2 The Command Trailer System P19400 is an over-the-road command and communications office for field operations. Four different configurations of the Command Trailer are available. The newest configuration is 53' Command Trailer VA0716. The alternate configurations 40' and 45' Command Trailer Vans (VA0717, VA0718, and VA0719) differ slightly in their components, performance characteristics, and ancillary equipment, but are functionally equivalent. These 40/45/53-foot trailers are equipped to provide on-site telephone and radio communications, office space and equipment, a small conference area, a galley, a generator, and head facilities, as well as heated/air conditioned shelter from the environment. The trailer provides a portable, fully equipped command post from which to direct extended field response operations where road transport is available. A major offshore spill may impact hundreds of miles of shoreline. When this occurs, several command posts must be established to coordinate response in the many sub-areas where response work is being accomplished. Two command trailers on each U.S. coast and one in Alaska are required to support large or concurrent operations. The requirement for additional sub-area command posts on major spill response operations is met by deployment of the command vans or locally leased trailers if necessary. 6 The 53' Command Trailer (manufactured by Farber Specialty) is outfitted with two expandable work areas. One area has eight 21" monitor work stations and ethernet connections for computer docking or IP Phone hook-ups. The other expandable area is a conference room which can accomidate up to 20 personnel. The Command Trailer also provides a main office area with two 21" monitors for computer dockings, and a 40" flat screen TV. Four wall-mounted telephones are also available in the main office area. Six telephones (four wall-mounted, two on the conference table) are provided in the conference area. A 40" flat screen TV is provided in the conference area. A satellite dish supports programming for both TVs. One additional telephone line is provided outside the Command Trailer near the front steps. A latrine and a galley is provided (mid trailer). Electrical power is supplied using an onboard 240 V ac generator. 16 ESSM - GE0440 GENERATOR, 25-KW, DSL, MODEL CI4J kW Diesel Generator GE0440 The 25-kW Diesel Generator GE0440 is a self-contained unit, mounted on a rugged steel base with an integral fuel tank and enclosed in a weather-resistant, sound-attenuated steel enclosure. All generator and engine controls and instrumentation are mounted on tilt-out, hinged panels, which are visible through a safety glass window during operation of the generator. Access to the generator and engine is provided through hinged doors. Forklift slots penetrate the width of the base for ease of transportation and handling. Four base tie-down points are installed for securing the unit during transportation, and a center-point lifting point is provided for overhead lifting. The generator supplies 220-volt, three-phase or single-phase power to the power distribution system.
