4 PRESIDENT S PERSPECTIVE Robert Cadigan The first quarter of 2014 has flown by with alarming speed. Newfoundland & Labrador s oil & gas industry is on a roll and there are no signs of slowing down in the near future. At the close out of last year we celebrated a hat trick: the discovery of new basins in Labrador via Nalcor Energy s seismic program; the Statoil finds in the Flemish Pass and the changes to the land tenure system that will revolutionize our competitive impact. Great stuff! Robert Cadigan - Noia President & CEO President s Perspective Oil royalties from our offshore petroleum industry account for 26 per cent of provincial revenues last year. Since first oil in November 1997, oil royalties have contributed approximately $14.7 billion to the provincial treasury, as of March Offshore oil production accounts for 32 per cent of the provincial gross domestic product (GDP). The development of offshore oil projects has fuelled GDP growth in the past decade and since 1966, cumulative offshore expenditures total $33.92 billion. Additionally, in the province s Fall Update , the Finance Minister stated that the provincial GDP was expected to grow by 5.8 per cent in 2013 the highest level among the provinces. There is no doubt about the importance of this industry to the economic well being of our province and therefore it is critical now more than ever to keep the momentum going. Noia and its members must continue to have a long-term view and continue to be a voice advocating for a strategy for local benefits. We must also continue to understand the global industry and help enable Newfoundland and Labrador companies develop our local expertise, skills and knowledge in order to export our experience to other oil production areas of the world. Looking forward to the year ahead, Noia will continue to work to ensure that procurement opportunities for new and existing developments are publicized. We will continue to advocate for changes that will help make our market place a viable and attractive place for investment and to ensure that local industry continues to flourish. This year, Noia will continue with its committees focusing on the areas of exploration attraction, labour and R & D. I hope that this issue of Noia News is helpful to all of our members in gaining a better understanding of the activity that lies ahead for Noia News

9 Completion of Husky Energy s graving dock at Argentia is scheduled for later this year. 2014: The Year Ahead Activity in the Flemish Pass will be ramping up again this year as Statoil Canada preps for an 18-month drilling program scheduled to begin this fall. The drilling program is part of Statoil s efforts to assess opportunities for early development of last year s Bay du Nord discovery estimated to contain million barrels of light crude. Statoil announced it will assess the feasibility of accelerated development to reduce the time to first oil at Bay du Nord. That news came during the Feb. 7 release of the company s fourth-quarter financial results. Statoil said it has identified eight to 10 potentially high-impact prospects in the Newfoundland & Labrador offshore and it plans to drill a number of wells over the next few years. While a drill rig has been secured, the company had not publicly identified the rig by late February. This spring, the company is also planning to begin a 3D seismic program spanning 1,900 square kilometres in the Bay du Nord area. Last year, Statoil also announced an oil discovery at its Harpoon exploration well and those results are still under evaluation. While no resource estimate has been issued, Statoil has described the Harpoon crude as high-quality oil that is lighter than the estimated million barrels encountered at its Mizzen discovery of In the Flemish Pass, Statoil is the operator of two SDLs (both for the Mizzen discovery) and five ELs. 10 COVER STORY The Year Ahead White Rose Husky Energy is proceeding with plans to fully develop West White Rose by Known officially as the White Rose Extension Project (WREP), a decision on project sanction by Husky and partners Suncor Energy and Nalcor Energy is expected in the latter half of this year. Husky filed documents with the Canada-Newfoundland & Labrador Offshore Petroleum Board (C-NLOPB) on Oct. 21 outlining plans to develop West White Rose using a concrete gravity structure that will drill wells and pump oil to the SeaRose production ship for processing, storage and transport to tankers. In parallel with this year s ongoing regulatory process, Husky is also lining up contractors and long-lead items in advance of project sanction. The company expects to complete the Argentia graving dock, where the concrete gravity structure (CGS) will be built, prior to project sanction. Work on the graving dock began in October The permanent concrete gates for the graving dock will be built at the same time as the CGS. In the meantime, a berm will be used to maintain a water-tight drydock. The prequalified bidders for the CGS are Grand Banks Constructors, Peter Kiewit Infrastructure Co., and SNC-Lavalin-Dragados. Prequalified bidders for the living quarters modules and helideck are C&W Offshore Ltd., DFB, North Eastern Constructors Ltd. (NECL), and Peter Kiewit Infrastructure Co. Drilling of the West White Rose wells will begin once the CGS is in place on the Grand Banks. At South White Rose, Husky is targeting 24 million barrels of oil and an additional nine million barrels from a portion of the main South Avalon Pool known as the Terrace. Gas injection was expected in the first quarter of this year with the commissioning of the well. This summer will see Technip Canada install subsea equipment, including christmas trees, manifolds and flowlines, at the southern satellite. First oil is expected by the end of the year. Production from North Amethyst Hibernia is expected around mid-year from a well spudded in December. The Hibernia formation, which lies deep beneath the producing Ben Nevis/Avalon formation at White Rose, is being drilled from the existing North Amethyst drill centre. 10 Noia News

