2 Option B (Existing Corridor Rebuild Option) Option B consists of wrecking and rebuilding two existing single-circuit transmission line segments in Fauquier and Prince William. The following section details the results of the background research for the components that comprise the Option B Alternative. They include the Remington CT Warrenton rebuild and the Wheeler Gainesville rebuild (see Chapter I). Results of the Background Research Remington CT Warrenton/Warrenton Substation Expansion The results of the background research for this section have been presented in the Option C section of this chapter. Please refer to that section for additional information. To summarize, the following table details the resources under consideration for this alternative (Table 9; see Figures 12 and 17). Table 9. There are 87 previously identified architectural resources located within a 1.5-mile radius of the project centerline for this segment. 3 Mile Buffer Pursuant to the Guidelines for Assessing Impacts of Proposed Electric Transmission Lines and Associated Facilities on Historic Resources in the Commonwealth of Virginia (VDHR 2008), all National Register listed properties, Battlefields, and Historic Landscapes within a 1.0-mile buffer of the proposed transmission line will be subject to consideration and view shed analysis. There are 49 previously identified architectural resources located within a 1.0-mile radius of the project centerline, three of which are NRHP-listed properties, Battlefield resources, or Historic Landscapes. Two resources are individually listed on the National Register and include the Greenwich Presbyterian Church (VDHR # ) and The Lawn (VDHR # ). Both resources are also listed under Civil War Properties in Prince William County (VDHR # ). Additionally four Battlefields, the NRHP-eligible Buckland Mills Battlefield (VDHR # ), NRHP-listed Manassas Battlefield Historic District (VDHR # ), and Bristoe Station Battlefield (VDHR # ) are located within one mile of the transmission line corridor centerline. One additional resource, Buckland Farm (VDHR # ), was also included in the analysis for this tier although it is not listed on the NRHP. It is located between 0.5-mile and one-mile of the project center line. Buckland Farm has been determined eligible for listing and the VDHR holds a historic preservation easement on the property. Therefore, it has been included in the Stage I analysis for this project. No Rural Historic Districts or NHL-listed resources are located within the 1.0-mile buffer (Table 10; Figure 16). NRHP-Eligible Architectural Resources within the 0.5-Mile Buffer Pursuant to the Guidelines for Assessing Impacts of Proposed Electric Transmission Lines and Associated Facilities on Historic Resources in the Commonwealth of Virginia (VDHR 2008), all National Register-eligible resources (as determined by the VDHR) within a 0.5-mile radius of the existing transmission line ROW will be subject to consideration and view shed analysis. There are 28 previously identified architectural resources located within a 0.5-mile radius of the project centerline. Of the 28 resources, one individually NRHP-eligible resource, Monroe House/Poplar Spring (VDHR # ; now demolished) and three battlefields, the NRHPeligible Buckland Mills Battlefield (VDHR # ), the potentially eligible Bristoe Station Battlefield (VDHR # ), and the Battle of Manassas (VDHR # ; also # ) are located within the 0.5-mile buffer. In addition, two resources noted above are individually listed on the National Register and include the Greenwich Presbyterian Church (VDHR # ) and The Lawn (VDHR # ). Both resources are also listed under Civil War Properties in Prince William County (VDHR # ) and are located within 0.5-mile of the transmission line corridor (Table 10; Figure 16). Architectural Resources within the Right-of-Way Corridor and Proposed Wheeler Station Pursuant to the Guidelines for Assessing Impacts of Proposed Electric Transmission Lines and Associated Facilities on Historic Resources in the Commonwealth of Virginia (VDHR 2008), all National Register-eligible resources (as determined by the VDHR) within the existing transmission line ROW corridor will be subject to consideration and view shed analysis. Two battlefield study areas, one associated with Bristoe Station/Manassas Station Operations (VDHR # ) and one associated with the Second Battle of Manassas (VDHR # ) cross 44

4 the ROW corridor of the transmission line as it trends northeast to the Gainesville terminus (Table 10; Figure 16). In addition, the proposed Wheeler Station, located adjacent to the existing NOVEC Wheeler Substation, may impact the edge of the Study Area of the Buckland Mills Battlefield (VDHR # ). Table 10. No previously identified archaeological resources are located either within or immediately adjacent to the project ROW corridor (see Figure 17). Additionally, there are no previously recorded resources within the footprint for the proposed Wheeler Station. However, the Station may impact the very edge of the Study Area for the Buckland Mills Battlefield (VDHR # ). 47

