QUESTIONS AND ANSWERS NO. 3 1. On drawing E251 the one line riser diagram shows a power monitor. I did not see a specification for this. Please advise if there will be a specification issued for the power monitor. Please see this Addendum, note was added on Drawing E251. 2. Note 1 on Drawing C21 provides the location of a waterline isolation valve for this site. Specification 01520-1.04-B-7 requires a wet tap, in order to connect the new waterline. Is a wet tap required, or can the connection be performed during a short-term waterline shutdown? A wet tap is required for the connection to the existing water line. 3. Per Note 2 on Drawing C22, the Contractor is responsible for all fees required for water meter installation. Please clarify of this includes permit fee, meter cost, water availability charge, and sewer availability charge. Also, what model meter is required? Contractor is responsible for paying the Meter Cost and Permit Fee. The meter model is referenced in detail W-27 (2 OMNI C2 Meter). 4. Drawing C22 seems to depict a new 2 water meter inline on the 6 PW main. Will this be allowed with a fire hydrant downstream from the meter? Should there be a 2 branch, off of the 6 main, that is metered and feeds the pump station? This arrangement is allowed. The hydrant is provided for pump station flushing activities. 5. Please provide as-built drawings of the existing WRF to be demolished during Phase II construction. Current DM series drawings provide inadequate information for assessing the characteristics of the existing structure and analysis of scope and cost of the building and below grade demolition. Moreover, the detail of existing building perimeter wall and foundation is required to assess the need of potential temporary support during construction of Phase 1 Activities. Courtland Farms Water Reclamation Facility drawings by Pinnacle Design and Consulting dated September 16, 2003 and revised on March 2, 2004 are attached to this Questions and Answers as INFORMATIONAL ONLY and not included as part of the Contract. 6. Drawing C21 Note 4 indicates protect and maintain exiting utilities with a leader pointing to each of two lines entering the existing facility on the south end. Please confirm the outer most second line is actually an easement demarcation and not actually an underground utility to be protected. One of the arrows referencing note 4 on sheet C21 is pointing to the easement demarcation.

7. Section 01010 1.07-A prescribes the use of blasting or explosives will not be allowed. Please confirm. Confirmed. Blasting is prohibited on this Project. 8. Earthwork Section 02200 2.01 Select Fill Paragraph A implies that soils from excavations may be suitable for use, among other, as structural subgrade support. However, under the same section and within paragraph E, the requirement appears that all subgrade support shall be coarse aggregate as specified in Section 02207 Aggregates, please advise. Structural subgrade support shall be coarse aggregate material, meeting the requirements of 2.01.E. 9. Earthwork 02200 3.02 Paragraph E indicates all structures shall bear on an aggregate base of stone not less than 6. Many drawing sections clearly indicate the requirement of a 3 mud mat and no mention or detail of a stone base. Please advise. Please see this Addendum. 10. Earthwork 02200 3.02 Paragraph I prescribe methods of odor abatement when uncovering sludge contaminated and odorous material in excavation. Insofar as this specification is included, the Owner must anticipate that contaminated and odorous material will be exposed during excavations. Accordingly, please provide an allowance or unit price to cover the cost of managing this material. Sludge contaminated soil or odorous material is not expected. However, if it is encountered, the Contractor is expected to satisfy this paragraph. 11. With reference to 03350 3.05 Concrete Finish Schedule, please confirm the interior face of hydraulic structures normally filled with fluid, requires a Type II Grout Cleaned Finish in accordance with 03350 3.01 A.2. Please see this Addendum, Section 03350, Concrete Finish Schedule was modified. 12. Section 03300 indicates Class B Concrete 3000 psi whereas So1 C-3 D prescribes 4000 psi for class B. Please advise. Please see this Addendum, Note C-3 was modified. 3000 psi concrete is acceptable for Class B Concrete. 13. Will the Authority charge the contractor for water used for testing? The Contractor is responsible for metering and paying for the water used for construction activities including testing in accordance with Section 01500 2.05 D.

