BACKGROUND In 2013 the Lodge of Fidelity offered Council the permanent loan of a portrait of James Martin (Attachment 1), believed to be by Andrew MacCormac, dated The offer was refused, due to the ongoing complications that permanent loans can cause in regards to copyright, insurance and applying for funds for preservation. The Lodge then offered to transfer ownership of the portrait to Council, on the condition that Council paid for the restoration of the portrait, displayed it within a reasonable time frame, and acknowledged The Lodge when displaying the portrait. In 2014 the portrait was assessed by Artlab Australia, who provided a quotation for the treatment of the painting, and for the treatment or total replacement of the frame. In November 2015 The Lodge contacted Council and renewed their offer to transfer ownership of the portrait, subject to the aforementioned conditions. Page 3 of 9
4 COMMENTS/DISCUSSION The assessment of the portrait by Artlab in 2014 (Attachment 2) offered three (3) options for treatment: 1) Option 1: Treatment of the painting only: $1947 inc. GST 2) Option 2: Treatment of the frame only: $5346 inc. GST 3) Option 3: Replacement of old frame with a new one: $500 - $1500 inc. GST. This quotation has since expired, but gives an indication of potential costs. The portrait is believed to be by Andrew MacCormac ( ), who painted several commissioned portraits of contemporary civic leaders and notable figures. The Gawler Heritage Collection has six (6) other MacCormac portraits: a different portrait of James Martin, Leonard S. Burton, George Warren, William Barnet, George Nott and John McKinlay. It is possible that the portrait is a painting over a lithograph by T.C. Dalwood of James Martin (Attachment 3) due to similarities between the two. Treatment of the painting would allow Artlab Australia to determine if the painting is an original MacCormac, or if it is indeed a painting over a lithograph (like James Shaw s Gawler Town, recently restored by Artlab and part of the Gawler Heritage Collection). The portrait is still held at Artlab Australia. The Lodge would like a decision on whether Council will accept the portrait, subject to the aforementioned conditions, within the next three (3) months. An updated quotation from Artlab Australia will assist the Gawler Heritage Collection Committee (GHCC) to make an informed decision on this matter. COMMUNICATION (INTERNAL TO COUNCIL) Librarian, Customer Service CONSULTATION (EXTERNAL TO COUNCIL) Council staff will consult with Artlab Australia regarding the James Martin portrait. POLICY IMPLICATIONS Activities will comply with all relevant Council Policies. STATUTORY REQUIREMENTS Activities will comply with all relevant Legislative requirements. FINANCIAL/BUDGET IMPLICATIONS If the GHCC decided to accept the portrait, its treatment is estimated to cost between $ $7500 (depending upon the option chosen). This is within the GHCC s budget of $30,000. COMMUNITY PLAN Objective 1.3: Protect and promote Gawler s unique heritage Objective 2.2: Growth to be respectful of cultural and built heritage Page 4 of 9

I r 'IIVL Painting Assessment Portrait of James Martin JUL 2014 ENO Conserving fine art SCANNED and historic material TOWN OF GAWLER The portrait of James Martin by Andrew McCormac has had water run down the back at some point causing two vertical lines of flaking paint on the right side. There is also a tear at the bottom edge near the left corner. There are several other minor losses. The surface of the painting exhibits pronounced blanching (probably from being exposed to a damp environment). The canvas is also quite distorted. Treatment The canvas will be flattened and retensioned and the water damaged paint consolidated by introducing an adhesive from the back. The portrait will then be cleaned, the tear repaired and the losses filled and retouched. The painting will then be protected by a thin coat of conservation grade varnish This will cost $1770 with GST of $177 Totalling $1947 (Option 1) The frame is probably contemporary with the painting but unfortunately has been over painted with cheap bronze paint. It has also lost a good deal of its composition decoration along its bottom member and there is deterioration of the gesso on its lower back edge. A complete treatment of restoring the gilded surface and replacing the lost ornament and gesso can be achieved. This will cost$4860 with GST of $486 totalling $5346 (Option 2) Alternatively, the frame could be written offand a new frame made (not by Artlab) for an estimated cost between $500 $1500 depending on the mouldings selected. 4 Im 4 J J ATTACHMENT 2 I C') ABN Kintore Avenue Adelaide 5000 South Australia Artlab ouugov.no.gov.ou Facsimile Telephone EH C CONDITIONS & PROCEDURES This proposal is valid for 90 days from the date of issue. If you do not wish to take the proposal any further, we will invoice you for the examination fee of $77.00 which goes towards the time we have already spent assessing and analysing the condition of the painting.
