The followig are the mai chages: 1. The bad usage sectio has bee revised to reflect the Departmet s decisio to allocate certai parts of the bad for exclusive use by the Govermet of Caada of the aeroautical mobile service. 2. The permitted types of radio systems to be used i the bad have bee updated to allow low capacity (LC), medium capacity (MC) ad high capacity (HC) systems throughout the remaiig spectrum. 3. The chael pla sectio has bee revised to reflect the Departmet s decisio to allow the use of 5, 10, 20, 30, 40, ad 50 MHz chaels i all remaiig sub-bads allocated to fixed radio systems. 4. 4 Radio Systems Operatig i the Bad GHz 1. Itet 1.1 This Stadard Radio System Pla (SRSP) states the miimum techical requiremets for the efficiet use of the frequecy bad GHz by lie-of-sight radio systems i the fixed service, amely: low capacity (LC), medium capacity (MC) ad high capacity (HC) radio systems that use digital modulatio; ad temporary oe-way radio liks that carry video sigals for program feed to broadcastig or CATV studios, for vehicular traffic ad security surveillace, ad for other applicatios where a temporary radio lik is required. Video sigals iclude televisio ad radar video iformatio. Portable televisio cameras that trasmit to mobile radio or tape relay uits may operate i the bad. 1.2 This SRSP is iteded to be employed i the desig ad specificatio of radio systems ad equipmet, as well as i the techical evaluatio of applicatios for ew radio facilities or modificatio to radio systems submitted i accordace with the curret issue of Radio Stadards Procedure RSP-113, Applicatio Procedures for Plaed Radio Statios Above 960 MHz i the Fixed Service. 1.3 This SRSP specifies equipmet characteristics related to efficiet spectrum usage oly, ad is ot to be regarded as a comprehesive specificatio for equipmet desig ad/or selectio. 2. Geeral 2.1 This stadard replaces, Provisioal, Issue 2. Further revisio of this SRSP will be made as required. 2.2 Existig radio systems operatig i the paired bads / GHz ad / GHz that were licesed as stadard prior to the issuace of this SRSP may cotiue to operate as stadard. Extesio or expasio of these systems will be cosidered by Idustry Caada o a case-by-case basis. New systems deployed i the paired bads / GHz ad / GHz must coform to the requiremets of this stadard. 2.3 As described i SP 14.5 GHz, the use of the bads GHz ad GHz is desigated for govermet-exclusive aeroautical mobile applicatios i the mobile service. Accordigly, ew stadard or o-stadard fixed radio system licese applicatios i the bads GHz ad GHz will ot be cosidered. Existig poit-to-poit radio systems operatig i the bad GHz ad GHz are gradfathered util October 1, Begiig o October 1, 2013, fixed service systems may cotiue to operate, but shall ot claim protectio from Govermet of Caada systems operatig i the aeroautical mobile service. Begiig o October 1, 2017, fixed service systems may cotiue to operate i these bads, but shall ot cause harmful iterferece to Govermet of Caada systems operatig i the aeroautical mobile service. 1
5 Radio Systems Operatig i the Bad GHz 2.4 Radio systems coformig to these techical requiremets will be give priority i licesig over o-stadard radio systems operatig i this bad. 2.5 The arragemets for o-stadard systems are outlied i SP GEN, Geeral Iformatio Related to Spectrum Utilizatio ad Radio Systems Policies. 2.6 The Geographical Differeces Policy (GDP) guidelie applies i this frequecy bad. More iformatio o the GDP ca be foud i SP 1-20 GHz Eve though a radio system complies with the requiremets of this SRSP, modificatios may be required to the system wheever harmful iterferece 2 is caused. 2.8 Whe potetial coflict betwee radio systems caot be resolved by the parties cocered, Idustry Caada should be advised, ad after cosultatio with the parties cocered, will determie the ecessary modificatios ad schedule of modificatios to resolve the coflict. 2.9 Idustry Caada may require licesees ad/or applicats to use receiver selectivity characteristics that provide rejectio of harmful iterferece The use of a two-frequecy pla is required. Where reasoable ecoomic or techical justificatio is provided (e.g. where sitig prevets adequate atea discrimiatio), extra frequecies may be used to resolve the problem, subject to the provisios of the GDP as refereced i Sectio It should be oted that the fixed terrestrial service shares this bad with other services i accordace with the Caadia Table of Frequecy Allocatios 9 khz to 275 GHz. 3. Radio Frequecy (RF) Chael Arragemet Descriptio 5.1 RF Chael Arragemets for LC, MC ad HC Radio Systems RF Chael Arragemets The chael plas defied i this stadard provide for six differet RF chael badwidths. Chael pairs are provided with a commo trasmit/receive separatio of 475 MHz. The allowable chael badwidths are: less tha or equal to 5 MHz greater tha 5 MHz ad less tha or equal to 10 MHz greater tha 10 MHz ad less tha or equal to 20 MHz greater tha 20 MHz ad less tha or equal to 30 MHz greater tha 30 MHz ad less tha or equal to 40 MHz greater tha 40 MHz ad less tha or equal to 50 MHz 4
