Bid Price: The rate for the bid should be inclusive of commissioning, installation, demonstration and Foundation, as appropriate to the system. The work order will be issued to eligible bidder(s) based on the comparative statement made item wise. Corrections in item/price, if any, shall be made by crossing out, putting signature and rewriting with seal and date. All duties, taxes and other levies payable by the contractor under the contract shall be included in the total price but may be indicated separately in the price bid. The institute will provide Excise and Customs Duty Exemption Certificate as the case may be. The rate quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account. The prices should be quoted in Indian Rupees only. 3
3. The commercial as well as technical bids are to be submitted separately in two separate sealed envelopes, as applicable. Each bidder shall submit only one quotation in duplicate one marked ORIGINAL and one marked as DUPLICATE, for each of the schedule separately, to evaluate and decide accordingly. 4. Validity of Quotation: Quotation shall remain valid up to 31 st March, 2019. 5. Evaluation of Quotation: The Purchaser will evaluate and compare the quotations determined to be substantially responsive i.e. which are properly signed conforming to the terms and conditions and specifications and qualification criteria. 6. Award of Contract: The purchaser will award the contract to the bidder whose quotation has been determined to be substantially responsive both technically and commercially, offering the lowest evaluated quotation price. 7. Notwithstanding the above, the purchaser reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract. A bidder failing to serve the job after receiving purchase order will be black listed and that bidder will not be considered as a valid one in future. The bidder whose bid is accepted will be notified of the award of contract by the purchaser prior to expiry of the quotation validity period. The terms of the accepted offer shall be incorporated in the purchase order. 8. 100% of the total payment will be made after satisfactory installation, commissioning, successful completion of users training and after satisfactory joint installation report from both sides. 9. User training regarding the operations of the equipment shall be arranged by the supplier/vendor at no extra cost. 10. Minimum one year comprehensive on site (1/1/1- parts/labour/on-site) warranty for the equipment/service is required, if otherwise not stated in the schedule. 11. Document in support of dealership of manufacturer/ Service Provider are to be submitted along with the tender paper. If the bidder is not the manufacturer, proper manufacturer s authorization and warranty from manufacturer is required. 12. Previous experience of the job as mentioned in the tender paper must be submitted along with the proof of documents at least one in last two years. 13. List of documents to be submitted: i. PAN Card ii. Professional Tax Registration Certificate/P.Tax challan iii. GST registration certificate(if applicable) iv. Valid Trade License for the relevant trade v. Income Tax Return Acknowledgement. vi. Partnership Deed showing numbers of partners, if any, and their respective powers. 14. Bid security amount is Rs. 2000/- only, to be given in the form of Bank Draft drawn in favour of KGEC-Block Grant along with the bid paper, otherwise the bid will be treated as non-responsive (Exemption to furnish Bid Security will be given to the firms and organization as per Government Order). 15. The EMD will be refunded to the bidder(s) as per following manners-- 4
(i) If the bidder(s) do not get any offer, the EMD will be refunded to them. (ii) If the bidder(s) got the offer, but could not supply the materials, the EMD might be forfeited. (iii) If the bidder(s) got the offer and supplied the materials, the EMD might be released after completion of guarantee period if the order value is one lakh or above. But, if the order value is below one lakh, the EMD may be released to the bidder(s) immediately after supply of the materials. (iv) An advance money receipt may be submitted by the bidder(s) along with the bid paper for receiving the EMD by post. 16. No price escalation will be allowed during the validity period of the tender under any circumstances. 17. Bid document should be downloaded from the college website, www.kgec.edu.in. No amount is required for bid document. 18. The bidder/ manufacturers need to have after sale service facility in different metropolitan cities or state capitals, preferably one in Kolkata for attending any emergency breakdown/ fault repairing of the materials/equipment supplied within 48 hours of registration of intimation. They will also agree to provide AMC facility after the warranty period. 19. The Quotations should reach the office of the Principal latest by 16.11.2018 at 12.00 noon and tender will be opened on the same day at 01.00 p.m in the Conference Room of the college. 20.
