2 IMU Trailer Potter County PRIME MOVER AND TRAILER ACCESS To obtain access to the IMU Trailer, John Hetrick or Glen Dunn must be contacted at the Potter County 911 Center. The unit is always attached to a prime mover and is titled to Potter County, at this time a Potter County designee or employee must be the truck driver. The truck is a diesel with mechanical brakes therefore no special drivers licenses are required. It is recommended that anyone driving this unit have extensive experience driving a truck with a trailer. The truck is equipped with radios that are tuned to the Potter County system. (It is to be determined if the programming fully covers the NCTF region). The vehicle is stored in the winter at the Coudersport VFD and during the spring, summer and fall it is parked outside at the Potter County 911 Center. TRAILER DEPLOYMENT Scene Arrival The first consideration when arriving at the scene where the trailer is to be deployed is to find an area of solid ground. If flat pavement is available, it is the most desirable location, if no pavement is available, look for flat solid dry ground. If the use of internet via satellite or satellite telephone will be needed it is imperative that the Trailer unit MUST NOT BE FACING NORTH. The satellite dish needs a southern or south east orientation to effectively deploy the dish. Open sky above and to the south and southeast is needed to obtain good satellite orientation. Power Requirements When the IMU-T arrives on scene the general basic procedure is to determine if power is available on scene or will the generator be needed? The trailer unit has the capability to run on both self generated power or to site access 110VAC power if available. It is important to use only one type of power on site. Shore Line Cable Local Power A simple line can be pulled from the power source to carry the trailer load. The unit can be connected by a standard Marine type Shore Line plug, a 50 foot line is in the storage compartment under the seat near the front door. 2
3 If it is determined that self generated power is needed, the first thing to do before engaging in full deployment of the trailer is to start the generator and let it get up to speed while deploying the generator. Self Generated Power It is anticipated that in most situations the unit will need to be self sufficient in generating its own power which is handled by the self contained generator mounted on the front hitch. This self contained generator can typically run 24 hours before needing refueled, careful planning for longer deployments and a source of quality diesel fuel should be located. Setting up the generator is a simple and quick process. The generator is located on the front hitch of the trailer under a stainless steel box. Generator Control Panel Generator Cover The generator can be started two ways by lifting the cover on the Generator Control Panel or by a switch inside the Trailer. 3
4 The generator steel cover does not need to be removed from the unit. It is designed to remain in place. The unit can be fueled by lifting the control panel on the cover. See the following illustrations. Controls Generator without cover 4
5 Starter Generator Start Exterior Press and hold down the Preheat/Start switch until the glow plugs have reached the appropriate temperature and the motor will start. At that time return to setting up the trailer and wait to turn on electric service inside the trailer. 5
6 Generator Start Interior The procedure is identical to that of the exterior, wait a minute or two until the generator is up to speed and at that time lights and all equipment can be turned on. It is imperative to have the generator up to speed and stable before starting the servers. Generator Interior Start Shore Line Power Indicator Leveling the IMU-T The first task is to disconnect the trailer from the Prime Mover Truck. Locate the wood blocks inside the trailer and place under the electric jack at the front of the trailer hitch. Unhitch the trailer from the ball on the truck and use the electric jack to lift the trailer. Put the jack down until the unit is lifted off the truck. Pull the electrical cables from the truck. Have someone move the truck a few feet away from the trailer hitch so people can move around in front of the trailer. After the truck is moved, the electric hitch jack should be lowered until the level on the top is centered. On each corner of the trailer are leveling jacks. These will be lowered and locked to level the trailer. There are two small levels on the interior of the trailer; one should be brought outside to the front of the trailer and one left on the counter/desks where it is visible from the door. 6
7 These are used to consult and get the trailer as level as possible for use. The leveling jacks can be cranked down or they can have the pins pulled and have the legs dropped almost to the ground and with the pins reinstalled they can be cranked down to facilitate leveling. One side of the rear wheels should be chucked with the wooden blocks from inside the unit at this time. 7

9 This process is repeated on all four corners continuously consulting the internal and external levels. Deployed Jack Stands At this time we have secured the trailer, leveled it and established power, we can now enter and begin interior set up. Interior Set UP Upon entering the IMU-T we can establish power and set up the radios, console and servers. The electrical panels above the main desk area need to be powered up. 9

