Our province s petroleum resource developments have transformed our economy and are providing opportunities for our young people to stay, work and live in Newfoundland and Labrador. Our population decline has been arrested based largely on the opportunity gained from our oil & gas resources. Our increasing resource potential and the international attention on exploration opportunities here are being driven through Nalcor Energy s investment in seismic data. This investment led to Nalcor s recent discovery of the three new basins off Labrador. Continuing acquisition of new offshore seismic data by the operators and those looking to sell our potential to the world will generate even more interest. But challenges lie ahead. The province s current offshore projects are past peak oil production so we need to make new discoveries. The globalization of the international supply chain creates additional pressures on local players. Operators prefer to deal with companies with broad international reach. We need to improve the flexibility and productivity of our labour force to ensure we are able to contain cost escalation and improve our competitive position. We must continue to grow our capacity and capabilities to keep up with changes taking place internationally. The Atlantic Accord, which requires first consideration for Newfoundlanders & Labradorians for employment, training and the provision of goods and services, continues to be very relevant to our province. It guarantees that our current residents and future generations continue to reap the benefits of the wealth of petroleum resources off our shores through royalties, employment and business opportunities. 8 Eric Finnstrom, Statoil s Senior Vice-President of Exploration, North America Statoil s June 19 announcement of a second oil discovery in the Flemish Pass Basin has generated excitement about the potential for the deepwater frontier area, located some 500 kilometre northeast of St. John s. Statoil s new discovery in Flemish Pass Basin The discovery of light, high-quality oil at Statoil s Harpoon Prospect (EL 1112) is encouraging, particularly given its close proximity to Statoil s Mizzen discovery. Harpoon is located about 10 kilometres southeast of Mizzen in approximately 1,100 metres of water. Mizzen is estimated to hold between million barrels of oil. This is good news for Statoil and good news for Newfoundland, Erik Finnstrom, Senior Vice-President of Exploration, North America told Noia conference attendees at the closing luncheon address. Finnstrom noted that the company was still gathering the results of the logging program and would need to conduct further appraisal drilling to determine its full potential. The data are very encouraging for all the main aspects of a petroleum system: reservoir, source and trap, he said. He also told the gathering that Statoil planned to return to the Flemish Pass Basin this summer to drill the Bay du Nord prospect, located south-west of the Harpoon and Mizzen discoveries. This is an impact size prospect and a direct follow up to our Harpoon discovery. Finnstrom said that the work leading to the decision to drill Harpoon and Bay du Nord pointed in the direction of a large petroleum system in the basin, not just an isolated, limited system around Mizzen. Bay du Nord is a prospect that already ranks very high in Statoil s global prospect portfolio and we believe that the results of Harpoon actually significantly increase the chance of success at this well, said Finnstrom. Needless to say we are looking forward to coming back to the Flemish for this test. 8 Noia News

9 FEATURE STORY Statoil s new discovery in Flemish Pass Basin The Bay du Nord well is part of a three-well exploration program offshore Newfoundland which also includes a drilling program at the Federation prospect in the Jeanne d Arc Basin by the semi-submersible rig West Aquarius. Statoil holds a 65 per cent equity in these licences. Husky is a 35 per cent partner. Finnstrom explained that since the estimated recoverable oil at Mizzen does not make it big enough for a stand alone development, having other potential resources nearby could make the area viable. The Mizzen, Harpoon and Bay du Nord structures are close enough together to give significant synergies should we be doing development in the area. Also encouraging is that the oil found at Harpoon is lighter than that found at Mizzen and is similar to the high quality oil produced from the Jeanne d Arc Basin. Finnstrom explained that the lighter oil is easier to produce, transport and sell. It also means the oil will have higher value and the cost of a development, should we get there, should be lower. Finnstrom also took the opportunity to discuss how Newfoundland & Labrador fits into Statoil s global exploration portfolio. Offshore Newfoundland & Labrador is interesting to us not just because we find it prospective but also because it plays a strategic role in developing our Arctic competence. Finnstrom noted that although Statoil has taken a broad set of Arctic positions in Russia, Greenland, Alaska and Canada, developing the full potential of the Arctic will require innovation, more collaborative business models and more comprehensive technology programs. Success in the Arctic is also about taking the right approach. It requires a strong commitment to safety and a flawless operational execution, added Finnstrom. While Newfoundland is not a true Arctic region, the challenges and necessary innovations required to operate in the region are key to Statoil s stepwise approach to moving further north, Finnstrom said. We view Newfoundland as a real time Arctic laboratory and gateway to future Arctic developments. Finnstrom concluded his remarks by reiterating Statoil s commitment to continuing to build a strong presence in Newfoundland & Labrador as part of the company s global portfolio. As the province s most active exploration company, he said Statoil will continue to strengthen its expertise in sub-arctic development and work towards becoming a producing operator in the region. The find at Harpoon is significant, we believe, on a global scale, as we are now looking at opening a new petroleum basin, said Finnstrom. Our business goal here has always been to become a producing operator offshore Newfoundland. We are that much closer. There s still more drilling to be done, but we are close. Noia News 9

10 New era of Exploration Exploration attraction has long been hailed as a necessity for sustaining Newfoundland & Labrador s petroleum industry. The province is now past peak production and new fields must be found to sustain growth. Premier Kathy Dunderdale opened Noia s 2013 conference with a message about how the province hopes to help encourage new exploration. Stating that the province will need to be attractive, accessible and competitive in order to bring in global exploration dollars, the Premier told the audience, We have a message for companies in the industry we are not just open for business, but we are aggressively pursuing it. Premier Dunderdale said the province is working to minimize the risks associated with exploration by maximizing knowledge. You can never eliminate risks, but you can rein in the variables by doing your homework, she said. Newfoundland & Labrador is looking to Norway s example of significant investment in data acquisition and management to ensure that data is available early and is accessible by companies well ahead of licensing rounds. Prospectivity is assessed through a rigorous scientific process based on high-quality, globally competitive datasets, noted the premier. And we need to give companies an adequate window of opportunity to get in on the action. Data Acquisition To that end, since 2010 the provincial government has funded $30 million towards Nalcor Energy s geoscience programs to gather more seismic data. Over half of that was invested in a three-year 2D seismic program that extended from the Labrador Sea in the north to the Flemish Pass in the south. This investment has leveraged nearly $65 million in investment from global seismic companies TGS and PGS for exploration in Newfoundland & Labrador. Jim Keating, Vice-President of Oil & Gas for Nalcor Energy, provided delegates with some early insight into the data collected to date. He said that this acquisition of 2D seismic data is one of the largest multi-client programs ongoing in the world today. By the end of 2013, Nalcor will have access to 50,000 line-kilometres of data, spanning an area larger than the U.S. Gulf of Mexico. Approximately 70 per cent of the area covered by these surveys had no previous seismic data. The new data is revealing structures never before seen, and the province is using the data to determine where the most potential exists. Keating said that the seismic work is already paying dividends. In early 2013, Nalcor announced the discovery of three newly defined basins in the 10 Noia News Kathy Dunderdale, Premier of Newfoundland & Labrador

11 Labrador Sea. In addition to the new basins, a fourth previously established basin was discovered to be much larger than originally understood. The redefined Hawke basin and the new Henley, Chidley and Holton basins more than double the basin area of offshore Labrador. A 2010 regional oil seep mapping and interpretation study encompassing all of offshore Newfoundland and Labrador has also helped highlight potential new exploration regions. Nalcor is also partnering in a seabed core analysis and regional pore pressure study. The seabed core analysis is a partnership between Nalcor Energy Oil and Gas, GORE and the Geological Survey of Canada. This hydrocarbon analysis will sample seabed core previously collected by the Geological Survey of Canada to increase the understanding of offshore Newfoundland & Labrador s hydrocarbon potential. The regional pore pressure study, a partnership of Nalcor and Ikon Science, will help identify the regional pore pressure distribution in the offshore shelf and deep water regions of Newfoundland & Labrador. This study, covering the Labrador Sea to the Flemish Pass, will provide data to help enhance the safety and efficiency of offshore well planning. Competitive Licencing Process Another key element of the province s exploration strategy is updating the current 30 year old land tenure system to provide ample time for companies to access and assess data, make plans for exploration and submit competitive bids accordingly. According to Premier Dunderdale, By revising the way we schedule licence rounds, we can widen the window, promote exploration and ultimately spur drilling of the new wells we definitely need. She added that with knowledge of the Labrador slope and deepwater basins in hand, government is now working with the C-NLOPB and Natural Resources Canada to design a new process to award exploration licences. Keating said this new process is good news for the industry. A scheduled land sale sets out a time supported with information at the outset. The advantage for companies is predictability and certainty. Premier Dunderdale echoed that sentiment. Nurturing a predictable and structured market for our prospective offshore lands will benefit all participants governments, oil companies, seismic companies, regulators and ultimately the people of Newfoundland & Labrador, she said. The premier said an improved exploration strategy will bring continued prosperity for the oil and gas industry and the province as a whole. Oil development is transforming Newfoundland & Labrador, and it shows no sign of waning. We are on the cusp of a whole new era of exploration and development, and confidence is strong. 