11 COVER STORY The Year Ahead The SeaRose floating production, storage and offloading (FPSO) vessel is scheduled for a maintenance turnaround during the third quarter of the year. The drill rig GSF Grand Banks is in the midst of its 30-year special periodic survey at the Signal International yard in Pascagoula, Miss. Husky expects the GSF Grand Banks to return to the NL offshore sometime in May. The rig has been operating in the White Rose field since 2002 and is contracted to Husky until late Hebron This summer, the Hebron gravity base structure (GBS) moves to a nearby deepwater site at Bull Arm once the drydock bund wall at Great Mosquito Cove is removed by a cutter-suction dredger vessel. Jan de Nul Group has the contract for the bund-wall removal and dredging a channel so tug boats and winches can tow the 27.5-metre gravity base structure to the deepwater site where GBS construction and slip-forming activities will continue. Fabrication of the topsides modules the living quarters, drilling support module, the helideck, flare boom and lifeboat stations will continue in the province throughout WorleyParsons expects to award a subcontract for the remediation of the topsides assembly pier and quay at Bull Arm during the first quarter. The remediation work, which will occur throughout this year, includes: reinforced concrete foundations supported on piles, socketed into rock; anchoring 1.5-metre- to 3.4-metredeep reinforced concrete slabs to the existing pier slab over the pier caisson structures; and construction of new concrete-filled bollards supported by approximately 60 cubic metres of reinforced concrete gravity anchor blocks. Subsea 7 has been awarded a US$75-million, threeyear subsea construction contract to install two offshore loading systems (OLS) for the Hebron project. Engineering and project management will be done out of the company s St. John s office, according to a Feb. 28 news release issued by Subsea 7. Installation of the OLS will be done in 92 metres of water. Noia News 11

12 COVER STORY The Year Ahead Hibernia Hibernia Management and Development Co. signed a new, 18-month contract with Seadrill in October 2013 for the use of the West Aquarius. The rig will drill up to four water-injector wells for the Hibernia Southern Extension (HSE) project and drilling started in January. Subsea trees will be installed by the rig as individual wells are completed. Work continues on the platform in preparation for commissioning and start-up of subsea water injection. Full production at HSE is scheduled for the latter half of 2015 following completion of the subsea drilling program. HMDC completed drilling the third platform oil producer at the end of The Hibernia partners have approved up to four platform wells. Terra Nova For the first time in the Jeanne d Arc Basin, Suncor Energy will utilize a light intervention vessel to improve recovery from existing Terra Nova production wells. The well-intervention work is scheduled to begin midyear by the Skandi Constructor, a 120-metre vessel built in 2009 and operated by the DOF Group. Light intervention vessels use wire-line technology to log and identify wells with high water content, and are able to isolate the water to maximize the recovery of oil and gas. Suncor expects to have the Henry Goodrich for a portion of this year drilling development wells to support production from the main field. The company has a rig-sharing agreement with Husky and Statoil. A four-week turnaround is scheduled for the Terra Nova FPSO during the third quarter of this year. Seismic surveys It could be a busy year for seismic surveys in the Newfoundland & Labrador offshore. MKI, a wholly owned subsidiary of Petroleum Geo-Services, and its partners TGS-NOPEC and Nalcor Energy are planning another round of seismic surveys in the deep waters of the Labrador Sea and Northeast Newfoundland Slope. 12 Noia News

This year, MKI and its partners are planning additional 2D and 3D seismic surveys that will span almost 700,000 square kilometres in the same region, according to documents filed with the C-NLOPB in November The surveys are expected to start this year with the planned acquisition of up to 10,000 line kilometres of 2D data. The surveys could continue until The trio previously collected almost 50,000 line kilometres of 2D seismic data in the Labrador Sea and Northeast Newfoundland Slope from 2011 to That multi-client data is currently being marketed to international oil & gas companies. MKI and its partners are also prepping for a new round of 2D multi-client seismic surveys this time along the southern Grand Banks and off Newfoundland s south coast. The survey could begin as early as this spring. In the first season of a proposed four-year program, the company