1 WORLD METEOROLOGICAL ORGANIZATION COMMISSION FOR BASIC SYSTEMS OPEN PROGRAMME AREA GROUP ON INTEGRATED OBSERVING SYSTEMS EXPERT TEAM ON SATELLITE SYSTEMS EIGHTH SESSION GENEVA, SWITZERLAND, MAY /Doc. 1.4 (23.V.2013) ITEM: 1.4 Original: ENGLISH TERMS OF REFERENCE AND PRELIMINARY WORK PLAN (Submitted by the ) Summary Purpose of Document The document introduces the Terms of Reference of, as defined by the WMO Commission for Basic Systems its fifteenth session (CBS-15) the preliminary work plan devised by the CBS Management Group. It explains the role of within WMO its interactions with sellite reled groups such as CGMS CEOS. ACTION PROPOSED The Expert Team is invited to: - Note the Terms of Reference - Review finalize the work plan provided in Appendix APPENDIX: 1 Draft Work Plan For the Period in the WMO governance framework
2 -8/Doc.1.4 p. 2 TERMS OF REFERENCE AND PRELIMINARY WORK PLAN 1. BACKGROUND The Expert Team on Sellite Systems () the Expert Team on Sellite Utilizion Products (ET-SUP) are the two main pillars by which WMO Members can advise the WMO Space Programme on technical sellite mters. In addition, stregic guidance is provided by a Consultive Meeting on High-level Policy on Sellite Mters (CM). (See Appendix 2) Involving sellite operors, is focusing on space-based systems (including technical characteristics, planning, integrion stardizion). Involving representives of various user communities, ET-SUP is focusing on the applicion of sellite observions on user support. Direct interaction between the two teams is desirable, hence a joint session to be held during ET-SUP-7/-8. ET-SUP are reporting to the Commission for Basic Systems (CBS), one of the eight technical commissions of WMO. Both ET-SUP were re-established by the fifteenth session of CBS (CBS-15) in September 2012, in continuity with the previous ET- SAT ET-SUP, though with upded Terms of Reference membership. 2. TERMS OF REFERENCE OF THE EXPERT TEAM ON SATELLITE SYSTEMS The Terms of Reference agreed by CBS-15 are as follows: (a) (b) (c) (d) (e) (f) (g) Assist CBS in assessing the stus of implemention of the space-based subsystem of WIGOS the adequacy of implemention plans for meeting established requirements for sellite da products; Provide technical advice with respect to both operional R&D environmental sellites to assist in the implemention of integred WMO-coordined observing systems; Identify assess opportunities /or problem areas concerning sellite technology plans of relevant sellite operors, inform CBS timely comprehensively through the ICT-IOS; Assess the prospects, plans progress of R&D demonstrion sellite systems, technologies mission with regard to their operional use or transition to operional service; Coordine with other relevant CBS Teams on sellite reled issues, programmes, systems technologies; Coordine with ET-SUP with a view to making recommendions receiving input on mters, such as the exchange, management, archiving of sellite da products, radio frequency utilizion, as well as educion training other approprie capacity-building measures reled to the use of sellite da in all WMO Programmes; Hold joint /or overlapping meetings as approprie with ET-SUP, to facilite interaction between users providers of sellite systems, da products.
3 -8/Doc.1.4 p. 3 3., CGMS AND CEOS Since is composed of representives of sellite operors contributing, or potentially contributing, to WMO programmes, it has by construction a large overlap with the CGMS membership. This is a strength, which enabled to play a significant role in e.g. reviewing the CGMS baseline before its adoption by CGMS-39, the Implemention Plan for Evolution of Global Observing Systems (sellite aspects) before its adoption by WMO. CEOS CGMS have largely overlapping memberships, similarly involves representives of a number of CEOS member agencies. The link with CEOS is looser since, unlike CGMS, CEOS is not committed to support WMO requirements. However it is anticiped th more convergence will arise, in particular in the area of the clime monitoring architecture. 4. WORK PLAN A preliminary work plan is provided in Appendix. It was derived from the Terms of Reference, taking into account the guidance from the CBS Management Group which recommended to specify: priority, objective, outcome, deliverable, activity, due de, lead responsibility, other expert groups involved, effort in days, stus. 5. CONCLUSION The Expert Team is invited to note its Terms of Reference to review finalize the work plan provided in Appendix 1.

6 -8/Doc.1.4, APPENDIX 2 IN THE WMO GOVERNANCE FRAMEWORK (See the WMO web site: under Governance for more informion) 1. Congress The supreme body of the organizion is the World Meteorological Congress th meets in ordinary sessions every four years, where all WMO Members are represented. At its sixteenth session (Cg-16) in May 2011, the Congress adopted the four-year budget plan for the financial period. It approved a new description of the WMO Space Programme ( confirmed Space Weher activities, adopted Resolution 19 on the Architecture for Clime Monitoring from Space, it reaffirmed the importance of interoperability integrion of observion capabilities, improved accessibility of da products. An extraordinary session of the Congress was held, for the first time in the history of WMO, in October 2012 on the Global Framework for Clime Services (GFCS). The next ordinary Congress session will be in May The President is Dr David Grimes, from Canada. 2. Executive Council The Executive Council meets annually. It involves 37 persons elected among the Permanent Representives of WMO Members. It implements the decisions of the Congress, taking actions on the recommendions of the 6 regional associions the eight technical commissions. The sixty-fifth session of the Executive Council (EC-65) was held from 15 to 23 May It adopted two recommendions stemming respectively from ET-SUP. 3. Regional Associions The six regional associions meet every four years. They are covering respectively: - RA I: Africa - RA II: Asia - RA III: South America - RA IV: North America, Central America the Caribbean - RA V South-West Pacific - RA VI: Europe 4. Technical Commissions There are eight technical commissions : CAS Commission for Atmospheric Sciences CBS Commission for Basic Systems CIMO Commission for Instruments Methods of Observion CCl Commission for Climology CHy Commission for Hydrology CAeM Commissiom for Aeronautical Meteorology CAgM Commission for Agricultural Meteorology JCOMM Joint Technical Commission for Oceanography Marine Meteorology (with the Intergovernmental Oceanographic Commission of UNESCO (IOC)) 5. CBS structure The CBS meets in ordinary session every four years (last session was in September 2012 in Jakarta, Indonesia), in an extraordinary session in-between. The next extraordinary session is expected to be in September 2014 in Paraguay.
7 -8/Doc.1.4, APPENDIX 2, p. 2 The CBS, like every other technical commission regional associion, has established a management group (CBS-MG) which meets when needed. The CBS-MG monitors the work programmes of all the CBS expert teams. The CBS has defined four Open Programme Area Groups (OPAG) : OPAG-IOS OPAG-ISS OPAG-DPFS OPAG-PWS OPAG on Integred Observing Systems OPAG on Informion Systems Services OPAG on Da Processing Forecasting System OPAG on Public Weher Services ET-SUP are part of the OPAG-IOS, which is Chaired by Mr. Lars Peter Riishojgaard (USA), with Mr Jochen Dibbern (Germany) as Co-chair. Within OPAG-IOS, the following groups rapporteurs have been establsihed: ICT-IOS 1 IPET-WIFI IPET-OSDE ET-SUP ET-SBO ET-ABO SG-RFC R-SEIS R-MAR Implemention/Coordinion Team of the OPAG IOS Inter-Programme Expert Team on WIGOS Framework Implemention Inter-Programme Expert Team on Observing System Design Evolution Expert Team on Sellite Systems Expert Team on Sellite Utilizion Products Expert Team on Surface-based Observing system Expert Team on Aircraft-based Observing System Steering Group on Radio-Frequency Coordinion Rapporteur on Scientific Evaluion of Impact Studies Rapporteur on Marine Observing Systems Figure 1: Schemic illustrion of in the WMO governance framework 1 ICT-IOS is composed of representives of each of the other groups.