STAGE I PRE-APPLICATION ANALYSIS RESULTS Architectural Field Work Methodology Fieldwork for the proposed transmission line project, under the direction of Senior Architectural Historian, Sandra DeChard, was undertaken by Taft Kiser, Field Supervisor, and Tracey Knight, Field Technician, between December 16 to December 18, 2013 and January 7 to January 8, The fieldwork for the view shed analysis entailed photographing 15 resources requiring visual assessment according to the Stage I Pre-Application review process and examining the potential line-of-sight views from each resource towards the proposed transmission line improvements. Since the fieldwork was conducted prior to a formal SCC application submittal, all photographs were taken from public ROW locations with aerial photography utilized to supplement the analysis of project visibility and potential visual effects. Line-of-sight analyses were prepared by CRI, now Stantec, for each of the 15 resources in within the project study area. Line-of-sight computer modeling is based on average tree heights for different forest types. An average measurement of 50 feet was utilized for deciduous forests, 60 feet for mixed deciduous and evergreen forests, and 70 feet for evergreen forests. Modeling from GPS points with directional arrows to the existing or proposed transmission line alternatives was based on possible worst case scenario as depicted on current aerial photography. Directions are based on compass points only as exact tower locations are unknown. Green dots at the intersection of the arrow and existing or proposed transmission line corridor indicates the potential for visibility of the transmission line improvements. Red dots indicate that the transmission line improvements will likely not be visible from the point of survey. Photo simulations for select points, prepared by TrueScape, were also utilized in the assessment (Appendix C). For battlefield resources, the assessment took into consideration the guidance and recommendations of the American Battlefield Protection Program s (ABPP) 2009 assessment of Virginia s Civil War period resources. In 2009, the ABPP revised the 1992 CWSAC boundaries for Virginia, and many of the battlefields were greatly expanded in size. For each battlefield, the ABPP defined Study Areas and Core Areas. The larger Study Area contains all resources known to relate to or contribute to the battlefield event, such as where troops maneuvered and deployed, immediately before or after combat, and where they fought during combat. Within the Study Area are Core Areas, which denote the actual fighting areas located within the larger battlefield. In addition, the ABPP defined Potential National Register (PotNR) boundaries for each battlefield. The PotNR boundary represents the ABPP's assessment of a Study Area's current integrity. The PotNR area may include all or some of the Study Area, or all or some of the Core Area, associated with a battlefield engagement. The PotNR boundary does not constitute a formal determination of eligibility by the Keeper of the National Register of Historic Places (NRHP), however it is a recommendation of potential eligibility. When assessing the potential effects to historic resources, the following analysis refers to the individual segments which in various combinations comprise an option or alternative. As a general note, all of the Option C routes include the Remington CT Warrenton rebuild coupled with one of three C route alternatives. The preferred alternative is Route C-1.1 which includes the Remington CT Warrenton and Route C-1.1. Option B is comprised of the Remington CT Warrenton and Wheeler Gainesville rebuilds. 50

The view shed analysis of potential visual effects concerning resources under consideration, as per the established VDHR criteria outlined in the Guidelines for Assessing Impacts of Proposed Electric Transmission Lines and Associated Facilities on Historic Resources in the Commonwealth of Virginia (VDHR 2008), located within the 1.5-mile radius of the proposed corridor was based on an average finished build height of 110 feet for the proposed monopole structures associated with the existing transmission line corridor. In addition, a very small portion of the Auburn Battlefield (VDHR # ) is located just short of 1.5 miles from the project corridor for Route C-2. It is unlikely that Route C-2 would affect the Auburn Battlefield, however, it was included as a resource in this analysis. However, a formal assessment was not conducted for Route C-2. However, the resource was assessed for Route A-2/3 and the results of this assessment may be applied to the potential visual effect associated with Route C-2. Auburn Battlefield is addressed in Appendix A. They include the Buckland Historic District (VDHR # ) and the NPS National Heritage Area, The Journey Through Hallowed Ground. Both of these resources were identified as potentially sensitive areas and were taken into consideration during this assessment. Individual Architectural Resources Rappahannock Station I Battlefield/Freeman s Ford (VDHR # ) The Rappahannock Station I Battlefield (1862) is located in Fauquier County. The core area of the battlefield is outside the project study area; however, the Rappahannock Station I Battlefield study area and the PotNR areas cross the corridor associated with the Remington CT Warrenton segment and follows Culpeper Street (Route 211), Old Auburn Road (Route 579), and Waterloo Street (Route 211) through the Town of Warrenton. Portions of the Battlefield study area and the PotNR area also cross James Madison Highway (Route 15) towards the southern end of the project 55

