had officially launched the Vocational Rehabilitation Resource Center for Individuals with Disabilities in Yunlin-Chiayi-Tainan Region (VRRC-YCT) on April 16. The Executive Yuan of R.O.C. Taiwan has entrusted the varsity to assist and advise local Labor Affairs Bureau and Vocational rehabilitation units for the disabled in the Yunlin-Chiayi-Tainan region, thus opening up job opportunities for this special group of people and providing them with more professional capabilities. [Tainan, Taiwan, April 25, 2013] According to statistics, the disabled people s labor market in the Yunlin-Chiayi-Tainan region is estimated to have exceeded 100 thousand people. There are some disabled people who have already entered into the job market, but it is a well-known fact that most of them are struggling to find jobs to earn a living. The launching ceremony was jointly hosted by NCKU Vice President Hong-Sen Yan, the Director General of the Bureau of Employment and Vocational Training (BEVT) under the Executive Yuan s Council of Labor Affairs San- Quei Lin, the Director of the BEVT Tainan Training Center Zhen-Yang Shi, the Tainan City Government Labor Affair Department Hui-Mei Huang, the Director of Yunlin County Government Labor Affairs Department Du-Hui Tsai and the Director of the Chiayi County Social Affairs Bureau Jun-Jie Lin. After the unveiling ceremony, the center s director Nai-Wen Guo gave a talk on a topic entitled Vocational Rehabilitation for the Mentally Disabled Challenges and Future Prospects. The spirit of NCKU is to serve the society, to contribute to the country, to benefit the people, explained Vice President Hong-Sen Yan while welcoming the participation of all distinguished guests on behalf of NCKU President Hwung-Hweng Hwung. Hence, establishing VRRC-YCT is the most direct means of providing benefits to the people. Using NCKU as an example, the number of the disabled required by the university is 119 people. However, NCKU Vice President Yan has hired more than 147 people, thus fully conforming to government policies in order to provide more job opportunities for the disabled community. NCKU s biggest strength is cross-disciplinary integration, stressed Vice President Yan while expressing his gratitude to the Executive Yuan for presenting the opportunity for NCKU to serve the community. The center (VRRC-YCT) not only can integrate NCKU s College of Management and College of Social Sciences, it can also help integrate resources of cross-disciplines such as law and psychology to develop its unique features. 2 Vocational Training (BEVT) under the Executive Yuan s Council of Labor Affairs San-Quei Lin revealed that there are currently about 190 thousand disabled people in the Yunlin-Chiayi-Tainan region, where 107,628 of them are aged between 15 and 64 years old. Hence, Lin stressed that the biggest challenge for BEVT is to transform them into useful labor force. Currently, the BEVT has already established vocational rehabilitation resource centers (VRRC), explained Lin. With VRRC-YCT fully established, the effort to set up 5 VRRCs is now completed, and they are now expected to benefit even more disabled people, enabling them to express their abilities and talents. As the director of the VRRC-YCT, College of Medicine Associate Professor Nai-Wen Kuo revealed that NCKU integrates its academic research on evidence-based medicine, biomedical engineering, information engineering and rehabilitation psychology as well as the practice of vocational rehabilitation to develop the center based on the combination of both research and actual practice, hence becoming one of Taiwan s latest vocational rehabilitation resource service network. VRRC-YCT provides professional assistance to four county and city governments including Yunlin County, Chiayi County, Chiayi City and Tainan City, as well as 38 vocational rehabilitation units to help develop the features and quality of localized services, making such services more accessible and proactive. It aims to provide vocational rehabilitation services to meet the demands of the disabled community, thus helping them to obtain jobs suitable to their needs. 2 of 2

3 Research Volume 23 Issue 10 - May 10, 2013 [ ] NCKU sets up the Global Water Quality Research Centre NCKU Press Center The Global Water Quality Research Center (GWQRC), Taiwan s first university-based research institute for water resources, had been officially set up at National Cheng Kung University (NCKU), southern Taiwan, to explore important frontier water quality and wastewater issues and find innovative solutions, the university revealed recently. The GWQRC located at An-Nan Campus of NCKU is managed by Sustainable Environment Research Laboratories (SERL), NCKU, according to Prof. Tsair-Fuh Lin, Director of GWQRC. [Tainan, Taiwan, April 26, 2013] He said, the mission of the center is to not only explore the pressing issues on water quality but provide solutions by conducting leading-edge research projects and developing novel techniques in the monitoring, treatment and management of water quality. The GWQRC is jointly founded by NCKU, China Steel Corporation group and the South Australian Water Corporation (SA Water) through its research