EC Treaty, Art : EU research for strengthening competitiveness and to support other EU policies Reasons immanent to research: Increasing complexity and specialisation Increasing costs (esp. for large research infrastructures) Being embedded in transnational sciente and technology networks as vital factor for competitiveness 3

4 Weight of EU research funding? Budget: only about 5% of national expenditure on research But: leverage effect But: 100% project funding ( free money, not for institutional financing) Estimation of German research ministry: EU projects at about 50% of ist own funding 4
