2 INTRODUCTION Ireland is a small country with a large marine territory on the gateway to the Atlantic Ocean. Since the launch in 2012 of Harnessing Our Ocean Wealth, Ireland s Integrated Marine Plan, we have made substantial progress in developing our blue economy, supporting job creation and economic growth across a range of traditional and emerging maritime sectors. The Our Ocean Wealth Summit provides an opportunity, each year, to take stock of progress, to discuss new opportunities, identify challenges, and reinvigorate our ambition to be a great location for maritime business. The 2018 Summit, Investing in Marine Ireland, includes a stimulating and varied programme of sessions focusing on issues such as the impacts of Brexit on our seafood export business and maritime commerce, investment opportunities in offshore renewable energy, and ocean technologies of the future, all in the context of the challenges presented by climate change and the need for sustainability across all marine sectors. During the coffee breaks and networking event, Summit participants can visit the marine Trade Show just outside the meeting room, with stands and demonstrations by Irish maritime companies and organisations. The 2018 Summit will also celebrate the 5th Anniversary of the Galway Statement, which launched a formal ocean research cooperation between the EU, Canada and the USA, known as the Atlantic Ocean Research Alliance. Find out how that cooperation has developed and where will it bring us in the future. We look forward to welcoming you in the heart of Galway Harbour for two days of discussion, debate, horizon-scanning and celebration of Ireland s thriving blue economy. For those able to stay on in Galway, the conclusion of the Summit on Friday afternoon will be soon followed by the opening of Seafest, Ireland s largest maritime festival. Offshore renewable technologies are relatively novel in an Irish context. While SEAI will continue to support the development of emerging technologies such as wave and tidal, there now exists a short window of opportunity to capture international investment opportunities for Ireland in the offshore wind sector. These near-term investment opportunities could not only produce indigenous renewable energy for the Irish market, but also create a sector which will underpin sustainable coastal communities. In addition, given the increasing EU targets to reduce CO 2 emissions for 2030, it is possible that the offshore renewable sector will now play a pivotal role in helping Ireland to reach these targets. As session leader, SEAI has invited speakers from the marine renewable energy sectors in Europe who have developed models which mutually benefit both the offshore sector and the local supply chain. Ireland s position as a common law jurisdiction within the EU creates competitive advantages that will be particularly relevant post-brexit. Additional competitive advantages can be created through the use of technologies that will enhance the connectivity and efficiency of the cluster. There is a good case to be made for creating an International Shipping Services Centre (ISSC) in Cork, taking advantage of the availability of prime development land in the city. Cork has a distinguished maritime history and all of the modern services and amenities needed to attract and sustain international businesses. The development of an ISSC in Cork would address some of the ambitions set out in the recently published National Planning Framework. This project has the potential to stimulate regional development and create the capacity needed outside Dublin to allow the economy to continue on its current growth trajectory.
