1 If you require this document in an accessible format, please contact ext May 4th, 2018 Workshop #3 Durham Vision Zero: Strategic Road Safety Action Plan Introduction experienced on average 1,500 motor vehicle collisions involving injury and 20 fatal collision annually from 2012 to Durham has recognized that, despite having active safety programs to address motor vehicle collisions, a new and broader-based approach is required. As a result, Durham has initiated the development of a Strategic Road Safety Action Plan (SRSAP) for the Region named Durham Region Vision Zero. This plan will set out the vision, goal, and action plans to guide the Region and its road safety partners towards creating safer roads and reducing the number of collisions and, thus road fatalities and injuries. In general, SRSAP s are used to improve the understanding of the state of practice in road safety and consequently, improve the safety performance of the road component of a transportation network. A SRSAP is best achieved through collaboration among a diverse group of stakeholders from engineering, enforcement, and education as a consultative group to ensure a road safety culture is explicitly considered and embedded in the activities of the organization. Progress in safety management and stakeholder involvement can be seen in the strategic road safety programs which have been adopted by several Canadian and international jurisdictions. These jurisdictions have realized that traffic safety needs to be managed strategically, from visioning and explicit goals, to design and implementation, to evaluating progress, to a communication and promoting plan and continually updating the plan. 2 Stakeholder Advisory Committee Workshop #3 Purpose The process of the development of the SRSAP includes three (3) workshops with agency representatives who contribute to road safety in the Region (stakeholders) as well as input from the public. Stakeholder Advisory Committee (SAC) Workshop #1 was held on September 11, 2017 where the SAC members discussed the vision and goal of the SRSAP. Workshop #2 was held on January 12, In Workshop #2, collision data was analyzed and presented to the agencies; emphasis areas were presented and adopted by the SAC; and countermeasures were briefly introduced to the agencies. In advance of Workshop #3, the members of the SAC summarized their existing countermeasures and a list of countermeasures which they would like to implement as part of the SRSAP. The SAC members were invited to attend Workshop #3 with the following key objectives: 1. Confirm the selected emphasis areas; 2. Review the existing and future countermeasures proposed by the SAC members; 3. Correlate collision analysis with the existing and future countermeasures; and 4. 3 Emphasis Areas An emphasis area is a highest priority area with the greatest opportunities to improve safety from a technical, political, and social perspective. The sources for the selection of emphasis areas come from: Collision analysis; Public opinion; and Regional Priorities. Through various community outreach programs, public opinion surveys, and market research, the public provided their feedback and concerns about traffic safety. Using the information from collision analysis and public input, stakeholders selected the following eight emphasis areas: Intersections Young Drivers Cyclists SRSAP Vision and Goal A vision statement takes a high-level, long-term viewpoint about what everyone would ultimately like to achieve. A goal statement is about what can be achieved in the short term and should be quantitative in nature. The vision and goal should be consistent with the Region s strategic directions and approved by stakeholders. The stakeholders are committed to contributing road safety to ensure that the goal of the SRSAP is achieved. Aggressive Driving Pedestrians Commercial Motor Vehicles After discussions in Workshop 1 and 2, the stakeholders agreed on the following vision and goal statements for the Region of Durham s Strategic Road Safety Action Plan: Vision Distracted Driving Impaired Driving Awareness Area: School Zones Zero people killed or injured across all modes of transportation. Goal School zones was supported by the public and not the data, it was not included in the final list of emphasis areas. However, school safety will be kept as an awareness area in the study. Similar to emphasis areas, countermeasures will be developed for the awareness areas to proactively improve safety within school zones. 10% reduction of fatal and injury collisions within five years ( ). 4 About the Durham SRSAP The includes eight area municipalities (Township of Brock, Township of Uxbridge, Township of Scugog, City of Pickering, Town of Ajax, Town of Whitby, City of Oshawa, and Municipality of Clarington). Objective B.3 of the Region s Strategic Plan is to cultivate strong, safe, and secure communities and healthy workplaces. The single biggest predictor of collisions and the harm they cause is traffic volume. As traffic volume increases, the number of collisions can also be expected to increase. Compared to today, the population of the Region is expected to increase by approximately 50 percent by the year This level of growth can potentially lead to severe increases in injuries and deaths due to transportation related collisions. In order to take steps to improve road safety, the Region has embarked upon the development of a Strategic Road Safety Action Plan. This initiative is also expected to coordinate safety programs and efforts with an objective to maximize safety benefits at a certain level of investment. Countermeasures and Action Plan A countermeasure is an action taken to reduce the occurrence or severity of motor vehicle collisions. A countermeasure refers to an engineering, enforcement, education, or engagement treatment or strategy designed to reduce the occurrence or severity of collisions. They are applied to emphasis areas to improve safety. Countermeasures are chosen based on the likelihood of success; and the ability of one (or more) of the partner agencies to deliver the action. In advance of Workshop #3, reviewed the supplied existing and future countermeasures. The following adjustments were highlighted: Correlated the countermeasures with the collision data for likelihood of success; Categorized countermeasures into policy, systemic, location specific, and demographic specific countermeasures; Lead agencies and potential support agencies for delivering each countermeasure were identified; and New countermeasures were proposed where gaps were identified for each emphasis area. SAC Workshop #3 Discussion Summary To kick off Workshop #3, a word cloud (below) was used to illustrate the top 3 concerns for each attendee. The larger words indicates the more common concerns. began by reviewing the progress of the SRSAP with the stakeholders. It was emphasized that the development of an SRSAP is a data driven, multidisciplinary, and a collaborative process. reviewed the emphasis areas and awareness area that were determined by collision analysis and public opinion. For each emphasis area, key observations in the collision data were provided and potential countermeasures were presented to address the observations that were discussed. identified gaps in the countermeasures that address the key observations from the collision analysis. Suggested countermeasures to fill to the gaps were presented to the stakeholders. Finally, the next steps were discussed for the SRSAP. The list of countermeasures will be revised based on the comments from the workshop, and distributed to the stakeholders for completing any missing information. 4
