I refer to document L/2734 of 16 January 1967 notifying contracting parties that under the provisions of Article XXVIII:5 Canada reserved the right to modify Schedule V to th6 extent required to permit certain commitments relating to, inter alia, machinery, apparatus, printing plates and related products for tb.6 printing and allied industries to be replaced by n6w commitments expressed in terms of a revised tariff nomenclature. Two modifications to commitments in this sector wer6 negotiated in th6 Kennedy Round (tariff items and ). The remaining commitments which the Government of Canada intends to modify, all of which appear in Part I of Schedule V of th6 Agreement, ar6 detailed in Schedule A annexed hereto. Import statistics for th6 calendar years 1966 and 1967 are shown in the attached Schedule A under the relevant tariff items (current tariff item numbers ar6 shown in parentheses). Th6 Schedule with which Canada is prepared to replace Schedule A is attached as Schedule B. The proposed n6w schedule of items (Schedule B) would continue in force th6 obligations with respect to most of the goods listed in Schedule A. The changes which the n6w schedule would bring about may be summarized as follows: 1. Release from the present obligations with respect to (a) lithographic stones (tariff item ), (b) matrices for stereotypes, electrotypes and celluloids composed wholly or in part of metal or celluloid (item ), and (c) metal plates and electrotypes, and films, for printing music (item ), imports of which are relatively smallj

Increases in the rates now specified in Schedule V for (a) stereotype chases classified under item (which will become dutiable under item of Schedule B), (b) certain equipment for the manufacture of manifold business forms, now classified under item (which will become dutiable under item of Schedule B), (c) any equipment now classified under item which will not qualify as to end-use under th6 revised version of th6 item in Schedule B, (d) those slitter-winders, if any, with roll widths of 72" or more which now qualify for entry under item , and (e) press blankets of a class or kind made in Canada (under the present Schedule these would be entitled to entry under items and ; however, none have yet been ruled "made in Canada")} 3. Substantial reductions in duty on imports of (a) type, chases, quoins and slugs (item ), (b) machines and apparatus for making matrices, counting paper or cardboard, and anti-offset sprayingj and saws, knives and motive power for equipment enumerated in item (present items and , new item ),. and (c) typemaking accessories (present item , new item ). The United States authorities have already been notified of the proposed modifications. Canadian representatives are, of course, prepared to consult wi 1 " 1 - representatives of any other contracting party which considers itself to have a substantial interest in the concessions to be modified.