14. We recognize the requirement of a Virginia Contractor s License for GC s proposing. Please confirm a Virginia Contractor s License is not required for a specialty trade subcontractor. Loudoun Water does not require that trade subcontractors have trade licenses. However, Trade Building Permits will need to be obtained from Loudoun County Department of Building and Development and the General Contractor shall be knowledgeable of and comply with those requirements. 15. Drawing M225, Item is marked FE 301 on the six-inch force main. Is there a spec for this item? Flowmeters are specified in Section 17701, Magnetic Flow Meters. Also, see section 17910 for flow rate and size information. 16. Drawings M227, FE 301 is identified on view A, however, it also appears on the bypass view C. Please confirm how this is coordinated with M225. Sheet M225 is the plan view of the vault piping including the flowmeter, while sheet M227 contains two section views A and C. The location of the section cuts is indicated on sheet M225. 17. Specification 15390 calls out stainless steel pipe of diameter 4 and smaller to have welded joints. The steel pipe specification (15012) calls for threaded joints for diameter of 3 and below. Please clarify which joint type is required. If welded joints are required would socket weld fittings be acceptable? Provide welded water piping in accordance with Section 15390, Schedule. 18. There is heat tracing specification (15391), and the electrical panel schedules show connections for heat tracing. For which lines is heat tracing required? Heat tracing is required for water piping inside the vault and in the screening room per Note 12 on sheet M225. 19. Sheet 6, and others, of the site plan amendment issued in addendum 1 show the sanitary line feeding the pump station to be PVC. The piping schedule in specification section 15390 calls out DIP for this line. Please confirm which is the correct material. See this Addendum. Provide ductile iron pipe for sanitary piping in accordance with Section 15390, Schedules. 20. Sheet 4 of the site plan amendment shows a new 45 elbow which connects to what appears to be the existing hydrant. Sheet C-22 in the original documents shows the hydrant as new. Please confirm if the existing hydrant is to remain in place, or if a new one is to be installed.

The existing hydrant shall be demolished. A new hydrant and associated piping and valves shall be provided as shown on sheet C-22 in accordance with Loudoun Water details. 21. Sheet 4 through 8 of the site plan amendment. As well as C22 of the original documents, show a 2 water meter (detail W-27) on a 6 DIP water line. Is this the correct size and detail for this line? See answer to question #3. 22. Sheet 8 of the site plan amendment calls for 2 DIP for waterline C. DIP is not made in a diameter less than 3. Please confirm the pipe material for this line. Please see this Addendum. Provide 2-inch potable water line material in accordance with Section 15390, Schedules. 23. Specification 01520 1.04 C.2 (as renumbered in this addendum) and 11130 1.0 C reference removal of existing temporary pump station pumps, refurbishing, and kept as spares. a. Upon evaluation and written report, will a change order be issued for refurbishment? Are any of these to be unknown? b. Spec 11130 indicates 2 installed, 1 spare. How many require refurbishment? Are any of these to be installed in the new pump station, or are these 2 pumps new? a. Section 01520, Maintenance of Utility Operations During Construction 1.04 C 2 includes removal, evaluation, and refurbishment of pumps currently installed in the Temporary Courtland Pump Station during Phase 2 of the project as specified in Section 01520. The purpose of the written report is to capture the state of the pump prior to refurbishment to manufacturer recommendations. No Change Order will be issued for refurbishment as it is included in the requirements of this paragraph. b. Section 11130, Submersible Non-Clog Pumps, requires three new pumps to be provided. Two pumps shall be installed in the new Courtland Pump Station, and one pump shall be furnished as a spare during Phase 1 of the project as specified in Section 01520. 24. Sheet 8 of the site plan amendment shows the waterline C profile. This line attaches to a 2 water meter. In the original documents, this line is tied into the existing facility water meter; the profile on sheet 8 calls this a temp 2 meter. Please confirm if the contractor is to tie into the existing meter or provide a new temporary meter. The water meter that connects to waterline C is existing. END OF QUESTIONS AND ANSWERS