13 Noia s 2013 conference panel discussion on Social Licence featured speakers (L-R) Espen Myhra, Thomas Murphy, Stephen Henley (moderator), Alex Ferguson and Bruce Beauboeuf Oil & gas operators agree that it takes more than money to become part of the communities in which they operate. Social licence is said to exist when a project has ongoing approval and social acceptance within the local community and among stakeholders. Since beliefs, opinions and perceptions are subject to change as new information is acquired, social licence has to be earned and then maintained. Operating with Social Licence Noia broached this important topic during the panel discussion at this year s conference. Social licence is really the foundation of every industrial activity, expressed panellist Espen Myhra, Deputy Director General of the Royal Norwegian Ministry of Petroleum and Energy. Although natural resource industries have historically played an important role in the advancement of societies and the economic growth and industrialization of specific countries, the acceptance of individual projects is not automatic. Furthermore, failure to gain and maintain this social licence can lead to conflict, delays or financial implications for the proponents of a project. Myhra explained that achieving acceptance is not an easy task and is about more than regulations and permits. Building trust takes time and can be broken down or removed very easily even by events happening in other parts of the world. The Macondo well blowout in the Gulf of Mexico was cited by panellists as an example of one incident impacting an entire industry. People have to trust that what industry is doing is safe, said Myhra. Noia News 13

14 INSIDE CONFERENCE Operating with Social License The panellists agreed that public education and transparency are key to gaining public confidence. Shale gas developments, for example, are often not welcomed into communities because of environmental fears surrounding hydraulic fracturing. Thomas Murphy, Co-Director of Penn State s Marcellus Center for Outreach and Research, said that as an academic institution his organization advocates for good science and an open discussion of risk and mitigation practices. He said that emerging extraction technologies use fewer and greener chemicals, recycled water, noise abatement techniques and occupy a smaller footprint, though the facts aren t always adequately communicated. He added that a recent study of drinking water pre-and post-drilling shows insignificant changes in wells and watersheds. We see a sense of urgency to fill the gap with sound research, said Murphy. We also need to work with the media so they have science-based information. In Norway, Myhra says one of the biggest challenges for the oil and gas industry is co-existing with the fishery. He says social acceptance is best achieved through a stepwise approach and public involvement in all phases of activity from the opening of new areas and awarding of licences to plans for development and operations. Town hall meetings and public hearings are still popular venues for disseminating information and answering questions, though newer technologies such as webcasts are also being used to get the message out. If the public has proper information, the public is able to make good decisions on complicated topics, said Myhra. Alex Ferguson, Vice-President of Policy and Environment for the Canadian Association of Petroleum Producers (CAPP), said his definition of social licence involves public confidence leading to acceptance, credibility and approval. He said achieving trust involves engaging a community, adopting its perspective and having respect and understanding; Say what you do and do what you say. 14 Noia News

16 Malcolm Maclean, Senior Vice-President, Atlantic Region, Husky Energy At Play on the Edge 2013, Husky Energy s Senior Vice-President, Atlantic Region, Malcolm Maclean provided a recap of Husky accomplishments since last year s conference and an overview of the company s future plans. Drilling, production and development plan options on Husky s front burner Key accomplishments last year were the completion of the summer s SeaRose maintenance program in Belfast and in February, reaching the 200 million barrel production milestone from the White Rose region. Maclean stated that this amount is close to the volume expected to have been recovered from the original development when the project was first sanctioned. He went on to say, With the tie back opportunities currently at various stages of development, we expect to produce more than twice the amount of oil that we originally thought we would. As well, last fall Husky contracted a Korean company to build the West Mira harsh environment drilling rig. First steel was cut in June and it should be ready to start work in 2015 on the company s inventory of exploration prospects offshore NL. Upcoming Activity Later this year, Husky will drill its first Hibernia formation producing well at North Amethyst from an existing drill centre, which will allow production to begin almost immediately. The South White Rose Extension (SWRX) is expected to begin production at the end of 2014, eventually producing, they expect, 24 million barrels of oil from three producing wells. Gasinjection equipment will be installed this summer, and production and water-injection equipment next summer. 17 INDUSTRY NEWS Drilling, production and development plan options on Husky s front burner Apache II, diving support vessel Wellservicer and the Deep Pioneer will lay more than 21 km of flowlines and umbilicals and install 14 subsea structures. Maclean noted, The development (SWRX) will also allow us to recover an additional 9 million barrels from the southern tip of the South Avalon pool oil that would otherwise be stranded. Total budget for this project is $1.2 billion. Husky continues to consider which development plan option to pursue for full field development of West White Rose (WREP). SeaRose will remain integral, no matter which option is chosen, as the wellhead platform would not have storage or processing facilities and would be tied back to the FPSO in the same way as a subsea drill centre. To estimate capabilities of the local industry to construct the wellhead platform option, Husky has already issued pre-qualifications for two of the four main scopes of work the graving dock and the concrete gravity structure (CGS). The topsides will be the next scope to be prequalified. The last stage is marine operations the tow-out and installation of the topsides and CGS. Maclean noted that front-end engineering and design has recently been completed for the wellhead platform option. As you can see, there are a lot of opportunities inherent with this option as compared to the subsea option, Maclean stated. However there are still several details to be finalized before we can make our investment decision. Exploration Plans Several exploration wells will be drilled in the coming two years, including participation in Statoil s Harpoon, Federation and Bay de Nord wells. Other Husky operated opportunities include drilling of the Aster exploration well, also to the south of the Flemish Pass, in which Husky will have a 40 per cent working interest. As well, Husky expects to drill an appraisal well at Northwest White Rose, and if all goes well, it will be tied back to SeaRose. 