15 area. In addition to the Battlefield study and PotNR areas traversing the Town of Warrenton and associated major thoroughfares, the rolling landscape of the battlefield consists of open agricultural fields and wooded areas. The battlefield was originally surveyed at a reconnaissance level as part of the Civil War Sites Advisory Commission survey (date unknown), and determined potentially eligible in 2007 by VDHR. Reconnaissance level survey of the resource was also conducted in 2008 and in 2012 (VDHR Site Files). The Battle of Rappahannock Station I, part of the Northern Virginia Campaign took place between August 22 and 25 of General Robert E. Lee sent Longstreet to join Major General Thomas Jackson in a move to counter General McClellan s re-enforcement of Pope. As Pope withdrew to the Rappahannock River, Stuart s Cavalry attacked Catlett Station, exposing the Union s right flank. Various skirmishes took place over the next several days along the Rappahannock, at places such as Waterloo Bridge, Freeman s Ford, Sulphur Springs, and Lee Springs. The outcome of the battle was inconclusive and resulted in 225 casualties. After the battle Pope s army remained along the river while Jackson continued on to Bristoe Station and Manassas Junction to destroy Federal supplies (VDHR Site Files; Salmon 2001:135; NPS 2014). Currently an existing transmission line and associated corridor (Remington CT - Warrenton) crosses the battlefield in several locations within the southern and northern portion of the resource. Line-of-sight computer modeling was conducted for the Rappahannock Station I Battlefield to preliminarily analyze from what strategic vantage points throughout the resource the proposed 85- and 110-foot mono pole structures may be visible from the resource. According to the line-of-sight modeling the proposed line may be visible from Locations J1, J3, J4, J6, J8, and J9 (Figures 18 and 19). During the fieldwork portion of the current project actual visibility of the existing Remington CT - Warrenton transmission line in comparison with the predictive model varied. The current 85-foot transmission line structures are visible from Location 27 (LOS Location J8; Figures 18 and 19) due to the openness of the landscape as well as the close proximity to the line from this location. The existing transmission line and associated structures for other photographic locations, Location 28 (LOS Location J7), 33 (LOS Location J2), and 42 (LOS Location J5) for example, was not visible due to tree cover, changes in elevation, and/or distance from the line (Figures 20 and 21). Although the LOS model predicted visibility for Location 35 (LOS Location J3) the existing 85-foot structures did not appear to be visible from this location due to tree cover. Due to the limited visibility of the existing transmission line from the study and PotNR areas of the Rappahannock Station I Battlefield within the project area as well as LOS analysis, it appears that the resource will have only a minimal view of the proposed undertaking under current conditions. It is therefore recommended that the Remington CT Warrenton segment will have only a minimal visual impact on the Rappahannock Station I Battlefield (VDHR # ). 56

Rappahannock Station II Battlefield (VDHR # ) Rappahannock Station II Battlefield (1863) crosses the southern-most section of the Remington CT - Warrenton transmission line corridor. The core area of the battlefield is centered on the Town of Remington and crosses into the 1.5-mile buffer of the project area. The battlefield study area and the PotNR area extends into the 0.5-mile radius with the eastern-most boundary crossing the existing transmission line corridor. The landscape within the battlefield consists of relatively flat open agricultural land as well as tree lines and wooded areas. The battlefield was originally surveyed at a reconnaissance level in 1992 and determined potentially eligible in 2007 by VDHR. Additional reconnaissance level survey of the Rappahannock Station II Battlefield was conducted in 2009 (VDHR Site Files). The Battle of Rappahannock Station II, part of the Bristoe Campaign, took place on November 7, The Union army attacked the Confederate controlled bridge at Rappahannock Station at dusk, surprising the men of Jubal Early s Division and sending many scurrying across the river in disorder and resulting in a large number of Confederate soldiers being taken prisoner. After additional fighting at Kelly s Ford, Lee decided to move his army to quarter for the winter further south along the Rapidan, while the Union Army settled in at Brandy Station. The outcome of the battle was a Union victory and resulted in 2,537 casualties with approximately 1,600 Confederates soldiers taken prisoner (VDHR Site Files; Salmon 2001:239; NPS 2014). Currently an existing transmission line and associated corridor (Remington CT - Warrenton) crosses the battlefield study area and PotNR area in two locations within the eastern portion of the resource. The line is also visible as it crosses Remington Road near the northeastern-most section 62

