1 4 TH WEST EURASIA ANNUAL ROADMAP MEETING BAKU, AZERBAIJAN 2-4 APRIL 2013

2 4 th West Eurasia Annual Roadmap Meeting Convened by FAO with OIE and EuFMD under GF-TADS as an inter-regional joint meeting for co-ordination of the national and international efforts on the progressive control of FMD in West Eurasia Objectives Outcome and outlook Organization To review the progress along the Regional Roadmap towards the vision identified at the Shiraz Meeting in 2008, of a West Eurasia region free of clinical FMD by 2020 ; To share information on FMD virus circulation within the West Eurasia FMDV ecosystem to assist planning of vaccination and other preventive measures in the short-term. To support countries to prepare national project proposals for investment in FMD control in relation with regional component. The Report of the Meeting should: Assist the national authorities to better plan FMD preventive measures in through improved time-tabling of supportive actions, and to identify gaps for investment and for the preparation of project proposals including the strengthening of veterinary services; Address the activities within national and regional programs that require international support, in line with the Progressive Control Pathway/Roadmap and other recognized pathways such as the PVS Pathway. The Workshop will be hosted by the State Veterinary service, Azerbaijan, and organized by FAO as a GF-TADS event, with the EuFMD providing the Secretariat; The officers of the regional steering committees of GF-TADS, and of regional FAO and OIE representations, will be involved in the program, in Chairing of the Meeting, and in follow-up; It will be held over 2.5 days in Baku; with circa 50 participants, including 2-4 participants from each country, and at least 14 countries in the region represented, plus experts from the international organizations, reference centres and invited FMD experts.

6 The Progressive Control Pathway Free without vaccination FMD risk not controlled. No reliable information Identify risk and control options Implement risk-based control FROM 0 to 1 Comprehensive study of FMD epidemiology planned FROM 1 to 2 Risk-based FMD control plan Maintain zero circulation & incursions Implement control strategy to eliminate circulation FROM 2 to 3 Develop aggressive strategy to eliminate FMD Maintain zero circulation & incursions; withdraw vaccination FROM 3 to 4 No endemic FMD in domestic livestock FROM 4 to 5 Apply for official status (OIE): free WITH vaccination Apply for official status (OIE): free WITHOUT vaccination MOVING UPWARDS REQUIRES EVIDENCE IN THE FORM OF PLANS TO UNDERTAKE ACTIONS PLUS EVIDENCE THESE HAVE COMMENCED The PCP approach is based on the following principles: active monitoring for FMDV circulation and understanding the epidemiology of FMD are the foundation of a control program, and therefore activities to meet these requirements are common in all stages. The improved information generated is of benefit nationally and regionally. The monitoring of outcomes (indicators of control effectiveness), within a national FMD management system, is included at the higher stages; activities in each PCP stage are appropriate to the required reduction in virus circulation and mitigation of disease risk to be achieved; activities and their impacts are measurable in each Stage, comparable between countries, and generate information and potential benefits to national as well as international stakeholders; the optimization of resource use for FMD control is achieved through the targeting of measures to the husbandry systems and critical risk points where the impact on disease control and/or virus circulation will be greatest.

7 EuFMD Training Courses Courses recently held in Turkey with participants from West Eurasia; future courses on demand and subject to funding Practical Epidemiology for Progressive Control (PEP-C) is a course designed to strengthen the epidemiological approach to problem solving, that is: Define the objectives Design a study to meet these objectives Conduct the study Analyse the data Communicate the results effectively Take appropriate action. The PEP-C course structure is very practical with lecture time minimized and students learning while working on problems through case studies and field trips. Additionally, course homework requires the participants to apply their newly acquired skills to problems they encounter when trying to control FMD in their own country. Topics covered in the first PEP-C course were inspired by the Progressive Control Pathway (PCP). In future courses, these may be modified according to the specific needs of participants. The trainers are EuFMD epidemiology experts, with economic and laboratory expertise brought into certain modules. RealTime Training In addition to the PEP-C, the EuFMD Commission has developed a Real-Time Training Program which is an intensive, 4 day program of clinical investigation for the recognition and sampling of animals for Foot-and-Mouth Disease (FMD). So far, these courses have been offered in Turkey, Kenya and Nepal, and are extremely sought after by veterinarians from countries where FMD is an exotic disease. The objectives are to: train veterinarians in the skills required to undertake clinical and epidemiological inquiries of suspected FMD cases establish a network of veterinarians in Europe and the neighbourhood who share best practises and improve the contingency planning for FMD contribute to the wider debate on FMD control policies develop a bank of online resources validate/review new diagnostic procedures that become available during the training. The trainers are EuFMD epidemiology and pathology experts. Which course is right for me?