is targeting 19,000 line kilometres of 2D data, according to the project description filed with the C-NLOPB in late GX Technology, a division of Houston-based ION Geophysical Corp., is proposing a non-exclusive 2D, gravity and magnetic survey that would range from northeastern Newfoundland to the island s south coast as far as the maritime boundary with Nova Scotia. Using the vessel MV Discoverer, GXT is looking to acquire up to 14,000 line kilometres annually between this year and Last year, the company acquired approximately 6,500 line kilometres of 2D seismic, gravity and magnetic data off Labrador. ARKeX Ltd. and TGS-NOPEC are proposing a non-exclusive, gravity gradient survey of the Labrador Sea. The surveys would be conducted in five phases beginning this year and continuing until 2018, according the project description filed with the C-NLOPB. Each phase would cover approximately 40,000 square kilometres and includes the existing five SDLs and three ELs off Labrador. Electromagnetic Geoservices Canada (EMGS) is proposing four years of surveys to acquire non-exclusive controlled-source electromagnetic data over an offshore area ranging from northeastern Newfoundland to the south Grand Banks, according the project description filed with the C-NLOPB in December EMGS would collect data within a 41,000-square-kilometre area during the first round of surveys tentatively scheduled to begin in May of this year Western NL Black Spruce Exploration is targeting onshore drilling at the Garden Hill field on the Port au Port Peninsula late in the second quarter. The company is proposing to drill two to five wells. Last year, Black Spruce acquired an interest in the Garden Hill production permit ( A) and a pair of exploration licences from Enegi Oil in return for a multi-well drilling program. Noia News 13

14 COVER STORY The Year Ahead In mid-january, Black Spruce completed a deal to acquire two onshore exploration permits operated by Deer Lake Oil and Gas. As part of its exploration plans, the company will evaluate an exploration drilling program for the Deer Lake Basin. Black Spruce is planning a 3D seismic survey of EL 1120, which contains a pair of offshore prospects dubbed Lark Harbour and York Harbour, under an agreement with St. John s-based Ptarmigan Energy. The survey will cover 600-1,000 square kilometres of seabed and is scheduled to begin this summer, pending company and regulatory approvals. Corridor Resources continues to await the completion of the Western Newfoundland & Labrador Strategic Environmental Assessment (SEA) Update which is now expected in April. In February 2011, Corridor kickstarted an environmental assessment (EA) of its proposed exploration well at the Old Harry prospect on the Newfoundland side of the Gulf of St. Lawrence. That EA is still ongoing. Corridor expects to drill a well at Old Harry in , pending regulatory approvals. Last year, the company received an extension to EL 1105 from the C-NLOPB. Nova Scotia ExxonMobil, the operator of the Sable Offshore Energy Project, is seeking expressions of interest (EOI) from companies to assist in planning for the abandonment of the natural gas field. Planning is scheduled to begin in 2015, but no date has been set for abandonment activities. ExxonMobil started a similar EOI process in 2012, but it did not result in a request for proposals. Sable, which has five offshore platforms, started production in Shell Canada outlined plans for drilling up to seven wells in the Shelburne Basin between 2015 and 2019 in documents filed with regulators. That proposed offshore activity is currently the subject of a review by the Canadian Environmental Assessment Agency. Shell holds four deepwater exploration licences in the Shelburne Basin. In 2012, Shell bid $970 million in work commitments for the right to explore the basin located 240 kilometres off Nova Scotia and has also completed a 3D seismic survey program to identify to potential drilling targets. Encana Corp., the operator of Deep Panuke, says it s not actively trying to sell the natural gas field. The company had previously announced Deep Panuke did not fit its core business and growth plans. Natural gas started flowing from Deep Panuke in mid-august 2013, and the field reached full production in December when gas flowed at 300 million cubic feet per day. 14 Noia News

17 INSIDE NOIA Noia s Newest Directors Meet Noia s newest Directors Andrew Bell was born and raised in St. John s. He completed a Bachelor of Commerce degree at Dalhousie University and the Executive Development Program at Queen s University. He joined the family business, The Bell Group, in 1991 and was appointed CEO in early He has two sons and resides at Topsail. Andrew has been actively engaged in the Newfoundland offshore industry and acquired K&D Pratt in He has continued to demonstrate strong business acumen in his ability to source viable opportunities and enhance growth. His input has been solicited on industry issues and he has been actively engaged with Noia, including his most recent involvement as a member of the Conference Program Committee. Through his leadership, Andrew has transformed his family business into a diversified Newfoundland based firm with operations across Atlantic Canada, including Charles R. Bell Ltd., K&D Pratt Group Inc., Coast Broadcasting Ltd., and Atlantic Spirits and Wines. Andrew brings value through experience and