22 of the battlefield study area and the PotNR area. Line-of-sight computer modeling was conducted for the Rappahannock Station II Battlefield to preliminarily analyze from what strategic vantage points throughout the resource the proposed 110-foot mono pole structures may be visible from the resource. According to the line-of-sight modeling the proposed line may be visible from Locations K2, K3, and K6 (Figure 25). During the fieldwork it was determined that the existing transmission line and associated structures for other photographic locations such as Location 32 (LOS Location K3), 34 (LOS Location K4), and 42 (LOS Location K5) for example, was not visible due to tree cover, changes in elevation, and/or distance from the line. The proposed 230 kv line height of 110-feet may be visible from Location 32 (LOS Location K3) as the poles may extend above the current tree height. The existing pole structures are visible from Locations 30, 31, and 39 due to the openness of the landscape as well as the close proximity to the line from these locations (Figures 27-30). The existing 500 kv line which runs in a northeast to southwest direction is visible from Location 41 (LOS Location K6; Figure 30); however, the transmission line is not part of the current view shed study. Due to the limited visibility of the existing transmission line from the study and PotNR areas of the Rappahannock Station II Battlefield within the project area it appears that the resource will have only a minimal view of the proposed Remington CT Warrenton rebuild under current conditions and according to the LOS analysis. It is therefore recommended that the proposed project will have a minimal visual impact on the Rappahannock Station II Battlefield (VDHR # ) within only the northeastern sections of the resource closest to or where the resource crosses the transmission line corridor. 63

27 Vint Hill Farms Historic District (VDHR # ) Vint Hill Farms, c. 1866, is a 726 acre district comprising an Italianate dwelling, originally belonging to the estate of Andrew Low, with additional agricultural secondary resources including three tenant houses, dating between c and The property was converted to a monitoring station for the U. S. Army in The 60 buildings located on the property, according to the records at VDHR, have been heavily altered and are not recommended as eligible for listing on the NRHP for historic integrity, but have been determined potentially eligible in 1994 by VDHR for their association with the Cold War era (VDHR Site Files). The lands associated with the Vint Hill Farms Historic District have experienced some development in the form of residential neighborhoods as well as larger scale commercial development in the southern portion of the resource; however, the northern portion remains relatively rural. The resource is within the 0.5-mile buffer of Route C-2 and was considered eligible for purposes of this assessment. The landscape is relatively level with some changes in elevation. Tree lines are present as well as areas of woods. Currently the proposed transmission line corridors in this area utilize wooded areas, although some portions traverse more open areas for limited distances. Line-of-sight computer modeling was conducted for the Vint Hill Farms Historic District to preliminarily analyze from what strategic vantage points throughout the resource the proposed 85- foot and 110-foot mono pole structures may be visible from the resource. According to the line-ofsight modeling the proposed lines may be visible from all locations with the exception from Location A1, which has heavily wooded areas between this location and the proposed transmission line (Figure 31-35). Since the transmission lines within the buffers associated with the Vint Hill Farms Historic District are proposed it was not possible to definitively determine during the fieldwork component of the project if the line would be visible from the resource, although the likelihood of visibility of the proposed line is greater near the southern edge of the resource due to its close proximity to the proposed ROW corridor; however, this area of the resource has been heavily developed. Based on the current field conditions and the LOS modeling, it appears that the resource may have a minimal view of Route C-2 despite its proximity to the start of this route on the western side. The presence of extensive residential development between open space associated with the district would shield the proposed transmission line improvements from view. It is therefore recommended that the proposed Route C-2 would have a minimal visual impact on the Vint Hill Farm Historic District (VDHR # ). 68

Buckland Mills Battlefield (VDHR # ) Buckland Mills Battlefield, located in Fauquier and Prince William counties, encompasses approximately 4,455 acres. The resource is located within the 0.5, 1.0 and 1.5-mile buffer of Wheeler - Gainesville transmission line corridor as well as the proposed C-1.1, C-1.2, and C-2 alternatives. The core of the battlefield is centered roughly on Route 29 for approximately 1,400 feet between Commerce Court on the southeastern side and Tysons Oakes Court on the northern end. The battlefield study areas and PotNR areas extend past the core battlefield area in all directions and cross the proposed C-1 alternatives as well as skirt the Wheeler Substation. The landscape within the boundaries of the Buckland Mills Battlefield consists of gently rolling hills and heavily forested areas. Many of the roads throughout this resource are also tree-lined. While most of the resource s acreage remains rural, modern residential developments have been constructed on the periphery of the battlefield. Additionally Route 15/29, currently a four-lane divided highway, traverses the northern portion of the resource. Also located within the Buckland Mills Battlefield boundaries are NRHP-eligible Buckland Farm (VDHR # ) and the NRHP-listed Buckland Historic District and Expansion (VDHR # ), which are described below in further detail (VDHR Site Files). The Battle of Buckland Mills, part of the Bristoe Campaign, took place on October 19, Lee s Army wished to retreat from Manassas Junction after the loss at Bristoe Station after deciding not to advance on Centreville. Major General J. E. B. Stuart s cavalry facilitated the movement, but was chased along the Warrenton Turnpike by the Union cavalry under the command of Major General J. Kilpatrick. Eventually Stuart was able to stage an ambush near Chestnut Hill and force the Union troops to retreat. Union troops were scattered for miles as a result, and the event of their 72

