1 Madison Metropolitan Sewerage District Notice of Request for Proposals Magnetic Flow Meter Published: September 21, 2017 in the Wisconsin State Journal The Madison Metropolitan Sewerage District requests proposals for a magnetic flow meter. Specifications are available at the district office, upon request or by visiting the district website at: Sealed proposals will be accepted until 11:00 a.m., on Thursday, October 5, 2017, at the district office located at 1610 Moorland Road, Madison, Wisconsin At which time and place all proposals will be publicly opened and read aloud. Proposals shall be addressed to the Madison Metropolitan Sewerage District, Attn., Mr. Dan Purdy, and should be clearly marked Sealed Proposal for Magnetic Flow Meter. Only formal written addenda can materially alter the specifications. No verbal statement made by a district employee or anyone else is binding, nor shall such a statement be considered an official part of this public proposal. The district is federal and state tax exempt. The district reserves the right to reject any or all proposals or to waive any technicality and accept any proposal which may, in its opinion, be advantageous to the district. 2 The Madison Metropolitan Sewerage District requests proposals for a replacement magnetic flow meter. Proposal to include all parts needed to install the magnetic flow meter. Specifications are available at the district office or upon request. Sealed proposals will be accepted until 11:00 a.m., on Thursday, October 5th, 2017, at the district office located at 1610 Moorland Road, Madison, Wisconsin At which time and place all proposals will be publicly opened and read aloud. Upon request a tax exemption certificate will be provided at the time of an accepted proposal. The district reserves the right to reject any or all proposals or to waive any technicality and except any quote which may, in its opinion, be advantageous to the district. Specification: 1. Magnetic Flow Meter a. General Specifications i. Three Year Warranty ii. Specific design for waste water industry iii. Operating Principle: Faraday's Law iv. Excitation Type: bipolar pulsed DC v. System Accuracy: Plus or minus 0.05 percent of flow rate, or +/ percent full-scale. Accuracy shall be verified by calibration of each flow meter in a flow laboratory traceable to the U.S. National Bureau of Standards. vi. Each system shall be factory calibrated before shipment. No realignment shall be necessary. vii. Meters installed in sludge piping shall be ceramic lined. Meters installed on water piping shall be rubber lined. viii. HART field communication. ix. Operating temperature -10 to +60 degrees C x. Power: 120 Volts AC, 60 Hz. (Provide with surge protection) b. Primary Element Meter i. NEMA 4X Enclosure

3 ii. Integral Earthing Grounding electrodes or provide grounding rings, orifices and removable electrodes as necessary. iii. Flange Mounting. iv. At a minimum, the primary element shall be approved for installation in Class 1, Division II, Group A through G Hazardous Locations. Also, primary element shall be suitable for Class 1 Division I, Group A through G Hazardous Locations. v. Removable Electrodes for cleaning. vi. 316 Stainless Steel Electrodes. c. Transmitter i. NEMA 4X Enclosure and rated for outdoor operation. ii. Integral or Separate Mounting as shown on the drawings and/or shown in equipment data below. iii. Micro-processor based, capable of bi-directional flow, field configurable without any external device. iv. Integral Self Diagnostics v. Auto integrated zeroing. vi. Local display shall indicate flow rate and total. vii. Memory type: Non-volatile. viii. The converter shall be provided with empty pipe detection system, which shall drive both the analog and digital output signals to zero when the electrodes are uncovered. ix. Isolated powered 4-20 ma output. x. Complete with HART field communications interface. d. Acceptable Manufacturer(s) i. Rosemount ii. Yokagawa iii. Krohne iv. ABB v. Or Approved Equal. e. Installation Notes i. Power to the magnetic flow meter shall be through the flow meter transmitter, which shall receive 120 volt AC power. ii. Install grounding orifices and grounding system per manufacturer's instructions. Thermoweld grounding jumpers, such that continuous grounding path is achieved between the metal process piping and the grounding orifices.

4 2. Specific Equipment Data iii. The system shall be installed, wired, and calibrated in strict compliance with the manufacturer's instructions. a. 6 inch pipe iv. Calibrate each Flowmeter as follows: 1. Each system, including its complete instrument loop, shall be calibrated. All remote readings shall be equal to reading at the converter indicator and main control system displays. v. Provide a written loop-calibration report for each flowmeter, which shall include, but shall not be limited to, the following: 1. Date and time the final calibration was complete. 2. Comparison of readings at the flowmeter with all other remote readings. 3. The names and signatures of personnel performing the calibration. b. Spool piece length of current meter: 14 3/16 inches c. Pipe face to pipe face length of current meter: 15 7/16 inches d gpm flow range e. Sludge application, requires ceramic liner f. Transmitter to be mounted separate from primary element g. Installation to be performed by owner.