understanding, particularly to independently locally owned businesses and the opportunities and challenges they face. As a strong advocate for local business, Andrew strives to bring bonafide solutions and services to the table that will help move the industry forward for growth and sustainability. Andrew is a highly motivated individual with a strong commitment to achieving a superior level of performance. His natural enthusiasm buoys all activities in which he is involved, as well as the other participants. He has served as President of the Rotary Club of St. John s East, a Director of the St. John s Board of Trade, an inaugural member of the Board of Directors of the United Way of Avalon, and the Boards of the Red Cross and Junior Achievement. Andrew s goals for Noia: 1. To bring value through experience and understanding, particularly with regards to independently locally owned businesses and the opportunities and challenges they face. He will provide a voice and advocate for local business and their desire to bring bonafide solutions and services to the table in helping move the industry forward for growth and sustainability. 2. To ensure that Noia has a say when developing policies and regulations for the industry, as Noia brings less bias and has the desire to look at the bigger picture. He wants to ensure that this is indeed the case and that Noia s concerns for its members are not only tabled, however, considered and factored into decisions going forward. 3. Noia has a role to play in promoting the Newfoundland offshore industry both locally and abroad and should be working to connect their members with key players and opportunities within the industry. As a member of the Program Committee for Noia s annual conference, Andrew has worked collectively with the group to ensure this indeed has been the case and that value is delivered to all that attend. Noia has the ability as an organization that an independent member business may not and this should be taken advantage of as a benefit to a member of Noia and Andrew wants to ensure that this is indeed the case. 18 INSIDE NOIA Noia s Newest Directors Dave Christmas is Vice-President, Schlumberger Canada Ltd. with 30 years of experience in roles ranging from field service operations and international large capital sales, to mergers & acquisitions, and product development. Dave has a broad exposure to the upstream business covering seismic, well testing, wire-line logging and artificial lift in detail, and now main upstream oilfield services. He has led nationality and gender diverse teams in global roles, and brings a visionary high energy business approach with an understanding of people learned from working and living in more than a dozen countries. Leading the largest oilfield service company in this exciting yet harsh and demanding environment, he has been able to capture opportunities and promote these to ensure direct heavy corporate investment into the province; doubling the company s facility footprint and doubling local staff levels. Dave has been active within the Noia Conference Committee for several years. He has initiated industry wide consultation on safety and is personally committed to raising the importance of the need for diversity. He is an Engineering graduate of Liverpool University, a Member of the Energy Institute and the Society of Petroleum Engineers. He has taken an active role in ten major technical conferences and holds two patents. Dave s goals for Noia: 1. Noia has a central role in representing members interests within the political, academic and business environment. The quick and comprehensive communication of opportunities for members is paramount in ensuring that Noia members can be positioned to make the most of this upcoming period of expansion and growth. Dave will drive to improve the rapid sharing of information between the parties. 2. Carefully balancing contract awards against the ability to deliver from a local resource base to cover the upcoming and existing projects will require coordination and planning by and between the membership. All parts of the Noia membership need to receive equal treatment and attention. It is now that the emerging and smaller organizations need to be connected and supported by the Noia board to the larger projects and contractors. Only by investing in and supporting the development of our local capacity will the Noia membership be able to deliver against the project deadlines. Dave will strive to make those connections and capture local investment. 18 Noia News

This will ensure that there is a transfer of knowledge to other harsh environment business arenas and a continued commercial export of our developing expertise. Dave will continually promote the capabilities of Noia membership and provincial capabilities to a wider market. Liam O Shea is the General Manager/principal for Atlantic Offshore Medical Services Group of Companies, a local Newfoundland company. He began working in the oil and gas industry in 1998 offshore NL on the MODU Bill Shoemaker. He has overseen operations in NS and is currently managing all AOMS operations from NL. 21 Newfoundland & Labrador a Bright Prospect for TGS Newfoundland & Labrador s highly prospective offshore is a good investment for multi-client seismic data acquisition. Rod Starr, Senior Vice-President Western Hemisphere for TGS, delivered this upbeat message to attendees of Noia s Annual