CER-Report to GSM-R Follow-Up Group

CER update on the interferences issues Funding remain the core issue to speed up resolution: The financial burden of coordination and retrofitting of fleet with improved receivers remains the major issue. CER is welcoming a Cost Benefit Analysis or an Impact Assessment (longterm versus short term, sustainability of solution) CER Position: CER appreciates the work achieved within the technical and legal framework. Yet, this new framework is appropriate only in the mid-long term perspective (with improved receivers). The short term (without impr. Rec.) remains at risk. The efficiency and effectiveness of the legal and technical framework along with the interference situation have to be monitored at the European level.

Status in Austria (ÖBB) Name Last update Incidents or accidents where interference rferences cases (solved and unsolved) unsolved interference cases ÖBB 5/06/ Blocking 9 IM3 4 OBB 0 Number of new cases in 205 Number of solved cases in 205 of solution found to interferences cases Coordination with MNO Overall cost/month for coordination with MNO / n use to detect new interference cases Considered solution to interference vailability date for on board deployment Expected end date for the deployment Cabradio to retrofit / number of MRMs of EDOR to retrofit / numbers of MRMs g of the on-board solution : overall cost on-board solution : origin of the funding 3 Change receiver to model with better blocking behaviour. / Insertion of new repeater or BTS to increase GSM-R reception level. rarely necessery because of blocking (channel-independence) ~ /site (for increasing reception level) IM Troubletickets from traindrivers, usage of monitoring and different radio measurement systems periodically RU mainly improved MRM part 205, rest until MRMs 200 MRMs k not applicable All Comments Currently no broadband technologies (WCDMA, LTE) are used in 900 MHz-band 3

Status in France (SNCF) Name Last update Incidents or accidents where interference nterferences cases (solved and unsolved) ng unsolved interference cases SNCF 5/06/ Blocking IM3 4 OBB Number of new cases in 205 Number of solved cases in 205 e of solution found to interferences cases Coordination with MNO Overall cost/month for coordination with MNO / s in use to detect new interference cases Considered solution to interference availability date for on board deployment Expected end date for the deployment r of Cabradio to retrofit / number of MRMs ber of EDOR to retrofit / number of MRMs ding of the on-board solution : overall cost e on-board solution : origin of the funding Comments IM 5 mostly GSM-R site modification. In the construction phase of GSM-R network, cooperation with MNOs in order to share the problem and find a solution that can be quickly implemented. If not possible, GSM-R reengineering under construction Notifications from drivers for lines with GSM-R in operation Drive test measurements for lines with GSM-R network is under construction. RU mainly improved MRM not yet defined not yet defined Cabradio/0 400 MRMs 500 EDOR /500 MRMs Precise evaluation is on-going Not yet defined. SNCF is looking for funding All - Since February 205, both Ministries in charge of Transportation and Telecommunications have mandated a group of experts in both domain to propose sustainable solutions to ensure safe and uninterrupted railway communication. Their ultimate aim is to define the measures that the French Member State should enforce as regard to the new railway law L Since march 205, 4 new cases of interference have been identified and their reports are on going : Lille, Nantes, Lingolsheim, La Villette. - Benchmark of improved MRMs will be over in late june 205. On-board development cost of improved MRM is currently being assessed by the Cabradio/EDOR supplier. - The retrofit of all trains is expensive and not financed yet. 32 RUs are autorized to circulate in France.

Status in UK (ATOC/NR) Name Last update Incidents or accidents where interference was an indirect cause in mid-205 Total Number of known interferences cases (solved and unsolved) Number of currently existing unsolved interference cases Number of new cases in 205 Number of solved cases in 205 Current type of solution found to Coordination with MNO ATOC (and Network Rail) v3 25/06/5 Notes 25/06/205 25/06/205 IM This is based on extra 20 per month over 4 months Blocking 2 no additional information IM3 2 no additional information OBB 0 no additional information 20 based on the extra 20 per month over 4 months 4 Assume the same rate MNO cooperation and additional repeaters provided mostly MNO site modification Agreement in place for the next 2 years and positive relationships. The agreement however assumed that MRM can be funded in 206 Overall cost/month for coordination with MNO / developing solutions to interference Current methods in use to detect new interference cases Considered solution to interference ected availability date for on board deployment Expected end date for the deployment mber of Cab radio to retrofit / number of MRMs 8K per month for staff plus 00K Euros ( 80K) for new repeaters and per month on present progress hence total 95K ( 5K Euros) Return to coverage messages measurement train system monitoring, driver reporting and performance problems RU The only long term solution is the MRM and new trains specification to include the uprated MRM The is in planning stage with development of MRM to be ready in July 206 for roll out but still to achieved funding Janaury 209 7,500 cabs plus,600 spares hence 9,00 MRMs plus 300 for new trains. Total 9,400 0 repeaters installed and another 20 being planned Assume January 209 currently This does not include new trains order not arrived and this will add another 336 trains with 672 voice radios Number of EDOR to retrofit / number of MRMs Funding of the on-board solution : overall cost of the on-board solution : origin of the funding Comments addressed for the resolution of interference roadmap Needed for new ERTMS trains plus one already fitted class 345 (279 data radios), 700 (460 data radios) and 800 (504 data radios) and Cambrian 58s (48 data radios) plus 97s (8 EDORs)- total,296 EDORs (336 trains) New ERTMS trains do non have the new MRM in the EDOR alsong with Cambrian trains hence based on the no per trains will need to,296 data radios to increase by 30M Estimated figure from Dan Mandoc Discussions ongoing but believe will need some EU support as described All Met with DfT and agreed to create a forward plan on how the Solution to interference included in a mid-life renewal of GSMR uprated MRM can be funded. Plan to trial the new MRM It would be helpful to ensure that suppliers of radios only charge one for the development cost of integrating the new MRMs