provider the Australia Water Quality Centre (AWQC), Director of SERL and NCKU Department of Environmental Engineering Prof. Juu-En Chang noted at the revealing ceremony, April 22. To share knowledge within the three organizations and with international water community and agencies is expected, Director Chang said. He added, for a long time, the members, associates and friends of Sustainable Environment Research Laboratories have been working hard on R&D and practice, with intention of making a contribution to environmental conservation. Minister Shu-Hung Shen, Environmental Protection Executive Yuan, Taiwan, attended the ceremony and said, as former EPA minister Juu-En Chang had stressed that waste is misplaced resources, zero waste is also the goal I try to achieve. The EPA will continue to focus on waste reduction and recycling, creating an energy and resource integrated processing system. Prof. Michael D. Burch from AWQC said, Research provides us with knowledge to understand the risks of our business, whether is water quality risks, investment risks in new technology infrastructure or new regulations to make them an environmental risk. As I say we seek excellent partner for our alliances and China Steel Corporation would be another excellent partner to build an already strong relationship with Taiwan and NCKU, noted Prof. Burch. He said, GWQRC represents the next chapter in our partnership and our alliance to Taiwan. 5 Research Volume 23 Issue 10 - May 10, 2013 [ ] NCKU inventions win gold, silver at Geneva expo NCKU Press Center [Tainan, Taiwan, April 30, 2013] A research team led by Wen-Chau Liu, Distinguished Professor of Institute of Microelectronics and Director of High Speed Devices Lab at National Cheng Kung University (NCKU), southern Taiwan, has taken home with one gold and one silver medal at 41 th Swiss Geneva International Exhibition of Inventions for its ZnO Nanostructure-Based Gas Sensors and High-Power GaN- Based Light Emitting Diodes with a 3D-PhC Reflector Structure respectively. The gold-winner, ZnO Nanostructure-Based Gas Sensors, is a novel devise to detect ammonia gas, which involves transformation of cross-linked ZnO-nanorods configuration and the decoration of Pt nanoparticles. According to Prof. Liu, ammonia is dangerous and toxic gas and the value of ammonia concentration for immediate danger to life is 300 ppm and the lowest explosive limit is 15%. The novel devise, compared with other ammonia sensors, is small in size (smaller than half of one euro coin), with low power consumption (lower than 1 mw), and low cost (lower than 1 dollar). It also shows 97 times improvement of sensitivity and low detection limit ability. Prof. Liu noted that the devise can be applied to chemical plant ammonia leak detection, semiconductor process ammonia leak detection, biochemical technology leakage, agricultural fertilizers, refrigeration and other industrial processes ammonia leak detection. The silver-winning High-Power GaN-Based Light Emitting Diodes with a 3D-PhC Reflector Structure is highpower LED in which a self-assembled 100 nm SiO2 nanosphere monolayer is coated to enhance the brightness. It is smaller than a quarter of one euro coin with longer lifetime up to 5 years, energy saving and carbon reduction, according to Liou Jian-Kai who is a student in Prof. Liu s team. He said, comparing with the existing high-power LEDs, the light output power, luminous flux, and illuminance of the newly-innovated LEDs could be significantly improved up to 20% without the degradation of electrical properties. 1 of 2

7 Research Volume 23 Issue 10 - May 10, 2013 [ ] Chen Cheng-Po paintings on display in NCKU NCKU Press Center The year of 2014 signifies the 120 anniversary of the birth of Taiwanese painter Chen Cheng-Po who is one of the pioneers of Taiwanese art. To commemorate Chen s contribution to Taiwanese art and promotion of art education in Taiwan, Tainan City Government, Academia Sinica Institute of Taiwan History Foundation, Chen Cheng-Po Cultural Foundation will collaborate to organize the grand exhibition of Chen Cheng-Po s works touring around East Asia in [Tainan, Taiwan, May 1, 2013] Before the grand exhibition, a replica exhibition for promoting art education, Surging Waves A Solo Exhibition of Chen Cheng-Po, kicked off at the Art Center of National Cheng Kung University (NCKU), southern Taiwan, April 25. Surging Waves A Solo Exhibition of Chen Cheng-Po displays 28 replication oil paintings, and consists of 5 themes - Modern Eyes, World Coordinate, Parisian Imagination, Oriental Mood, Art Education. Huang Hung-Wen, the Chief of Division of Arts Development at Cultural Affairs Bureau of Tainan City Government, said the replicas are giclee paintings which are also known as inkjet or digital paintings with limited edition prints. The replica has all the tonalities and hues of the original oil painting. He also said, Chen Cheng-Po was the first Taiwanese painter to be selected to participate in Japan's Imperial Art Exhibition. He was also a pioneer in the development of modern art in Taiwan. From living in Taiwan, Japan, and China, Chen Cheng-Po cultivated his aesthetic view toward his time, which is vividly expressed