18 Exploration and improved recovery in Suncor s plans Sandy Martin, East Coast Vice-President for Suncor Energy, spoke of past year accomplishments and upcoming plans when he addressed Noia Play on the Edge conference delegates on Day One of the 2013 June event. Last year we carried out an extended off-station program of 27 weeks oil-to-oil. We had two main work scopes. First, a dockside program at the PKI (Peter Kiewit Infrastructure) yard in Marystown. This was primarily to replace the water-injection swivel, and secondly, to do other required maintenance on the vessel. The second main scope was to complete subsea work at the Terra Nova field site to replace all the risers and flowlines with equipment rated for H2S service, he told the gathering. Although they had some initial concerns, including the availability of skilled labour, labour agreements, and the worksite having been inactive for a period of time prior to the start of their work, Martin stated that their concerns were addressed. In fact, the dockside work at Marystown was a real success story. Our Suncor project team, the PKI project team at the yard, as well as other contractors on the project worked very effectively to get both the planned work and extra scope completed on time. For that, I want to thank all that were involved. He said the collaboration between all those involved in the work the operators, contractors, suppliers, governments, regulatory authorities and organized labour was a key contributor to the successful dockside turnaround. 18 Sandy Noia Martin, NewsVice-President, East Coast, Suncor Energy

19 INDUSTRY NEWS West Flank exploration and improved recovery in Suncor short-term plans The second major work scope for 2012 the subsea flowline and riser replacement with H2S-rated equipment at the Terra Nova site was completed earlier this year, but presented challenges. Martin described the impact of technical issues from a single faulty riser and flowline on their critical path. The issues arose on Sept. 21, the day before the FPSO was scheduled to leave Marystown, and resulted in 50 per cent non-productive time in the period from Sept. 21 until the first drill centre was ready to restart at the end of November. However, he concluded by saying, We were able to resume production in early December and restore all production in the first quarter of Despite the challenges, we were able to take advantage of the FPSO off-station time to combine the dockside work and offshore work scopes. This enabled us to simultaneously complete two major work scopes in a single shutdown window. For us, this was a big win drilling program Suncor, the largest offshore producer in the province, with a working interest in all major fields, will spend more than $1 billion in support of its Newfoundland & Labrador assets in Optimizing the value from Terra Nova will be a focus this year. Suncor believes there are opportunities for growth on the West Flank and in the Far East of the field, and Martin expressed his pleasure in the C-NLOPB s April updating of Terra Nova reserve estimates to 516 million barrels. Suncor will have use of the Henry Goodrich drill rig for seven months this year. The company has a two-well program planned a Terra Nova production well will be drilled in support of field optimization and an exploratory well drilled outside the existing Terra Nova infrastructure in the West Flank area. It s important that we continue to find and develop new stand-alone and infill developments to optimize our production and potential on the Grand Banks. This is good for the companies that operate here, their employees, the contractors and suppliers who support them, but also has implications for the government and the people of the province in the form of royalties and Noia News 19

Skandi Constructor to arrive in 2014 The Skandi Constructor will arrive in 2014 to work in the Terra Nova basin. A light intervention vessel (LIV), the specialized ship carries the most current LIV technology and provides an alternative method of performing light maintenance activity in production wells. LIVs can facilitate improved hydrocarbon recovery from existing production wells through means that would normally not be viable using a MODU, Martin said. LIVs primarily use wireline technology. For example, they can log and identify wells with higher water content and can isolate that water to maximize hydrocarbon production. Martin went on to explain that LIVs also have a highefficiency factor when compared with drill rigs. With the decreased time spent mobilizing and demobilizing, four to five operations can be completed in the time a drill rig could complete one. He also noted an environmental advantage. Since the processes are wireline based, all hydrocarbons remain in the well and there is no requirement to flow back to the surface as in the case of using a MODU. Martin closed his presentation by commenting on the demand for human and technical resources being created by the increasing economic activity of the oil & gas industry. Chevron looking forward to improved sub-surface imaging Details of exciting new seismic technology were presented by Chevon Canada during its presentation at Noia s 2013 conference. Mark