Three areas to start with: Digitalt inclusion and equal opportuni1es School, educa1on and digital competence Entrepreneurship and company development Digital agenda of Sweden Sweden shall be the best country in the world when it comes to using the opportunities for digitization Need for achievements within 4 strategic areas based on a user perspective 1. 8 How is Sweden doing on Digitization? The Committee for Digitization First report from the committee was released May 3, 2013 Jan Gulliksen 8
Mapping out digital Sweden Indicators Actions and measures in the Digital Agenda Key players in the digitization of Sweden Previous initiatives and proposals Foto: Sten Lundberg, it-guide/transfer Indicators Digital inclusion Digitization provides amazing opportunities for more people to participate on equal terms Risks that others end up in a new exclusion Measures: access for all, usability Foto: Sten Lundberg, it-guide/transfer Jan Gulliksen 9
Digital inclusion There are proactive actors Sweden are ideally positioned, many users among the older population Possibly a bit narrow focus on disability and endusers, rather than active participation from the labor market Get new users now How to meet the lacking interest? Foto: Digidel Jan Gulliksen 10
The route forward The latest report from the Committee for Digitization (SOU 2014:13) was handed over to the minister of IT and energy Anna- Karin Hatt on March , kl It contains a number of proposals, particularly within ICT and schools Jan Gulliksen 11
ICT in schools ICT in schools Good access to computers, average use Large differences between schools (among the highest in EU) Best schools 1:1, worst 11,5:1 16 % of Swedish 14-year old never use computers in their lectures No development of the use, very little innovation power Jan Gulliksen 12
Why? Reducing the digital divide The economy needs itskilled labor Digital skills are needed to be an active citizen Increased efficiency and quality of learning Increase the quality of teaching Contribute to gender equality by girls' interest in technology caught up early Contribute to the boys' general learning General knowledge problems PISA-survey: significant deterioration of Swedish pupils, both in mathematics and reading Particularly serious disadvantage for boys 30% of Swedish boys do not reach basic literacy JAN GULLIKSEN Jan Gulliksen 13
Swedish teachers are among the lowest when it comes to work time spent on skills development in the EU Concrete proposals in the SOU Revised regulatory documents with a digital perspective Digitally based national tests in primary and secondary school Web-based learning in elementary and secondary school Digitally skilling of teachers Digitally skilling for principals Clarifying the digital component of the teacher education programs Research, method development and impact measurement Innovation projects for the future of learning Jan Gulliksen 14

1. Increasing the amount of ICT practitioners in EU Currently 4-6 million people employed as ICT professionals Demand growing 3% a year Supply not keeping pace Issues: young are not chosing ICT studies, not enough graduates, low female participation, skills mismatches education and training not fulfilling industry demand Shortages forecast to continue: million vacancies by 2015 The ICT world is not enough Companies can't find ICT specialists Young people can't find jobs Jan Gulliksen 25
Towards a Digital Economy Importance of Policy Initiatives on e-skills Grand Coalition for Digital Jobs Jan Gulliksen 26
2. Improving Digital skills among ICT users 18.5% of the work force is ICT intensive 90% require some degree of skills Demand depends on each profession ICT skills often transferable across jobs But, only 53 % of the workforce confident in ICT skills if they were to look for/ change jobs in the next 12 months And user skills are to a large exent missing/ not adequate... Jan Gulliksen 27
Some thoughts on the effect of digitization on higher education Higher education institutions do not sufficiently collaborate with other parts of the school system to ensure the development of digital competence Lifelong learning do take place from 2 to 100+ You may check in at your university around 20, but you may never leave This requires New pedagogical models using digital technologies New business models for digital learning Extensive collaboration with the industry and public sector Recruiting ICT experts The needs for ICT skilled people in industry are insatiable The universities have almost reached their capacity limit when it comes to ICT students, we cannot recruit more without lowering the quality significantly We need to work to increase and maintain the interest in ICT throughout lower education levels, we need to avoid the silo-structure of education We need to develop the multidisciplinary nature of ICT work, many different special skills are needed for ICT development We need to work to balance the gender differences Jan Gulliksen 28