8 Radio Systems Operatig i the Bad GHz RF Chael Cetre Frequecies (a) The cetre frequecies of the 43 paired chaels which allow RF chael badwidths of 5 MHz ad less are expressed by the followig relatioships: Lower half of the bad A = for = 1 to 11 A = for = 12 to 43 Upper half of the bad A' = for = 1 to 11 A' = for = 12 to 43 where is the chael umber ad A ad A' are the cetre frequecies i MHz of the paired chaels. (b) The cetre frequecies of the 21 paired chaels which allow RF chael badwidths of greater tha 5 MHz ad less tha or equal to 10 MHz are expressed by the followig relatioships: Lower half of the bad B = for = 1 to 5 B = for = 6 to 21 Upper half of the bad B' = for = 1 to 5 B' = for = 6 to 21 where is the chael umber ad B ad B' are the cetre frequecies i MHz of the paired chaels. (c) The cetre frequecies of the 10 paired chaels which allow RF chael badwidths of greater tha 10 MHz ad less tha or equal to 20 MHz are expressed by the followig relatioships: Lower half of the bad C = for = 1 to 8 C = for = 9 to 10 Upper half of the bad C' = for = 1 to 8 C' = for = 9 to 10 where is the chael umber ad C ad C' are the cetre frequecies i MHz of the paired chaels. (d) The cetre frequecies of the six paired chaels which allow RF chaels badwidths of greater tha 20 MHz ad less tha or equal to 30 MHz are expressed by the followig relatioships: Lower half of the bad D = for = 1 to 5 D = for = 6 Upper half of the bad D' = for = 1 to 5 D' = for = 6 where is the chael umber ad D ad D' are the cetre frequecies i MHz of the paired chaels. 5
9 Radio Systems Operatig i the Bad GHz (e) The cetre frequecies of the five paired chaels which allow RF chaels badwidths of greater tha 30 MHz ad less tha or equal to 40 MHz are expressed by the followig relatioships: Lower half of the bad E = for = 1 to 4 E = for = 5 Upper half of the bad E' = for = 1 to 4 E' = for = 5 where is the chael umber ad E ad E' are the cetre frequecies i MHz of the paired chaels. (f) The cetre frequecies of the four paired chaels which allow RF chaels badwidths of greater tha 40 MHz ad less tha or equal to 50 MHz are expressed by the followig relatioships: Lower half of the bad F = for = 1 to 3 F = for = 4 Upper half of the bad F' = for = 1 to 3 F' = for = 4 where is the chael umber ad F ad F' are the cetre frequecies i MHz of the paired chaels Brachig or Spur Route Chaels The frequecies assiged to a mai route system should be reused o the brachig or spur routes where possible. The sitig of repeater statios should be plaed with this requiremet i mid i order that sufficiet atea discrimiatio be obtaied at the brach-off agle Closed Loops Systems must be desiged so that ay closed loop will cosist of a eve umber of hops Assigmet of Frequecies I geeral, ew systems usig the 20 MHz, 30 MHz, 40 MHz, or 50 MHz chael plas will be assiged the lowest available frequecy pair that ca be successfully coordiated. New systems usig the 5 MHz or 10 MHz chael plas will be assiged the highest available frequecy pair that ca be successfully coordiated. However, due to varyig coditios ad circumstaces across Caada, regioal offices may assig frequecies usig a procedure differet from the oe described above, at their ow discretio Spectral Efficiecy Digital systems submitted for licesig shall have a miimum spectral efficiecy of 1.0 bits/s/hz of the RF chael badwidth o a sigle polarizatio. 6
10 Radio Systems Operatig i the Bad GHz Protectio Chaels (a) Oe protectio chael will ormally be permitted for systems with more tha oe workig chael. (b) Quad-path diversity applicatios will be cosidered o a hop-by-hop basis to solve special propagatio problems. 5.2 RF Chael Arragemets for Temporary Radio Liks Chael choice should be based o the selectio available from Table 1. Licesees of these liks must coordiate the use of these chaels o a evet basis. Licesees operatig o chaels E 2 to E 7 may use a RF chael badwidth larger tha 12.5 MHz, up to a maximum of 16 MHz, based o operatioal eed ad subject to successful coordiatio o a evet basis. Idepedet licesees may pool their facilities ad licesed chaels for joit operatios. 7