MacLeod, Atlantic Canada Vice-President, told the audience of the upcoming use of Isometrix technology to conduct 3D or 4D surveys of the Hebron field, and time permitting, a 4D survey of Hibernia. Proprietory to Western Geco, Isometrix creates improved subsurface images by filling in the gaps left by conventional seismic equipment. Currently, most seismic is obtained by towing eight cables containing 1,300 receivers behind a ship. Isometrix technology tows 12 cables with more than 69,000 receivers, and provides a 32 times increase in the volume of data acquired. The first commercial application of this technology was this past January, and the work being conducted at Hebron will be the first survey in Canada. We feel this (use of Isometrix) will lead to enhanced oil recovery because you can more accurately pinpoint where the oil is in the subsurface, MacLeod said. Macleod told the audience that the vessel WG Vespucci had arrived in St. John s the previous week, and left to begin its work the day before the start of the Noia conference. We re real excited about this and anxious to see the results, he added. Earlier this year, the West Aquarius spudded the Margaree well in order to retain Chevron s exploration licence. The primary portion of that well will be drilled later this year in either the third or fourth quarter 2013 using the Stena Caron drill ship. This will be the third well Chevron has drilled in the Orphan Basin. The previous two Lona and Great Barasway were unsuccessful, however they provided enough encouraging geological information to justify a third attempt. The Stena Caron a six-position, dynamically positioned, harsh-environment drillship is expected to arrive in St. John s in July or August. Chevron has its team in place and ready to go upon the ship s arrival and receipt of final regulatory approval from the C-NLOPB. Chevron will be the operator of Margaree, along with co-venturers Repsol and Statoil. Memorial University Partnership Macleod concluded his presentation with the announcement that, through its University Partnership Program, Chevron will be establishing a second research Chair at Memorial University. Dr. Alison Malcolm, an Assistant Professor at MIT, who holds a PhD from Colorado School of Mines and specializes in seismic data processing and analysis, will be joining Memorial s Faculty of Earth Sciences as the Inaugural Chair in Reservoir Characterization. 25 ExxonMobil, KKC and WorleyParsons update delegates on Hebron progress Andrew Barry, President of ExxonMobil Canada, told delegates attending the annual Noia conference in June that success for the Hebron project will depend on three key areas: safety and the environment; beating cost and schedule commitments; and growing a skilled and diverse local workforce. Barry challenged his audience to excel in all three. We are at a pivotal point in the oil and gas industry in Newfoundland & Labrador. What, and more importantly how, success is achieved over the next few years will have a lasting legacy. The reputation of our industry and of the province will be built on the back of our success. He said it s not enough for province s offshore sector to meet budgets and schedule, but to exceed them. The oil and gas industry in Newfoundland & Labrador plays on the global stage where the projects that are developed in the province depend on how they can compete against others globally. In this, Barry said the province faces some unique challenges. We re not the Gulf of Mexico or the North Sea we have harsher weather, greater distances to travel and, in some same cases, more complex reservoirs. We also have less industry around us to share costs, and, for crying out loud, we even have icebergs to deal with. Barry said Hebron is a great example of those challenges. 26 Companies who are looking at future investments are going to be looking on with great interest at the cost of Hebron and there is no doubt in my mind that our performance will impact future investment decisions. So, to claim success and to show the world this is a place to do business, we need to prove it and show the world how good we are. Barry described Bull Arm, the construction site for the Hebron gravity base structure (GBS) and fabrication of the living quarters module, as a hive of activity. In March, the base slab rebar installation was near completion. And within a week of his speech at the Noia conference, he expected concrete to be poured in the final quadrant of the base slab. GBS Update Kiewit-Kvaerner Contractors (KKC) expects to begin slip-form operations on the GBS this summer. A slip-form operation is a construction method prominently used for vertical structures like GBSs, said Astor Nyborg, Hebron GBS Project Director for KKC. The thickness of the concrete can be manipulated and accommodation made for block-outs or required openings in the wall structure. The mechanical outfitting of the GBS in the drydock will begin as soon the first slip is completed. Once the slip-formed concrete reaches 27 metres in height, the GBS will be floated out of the drydock and into the nearby deepwater site where construction will continue. To prepare for this, KKC will install a nine-line mooring system that will utilize 4.2 kilometres of mooring chain. Each link of the mooring chain weighs approximately 330 pounds, said Nyborg. The Hebron project is a very large oil and gas project and without a doubt the eyes of the world are currently upon us. That s a responsibility we all share. It is a golden opportunity to show that Newfoundland and Labrador we can deliver safely, beating the budget, beating the schedule and doing so with quality. Our goal is not to build one GBS, but to build many more GBSs and related oil and gas infrastructure in Newfoundland and Labrador. Our challenge as contractors, sub-contractors and suppliers is to be as competitive as possible in the marketplace in order to attract more oil and gas development in this province and grow our respective businesses. Topsides Update WorleyParsons highlighted some of the restoration work required at Bull Arm to accommodate the assembly of topsides modules at the site. To undertake the work, we ve had to do extensive restoration work to the main module hall and other buildings. The paint shop required new power supplies to be pulled and upgrades to equipment, said Neil Robertson, Vice President & Senior Project Director for WorleyParsons. The first pre-fabricated components for the living quarters module started arriving at the site in June for assembly before being transferred to the module hall. In 2015, we ll be using the finger pier at Bull Arm for the assembly of the topside. This pier was originally used for the assembly of the Hibernia topside, and since then it has experienced some deterioration. After Noia News 27

