1 THE RICHMOND STREET BANNER CONTEST The City of Richmond s street banner program is a civic beautification initiative that strives to engage community members and showcase local artists. The banner designs are selected through an annual contest that is open to all members of the community. The 2017 Richmond Street Banner Contest features a call for entries from the following visual art categories: Photography Digital art Collage Painting and illustration Printmaking The images on this page provide examples of visual art as they relate to banner design. Please refer to this package for complete technical specifications and contest guidelines to successfully submit your contest entries. HOW TO ENTER... 2 THEMES: There are six themes for this year s contest: Parks & Nature Transportation Active Living Arts, Culture and Heritage Community Pride Downtown / City Centre With each of the themes are keywords that are meant to inspire your creativity. The themes are not limited to the keywords below, so do not be afraid to think outside the box. Up to 20 designs will be chosen as semifinalists by a panel of volunteer community judges. All semi-finalist designs will be posted on the City of Richmond s Facebook page, and the top 10 designs with the most likes will be selected as this year s winners. This process is open to the public from October 13th to October 20th (dates subject to change). Please note: If entrants choose not to participate in the Facebook selection, their entries will not be considered in this year s contest. The 10 winning designs will be selected for display on street banners from February 2018 to February A $300 honorarium will be awarded for each of the selected designs. The artist retains sole copyright to his/her artwork. The City of Richmond will have unlimited reproduction rights to all contest submissions. City of Richmond employees and family members are ineligible for this contest CONTEST RULES AND SUBMISSION GUIDELINES: Please be sure to review the submission guidelines for each type of visual art category as it relates to your contest entry. When creating your visual artwork, you will be submitting a design for one side of the street banner pole. See Figure 1, Page 6 for details Please note: This document provides all the information required to successfully submit your contest entry. 3 SUBMISSION & TECHNICAL SPECIFICATIONS PHOTOGRAPHY: SUBMISSION GUIDELINES: Submit only portrait / vertically oriented or square cropped photographs in order to retain the integrity of the original photograph. Landscape oriented images are discouraged due to the vertical orientation of the banner designs. Only original, unmanipulated photographs, not previously submitted, will be accepted. Please see technical specifications below for details. Digital photography submissions via online form, CD or DVD is preferred. Memory sticks are acceptable but will not be returned. You may arrange to pick up your memory stick after final judging. Photographs containing people, whose identities are clearly discernible, must submit a completed waiver form with their entry. The form is available at the end of this printable document. NOTE: Incomplete waivers will result in the automatic rejection of your submission. All waivers must be signed, dated and will be subject to confirmation by City of Richmond Parks Division for authenticity. Each digital file submitted must be identified by your full name and image number. For example: John-Doe001- CityCentre.jpg; John-Doe002-ParksNature.jpg Please note: Due to the volume of contest submissions and the need to correctly track all entries, files not conforming to the naming procedure may be disqualified. DO NOT send in your files with only the image number from your computer. You must rename each submission using the naming procedure above or it may be rejected. Identification including name(s), mailing address, address, and phone number must be included in all online submissions, CD, DVD and memory stick submissions for consideration. Submissions received without all the required contact information may be disqualified and will not be included in the final judging. TECHNICAL SPECIFICATIONS: Image resolution and minimum requirements: high resolution, cropped photographic image(s) measuring 2000x dpi. Please see the supplemental pixel resolution information at the end of this package for more details about sizing your images correctly. Submissions that do not meet this minimum image resolution may be disqualified because they cannot be successfully enlarged to meet the City s banner production requirements. Digital editing: Adjustments to lighting and colour enhancement are permitted. Any photographic manipulation, adjustments and enhancements deemed excessive may be disqualified. These include excessive / unrealistic HDR treatments, oversaturated / unrealistic colour treatments, photo composites, etc. Image submission format: If possible, shoot images in RAW image format (either CR2, NEF or RAF). All online, DVD and memory stick submissions should in high resolution JPG only. Do not send RAW, TIFF or PSD files for the contest entry at this time. If your photograph is selected, you will be contacted by the City for an uncompressed, high resolution TIFF or RAW image file if it is available Banner Contest Rules, Terms of Reference and Technical Specifications 3

4 SUBMISSION & TECHNICAL SPECIFICATIONS DIGITAL ART: SUBMISSION GUIDELINES: ALL Digital artwork should be created at a minimum 300ppi. Minimum finished artwork size must maintain a proportional scale of 8 x 20 for half a pole. See Figure 1, page 6 for details. The recommended format for digital illustrations is vector- or raster-based images for digital collage and digitally painted designs. TECHNICAL SPECIFICATIONS: UPDATED: Image resolution and minimum requirements: 2000x5000 pixels Submissions that do not meet this image resolution may be disqualified because they cannot be successfully enlarged to meet the City s banner production requirements. Colour space preference is CMYK, but RGB is acceptable. Please note: colours may shift in conversion from RGB to CMYK - please bear that in mind when creating your digital artwork. Acceptable digital art formats include: Illustrator AI, EPS and PDF formats; Photoshop JPG and PSD formats. Please note: All non-adobe graphic files must be converted and saved as one of the above industry standard digital formats. 