General meeting on February 6 in St. John s. He discussed how the multi-client seismic data acquisition business works and the need to employ a rigorous process to decide where to invest in data collection. He said that they look at prospectivity around the world from a commercial perspective to identify opportunities. Industry provides direction and, in most cases, pre-funding for data acquisition programs. It reduces our risk to have that buy-in from industry. Starr explained that as a multi-client data firm, once TGS invests in a project, it manages the project, owns the data and has the rights to license that data to companies. TGS contracts all its seismic vessels, meaning that it can select the appropriate technology or vessel at the right time. It s unique because it s pushing us to acquire data in the right place at the right time, said Starr. The benefit to the industry is access to fairly expensive data at a fraction of the cost. Using case studies from around the world, Starr illustrated how data acquisition has progressed in areas such as the Norwegian Barents Sea, Gulf of Mexico, Liberia, Australia, Indonesia and Columbia. He said the company s decision to invest in Newfoundland & Labrador was based on a number of considerations including the small amount of existing data for the region, recent geoscientific success and a geopolitical regime that provides predictability and transparency. It comes back to our values and what we re looking for, said Starr. We don t get those shared values in all other places a common approach, common values, common objectives, a real shared vision of what the future and opportunities are. Starr added that the province s new land tenure system will be a further incentive for exploration attraction. He said the predictable schedule and additional time for data acquisition and analysis should drive oil and gas business in the province. We re just at a starting point in Newfoundland & Labrador, but we hope it looks like the Gulf of Mexico at some point from a seismic perspective. Noia News 21

24 INSIDE NOIA Fall Seminar Slide from presentation by Richard Wright, Manager of Exploration, Nalcor Energy Oil and Gas Deepwater: Technology that runs deep Buoyed by recent finds in the deep waters of the Flemish Pass Basin, speakers at Noia s 2013 fall seminar in November discussed the future of deepwater development and opportunities for the Newfoundland & Labrador offshore oil and gas industry. Richard Wright, Manager of Exploration for Nalcor Energy began with a look at global deepwater exploration trends. He noted that global deepwater exploration and expenditures are growing: according to Wood Mackenzie, the $43 billion spent in 2012 could triple by The company further noted that it expects 95 deepwater capable rigs will be constructed between 2016 and Wright sees this trend as a significant opportunity for Newfoundland & Labrador. We estimate that more than 50 percent of all future exploration future wells in our jurisdiction will target slope and deepwater areas, said Wright. With this in mind Nalcor has undertaken a number of geoscience initiatives in an effort to enhance understanding of Newfoundland & Labradors basins and 24 Noia News

A satellite seeps study and extensive 2D seismic survey, for example, led to the discovery of three new deepwater basins off Labrador Henley, Chidley and Holton as well as an increase in the material size of the previously discovered Hawke Basin. Nalcor has also partnered in a seabed core analysis to help build understanding of the offshore hydrocarbon potential, as well as a regional pore pressure study to help identify the regional pore pressure distribution in the offshore shelf and deepwater regions of Newfoundland & Labrador. Wright noted that the discovery of oil outside the Jeanne d Arc Basin, in the Flemish Pass, is significant for Newfoundland and Labrador. It s certainly early days but initial signs are encouraging. As well as enhancing geoscientific understanding at home, Wright says there is much to be learned by examining global analogs to de-risk prospects. For example, the Jubilee discovery offshore Ghana shows parallels to offshore Newfoundland & Labrador s slope and deepwater areas. Deepwater Turbidites, another untested play in Newfoundland & Labrador s offshore, show some seismic similarities to offshore West Africa and Brazil. We can t control what resources ultimately lie in our basins but what we can control is how much we learn about what we have, said Wright. This will help position our province to not only compete for global exploration capital, but become an emerging destination to it. Jim Beresford, Drilling Project Manager for Statoil, elaborated on the significance of the company s recent deepwater discoveries at Mizzen, Harpoon and Bay du Nord in the Flemish Pass. The basin opening discoveries in the Flemish Pass are potentially game changing for our company and for the province as well, said Beresford. He cautioned that there is still a significant amount of appraisal and exploration work to be done in the area. The road to success in the Flemish Pass is probably more accurately described as a multi-lane super highway with lots of people and organizations heading in the same direction, at the same speed towards a common goal. Deepwater Challenges Although technology continues to allow development in deeper, harsher, more remote environments, the experts agree that there are still challenges to be addressed. Brian Rogers, Engineering Manager for Subsea 7, said deepwater projects are generally complex developments with high costs. He added that fabrication, installation and production in any frontier basin bring Noia News 25

