EDITORIAL TISAR project relies on a high degree of interconnection between the works carried out in each one of their WPs. This fact requires that active communication channels between partners is enhanced and promoted by means of their formal definition as well as the implementation of a fast decision making process. Road to the closure of the project Hot dates 30 th September 2015 Reporting activity 22 nd October 2015 VII Steering Group meeting (Ancona, ITALY) 3 rd December 2015 Final event (Sarajevo, BOSNIA- HERZEGOVINA) In order to improve the involvement of the project partners, TISAR beneficiaries agreed to define a simple leading hierarchy that ensures fast decision making and a smooth project management, while promoting an active participation at technical and management levels. WP Leaders are essential in the management process, as they care for the proper development of their WP activities. Majority of the communication is made through the INTERNET via s and using the project website. For the exchange of documents the consortium is using the document exchange system on the web. For this, areas with different access rights are established (WP, SP, coordinator). For the successful execution of the project it is essential that problems are resolved quickly and without conflict. All problems are discussed with the partners concerned and a consensus solution is sought. In order to assess the level of cross-border cooperation the LB has set up a proper procedure for monitoring the achievements of milestones and outputs as well as the project spending. Partnership is focus on the closure of the project that will take place by the end of Partners are concentrated on the final development of their local Travel planners in order to complete the final integration of the TISAR travel planner that will be released soon. Index Newsletter 5 Road to the closure of the project First release of the TISAR Web Portal Focus Groups definition Ex-ante Evaluation of the TISAR Platform Second Local Event in Sarajevo 6th Steering Group: main results and conclusions

First release of the TISAR Web Portal: Innovative system for managing mobility data and transport services in a wide area TISAR promotes multimodal mobility of passengers in the Adriatic Macro-region through the transfer of information connected to different modes of transport Overview The aim of the project is the implementation of an ICT platform where public transport and journey planning data are merged. TISAR platform gives information on available public transport solutions combined in a seamless multimodal journey planning. TISAR would like to make transport more sustainable, efficient, clean, safe and seamless. TISAR promotes multimodal mobility of passengers in the Adriatic Macro-region through the transfer of information connected to different modes of transport - ferry, plane, rail, urban and long-haul transports - in a door to door perspective. Starting from platforms and portals for travel planning, providing the existing information regarding the territory, the system allows the sharing of information and the definition of the seamless solution within the region, encouraging and motivating mobility through public transports. TISAR responds to the lack of a system of multimodal travel planning in the Adriatic basin, very sensitive problem. This topic was introduced by the European Commission as one of the priorities of the Action Plan for ITS. To facilitate interoperability of software from one city to another, work on the standardization of a logical structure and architecture for the multimodal dataset should be launched. This information is processed by the TISAR technical work group and passed over to the policy work group in order to place the discussion about standardization at a policy level and facilitate take-up. TISAR platform allows the users to choose the best transport mode to reach regions by plane, train, ferry, long-haul line. TISAR platform allows the users to choose the best transport mode to reach regions by plane, train, ferry, long-haul line. Main highlights of the TISAR platform Unique access for end user to search mobility solutions in a wide area, the Adriatic-macro Region User-friendly platform even for not skilled users Multilanguage platform: Italian English B/H/S Latin based: Bosnian/Croatian/Serbian Slovenian Croatian Greek

Seamless mobility solution Extendible platform GTFS as standard for all backbones data TISAR tool available for web and smartphone Immediate response for the backbone solutions Seamless mobility solution: a door-to-door solution in a wide area from a specific address to another one Extendible platform: webservices allow the interfacing to other local travel planning systems. This guarantees the management of the first and last mile GTFS as standard for all backbones data used to connect different territories in the Adriatic macro region through long distance transportations TISAR tool is available for web and smartphone: the user can plan the trip before departure or otherwise the user can check, at any moment, the transportation availability at local level Immediate response for the backbone solutions: it is no more necessary making query on more than one web portal

The user can show the details of the selected solution, print it and query the system for return trip Possibility to improve the platform with added values such as new services and information useful for the end user:

TISAR II - Stay tuned to be continued...to think about the extension of the platform with a wider range of services provided During the months of March and April, each of the partners regions established a focus group as the main interlocutor and tester of the ITC platform TISAR provides to the users information on mobility but it would be preferred, once the project is concluded, to think about the extension of the platform with a wider range of services provided. One of the most interesting functionalities of the platform used within TISAR is the possibility for the user to access several services through a single account registered. In TISAR the focus area is travel planning, but the platform is already enabled for managing integrated services, i.e.: travel solution searching through dynamic POI, payment of services (parking, integrated ticketing, management of school buses, events and tourist routes). Focus groups definition TISAR focus groups are one of the most important and supporting elements of the project evaluation because they allow the definition of a current and an ex-post scenario (after the ICT platform development) permitting the comparison between them and the assessment of the project impacts. During the months of March and April, each of the partners regions established a focus group as the main interlocutor and tester of the ITC platform. Through the application forms received by the participants, we collected information on the focus group composition. Each focus group is composed by about 30 participants for a total of 322, with the 47% of women. The 3/4 of them have a University degree and 20% of the participants are students. The majority of them are employees but there is also an amount of pensioners and persons without job (6%) and self-employers (10%). Regarding the use of mode of transport, during the working days the most used mode is the private car (47%), followed by public transport (19%) and foot (17%). In case of travel between cities, as showed in the graph, private car is still the most common mode with the 50% of respondents followed by train and public transport.

An interesting data obtained from participants is the motivation in joining the TISAR project asked within the application form. The most common comments are: An interesting data obtained from participants is the motivation in joining the TISAR project. They also gave suggestions for the improvement of the available services: The ex-ante evaluation is the first step of this project and is a necessary phase to build a reference scenario that allows the definition of the current situation Ex-ante evaluation In TISAR the primary goal of evaluation is to carry on an appraisal of the potential impacts induced by the availability of the proposed integrated ICT platform designed to support the planning of seamless travelling across the target region by, on one side increasing both the attractiveness of and the accessibility to public transport. The ex-ante evaluation is the first step of this project and is a necessary phase to build a reference scenario that allows the definition of the current situation. This scenario will be compared with the ex-post evaluation to assess the impacts and the results achieved by the project. The ex-ante evaluation has been conducted through a questionnaire; participants of focus groups responded to an online survey giving their opinion on several planning aspects. Regarding choice criteria, the regional focus groups have different idea on the most important elements for a trip: for Dubrovnik, Sarajevo and Pesaro-Urbino, comfort is the most important aspect, while for all the others comfort, the low number of interchanges and a low travel time are equally relevant. Concerning the most difficult thing in travel planning participants responded that the research of the right website for the right purpose and the selection of best option are the most complicated actions. For Sarajevo, Pesaro-Urbino and Igomenitsa we have high percentage of respondents that consider the web purchasing as a critical phase.

Participants gave also their opinion on expectations connected with TISAR platform. Except for Ljubiana, all focus groups think they will change their travelling mode with the support of an integrated platform. All focus groups think they will change their travelling mode with the support of an integrated platform Their expectations regarding the ease to use the platform are very high. The majority of respondents answered also that they think the new ICT platform will be useful for their travel planning. Also their aptitude for and knowledge on ICT have been asked. There are high percentage of respondents that only heard about it or never heard about it (especially in Gorizia, Rimini, Molise, Pesaro-Urbino). In general, their expectations regarding the ease to use the platform are very high. Only a low percentage (less than 10%) of them expected a complex platform even if some of them (especially in Sarajevo, Igoumenitsa and in Pesaro-Urbino) are skeptical about it. When we asked about their will to increase cross-border travel with the support of the TISAR platform, participants responded in different ways. The most positive focus groups are Dubrovnik, Sarajevo, Molise and Padova, while the most skeptical are Ljubiana, Ancona and Pesaro-Urbino. The most positive focus groups are Dubrovnik, Sarajevo, Molise and Padova,

Second Local Event in Sarajevo The Ministry of Transport of Canton Sarajevo and Sarajevo Economic Region Development Agency SERDA organized a second local event The Ministry of Transport of Canton Sarajevo and Sarajevo Economic Region Development Agency SERDA organized a second local event, where the local travel planer of the Sarajevo Canton, which will be integrated into the Adriatic passenger platform, was presented. The event, which was held on June 16th 2015, in Sarajevo, was attended by representatives of ministries of Canton Sarajevo, transport operators, representatives of the railways and local communities, Faculty of Transportation and Communications University of Sarajevo and Tourism Community of Canton Sarajevo, as well as other institutions which has the interest of making passenger planners. The introductory part of the audience was addressed by the Minister of Transport of Canton Sarajevo Mujo Fišo, who pointed out that TISAR project will improve the mobility of passengers, but it will also allow them to receive information about the places that are interesting for them. SERDA Director Ševkija Okerić stressed out the importance and possibilities of projects financed from EU funds, among which is the project TISAR SERDA Director Ševkija Okerić stressed out the importance and possibilities of projects financed from EU funds, among which is the project TISAR and reminded that our institutions must prepare quality projects on time with which they could apply to the European funds that are available to BiH in the new programming period Within local event, Ph.D. Osman Lindov presented the theme of Mobility of passengers and sustainable development - transport and infrastructure, and about Significance of ITS in the organization of public transport in the cities spoke Ph.D. Mustafa Mehanović.