12 RADIO CABINET AND CONSOLE CONFIGURATION. After arriving at the scene of the deployment and establishing the IMU-T, the Incident Scene Commander should be contacted and their requirements established for the radio frequencies and their relationship to the console. At this time the set up of the radio cabinet and console should begin. To turn on the power all radio equipment, there are two switches on the panel below the main power breakers. Radio Switch 12
13 Dispatch Room Radio Equipment for Console cabinet After the radios are powered on, the programming and set up of the console can begin. CONSOLE/RADIO SET UP The console is capable of 10 channels. A minimum of 1 must be connected for the console to function. Any combination of 10 channels can be connected into the console. Each channel on the console controls one radio source from the cabinet. The radio plugged into the #1 plug is now the first channel on the console. Any radio in the rack from 1 to 15 can be plugged into slot one using the jumper cables. The radios in the cabinet can be selected and programmed from the face with Zone (county) and Channel (service i.e. Fire, Police, EMS etc.). Take the list of needed channels from the Scene Commander then program these channels into the radios. Pull all of the patch plugs from the console side of the rack and connect the radio appropriate to the events needs. Console Slots Radio Slots 13
14 Each radio is numbered. Select the Zone/County needed. Select the Channel/Service needed and plug the radio number into the slot on the console desired. Radios 1 through 13 are VHF, 14 and 15 are UHF and have the State Med channels 1 through 10. This is the radio programming allocation of the NCTG Region IMU-T in Potter ZONE ZONE ASSIGNMENT LABEL Zone 1 Interoperability Channels I/O Zone 2 Lycoming County LYC Zone 3 Clinton County CLN Zone 4 Williamsport WMS Zone 5 Tioga County TIO Zone 6 Union County UN Zone 7 Little League World Series LL Zone 8 Williamsport Airport WRA Zone 9 Sullivan County SUL Zone 10 Potter County POT Zone 11 Bradford County BRD Zone 12 Hostage Negotiation Team HNT Zone 13 The radio display shows the zone label (first three letters on the display) and the channel name which makes it simple to establish the channels selected in the radio. The console operates on 10 channels and is very basic in its operation; paper tags can be created and slipped into the slots above the channel buttons for ease of identifying during the event. A. Cable Operations a. Basic Terminology i. Select Channel (s): Channels selected by the Dispatcher as primary channels. Audio will route to the select speaker. These are typically the channels indicated as most critical by the Scene Commander. ii. Unselect Channel(s): Channels not selected, the audio is summed and routed through the unselect speaker. 14
15 iii. Simul-Select: Multiple Channels selected as the same time. iv. Instant Transmit: Red Transmit Button located on each channel resource. v. Master Transmit: Allows all of the selected channels to be broadcast on at one time. (NOTE: BECAUSE THERE IS LITTLE HORIZONTAL SEPARATION BETWEEN RADIO ANTENNAS TRANSMITTING ON MULTIPLE CHANNELS OF THE SAME BAND MAY CREATE INTERFERENCE OR DESENSITIZE OTHER CHANNELS OF THE SAME BAND. vi. Patch: When a patch is established the audio received from one of the radios in the patch will be transmitted by the other radios in the patch (similar to a repeater operation). Can patch in-band and cross band applications. (NOTE: BECAUSE THERE IS LITTLE HORIZONTAL SEPARATION BETWEEN RADIO ANTENNAS TRANSMITTING ON MULTIPLE CHANNELS OF THE SAME BAND MAY CREATE INTERFERENCE OR DESENSITIZE OTHER CHANNELS OF THE SAME BAND. CONSOLE REMOTE OPERATION The console may be removed from the interior and used on the exterior. Carefully follow these instructions for remote wired operation. 15
16 1. Unplug all three 25 pair cables from the rear of the console. 2. Unplug the power cable from the wall. 3. Console is secured with Velcro to the work space and may require something to be slid between the hook and loop sides of the Velcro to separate them. 4. Once the console is moved to its new location, plug in the power cable. 5. The telco cables must be reinstalled. For every 4 channels used one 25 pair cable must be installed. a. Channels 1 to 4 use punch block 1 located under the workspace on the long counter. b. Channels 5 through 8 use punch block 2 c. Channels 9 through 10 use punch block 3. Cable pass through is located in the same area as the punch blocks. The 25 pair cable connects have different ends. One end will only fit the punch block; the other will only fit the console. INTERNET USAGE Prior to Server Boot Up a determination must be made will Internet service be needed. What service is available to be used? Choices are Cable from an outside source (only Comcast will work because of the Modem if it is to be hard wired from outside the vehicle). Other providers would need to bring a modem configured to their system. On board service is via a Satellite dish with service provided by Globe Star. a. No internet modem for outside cable is furnished on the IMU-T. This will have to be provided by the cable provider in the area. b. If the Satellite Dish is to be used, the RED cable labeled Dish is inserted into the Internet 2 port. This does not relate to the brand Dish Network. c. Both must not be plugged in at the same time. 17 1. Deploying the satellite dish Huges MotoSat. The controller is in the computer server cabinet. It is imperative that