The long lead times required for development and the need for significant installation resources are also considerations. Rogers noted that flow assurance, dynamic effects, hydrostatic loads, and metocean effects on subsea designs are among the issues which are exaggerated in deeper water. As Derek Kennedy, Business Development Director of Integrated Solutions, OneSubsea, stated, When you get out into deeper water, the issues become much more magnified and the dollar value and risk become much higher. Kennedy explained that many deepwater fields require large umbilicals, complex equipment, and sophisticated control systems. Response time is a key consideration over long distances. Barbara Thompson, Senior Vice-President, Front End Spectrum, Aker Solutions, also addressed some of challenges, saying that they largely stem from long tieback distances, ice conditions, temperatures, logistics (long distance from shore), and the overall system reliability in these conditions. Despite these challenges, the speakers expressed confidence that solutions can be found and, in many cases, are already being tested around the world. Engineering Solutions Richard Kennedy noted that the boundaries of what is possible are constantly changing: water depths up to 500 metres were once considered the limit; they soon expanded to 1,000 metres. As operators began looking at projects in much deeper water, the standard became 3,000 metres. We re constantly being challenged to explore deeper frontiers, said Kennedy. You look at the future we ve already had enquiries about projects coming up in 4,000 or 5,000 metres of water. Kennedy said that control systems are an area where technology will continue to evolve to meet the challenges associated with adequate response time over long distances. When creating subsea communities of the future you will need ultra fast controls. You want to be able to close valves and you can t wait for an hour. Electric current can close things much faster than hydraulics when you get out into deeper water. Rogers noted that advances have been made in deepwater pipeline repair systems for operation in 1,500-3,000 metres and that there are now vessels capable of laying pipe in up to 3000 metres of water. 26 Noia News

27 INSIDE NOIA Fall Seminar Rogers also explained the benefits of various riser systems in addressing flow assurance, simplifying field layout for subsea systems and minimizing riser fatigue. He said systems like these are being used successfully in Africa and Brazil, where local community engagement is seen in various areas of fabrication. Thompson pointed to flow assurance as a key consideration with the use of long tiebacks. She said these issues can be addressed either through heating or different kinds of pumping, both of which are currently being developed. Thompson also discussed the merits of subsea production facilities or factories used on their own or in combination with FPSOs in different scenarios. She said that there are many possibilities for Newfoundland s deepwater basins, based on proven drilling systems in use around the world. In each case there s engineering know how in this room that could make those a reality, said Thompson. Christian Nygaard, Facilities Manager for Technip, said that logistics, environmental considerations, safety issues and extreme weather are all manageable with the right equipment. He explained the advantages and disadvantages of several types of systems in terms of their potential for use offshore Newfoundland & Labrador. He stressed the importance of riser life, reducing heave motions, quick release capability, oil storage and offloading capabilities and installation considerations (offshore vs. onshore) when selecting the best option. He acknowledged that it is difficult to categorize and choose the best option since they are all so different, though he did explain some of the advantages and disadvantages of options including the Semi-Submersible, FPSO, Sevan Buoy, Semo Buoy, TLP (Tension Leg Platform) and Spar. Arnt Knudson, Senior Vice-President, Business Development and Technology with Kvaerner, said his company is exploring various field development options for deepwater areas such as the Flemish Pass. He said they have been engaged in many areas of research and development and have conducted extensive model testing, including for a type of concrete spar. 28 INSIDE NOIA Fall Seminar friendly, has favourable motion characteristics and the potential for oil storage. He said there is still work to be done on a disconnect system. All in all this is something which is exciting for us. We know that we can build and deliver such a structure on time here in Newfoundland. So what does this mean for future development of Newfoundland & Labrador s deepwater basins? Jim Beresford of Statoil pointed out that no matter where you are in the world, there are multiple aspects to consider prior to development, including surface conditions (location, weather, ice, logistics), water depth and subsurface considerations. He explained that all of these, though challenging in the Flemish Pass, are manageable. Beresford