28 a complete drilling program to take core samples for strength testing, we have developed a scope of work for pier remediation which will be undertaken in Robertson noted that first steel for the living quarters module was cut in March at Metal World, while first steel was cut in May for the drilling support module at the Kiewit Offshore Services facility in Marystown. In June, construction of the platform s helideck was awarded to C&W Offshore in Mount Pearl. WorleyParsons expects first steel to be cut in August for the utilities and processing module (UPM) in South Korea. In October, work is scheduled to begin on the derrick equipment set also being built in South Korea. By December, Robertson said the last of the purchase orders will be issued for remaining ancillary structures the flare boom and two lifeboat stations which will be built in the province. Robertson wrapped up his presentation to Noia delegates with a familiar theme. We re trying to leave a legacy here in the province of a highly successful project delivered ahead of schedule, under budget that meets the quality requirements of all the stakeholders but most importantly no one gets hurt. This requires efforts from us all. We re building a platform that is safe for the next 30 years and a centre of excellence in the offshore engineering and the execution for many years to come. Hibernia expanding southward ExxonMobil Canada President Andrew Barry provided an update on activity at the Hibernia field as it continues to expand southward. Last year, he said Hibernia had its best-ever safety performance in 2012 in one of our busiest years. During the 2012 s busy and complex turnaround, about 350 people worked on the platform. The work included replacing flare tips and lifting components into place with a helicopter; overhauling turbines, compressors, gearboxes and vessels; cleaning out the produced water system; and installing key equipment for future tie-ins for the $1.74 billion Hibernia Southern Extension (HSE) project. We did all of that without a single, recordable incident not one stitch, not one strained back, nothing. Everyone went home exactly as they came to work an outstanding achievement that just proves that we can do it. For HSE, up to five production wells will be drilled from the platform and up to six water-injector subsea wells. These will be the first subsea wells for Hibernia, said Barry. We ve been able to piggyback off the HSE project to further develop the Hibernia-Ben Nevis-Avalon, or BNA reservoir. This reservoir has been producing since 2000, but platform slot constraints have prevented us from developing it further. We ve been able to expand the HSE drill centre at a moderate cost to accommodate some BNA wells. The Hibernia partners have approved up to four platform wells and four subsea water-injector wells for Ben Nevis-Avalon. The HSE excavated drill centre was completed last summer. We completed this work almost 20 per cent below budget without a single safety incident even after dealing with some unexpected two-to-three diameter boulders in the process. This year, ExxonMobil will install the subsea infrastructure, flowlines and jumpers in the excavated drill centre. Subsea drilling by the West Aquarius drill rig is scheduled to begin before year-end. Oil first flowed from HSE in mid-2011 and additional production is scheduled for Noia News

31 News from Black Spruce Exploration David Murray, CEO, Black Spruce Exploration David Murray, President and CEO of Foothills Capital Corporation and CEO of Foothills subsidiary Black Spruce Exploration (BSE), addressed Noia 2013 conference delegates to talk about the company s western Newfoundland oil & gas activities. Over the past several months BSE, by consolidating junior oil and gas exploration opportunities, has become the operator of nearly 2,359,000 acres of licences in onshore and offshore western Newfoundland. With these agreements in place with Shoal Point Energy, Ptarmigan Energy, Deer Lake Oil & Gas Inc., and Energi Oil, Murray says Black Spruce is now setting about proving commercial potential and viability of the licence areas. That s a process that everybody has forgotten about in St. John s about what happened in Hibernia. It just didn t happen overnight. It begins by doing some tests and preparation, said Murray. He continued, So for us, preparation is a very big key, and takes a lot of planning, studying, looking at drilling locations, looking at the techniques that we can use to improve our chances for getting hydrocarbons out of those shale formations. Referring to a map of shale plays in North America, and noting the absence of shale within this province, Murray stated, It is here. There is oil in the rocks. We have a lot of independent engineering firms that have opined on that, have studied the core samples, and have completed their analysis and given their volumetric estimates of oil in place. Over 2 million acres combined assets In January, Black Spruce signed its first agreement with junior Shoal Point Energy. Under Phase 1 of the farm-in agreement, BSE acquired a 50 per cent working interest (4 wells and 1 workover). Phase 2 will see the working interest increase to 60 per cent with the drilling of an additional eight wells. The May 31 agreement with Ptarmigan Energy provided a 100 per cent working interest in three exploration licences, and the Deer Lake Oil & Gas Inc. agreement of June 4 provided a 100 per cent working interest in EP / in Deer Lake Basin. More recently, Murray stated, we ve continued to be busy, and we ve signed a letter of intent we have not Noia News 31