32 displacement became known as the Buckland Races. The outcome of the battle was a Confederate victory, resulting in 230 casualties (VDHR Site Files; Salmon 2001:237; NPS 2014). Line-of-sight computer modeling was conducted for the Buckland Mills Battlefield to preliminarily analyze from what strategic vantage points throughout the resource the proposed 110-foot mono pole structures for the Wheeler - Gainesville, C-1, C-2, and C-1.2 alternatives may be visible from the resource. According to the line-of-sight modeling the proposed lines may be visible from locations nearest to the existing and proposed transmission line corridors including Locations M2, M3, M4, M5, M6, M8, M9, M10, M13, and M17 due to landscape and tree heights (Figures 36-40). Photography, as part of the fieldwork component of the current view shed project indicated that the existing transmission line structures associated with the Wheeler - Gainesville transmission line corridor were not visible from any location (Figure 45). For the three proposed alternatives, C-1, C-2, and C-1.2 which are proposed on new location, it was not possible to definitively determine during the fieldwork component of the project if the line would actually be visible from the resource; however, photographs taken towards the alternatives suggest that the tree cover and landscape may aid in shielding the resource from the proposed transmission line improvements (Figures 36-40). Visual effects recommendations for the three alternatives are based on the LOS analysis only. Based on the current field conditions and the LOS modeling the proposed alternatives (Wheeler Gainesville and Routes C-1.1, C-1.2, and C-2) may be minimally visible from the resource by the proposed undertaking depending on final pole placement. According to the line of sight, the views are comparable from any of the proposed routes. The least amount of visibility appears to be associated with the C-1.1 and C-1.2 route options. It is therefore recommended that the proposed project may have a minimal visual, but not adverse, impact on the Buckland Mills Battlefield (VDHR # ). 73

39 Mt. Holly Ridge-Marsh Run Rural Historic District (VDHR # ) The Rural Historic District of Mt. Holly Ridge-Marsh Run comprises approximately 15,800 acres of rural landscape in Fauquier County and is noted for its intact agrarian landscape. The agrarian landscape historically consisted of varying scale farm houses and support structures as well as tenant farms from the eighteenth and nineteenth century. During this time period just under half the population of Fauquier County were slaves. Gold mines, reflecting the industry of the late nineteenth century, are also included in the Rural Historic District as are the major transportation corridors such as the Carolina Road, which designates the northwestern boundary of the district, and the canal along the Rappahannock River, which are integral to the Mt. Holly Ridge-Marsh Run Rural Historic District as well. The Rural Historic District was determined eligible in 2010 for listing on the NRHP at a local level under Criterion A for broad patterns of history in agricultural, industry, settlement, transportation, ethnic history, and for its role in the Civil War. The resources was also determined eligible under Criterion C for the architectural merit of the built environment during the district s period of significance (1787 to 1960), and under Criterion D for the resource s potential to yield important information to the history of Fauquier County during the late eighteenth century through the mid-twentieth century (VDHR Site Files). Mt. Holly Ridge-Marsh Run Rural Historic District is located at the southern end of the project area within the 0.5, 1.0, and 1.5-mile buffer of the existing Remington CT - Warrenton transmission line corridor. Although adjacent to the existing Remington Substation, the boundary of the district excludes the parcel on which the substation is located. Several existing transmission lines traverse the Rural Historic District to the south of the substation. The current landscape within the 1.5-mile buffer of the study area includes open agricultural fields as well as large expanses of wooded areas. Line-of-sight computer modeling was conducted for the Mt. Holly Ridge-Marsh Run Rural Historic District to preliminarily analyze from what strategic vantage points throughout the resource the proposed 110-foot mono pole structures for the Remington to Warrenton rebuild. According to the line-of-sight modeling the proposed line may be visible from all locations depicted. LOS computer modeling conducted by NRG indicated the towers would be visible in three of the seven views analyzed. Photography, as part of the fieldwork component of the currently view shed project indicated that the existing transmission line structures associated with the Remington to Warrenton transmission line corridor was visible all locations (Figures 44-49). Based on the current field conditions, LOS modeling, and the presence of multiple existing transmission lines visible from the resource, it is recommended that the proposed project may have a minimal to moderate visual, but not adverse, impact on the Mt. Holly Ridge-Marsh Run Rural Historic District (VDHR # ). 80