said that the company has considerable experience with the harsh surface conditions of the North Atlantic; conditions in the Flemish Pass are similar to those already being dealt with in the Jeanne d Arc Basin. He added that water depths are also quite manageable and comfortably within Statoil s experience base. Beresford also explained that, although subsurface considerations are complex and vary widely from region to region, the wells drilled in the Flemish Pass have actually required less drilling and are typically less complicated than even a Jeanne d Arc Basin well, despite being in deeper water. Deepwater Gulf of Mexico wells are significantly more challenging. Beresford further noted Statoil s worldwide deepwater drilling experience in the Gulf of Mexico, Brazil, Angola and Tanzania, where logistical challenges run the gamut from lack of infrastructure, to the threat of pirates and the logistics of drilling wells almost 10 km into the earth s crust. He said the company s Norwegian roots will also provide valuable experience and parallels to the Flemish Pass. Beresford added that Statoil operates and has interests in many challenging fields where water depth, distance from shore, and harsh surface and subsurface conditions have all been overcome. The rock characteristics and reservoir pressures of the Flemish Pass are consistent with that of the Jeanne d Arc Basin and Norwegian Continental Shelf where we ve been operating for decades, said Berseford. In the Feb. 11 budget, the federal government announced it would permanently eliminate tariffs on drill rigs that are imported to Canada to work in the offshore oil and gas sector meaning rigs will now enter the country duty-free. Amendments to the federal customs tariff are scheduled to come into effect May 5. Duty remission for mobile offshore drilling units (MODUs) has been previously granted by the federal government in five-year increments since Industry had been advocating for the permanent removal of the 20-per-cent tariff for some time. The Noia team met with Natural Resources Minister Joe Oliver and Newfoundland & Labrador s Regional Minister, Rob Moore, who is also Minister of State and the Minister responsible for the Atlantic Canada Opportunities Agency. 31 INDUSTRY NEWS Land tenure system changes C-NLOPB announces changes to land tenure system The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) unveiled its new scheduled land sales system on December 19, aimed at improving transparency, predictability and input. Industry is welcoming the changes as a way to encourage exploration in frontier areas. Jim Keating, Vice-President, Nalcor Energy - Oil and Gas, said the new system positions Newfoundland and Labrador with the leading exploration jurisdictions in the world. Having predictable scheduled license rounds marks a material change in Newfoundland & Labrador s competitiveness to attract new global exploration investment, said Keating. The Honourable Derrick Dalley, Minister of Natural Resources, said the new system will benefit all participants. Noia News 31

32 INDUSTRY NEWS Land tenure system changes The introduction of a scheduled land tenure system in Newfoundland & Labrador will expand the timeframe for seismic acquisition and help to attract exploration interest from new operators in the province s offshore. The new system provides extra time for exploration companies to conduct geoscientific assessments in lesser explored basins offshore Newfoundland and Labrador. Companies may then nominate Areas of Interest, which may be included in a Call for Bids. The system will now operate in four-year, two-year and one-year cycles, taking into account variances in the volume of data collection and geoscientific knowledge in basins. Under the new system, the province s offshore area is divided into eight regions. Each region fits into one of three categories based on the level of oil and gas activity. Low Activity areas (Labrador North, Labrador South, North Eastern Newfoundland, South Eastern Newfoundland, Southern Newfoundland, Western Newfoundland) are those with few exploratory wells and little seismic data. Low Activity areas will operate on a four-year cycle. A Call for Nominations (Areas of Interest) will be announced in the fall of the year and the Call for Bids (Parcels) will close in the fall, four years later. This cycle will be announced every two years and will provide interested parties with as much as 48 months to explore and assess the region. High activity regions (Eastern Newfoundland) have elevated activity levels including 2D and 3D seismic data and exploration drilling. These regions will operate on a two-year cycle. A Call for Nominations (Areas of Interest) will be announced in the fall of the year and the Call for Bids (Parcels) will close in the fall, two years later. This cycle will be announced every year and will provide interested parties with as much as 24 months to explore and assess the location defined in the call. Mature regions (Jeanne d Arc Basin) are those with substantial 2D and 3D seismic data coverage and extensive exploration/delineation drilling and production activities. They will maintain a one-year cycle and, as in the past, a Call for Nominations (Areas of Interest) in the Mature region may go out every year in the fall, the Call for Bids (Parcels) will be announced in the spring of the following year, and the Call for Bids (Parcels) will close in the fall of the same year. This cycle will proceed annually based on nominations from interested parties and assessment by the C-NLOPB. The one-year cycle will also be maintained for any lands not publicly announced in the scheduled system. Any Call for Nominations (Areas of Interest) and Call for Bids (Parcels) will proceed annually based on industry nominations and assessments by the C-NLOPB. The new system also provides for new rules regarding expenditures and bids, including an increase of the minimum bid to $10 million for all offshore regions. For licences under the new system, allowable expenditures are defined as those respecting an exploration licence incurred from the initial announcement of the Call for Nominations (Areas of Interest) for that scheduled round, up to and including the effective date of an exploration licence issued from that round. This is in addition to the traditional allowable expenditure terms and conditions. The C-NLOPB also announced a call for nominations for areas of interest in two offshore regions in December. At a later stage the board will call for the nomination of specific parcels in both regions where companies have indicated areas of interest. In the Labrador South region (ranging from Port Hope Simpson to just north of Nain), the call for nominations for areas of interest closes March 15, 2014; the call for the nomination of parcels is scheduled to start September The call for nominations for areas of interest In the Eastern Newfoundland region (including the Orphan Basin and Flemish Pass), closes March 15, 2014; the call for the nomination of parcels is scheduled to start September There will be no call for nominations regarding nonscheduled regions at this time. The 2013 Call for Bids on nine offshore parcels was issued in May, 2013, but will not close until 120 days after the board completes two ongoing Strategic Environmental Assessments (SEAs): the Western Newfoundland and Labrador SEA Update and the Eastern Newfoundland SEA. 32 Noia News

34 INDUSTRY NEWS New funding for offshore simulator New Offshore Operations Simulator for Marine Institute A new simulator facility at the Fisheries and Marine Institute of Memorial University of Newfoundland will provide offshore operators with advanced and customized training for the supply and support of offshore facilities and production platforms. The Hibernia Offshore Operations Simulator Facility was made possible by donations of $4.4 million from the Hibernia Management and Development Company Ltd. (HMDC) and $750,000 from the Provincial Government s Infrastructure Funding Program. The Government of Canada, through ACOA s Innovative Communities Fund, is providing more than $1 million to the Fisheries and Marine Institute, which mainly supports the simulator, and also includes smaller components related to helicopter safety training, and planning and design components related to its Holyrood Marine Base. The Marine Institute s Centre for Marine Simulation (CMS) will train new and existing personnel at the Hibernia Offshore Operations Simulator Facility in complex tasks, such as positioning and mooring of offshore structures, supply transfers, iceberg management, seismic surveys and subsea operations. The simulator will also be used to rehearse operations and develop and evaluate procedures as part of risk assessments. The new simulator, to be constructed on the Institute s Ridge Road campus, will complement the wide range of marine and offshore training simulators currently housed at CMS. The facility will also enable the CMS to continue spearheading research in the areas of equipment design, ice navigation, technology transfer, and simulation development with the aim of making offshore operations safer and more efficient. The facility will include a motion platform that replicates a wide range of conditions at sea, a visualization system and an instructor station. The simulator will also replicate vessel vibrations and realistic visual representations of offshore operations in real-time. Working safely and efficiently in our harsh environment is paramount in our east coast offshore industry. Simulation training helps vessel crews build their experience and confidence to deal with some of the toughest problems they can face offshore, said Glenn Blackwood, Vice-President, Memorial University (Marine Institute). 37 BRIEFS New helicopter regulations New helicopter safety regulations proposed On November 16, 2013 Transport Canada announced proposed new regulations to enhance the safety of offshore helicopter operations in Canada. These regulations will: prohibit offshore helicopter operations when weather or water conditions make ditching in the water unsafe; require operators to carry emergency underwater breathing apparatus (EUBA) for each passenger onboard offshore flights; and require all crew members to wear a water immersion survival suit specifically designed for crew. The proposed regulations address recommendations from the Transportation Safety Board (TSB) regarding safe ditching, underwater breathing apparatus and submersion suits. The petroleum industry itself had already voluntarily implemented the use of EUBA for personnel being transported offshore by helicopter, following the Sikorsky S-92 ditching in March The recommendations have already been implemented by the Canada Newfoundland and Labrador Offshore Petroleum Board.
