The mtr relay shall include trip vting fr extra reliability in the event f RTD malfunctin. If enabled, a secnd RTD must als exceed the trip temperature f the RTD being checked befre a trip is issued Prvisins shall be included t allw the RTDs t be identified by name The relay shall be able t mnitr ne remte RTD mdule. The remte RTD mdule each with 12 RTD inputs, with assciated ver-temperature prtectin functins including alarm and trip settings The relay shall have a draw-ut cnstructin t facilitate testing, maintenance and interchangeability. The relay shall have a set-screw n the draw-ut handle The relay shall be equipped with an ambient temperature mnitr that cntinuusly mnitrs the temperature that the relay is expsed t. The ambient temperature mnitr shall alarm when the device is expsed t extreme temperatures and undesirable cnditins such as air-cnditining unit r statin heater failures. The mtr prtectin relay shall have seven (7) utput relays. 2 Frm-A with cil mnitr 5 Frm-C The mtr prtectin relays shall have ten (10) digital inputs. The digital inputs shall be fully user prgrammable and have fur vltage threshlds. The relay shall prvide cmplete mnitring and metering functins. These shall include: Current: Phasrs, RMS Values f per Phase, Average, Mtr Lad, Current Unbalance, Unbalance Biased Mtr Lad, Grund Vltage: Phase-t-Phase and Phase-t-Grund Pwer: Active, Reactive, Apparent and Pwer Factr Frequency Temperature f each RTD Input frm the RMIO unit

An event recrder with a recrd f the last 256 events, time tagged with a reslutin f 1ms The wavefrm capture (scillgraphy) feature is similar t a transient/fault recrder. The scillgraphy shall capture 32 samples per cycle and the digital states The relay shall be able t prvide data in the frm f trending r data lgger, sampling and recrding up t ten actual values at an interval defined by the user. Several parameters shall be trended and graphed at sampling perids. The parameters fr the data lgger will be captured by the mtr prtectin relay and shall be: Phase Currents A, B, and C, and Average Phase Current, Mtr Lad, Current Unbalance, Grund Current, Httest Statr RTD, Thermal Capacity Used and RTDs 1 thrugh 12 that are cnnected t the RMIO unit Start blck timer status including verlad lckut, start inhibit, starts per hur, time between starts, and restart blck The relay shall have starter failure detectin feature which shall prduce an alarm in the event that the mtr relay des nt detect a starter/breaker pen cnditin after a trip is initiated Security / Change Histry Reprt The relay must cmply with NERC CIP security reprting requirements and prvide traceability. The relay must maintain a histry f the last changes made t the cnfiguratin, including mdificatins t settings and firmware upgrades. A summary histry f the last ten sessins and a list the last 100 specific setting changes made must be recrded and stred in nn-vlatile memry. The reprt must be available t be saved and printed in PDF frmat. Security Setting Reprts must have the fllwing infrmatin: Dates and times f setting changes MAC address f user making setting changes Listing f mdified changes Hw setting changes were made Keypad, Frnt USB prt, Ethernet & Rear serial prt

User interfaces shall include: A 4 x 20 character LCD display, and navigatin keys Indicatr LEDs n the frnt panel which shall prvide a quick visual indicatin f status A frnt panel USB serial prt that shall prvide easy cmputer access. The cmmunicatins prtcl shall be Mdbus TCP The relay shall supprt the fllwing cmmunicatin prtcls: Mdbus RTU Mdbus TCP/IP IEC 61850 GOOSE IEC 61850 Lgical Ndes DNP 3.0 IEC 60870-5-104 IEC 60870-5-103 The Mtr Prtectin Relay shall have an IRIG-B input t allw time synchrnizatin using a GPS clck ver a wide area netwrk The IRIG-B input shall supprt bth AM and DC time synchrnizatin with an aut detect feature that remves the requirement f manual selectin The relay shall be capable f being set by Windws-based, Easy t use, Setup graphical terminal interface T make the data acquisitin mre efficient, the mtr relay shall prvide a User Definable Memry Map, which shall allw a remte cmputer t read up t 125 nncnsecutive data registers by using ne Mdbus packet. The User Definable Memry Map shall be prgrammed t jin any memry map address t ne in the blck f cnsecutive User Map lcatins, s that they can be accessed by means f these cnsecutive lcatins.

The User Definable area shall have tw sectins: A Register Index area cntaining 125 Actual Values registers A Register area cntaining the data lcated at the addresses in the Register Index The relay must be capable f being prgrammed thrugh a windws based sftware prgram that is capable f the fllwing: 1. The sftware prgram will perate in the fllwing fashin a. Request system and mtr nameplate data frm user thrugh display screens. b. Generate settings file c. Review settings with user with the ptin t disable any cnfigured settings that are nt required d. Prvide PDF reprt utlining the settings that have been generated e. Reprt and Settings file t be saved in user-selectable lcatin 2. The setup sftware shall allw the user t prgram the relay via a Quick Setup feature 3. The fllwing system and prtectin settings will be generated based n inputted infrmatin a. All CT System settings b. All Thermal Mdel settings including i. Shrt Circuit ii. Mechanical Jam iii. Unbalance iv. Undercurrent v. Grund Fault c. All Mtr Start / Inhibit prtectins d. Remte RTD cnfiguratin, alarming and tripping 4. Autmatin 1. The Mtr Prtectin Relay shall have prgrammable autmatin functins t allw the user t build simple lgic. a. The lgic must include 16 (sixteen) lgic elements b. The lgic elements can be prgrammable using the state f any cntact, virtual r remte input r an utput perand frm prtectin r cntrl elements c. The lgic prvides fr assigning up t three triggering inputs in a AND/OR gate fr the lgic element peratin and up t three blcking inputs in an AND/OR gate fr defining a blck signal d. Pickup and drput timers shall be available fr delaying the lgic element peratin and reset respectively Mtr Health Reprt The Mtr Health Reprt included with the relay will prvide a detailed histry f the peratin and perfrmance f the assciated mtr in bth graphical and data frmat. The fllwing infrmatin will be prvided in the Mtr Health Reprt. The reprt can either be saved t a lcatin in a sft cpy r be printed in PDF frmat. The reprt shall be divided int seven categries and prvide the fllwing infrmatin: Device Summary Requested Perid Reprt Created By Mtr Name Prtectin Device Firmware Versin Mtr FLA Rated Vltage Phase Rtatin System Frequency Mtr Running Time