in his paintings. The ongoing exhibition is on view April 28 to May 24 at NCKU Art Center. Chen Cheng-Po is a pioneering Taiwanese artist with western painting skills. He was born in Chiayi, Taiwan. He received western academism in Tokyo Art Academy. His work was accepted by the 7 th Imperial Art Exposition of Japan (1926), which was the first of all Taiwanese artists. After his graduation in 1929, he became a professor of art in Shanghai, China. His work was highly honored by the 1 st National Art Exposition of China (1931), and attended the World Fair in Chicago, USA. Chen returned Taiwan in 1933, and founded "Tai-Yang Art Association" in 1934 (which became the primary art community in Taiwan). He served as Chiayi city counselor, but was tragically murdered during the 228 incident as he 1 of 2

9 Research Volume 23 Issue 10 - May 10, 2013 [ ] NCKU hosts an international symposium on mobile mapping technology NCKU Press Center The 8 th International Symposium on Mobile Mapping Technology (MMT 2013) was hosted by National Cheng Kung University (NCKU), southern Taiwan, May 1-3, with nearly 250 mobile mapping experts from 15 countries, including America, Canada, Japan, Korea, Australia, Germany, France, Hong Kong, Malaysia, China, and Taiwan. MMT 2013 provided a platform for international young scholars and industrial sectors to learn knowledge and experiences of applying up-to-date mobile mapping technologies, according to the university. [Tainan, Taiwan, May 2, 2013] NCKU Vice President Dr. Hong-Sen Yan on behalf of President Hwung-Hweng Hwung attended the opening ceremony and welcomed the guests from the world, NCKU is honored to host MMT 2013 which is the premier event being organized jointly by the ISPRS, FIG and IAG. MMT offers a great forum for research and development in mobile mapping technology, systems and applications. The advancement of Mobile Mapping technology had attributed to many aspects in Geomatics, said Dr. Kai-Wei Chiang from the Department of Geomatics, NCKU. He also said, This symposium reflected the core spectrum of the latest developments in mobile mapping technology, ranging from the algorithm research to the system development, from land-based to airborne systems, from direct georeferencing to sensor integration, from mobile data collection to dynamic GIS management. Thanks to the advancement of direct georeferencing and sensor technologies, mobile mapping has become a versatile technology applied for fast geospatial data acquisition, according to Prof. Naser El-Sheimy from University of Calgary, Canada. He added, a typical mobile mapping system (MMS) is composed of an integrated array of time synchronized navigation sensors and imaging sensors mounted on a mobile platform, such as terrestrial vehicles, water-based vessels, aircrafts or helicopters, unmanned airborne vehicles (UAV), and hand-carried by individuals. The growing market penetration of mobile mapping, satellite imaging and web GIS has created great research and business opportunities to geospatial communities, El-Sheimy said. Dr. Chiang pointed out that MMT 2013 opened for a wide variety of research and application issues in the mobile mapping community, ranging from system development to sensor integration, imaging algorithms and mobile GIS applications. 1 of 2

11 Research Volume 23 Issue 10 - May 10, 2013 [ ] NCKU student bike design wins if award NCKU Press Center [Tainan, Tainan, May 3, 2013] A novel design of bike accessory, DrinLock, created by 2 students from National Cheng Kung University (NCKU), southern Taiwan, had aroused the attention at this year s German if Concept Design Award competition. Kao Hua-Cheng and Chen Chien-Wei from the Department of Industrial Design, NCKU, are the winners of the International Bicycle Design Competition (IBDC) which has partnered with if Design Talents. DrinLock is a design about bicycle accessory which combines lock with drink holder, said Kao who added that the design not only protects your bike from stealing, but also saves the inconvenience of carrying a lock around. With a simple intuitive operation, the design of combining a drink holder and a lock in DrinLock has exhibits the creativity in form and function as well, Kao said. I found on the street some baskets or drink holders of bicycles and motorcycles were filled with trash left by passersby, said Kao who talks about how he comes up with the idea. And to carry the lock with you can be another problem, so I think I d like to solve the problems with design. We used some methods to help us searching for solutions, such as the morphological chart which was teaching by Professor Shih-Wen Hsiao, said Kao and Chen. Chen explained the design, When you reach the destination, the drink holder could be easily converted to a bicycle lock and then the "lock" could return to the original state "drink holder" by the tightrope spring structure in it when you get the bike to ride. Chen said the safety of the rider is accounted in the design; therefore, they set up a backward reflector to monitor the condition behind the rider. The illuminious ingredient has been put on the surface of the cable for the security while riding at night, Kao added. 1 of 2