SECTION 16476 ENCLOSED CIRCUIT BREAKERS PART 1 -- GENERAL 1.01 THE REQUIREMENT A. The Contractor shall furnish and install enclosed circuit breakers of voltage and current ratings as specified herein and indicated on the Drawings. B. This specification is intended to apply to circuit breakers separately-mounted from other equipment in an individual enclosure. This Section does not apply to circuit breakers as part of an equipment assembly such as motor control centers, panelboards, switchboards, etc. C. Reference Section 16000, Basic Electrical Requirements. 1.02 CODES AND STANDARDS A. Enclosed circuit breakers shall comply with the following codes and standards: 1. UL 489 - Molded Case Circuit Breakers, Molded Case Switches, and Circuit Breaker Enclosures 2. NEMA 250 Enclosures for Electrical Equipment 3. National Electrical Code 1.03 SUBMITTALS A. In accordance with the procedures and requirements set forth in the General Conditions and Section 01300, Submittals, the Contractor shall obtain from the equipment manufacturer and submit the following: 1. Shop Drawings. 2. Spare Parts List. 3. Operation and Maintenance Manuals. B. Each submittal shall be identified by the applicable specification section. 1.04 SHOP DRAWINGS A. Each submittal shall be complete in all respects, incorporating all information and data listed herein and all additional information required for evaluation of the proposed equipment's compliance with the Contract Documents. 090415BR 32389-022\16476:01/2019 16476-1 COURTLAND PUMP STATION

B. Partial, incomplete, or illegible submittals will be returned to the Contractor without review for resubmittal. C. Shop drawings shall include but not be limited to: 1. Product data sheets. 2. Complete assembly, layout, and installation drawings with clearly marked dimensions for each enclosed circuit breaker. 1.05 SPARE PARTS A. For each enclosed circuit breaker, the Contractor shall furnish to the Owner all spare parts as recommended by the equipment manufacturer. 1.06 IDENTIFICATION A. Each enclosed circuit breaker shall be identified with the identification name and/or number indicated on the Drawings. A nameplate shall be securely affixed in a conspicuous place on the front of each enclosed circuit breaker. Nameplates shall be as specified in Section 16195, Electrical - Identification. PART 2 -- PRODUCTS 2.01 MANUFACTURERS A. The Equipment shall be designed, constructed and installed in accordance with the best practices of the trade, and shall operate satisfactorily when installed as shown on the Drawings. B. Enclosed circuit breakers shall be manufactured by Eaton, the General Electric Company, the Square D Company, or Siemens Energy and Automation, Inc. 2.02 ENCLOSED CIRCUIT BREAKERS A. Circuit breakers shall be molded case type with trip and frame ratings as indicated on the Drawings. Provide electronic trip unit where indicated on the Drawings, with adjustable functions as indicated on the Drawings. B. Circuit breakers shall have an interrupting rating of 65,000 amperes symmetrical at 480 VAC, unless otherwise indicated on the Drawings. C. Enclosed circuit breakers in non-hazardous locations shall be UL 489 Listed. Circuit breakers in hazardous locations shall be UL 1203 Listed. 32389-022\16476:01/2019 16476-2 COURTLAND PUMP STATION

D. In non-hazardous locations, enclosed circuit breakers shall be furnished with the following enclosure type and material of construction, dependent upon the designation of the area in which they are to be installed. Area designations are indicated on the Drawings. Area classifications are indicated on the Drawings. AREA CLASSIFICATION Class 1, Division 1, Group D Class 1, Division 2, Group D Class 2, Division 1, Group F Class 2, Division 2, Group F ENCLOSURE TYPE AND MATERIAL NEMA 7, Die Cast Aluminum NEMA 7, Die Cast Aluminum NEMA 9, Die Cast Aluminum NEMA 9, Die Cast Aluminum F. Enclosed circuit breakers shall be quick-make, quick-break and with an interlocked cover which cannot be opened when the breaker is in the ON position and capable of being locked in the OPEN position. G. An Underwriter's Laboratories, Inc. inspection label shall appear on the interior of the enclosure. H. Enclosed circuit breakers shall be suitable for use as service entrance equipment where indicated on the Drawings and so labeled to suit the application. I. Where indicated on the Drawings, enclosed circuit breakers shall be 100% rated. PART 3 -- EXECUTION 3.01 INSTALLATION A. The enclosed circuit breaker shall be furnished and installed as shown on the Drawings and as recommended by the equipment manufacturer. B. Enclosed circuit breakers shall be set true and plumb in locations as shown on the Drawings. C. Enclosed circuit breakers shall be provided in the enclosure type and material of construction required for the area in which it is installed. Reference the requirements in Part 2 herein, and the area designations indicated on the Drawings. 3.02 TESTING A.
