Context This STOA workshop builds on the proposal submitted by Lambert VAN NISTELROOIJ MEP on The role of the EIT in strengthening innovation in Europe s regions by capitalising on the synergies between FP9 and ESI Funds, which was adopted by the STOA Panel as a STOA project on the 19th of April In June 2017, the European Commission published its communication on Strengthening Innovation in Europe's Regions: Strategies for Resilient, Inclusive and Sustainable Growth, which takes stock of the progress made in the area of decentralised innovation. The objective of the workshop is to have a frank discussion around the preparations for innovation policy after Is there sufficient coordination among stakeholders regarding the roll-out of the new, integrated EU innovation strategy? Some say yes, others are more reluctant, saying that communication has remained largely descriptive and is limits itself to ESI-funds, Horizon 2020 and its successor. It is however admitted that the role of the European Institute of Innovation and Technology (EIT) in innovation is crucial. The EIT supports the development of dynamic pan-european partnerships between leading universities, research labs and companies the EIT Innovation Communities. With more than 40 territorial hubs across Europe, it bridges the gap between the more developed and the less developed regions in Europe. 5
8 3. Speakers 3.1. Paul RÜBIG, MEP and STOA Vice-Chair (EPP, AT) Dr Paul RÜBIG is Member of the European Parliament, First Vice-Chair of the STOA Panel, and member of the Committee on Industry, Research and Energy and of the Committee on Budgets, as well as Vice-Chair of the Delegation for relations with the Korean Peninsula. In addition, he is a substitute member to the Delegation for relations with Switzerland and Norway and to the EUIceland Joint Parliamentary Committee, the European Economic Area Joint Parliamentary Committee, and the Committee on Development. He also serves as Chair for the WTO Parliamentary Conference. He has a degree in Business Administration, Marketing and Production Engineering from the University of Linz, Upper Austria. 6

Tibor NAVRACSICS, European Commissioner Education, Culture, Youth and Sport. for Mr NAVRACSICS holds a degree in law from the Faculty of Law and Political Sciences of Budapest's ELTE University and a PhD in political sciences. In 1999 he became an Associate Professor at the Faculty of Law and Political Sciences, ELTE. Between 1997 and 2000 he was Secretary-General of the Hungarian Political Science Association. He was also Head of the Department of the Prime-Minister's Office until In 2003 he became Chef de Cabinet to the President of the Fidesz Hungarian Civic Union and between 2006 and 2010 he was Member of Parliament, being Member of the Committee for Constitutional, Judicial and Procedural Affairs. He also served as Fidesz National Assembly representative from 2006 until October Between 2010 and 2014 he was Deputy Prime Minister and Minister of Public Administration and Justice. In 2014 he also assumed the position of Minister of Foreign Affairs and Trade. In November 2014, Tibor NAVRACSICS became European Commissioner for Education, Culture, Youth and Sport. He is responsible for the Commission s Joint Research Centre and the European Institute of Innovation and Technology (EIT). 7

Martin KERN, Director, European Institute of Innovation and Technology (EIT) Martin KERN has been the Interim Director and Chief Operating Officer at the European Institute of Innovation & Technology (EIT) since 1 August Prior to joining the EIT, he worked at the European Commission for fifteen years in a variety of posts, mainly in the area of enlargement policy, having started his career with a short stint at the United Nations Economic Commission for Europe. Working for the EU he held a variety of positions, the latest being Head of Operations at the EU Delegation to Serbia, where he coordinated the programming and implementation of EU funds to bring Serbia closer to EU accession. Previously he worked as country coordinator for financial assistance for the Turkey team in DG Enlargement. He started his career in the EU in Lithuania and Estonia, working in the EU Delegations and helping the two countries join the EU. 8
11 3.4. Christian EHLER, MEP and STOA Panel Member (EPP, DE) Dr Christian EHLER has been a Member of the European Parliament since He was born on 17 August 1963 in Munich, Germany. He holds a degree in journalism and economics as well as a PhD in political science. Until 2010, Mr EHLER held the position of Managing Director of Biotech GmbH. In the European Parliament Mr EHLER is Chair of the US Delegation, a member of the Committee on Industry, Research and Energy, and the Subcommittee on Security and Defense, and a substitute member of the Committee on Foreign Affairs. Mr EHLER has served as the European Parliament's Rapporteur for the Horizon 2020 Rules for Participation and Clean Sky 2, as well as shadow for President Juncker s Investment Plan, EFSI. He is the initiator of the ITRE working group on Horizon 2020 allowing a closer parliamentary scrutiny of Horizon 2020 s implementation. 9