5 SUBMISSION & TECHNICAL SPECIFICATIONS COLLAGE, PAINTED AND PRINT MAKING: All collage, painted and printmaking artworks must meet the following guidelines in order to be considered for the contest. All artwork must be original, made by the artist submitting the contest entry and made by hand Absolutely no mechanical reproductions of original works are permitted. Minimum finished artwork size must maintain a proportional scale of 8 x 20 for half a pole. See Figure 1, page 6 for details. If the original artwork does not meet these minimum dimensions it will be cropped to fit. Words, letters and numbers may be included in the overall design if they are related to the theme of the banner artwork. Identification including name(s), mailing address, address, and phone number must be included in a sealed envelope on the back of each entry. Submissions received without all the required contact information may be disqualified and will not be included in the final judging. If your artwork is selected as a winning design, the artwork will be professionally scanned at very high resolution in order for it to be resized and made into a street banner. 6 DIGITAL CAMERA TIPS! IMAGE RESOLUTION: Image resolution is the detail an image holds. The term applies to raster digital images, film images, and other types of images. Higher resolution means more image detail. More image details means a clearer, sharper image overall. Figure 1 PIXEL RESOLUTION Resolution is the capability of the sensor to observe or measure the smallest object clearly with distinct boundaries. There is a difference between the resolution and a pixel. A pixel is actually a unit of the digital image. Resolution depends upon the size of the pixel. With a given lens setting the smaller the size of the pixel, the higher the resolution will be and the clearer the object in the image will be. Images having smaller pixel sizes occupy more space on the disk. Below is an illustration of how the same image might appear at different pixel resolutions, if the pixels were poorly rendered as sharp squares (normally, a smooth image reconstruction from pixels would be preferred, but for illustration of pixels, the sharp squares make the point better). ~source: Wikipedia Low resolution MEGAPIXELS IN A NUTSHELL: Digital cameras capture images as picture elements, known as pixels. Simply put, a megapixel is equal to one million pixels. Digital images are made up of thousands of these tiny, tile-like picture elements. The more pixels, the higher the image resolution. 7 GETTING THE BEST OUT OF YOUR CAMERA To ensure that you are able to provide the best possible photographic image from your digital camera for the banner contest, please review the following tips: 1. Switch your camera to the highest image capture setting possible. Usually you can do that by following these instructions: Turn the camera s power switch to On. Press the Menu button located on the back of the camera, near the LCD screen. Scroll through the menu options using the arrow buttons or round pad to the right of the LCD screen. Stop on the Image Quality Settings menu. It may also have the label Resolution or Image Size. Press the Set or OK button on the back of the camera to select this menu. Scroll through the options. Stop on the High or Best JPG option, or RAW if available. If only pixel number ratings show, choose the setting with the largest numbers. Press the Set or OK button to lock in your choice. Press the Menu button to exit the image setting menu. 2. Did you know that over 75% of landscape oriented images are cropped away in the final banner design? YES! So we encourage you to shoot all your images for submission in PORTRAIT orientation to ensure that most of your original image/submission is included in the final cropped design. 3. Consider creating images that are less busy. Sometimes landscape images are very layered with a lot going on in them. For successful banner designs, often less is more. To achieve that, consider exploring the use of bokeh in your images. 4. Always ensure that subjects of your photos are in focus! A soft, shallow depth of field can be desirable when creating photographic images for the banner contest; however, always make sure that your subject is in focus! 5. Try to find a unique view or take on the same subject; be creative! Often the banner contest receives images that are the same as previous years, ie: a similar image of the same boat, from the same vantage point, captured at the same time of day. To freshen things up, if you like a particular view ask yourself how you can make it different? What about a close-up image from the same location? Focus on details in the landscape. Experiment with different image heights; get up on a ladder or crouch low to the ground. Changing your level/height of view can dramatically change your image! Be sure to follow the City s Facebook page for more tips and advice about submitting a successful Banner Contest entry. In photography, bokeh is the aesthetic quality of the blur produced in the out-of-focus parts of an image produced by a lens. Bokeh occurs for parts of the scene that lie outside the depth of field. 8 Photograph and Videotape Waiver/Release The City of Richmond (City) asks for your permission to take videotape footage and/or one or more photographs of you and/or your child and to use, reproduce, and release to others such videotape footage and photographs. By signing this Videotape & Photograph Waiver / Release you are agreeing to this on the terms set out in this document. I, (please print name), agree to permit the City to take videotape footage and one/or or more photographs of me and/or my child and to use, reproduce and release to others such images, whether in video, photographic, digital, electronic or other form without payment or other compensation to me or my child, for any City purposes. Such purposes may include using them in City videos, publications, posters, its Internet website or other media, for promotional, social, recreational, cultural, educational, research, commercial, good will and archival purposes. The City may also provide this videotape footage and photographs to a third party providing a service for the City for use in connection with providing that service. I understand that my image or that of my child could possibly be seen worldwide.
