Degree mobility - outwards

The Baltic Sea Region: Yesterday: - the longer regional collaboration remains on auto-pilot, the more opportunities for benefitting from more ambitious joint actions are being missed ; - the structures for regional collaboration themselves are going to be weakened and lose relevance due to a lack of political leadership ; - to urge for setting an example for effective regional collaboration that can help inspire the wider EU as it is struggling to redefine its role and structures for a new era (cited by: The State of the Region Report 2015 by Baltic Development Forum ) Today: - the new CBSS Science, Research and Innovation Agenda launched; - The new strong long-term engaging transnational projects are being developed: Baltic Science Network and BalticTRAM; - The EU Strategy for the Baltic Sea Region is being stronger than ever through new projects funded and increasing contribution from the Member States.

Deputy PM Gowin s Strategy - sectoral branch of Strategy for Responsible Development: Goals: - 1,7% GDP for science and research till 2020; - more Polish innovative products and services competitive on global market; - support for high-tech start-ups; - targeted support for selected sectors with high competition potential (i.e. cybersecurity, electromobility, biotechnology); The three pillars: - Science for the society (Science Social Responsibility) - Innovations for the economy - Law 2.0 - constitution for science and higher education

Science for society Goal: social responsibility of scientists and researchers Measures: University of Young Discoverers Third Age Universities Mobile Copernicus Centres (Science-buses)

Innovation for the economy Goal: more R&D based products and solutions developed by the researchers and entrepreneurs Measures: National Institute of Technology New law on supporting innovations, i.e. tax reliefs PSTRYK (single phone number to a scientist) Centers for Technology Transfer in universities

Goal: Constitution for science and higher education (Law 2.0) higher education system more efficient, closer to the needs of society and the economy Measures: -Law 2.0 new approach to management of the HEI sector -Topics: internationalization, humanities, innovations, career paths (e.g. industrial doctorates), scientific excellence, academic teaching excellence, new HEIs models (e.g. research universities), financing, internal structure of HEIs -The National Congress of Science

From EuroFaculty to Summer University or from a Dream into Pragmatic Realism -EuroFaculty is rather past story than future; - future must be settled on the flexible basis of networking and reciprocity approach; - EF and the BSR cooperation should be seen as regional common good ; - EF to bridge the chasm between catching-up in the region as well as to welcome those who are interested in the BSR from outside (i.e. Eastern Partnership, Central Asia or Western Balkans)

Baltic TRAM and Baltic Science Network as enablers for SRIA: Ministers of science considered: - To support the Baltic Science Network as an important tool to enhance a macro-regional dimension of science and research policy, from which our higher education and research institutions should benefit; - To recognise that Large-Scale Infrastructure efforts should be based on smart collaboration and attention should, where relevant, be paid to long-term capacity building as regards sustainable research communities. Poland supports the BSN efforts through University of Gdańsk, direct actions in Brussels towards policy makers and ministers during meetings and assemblies in the fields of: - establishing network and joint presentation of interest - mobility in research and higher education

Stronger together as Region and as Organisation:
