Board Meeting September 8, 2016 The Scottsboro City Board of Education conducted the second public hearing regarding the proposed FY17 budget at 4:00 p.m. Dr. Spivey and all Board members were present: Mr. John Esslinger, Mr. Daryl Eustace, Mrs. Julie Gentry, Dr. Judy McCrary and Mrs. Hollie Thompson. Mr. Daryl Eustace, Board President, called the meeting to order. Mrs. Becky Smith, Chief School Financial Officer, presented the second hearing of the proposed FY17 Budget. No business was conducted. The Scottsboro City Board of Education met in regular session on September 8, 2016, at 5:00 P.M. at the Page Administration Building. The meeting began with the Pledge of Allegiance led by Olivia Tubbs, 7 th grade student at Scottsboro Junior High School, and a prayer by Mr. Daryl Eustace. Dr. Sandra Spivey, Superintendent, and all Board Members were present: Mr. John Esslinger, Mr. Daryl Eustace, Mrs. Julie Gentry, Dr. Judy McCrary, and Mrs. Hollie Thompson. A motion was made by Mrs. Thompson and a second by Mrs. Gentry to approve the Agenda. Delegation Mrs. Sheila Cornelison addressed the Board in regard to Policy 2.5.4 Public Participation. Consent Agenda As recommended by Dr. Spivey, a motion was made by Mr. Esslinger and a second by Mrs. Thompson to approve the Consent Agenda. The vote was yes by Mr. Esslinger, Mr. Eustace, Mrs. Gentry and Mrs. Thompson. Dr. McCrary abstained. A. Board Minutes 1. July 21, 2016 Board Work Session 2. July 27, 2016 Called Board Meeting 3. Changes to Supplemental Positions Thompson to approve the Changes to Supplemental Positions. The vote was unanimous to approve the Changes to Supplemental Positions. C. Change to Salary Schedule (Removal of At-Risk Administrator Supplement Collins Assistant Principal) McCrary to approve the Change to Salary Schedule (Removal of At-Risk Administrator Supplement Collins Assistant Principal). Board Meeting -4- September 8, 2016 D. Volunteer Coaches As recommended by Dr. Spivey, a motion by made by Mr. Esslinger and a second by Mrs. Gentry to approve the Volunteer Coaches. The vote was unanimous to approve the Volunteer Coaches. E. Substitute Teachers McCrary to approve the Substitute Teachers for 2016-2017. The vote was unanimous to approve the Substitute Teachers. F. FY17 Budget McCrary to approve the FY17 Budget. The vote was unanimous to approve the FY17 Budget. G. FY17 Capital Plan As recommended by Dr. Spivey, a motion was made by Mr. Esslinger and a second by Mrs. Gentry to approve the FY17 Capital Plan. The vote was unanimous to approve the FY17 Capital Plan. H. Paper Bid As recommended by Dr. Spivey, a motion was made by Mr. Esslinger and a second by Mrs. Thompson to award the Paper Bid to American Paper and Twine Company of Chattanooga, TN, at a price of $23.50 per case. Authorization to Terminate Agreement with UNUM Life Insurance Company of Alabama Thompson to authorize Dr. Spivey to Terminate the Agreement with UNUM Life Insurance Company of Alabama. The vote was unanimous to authorize Dr. Spivey to Terminate the Agreement with Life Insurance Company of Alabama. J. Agreement with American Behavioral (EAP Employee Assistance Program) As recommended by Dr. Spivey, a motion was made by Dr. McCrary and a second by Mr. Esslinger to approve the agreement with American Behavioral (EAP Employee Assistance Program). A roll call vote was taken with a yes vote by Mr. Esslinger, Dr. McCrary and Mrs. Thompson and a no vote by Mr. Eustace and Mrs. Gentry. The motion to approve the Agreement with American Behavioral (EAP Employee Assistance Program) carried. K. Proposal Regarding Change of Date for the October 2016 Board Meeting Mr. Eustace recommended the October 4, 2016 Board meeting be changed to October 13, 2016 due to run-off elections on October 4, 2016. A motion was made by Mrs. Thompson and a second by Mrs. Gentry. The vote was unanimous to change the October 4, 2016 Board meeting to October 13, 2016.

AASB District Director Nomination A decision has already been made in regard to the AASB District Director as it has already been filled, so no action was taken. Discussion A. Evaluation for Superintendent and CSFO Mrs. Gentry reported that all evaluations has been sent and she requested from Ms. Susan Salter of AASB that the Board would like the results as soon as possible after September 2. B. Discussion of History Teacher Vacancy at Scottsboro High School C. Discussion of Baseball Coach Vacancy at Scottsboro High School Dr. Spivey stated Mr. Eustace requested that these items be added to the agenda. She stated that she has updated the Board about these items and would take questions from them that they may have in regard to this. She told the Board that she and Brad are working on getting a teacher in this position as soon as possible and trying to get both of these positions filled with one person if possible.