IPA funds for Bosnia and Herzegovina are very important and they have a crucial role for development and new opportunities and progress After a brief discussion with the participants, on the local event several main conclusions has been drawn, such as: 1. IPA funds for Bosnia and Herzegovina are very important and they have a crucial role for development and new opportunities and progress, to turn Bosnia and Herzegovina into the European area in an appropriate and acceptable manner 2. Project Tisar - Travel Planner for multimodal transport in the technical and institutional levels in the Adriatic region is a very important project which binds Bosnia and Herzegovina in the context of services in the public transport of passengers. 3. Application of the model of service quality in public transport means a comprehensive and integrated approach which seeks to improve the efficiency of traffic and transport and transportation system which will greatly improve the mobility of passengers in the context of sustainable development of public transport. 4. ITS in public local travel planners should be organized through the whole traffic management, transport and the function of the development server and database about public transport in loco area and will support the integrated public transport service. 5. The multimodal travel planner must be published in the public, have a full update and completion and data access of all public transport services. 6. In particular, it must take into account the "incident situation" in traffic (accidents, blockages, etc.) that need to be adequately and specifically treated and in that case "planner" will work in "full" capacity Project Tisar is a project which binds Bosnia and Herzegovina in the context of services in the public transport of passengers

6th Steering Group: main results and conclusions The 6th Steering Committee Meeting took place at the premises of Dubrovnik- Neretva County in Dubrovnik, on the 20th and 21st of May 2015, with the participation of representatives of all TISAR partners. During the meeting, which began at 9:30 and finished at on the first day and that continued in the morning of the second day debating on WPs 4 and 5, progress of all Work Packages was analyzed by the WP leaders and discussed by all partners. The main conclusions per Work Package were: The project extension will help to mitigate the technical delays due to different circumstances WP1 The project extension will help mitigate the technical delays due to different circumstances, but there are still some problems related to the low level of expenditures. The next meeting has been scheduled on October 22nd 2015 in Ancona (Italy) and the Final Event will be held by the end of November 2015/beginning of December 2015 in Sarajevo (Bosnia and Herzegovina). Finally, regarding the budget reallocation, the Lead Partner has explained that the 4th budget shift is expected in September WP2 Mrs Sotiris Serdenis presented the State of the Art regarding communication and dissemination activities and WP 2.4 main actions following the Application form. In addition, he presented the actions for the promotion of the project within initiatives related to ITS for passenger transport and participation to international relevant events. Finally, he discussed the situation showing what has been done so far, i.e. project web site, brochures, newsletters and leaflets. There are some european cities that already have experiences in similar projects and creation of travel planners WP3 The WP3 leader presented the report on interoperability of the existing TP system, emphasizing the fact that unfortunately today there is no possibility of having in a single portal all information to plan door-to-door journey within the area by using a combination of public and private transport. Nonetheless, there were given examples of some european cities that already have experiences in similar projects and creation of travel planners including different modes and operators.

Local events will establish international network of institutional actors and transport companies in Adriatic macro-region...to use TISAR travel planner also via Smartphone... WP4 It was stressed the importance and the purpose of organizing local events, mainly for promoting sustainable mobility in Adriatic macro region. Also, local events will establish international network of institutional actors and transport companies in Adriatic macro-region in which realization all the partners have to participate. WP5 FB1 illustrated the current status of activities and relevant considerations were made about a new model, which is necessary to study in order to obtain real-time solutions (ideas about real-time mobility data for a future project, not included in the current TISAR project). Furthermore, it was also discussed the possibility to use TISAR travel planner also via Smartphone thanks to the responsive web site which would make the travel planner more available to the end-users. WP6 Finally, regarding Work Package 6, focus group analysis and questionnaies results have been presented. The ex-ante evaluation questionnaire contains: personal information, drivers and other info on your choice, experiences on planning, change behaviour and travelling patterns.