32 completed this transaction but we have signed a letter of intent with Deer Lake Oil & Gas to acquire, by way of a share acquisition, all of the shares outstanding of this company. Most recently, a farm-in agreement was signed with Energi in June. We ll eventually earn a 60 per cent working interest on the properties there. They actually have an oil well currently producing. It hasn t produced a substantial volume but it has produced 35,000 barrels of oil in 47 degree API oil, Murray commented. Three-year program underway 2013 is the first year of a three-year program for Black Spruce Energy. Year 1 is exploration, Year 2 is more appraisal and development of those wells, and Year 3 is when the large capital expenditures begin, Murray told the audience. In providing an operational update of where things stand today, it was stated that BSE has an office opened in St. John s and an additional office in Corner Brook will be fully functioning in July. The company is finalizing business agreements and regulatory applications and has acquired the services of a drill rig. Murray also noted that the company website is up and operational and they have already received over 300 applications from people who are previous residents of western Newfoundland and want to come home. We re very very confident that we ll be able to bring some of those people home. 33 Jim Prentice, Senior Executive Vice-President and Vice-Chairman of CIBC Gilbert Bennett, Vice-President, Lower Churchill, Nalcor Energy Lower Churchill key to Canada s energy strategy When Jim Prentice addressed Noia conference delegates on June 19, he spoke of the dramatic transformation in world energy markets over the past five years. The former federal cabinet minister and current Senior Executive Vice-President and Vice-Chairman of CIBC said the changes present great opportunity for Canada to fully leverage all aspects of our energy advantage including oil, natural gas, metals and hydroelectricity production. He cited the Lower Churchill hydroelectric project as a key element of the country s energy strategy. This project would unleash the remaining generating capacity of the Churchill River. It would create more than 16,000 person years of employment here in Atlantic Canada and it would put in place a critical link in Canada s energy transmission grid, explained Prentice. Together as a region and as a country we would move closer to an electricity system that is essentially carbon free. Nalcor s Vice-President of the Lower Churchill Project, Gilbert Bennett, provided additional information for conference delegates, with a project overview and update on progress to date. The hydroelectric potential of Muskrat Falls and Gull Island make the lower Churchill River in Labrador the best undeveloped hydroelectric source in North America. Together, they have a combined capacity of more than 3,000 megawatts, will be able to provide 16.7 terawatt hours of electricity a year and significantly reduce greenhouse gas emissions equivalent to taking 3.2 million vehicles off the road each year. Phase one of the Lower Churchill Project includes an 824 megawatt hydroelectric generating facility at Muskrat Falls, the Labrador-Island Link that will transmit power Noia News 33

34 INDUSTRY NEWS Lower Churchill key to Canada s energy strategy from Muskrat Falls to Soldiers Pond on the Avalon Peninsula, and the Maritime Link connecting Newfoundland and Nova Scotia, which is being constructed by Emera Inc. of Nova Scotia. While the costs and benefits of the Lower Churchill Project continue to be debated by some, Prentice says now is the time to act. In a volatile energy marketplace, we as a country need to seize every advantage, and the Lower Churchill represents a significant advantage for this province, for the region and for Canada as a whole. Bennett explained that since Phase 1 project sanction in December 2012, site work preparation has been ongoing and 70 per cent of detailed engineering has been completed to date. Contracts and packages for several major project components have also been awarded. Construction is expected to take five years to complete. The 400-member project team consists of Nalcor and SNV-Lavalin personnel with in-house management by Nalcor of the Strait of Bell Isle marine cable crossing. Gilbert noted that 95 per cent of detailed engineering work was completed in Newfoundland & Labrador, while the international supply community is engaged in the procurement opportunities. A number of key activities will take place this year at Muskrat Falls including bulk excavation work, reservoir clearing, North Spur geotechnical work, construction of an accommodations complex (starter camp completed) and first concrete poured for the spillway. Work on the Labrador transmission this year will involve right of way (ROW) clearing, commencement of transmission construction and earth works for the Churchill Falls switchyard. The Labrador-Island Link portion of the project moved forward with the June 21 announcement of the provincial release from Environmental Assessment. This year will see the beginning of earthworks at Soldier s Pond on the Avalon Peninsula, ROW clearing in Labrador and on the Northern Peninsula, the start of transmission construction, as well as the beginning of the Strait of Bell Isle horizontal directional drilling (HDD) program. Bennett also spoke of the jobs and benefits accrued to date. Throughout April 2013, 529 people were employed at Muskrat Falls. Almost 90 per cent are Newfoundland & Labrador residents, 38 per cent are residents of Labrador and approximately half of those are members of Labrador Aboriginal groups. An average of 1,500 direct jobs per year are anticipated across more than 70 occupations. Total expenditures in April were over $31 million, with some 40 per cent of that going to Newfoundland businesses. He also spoke of labour market issues, including the need to find and retain skilled workers. Gilbert noted that the Special Project Orders approved by the provincial government in June are a positive step forward in ensuring labour stability for the duration of the Muskrat Falls project. 