Trasmitter Characteristics 6.1 Trasmitter Characteristics for LC, MC ad HC Radio Systems The trasmitter power delivered to the atea iput per RF chael shall ot exceed the followig limit for each badwidth: Badwidth Power Limit (MHz) (Watts) (dbw) , The cetre frequecy of the emissio shall be maitaied with ± 0.003% of the assiged frequecy Emissio Limits (a) The trasmitter emissios i ay 1 MHz bad, the cetre frequecy of which is removed from the assiged frequecy by more tha 50% up to ad icludig 250% of the authorized badwidth, shall be as specified by the followig equatio. A = (P - 50) + 10 log 10 B where A = atteuatio (i db) below the mea output power level P = percet removed from the cetre frequecy of the assiged RF chael B = authorized badwidth (i MHz) Note: 1. I o case shall the atteuatio be less tha 11 db. 2. Atteuatio greater tha 56 db or to a absolute power of less tha -13 dbm/mhz is ot ecessary. (b) The trasmitter emissios i ay 4 khz bad, the cetre frequecy of which is removed from the assiged frequecy by more tha 250% of the authorized badwidth shall be atteuated by log 10 (mea output power i watts) or 80 db, whichever is the lesser atteuatio. 8
12 Radio Systems Operatig i the Bad GHz 6.2 Trasmitter Characteristics for Temporary Radio Liks The trasmitter power delivered to the atea iput per RF chael shall ot exceed 2.0 watts (3.0 dbw) The cetre frequecy of the emissio shall be maitaied withi ± 0.005% of the assiged frequecy Frequecy or amplitude modulated emissios may be used. The maximum RF chael badwidths are show i Table 1. Note that the badwidth for chaels E 1 ad E 8 is restricted to 12.5 MHz. Whe used, a badwidth of 16 MHz for chaels E 2 to E 7 permits up to three sub-carriers to be trasmitted alog with a video sigal i temporary liks used for televisio pickup. However, radio equipmet should have adequate filterig such that RF emissio ad receptio badwidth characteristics allow operatio of separate systems o adjacet chaels usig orthogoal polarizatio, whe the udesired ad the desired sigal are of the same magitude at the iput of the receive atea Upo special applicatio to the resposible regioal office of Idustry Caada, a licesee may be permitted to operate a temporary radio lik carryig radar video where the chael badwidth is more tha 16 MHz but does ot exceed 25 MHz. I such a case, a adjacet pair of chaels betwee E 2 ad E 7 iclusive may be used subject to frequecy coordiatio through the regioal office. 7. Iteratioal Coordiatio Caada does ot curretly have a formal arragemet with the U.S. govermet for the sharig of the GHz frequecy bad alog the border regios. Licesees will be subject to ay future agreemets betwee Caada ad the Uited States regardig use of these systems i the border regios, which may iclude obtaiig departmetal approval before allowig certai statios to operate. 8. Atea Characteristics 8.1 Atea Characteristics for LC, MC ad HC Radio Systems The co-polarized radiatio patter evelope i the horizotal plae of the atea must remai withi evelope A show i Figure 2 ad Table 2 for both vertical ad horizotal polarizatio I moderately or highly cogested areas (as defied i the GDP refereced i Sectio 2.6), the co-polarized radiatio patter evelope i the horizotal plae of the atea must remai withi evelope C show i Figure 2 ad Table 2 for both vertical ad horizotal polarizatio. 9
13 Radio Systems Operatig i the Bad GHz 8.2 Atea Characteristics for Temporary Radio Liks Use of ateas which have co-polarized radiatio patter evelopes withi evelope B show i Figure 2 ad Table 2 for both vertical ad horizotal polarizatios is ecouraged. Such ateas should also have the capability to chage polarizatio. 9. Maximum Equivalet Isotropically Radiated Power (e.i.r.p.) 9.1 The e.i.r.p. from the atea must ot i ay case exceed +55 dbw per RF chael. 10. Avoidace of the Geostatioary Satellite Orbit 10.1 As far as practicable, sites for trasmittig terrestrial statios operatig i the fixed service ad employig a maximum e.i.r.p. value exceedig +45 dbw i the frequecy bad GHz, should be selected so that the directio of maximum radiatio of the atea will be poited at least 1.5 o away from the geostatioary satellite orbit, takig ito accout the effect of atmospheric refractio. 10