Jean-David MALO, Director for Open Innovation and Open Science (EC, DG RTD) Mr MALO studied at the Institut National Supérieur des Sciences Économiques et Commerciales (Paris) and the University of California (Berkeley). He started his career as Head of internal control management in the Comité Professionnel de la Distribution de Carburants in France before joining ARMINES, where he developed and managed the European Affairs Directorate. He joined the Directorate General for Research, European Commission, in January 2001 where he participated in developing funding instruments, rules for participation, and funding schemes. From 2003 to 2006, he was the assistant of Director Robert-Jan SMITS. After heading the unit in charge of the regional aspects of FP7 from 2006 to 2010, he managed a newly created unit in DG Research and Innovation between 2011 and 2013, the main objective of which was to contribute to increase private finance and close market gaps in investing in research and innovation. Since February 2017 he has been Director in charge of "Open Innovation and Open Science". The European Innovation Council, the Pan-European Venture Capital Fund(s)-of-Funds Programme, the RDI dimension under the European Fund for Strategic investments, the European Open Science Cloud, the long-term sustainable investments for Research Infrastructures, the monitoring of the ERA Roadmaps are among the various files he working with. 10
13 3.6. Lambert van NISTELROOIJ, MEP (EPP, NL) Lambert graduated cum laude in social geography from the Catholic University in Nijmegen. At the age of 24 he started as a member of the municipal council. From 1982 to 2004 Lambert was a member of the Provinciale en Gedeputeerde Staten in the Dutch region of Noord-Brabant. Lambert has been a Member of the European Parliament since As a member of the Dutch political party CDA, he is a MEP for the European People's Party. As an MEP he has focused on regional policy, research, innovation, energy and the Digital Agenda. Currently, he is a member of the Committee on Regional Development and a substitute member of the Committee on the Internal Market and Consumer Protection. He is coordinator of the Intergroup on Active Ageing. Lately Lambert has been working on the European Structural and Investment Funds as the main negotiator, the European Fund for Strategic Investments as rapporteur, the Structural Reform Support Programme as rapporteur, the Biobased Industry Initiative as rapporteur, and the Digital Single Market. 11
14 3.7. Eva KAILI, MEP & STOA Chair (S&D, EL) Eva KAILI is an MEP and a member of the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament. She is Chair of the STOA Panel, as well as Chair of the Delegation for relations with the NATO Parliamentary Assembly, a member of the Committee on Industry, Research and Energy, and the Conference of Delegation Chairs. She has, been working intensively on promoting innovation as a driving force of the establishment of the European Digital Single Market and has been particularly active in the fields of AI, blockchain technology, big data, fintech and cybersecurity. She has an undergraduate degree in Engineering from Aristotle University of Thessaloniki and a Master's degree in International Relations from the University of Piraeus and has served as Member of the Greek Parliament from 2007 to
15 4. About STOA 4.1. Mission The Science and Technology Options Assessment (STOA) Panel forms an integral part of the structure of the European Parliament. Launched in 1987, STOA is tasked with identifying and independently assessing the impact of new and emerging science and technologies. The goal of its work is to assist, with independent information, the Members of the European Parliament (MEPs) in developing options for long-term, strategic policy-making The STOA Panel The STOA Panel consists of 25 MEPs nominated from the nine permanent parliamentary committees: AGRI (Agriculture & Rural Development), CULT (Culture & Education), EMPL (Employment & Social Affairs), ENVI (Environment, Public Health & Food Safety), IMCO (Internal Market & Consumer Protection), ITRE (Industry, Research & Energy), JURI (Legal Affairs), LIBE (Civil Liberties, Justice and Home Affairs) and TRAN (Transport & Tourism). Mr Ramón Luis VALCÁRCEL SISO MEP is the European Parliament Vice-President responsible for STOA for the second half of the 8th legislature. The STOA Chair for the second half of the 8th legislature is Eva KAILI with Paul RÜBIG and Evžen TOŠENOVSKÝ acting as 1st and 2nd Vice-Chairs respectively The STOA Approach STOA fulfils its mission primarily by carrying out science-based projects. Whilst undertaking these projects, STOA assesses the widest possible range of options to support evidence-based policy decisions. A typical project investigates the impacts of both existing and emerging technology options and presents these in the form of studies and options briefs. These are publicly available for download via the STOA website: Some of STOA's projects explore the long-term impacts of future techno-scientific trends, with the aim to support MEPs in anticipating the consequences of developments in science. Alongside its production of 'hard information', STOA communicates its findings to the European Parliament by organising public events throughout the year. STOA also runs the MEP-Scientist Pairing Scheme aimed at promoting mutual understanding and facilitating the establishment of lasting links between the scientific and policy-making communities Focus areas STOA activities and products are varied and are designed to cover as wide a range of scientific and technological topics as possible, such as nano-safety, e-democracy, bio-engineering, assistive technologies for people with disabilities, waste management, cybersecurity, smart energy grids, responsible research & innovation, sustainable agriculture and health. They are grouped in five broad focus areas: eco-efficient transport and modern energy solutions; sustainable management of natural resources; potential and challenges of the Internet; health and life sciences; science policy, communication and global networking. 13

20 This STOA workshop will focus on the innovation landscape in Europe. Particular attention will be given to the European Institute of Innovation (EIT), and the role that it plays in driving and coordinating innovation, through its widespread geographical presence across the continent. Beyond this scope, insight into the planning and funding structures which have been implemented to date, will be shared in order to facilitate discussion on how cooperation in these areas can be improved going forward into 2020, more specifically with regards to ESI-funds and the FP9.
