Overview What is AFSC TDIP? Programs Available TDIP and LSE 2040 Small Business Innovative Research (SBIR) Overview Rapid Innovation Fund (RIF) Overview Technology Implementation Summary AFSC TDIP Team & Info Technology Needs and Challenges

AFSC Technology Development and Insertion Process (TDIP) TDIP is a standard systems engineering process to identify, fund, develop, transition, and implement supply chain, maintenance, and infrastructure innovations and ensures a strategic approach in spending AFSC s limited resources to control sustainment costs while increasing availability, reliability, maintainability, supportability and cost-effective readiness. Codified in AFSCI

Programs Available Several programs are available to fund AFSC technology insertion, such as: Small Business Innovative Research (SBIR) Rapid Innovation Fund (RIF) Depot Maintenance Transformation (DMT) Capital Investment Program (CIP) Sponsor Funds (e.g. Mx Groups/Program Offices) End goal of all projects is to implement new technology that improves the depots and the supply chains ability to achieve their mission

TDIP Roles & Responsibilities SBIR, RIF, DMT, etc. AFSC Sponsor Org Identifies and documents potential technology needs Sponsor and advocate their technology needs Appoint project manager and technical points of contact to manage organizational needs through development/ maturation Ensure successful technologies are implemented Technology Funding Programs AFSC/EN Oversee the Technology Insertion process Encourage technical need identification Manage the needs portfolio Prioritize AFSC needs for funding sources Secure project funding for top priority needs

TDIP and LSE 2040 TDIP technology projects must relate to one of the ten Logistics and Sustainment Enterprise (LSE) 2040 Attributes

Small Business Innovative Research (SBIR) Overview Tech Needs become SBIR Topics SBIR Topics become Phase I Projects Phase I projects can lead to Phase II Projects Phase II projects can lead to Phase III Projects TRL 1 TRL 2 TRL 3 TRL 4 TRL 5 TRL 6 TRL 7 TRL 8 TRL 9 Basic Principles Observed Concept Formulation Proof of Concept Breadboard in Lab Breadboard in Rep. Environment Prototype in Rep. Environment Prototype in Ops. Environment System Qual. Mission Proven Projects must support a bona-fide need

SBIR Phased Approach Phase I Feasibility Study Up to $150K, 9-month performance period Average 450 awards & ~5,500 proposals/year (AF wide) Phase II Full Research/R&D Up to $1M, 2-year performance period Enhancement/extension as warranted Average 170 awards & ~550 proposals/year (AF wide) Phase III Commercialization Use of non-sbir/sttr Funds Rapid Innovation Fund (RIF) Sponsor Implementation Funding Capital Investment Program (CIP) More eligibility and participation info is available at the Air Force SBIR/STTR website (

Rapid Innovation Fund (RIF) Overview Designed to transition innovative technologies, primarily from small businesses that can be rapidly inserted into programs that meet specific defense needs Projects that can be completed within 24 months and cost not more than $3M. Looking for maturity goal of TRL 6 9, but lower TRL (4-5) accepted by exception for breakthrough capabilities or operational gamechanger.

Technology Implementation Funding sources dictate timing/duration of solicitations and can vary year to year Depot Maintenance Transformation (DMT) Program Began back in FY04-09 when $900M working capital funds were infused into the AFSC depots Intent to upgrade, modernize, and transform depot capabilities Normally is vetted/approved for use near middle of a fiscal year Capital Investment Program (CIP) Funds originate from the depot working capital Used to replace outdated depot equipment with new technology Sponsor Programs Can come from any number of program sources on a case-by-case basis Depends on the need and the proper justification of new technology usually to support a weapon system acquisition or modification

Summary TDIP is the systems engineering process used by AFSC to implement new technologies into the depots and supply chain AFSC uses several programs to solicit proposals from industry as part of this process SBIR RIF Other sources for implementing new technology (DMT, CIP, and Sponsor)

Technology Needs and Challenges 13

Hazardous Materials Reduction Technology Needs Qualifications of safer, effective non-hazardous Materials for paint and depaint processes Reduce HazMat risks and costs Effective depaint process for non-chrome coating system Alternatives for MeCl and NMP (EPA-proposed ban) Better engineering controls and more comfortable PPEs to protect workers during paint/depaint processes Allow personnel to meet the mission more effectively and efficiently 14

Nondestructive Inspection Challenges AFMC Strategic Goal is to reduce the amount of time to do NDI by 50% AFSC sees four areas of opportunity Digital data Broad area inspections (OML) Deep structure Increased probability of detection 15

Nondestructive Inspection Challenges Digital Data NDI Inspectors overburdened with paperwork Overly ripe for automation As much paperwork time as actual inspecting Analog results Needs Automated defect identification Digitally recorded inspection results Geo-registration Integrated with weapon system data 16

Nondestructive Inspection Challenges Broad Area Inspections (OML) Large area inspections becoming more common Some inspections take so much time, cannot fit in the Inspection Gate Labor, equipment intensive Needs Automated, rapid inspection of large areas Digitally recorded inspection results Geo-registration of data 17

Nondestructive Inspection Challenges Deep Structure Some inspections take more prep time than inspection time For example, 206 hours of MX prep/restore for 5 hours of inspection Needs Technology for deep structure inspections Could include robotics Reduce or eliminate disassembly Reduce or eliminate MX induced damage 18

Nondestructive Inspection Challenges Increased Probability of Detection Increased probability of detection (PoD) = increased inspection intervals = reduced MX Nearing the limits of physics of current methods Needs Technology advances to increase the PoD of current inspections Minimize human factors Algorithms and analytics 19

NDI Opportunities Abound NDI tools and process are era Significant manual labor Very little automation or digital tools Heavily dependent on technician skill and data interpretation; PoD varies NDI is a large driver of labor cost and depot flow time Safety Critical: Must be accurate Improved PoD variance and crack size detection will lengthen Mx Intervals Better tools & techniques to improve coverage End to End, Fully Integrated Digital NDI Capability 20

Technology Needs & Challenges Coatings and Masking Replacement Needs/Challenges Eliminate coatings that contain HazMat Replacement for Brush Cd Plating Eliminate manual taping/masking Currently Masking Parts Prior to Coating/Plating Mold Formed Rubber Masks Labor Intensive Tape Masks Wax Masks Technology Need - New Method of Masking Robotic UV Cured Masking 3D Printed Rubber Maskings Brush Zn-Ni repair/touch up Re-usable masking 21

Technology Needs & Challenges Coatings Removal Current Coating Types Paint/Primer Cad Plating Current Removal Methods Chem-Strip Plastic Media Blast Water Jet Grinding Technology Needs/Challenges Need to Reduce Hazardous Waste Stream Effective/Efficient Removal Processes Confined space selective removal Minimization of Worker Exposure Zero damage to Aircraft/Part Waste Treatment 22

Technology Needs/Challenges Electro-Magnetic Testing (EMP) Renewed strategic interest in EMP New Mil-Std-3023 High Altitude EMP New threats emerging Technology Need High Powered (1500 volts), Modular Amplifier to drive load impedances from short to open circuits for Direct Drive testing Currently no COTS amplifier exists Previous vacuum tube technology unsupportable 23