the vehicle be as still as possible while Dish searches for the satellite. a. Turn on the primary Power. b. When the GPS light comes on the unit can be deployed. c. Press the search button. The dish will begin the process of finding a signal on the horizon. The progress can be watched on the video screen of a computer through the program after they are deployed. This process can take as long as 30 minutes. Use of the system is controlled via a program on the computers and server. Follow the directions on screen, the IMU-T must be and remain still for effective use of the satellite system. TURNING ON THE SERVER The server needs to be turned on to use the network and the lap tops. All of this equipment must be AC powered not running on batteries. Server password is (potter 2915) please be patient when starting the server, it is not a PC and the set up time can be as much as 10 to 15 minutes. You will hear a series of beeps as it comes to life typically one, then a short period three more. These are not alarms just the setup protocol with these servers. The following is the procedure for powering up the servers. Turn on the AC power switches on Panel 1 and Panel 2. Rack 1, Rack 2 and Outlets 2 and Outlets B. Next turn on the APC UPS located at the bottom of the server cabinet. Press the bottom button. 17
18 Server Power Step #2 Power Step #1 The batteries in this unit need to be charged prior to starting. It is recommended that this unit remain on house power while in storage to maintain these batteries. Next the server power can be turned on. This boot up process can take 10 to 15 minutes. Powering the work stations is the same procedure as the server but the server must be up and running prior to the work stations. PRINTING The use of the printer is the standard procedure in using the print function on any computer. Simply select the HP3055 as the default printer. COPY This unit can also be used as a conventional copier with the controls clearly labeled on the front. FAX and SCAN These are the standard function and can be controlled from the standard control panel on the front of the unit. There is a manual for the unit on the IMU-T for technical details and usage detail. 18
19 USING LAPTOP COMPUTERS There are two (2) Panasonic Toughbook Laptops on the IMU-T which can be connected to the on board network. The passwords for these units are both password. The procedure is to use a standard CAT5 cable from the connections on the trailer. CAT 5 connection found around the room If the trailer has turned on and activated the wireless network, the laptops can also connect through this network. Refer to the on board password list for this. 19
20 TELEPHONE SYSTEM The telephone system is configured with three (3) cellular lines and one satellite line. The telephone units on the IMU have dial tones via a conversion but it is still a cellular telephone with its inherent limitations. 1. It is recommended that line (#1) should be kept open to receive calls. 2. Lines (#2) and (#3) should be used for outgoing call. 3. The satellite line needs to have all 11 digits dialed at all times when used. 4. Outside lines can be brought into the vehicle where available. A technician is required for this process. 5. Intercom is installed in the system and is the extension on the phones. 6. Intercom 360 goes outside to loud speakers on the vehicle. 7. DEPLOYING THE WIRELESS NETWORK The following are the instructions for deploying the wireless network provided by the builder, Susquehanna Computer Innovations, Inc. For greater detail contact the builder. To deploy the wireless network follow these steps: 1. On the outside radio, unscrew the CAT5 cover and push in the network cable. Once pushed in firmly, slowly screw in the locking ring to secure the cable. DO NOT OVER TIGHTEN 2. Open the cover on the Wireless Network Jack (on the back of the trailer) and plug the opposite end of the cable into the Red Network Jack. Close the Network jack cover to protect it from the weather. 20
21 Network Jack The wireless network jack is NOT a standard CAT5 network jack. The wireless network jack is a powered jack and is specially designed to power the external radio only. Plugging in any other device can damage both the device and the wireless network jack. 3. Loosen the ring clamp on the wireless radio pole and extend the wireless radio into the air. Once raised, tighten the ring clamp to secure the pole. 4. Inside the trailer behind the dispatch console you will see a red switch that is the power switch to the wireless radio. Turn on this switch to power the wireless radio. Within 10 minutes your wireless network will be available for use. 21
22 Wireless power switch. When plugging and unplugging the wireless radio cord, the POWER MUST BE OFF. Inserting or removing the plug while powered may damage the wireless radio. To stow the wireless radio, turn off the power, and lower the pole. Remove the cable from the Wireless network jack and close the cover. Unscrew the cable from the wireless radio and replace the sealed cap to protect the radio connection from weather. EXTERIOR CAMERA DEPLOYMENT To deploy the outside camera system the wireless network must be up and running. The cameras are located in the front of the vehicle in the cabinet next to the front door. The mounts cameras, mounts, tripods, and radios are all located in that cabinet. The cables connecting these carry both power and RF. The cameras, tripods and mounts are sets and must be assembled as they are marked. 22