37 IN BRIEF 2013 call for bids offshore NL 2013 call for bids offshore NL In May, the C-NLOPB issued its 2013 call for bids on nine parcels of land one in the Flemish Pass, four in the Carson Basin and four off the island s west coast. No specific closing dates were provided because updates to Strategic Environmental Assessments (SEAs) are underway for both western and eastern Newfoundland and Labrador. Instead, the closing dates will be 120 days after the C-NLOPB completes the relevant SEAs. The SEA update for Western Newfoundland and Labrador is in the final stages, while a report for the Eastern Newfoundland SEA will be completed in In the Flemish Pass, a 266,139-hectare block of seabed is available. It borders three current exploration licences: EL 1126 held by Statoil, Chevron and Repsol to the north; EL 1111 to the south held by Husky and Repsol; and EL 1134 also to the south and issued earlier this year to Husky, Suncor and Repsol. In the Carson Basin which is south of the oil-producing Jeanne d Arc Basin four parcels are available spanning more than 1.1 million hectares. Currently, there are no ELs in the basin. Of the seven wells drilled in the Carson Basin, six date back to the early 1970s and one was drilled in 1986; two of the wells were drilled in Parcel 1, where water depths range from 100 metres to 2,000 metres. Water depths in Parcels 2, 3 and 4 are in the 400-3,000-metre range. Two exploration licences were previously issued in the basin to Petro-Canada in 2001, though no wells were drilled on the ELs. In Western NL, four parcels are available totalling more 1 million hectares. Parcels 1 and 2 are north of the Port au Port Peninsula, where water depths range from 50 metres to 200 metres. Both parcels border EL 1097R held by Shoal Point Energy, while Parcel 2 also borders EL 1120 and EL 1127 also held by Black Spruce Exploration. Parcels 3 and 4 are west of the Port au Port Peninsula, sitting in water depths ranging from 100 metres to more than 400 metres. Both parcels border EL 1116 held by Enegi Oil. Parcel 3 also borders EL 1128 operated by Black Spruce, while Parcel 4 also borders EL 1105 held by Corridor Resources, which has proposed drilling an exploration well at its Old Harry prospect by Provincial delegation visits China During the opening keynote address of Noia s Play on the Edge 2013 conference in June, Premier Dunderdale announced that she would be departing that afternoon to lead a provincial delegation to China where they would meet with meet with major players in China s offshore oil sector. These are companies with capital to invest and a very real interest in exploring and bringing new finds to market. I am excited about bringing them this news (Nalcor s discovery of three new basins offshore Labrador) and inviting them to join us in this province s offshore oil industry. As the world s fastest growing economy, China represents a significant opportunity as a market for Newfoundland and Labrador s resource industries, as well as emerging sectors, such as ocean technology. The purpose of the China mission was to build upon existing relationships, identify trade, investment and other opportunities in areas of mutual interest and demonstrate the provincial government s commitment to expanding business relations with China. Natural Resources Minister Tom Marshall, Minister of Finance Jerome Kennedy, Nalcor Energy s President & CEO Ed Martin, and Dr. Gary Kachanoski, President of Memorial University, joined the premier and others for the June mission. Premier Dunderdale held meetings with Sinopec and the China National Offshore Oil Corporation (CNOOC). There was definite interest (in our offshore) said Marshall in a July 15 Telegram article. He went on to say that CNOOC had already been approached to partner in offshore Newfoundland & Labrador, and noted CNOOC has been looking at prospects in offshore Iceland, and that this province could possibly tie in with any move by the company into sub-arctic waters. 38 IN BRIEF C-NLOPB federal appointees C-NLOPB federal appointees On June 12, Natural Resources Minister Joe Oliver announced the appointment of two new members to the Canada-Newfoundland and Labrador Offshore Petroleum Board. Lidija Cicnjak-Chubbs has 20 years of experience as an environmental scientist with a wide-ranging career in both the private and public sectors. She is currently the Environment and Loss Control Manager for the Goose Bay location of Serco Facilities Management Inc., where she oversees hazardous waste management, including hazardous material spill response. Cynthia Hickman is a Certified Management Accountant and has over 10 years of experience working in senior management positions with a focus on finance within the healthcare industry. She is currently an instructor with the College of the North Atlantic, where she teaches accounting and business-related courses. C-NLOPB extends SEA deadline On July 12, the C-NLOPB announced that it was extending the deadline for public review of the draft Western Newfoundland and Labrador Strategic Environmental Assessment Update report to Friday, September 27, The draft report was released on June 21, following its translation into French. The initial six week period allotted for public review takes place during summer; therefore the C-NLOPB acknowledged the value of an extension. A key objective of the public review is to provide those who commented during the public consultations with an opportunity to assess how their comments are reflected in the draft report. Some may choose only to review the parts of the report that are relevant to their earlier comments, although the C-NLOPB will welcome all feedback on the draft report.
