1 I-90/94 (Kennedy Expressway) at Ohio Street Structure Replacement and Rehabilitation Section Number HB-R D Contract 60F63 Cook County, Region One, District One City of Chicago Project Overview This project is a $ 16.5 M improvement to the Ontario Street exit onto the Kennedy Expressway as part of the Ohio Street interchange project. This structure will be replaced with a 3-span, steel girder structure over I-90/94 and a single span, steel girder structure over the eastbound I- 90/94 to eastbound Ohio Street exit ramp. It also involves the extension and deck beam replacement of the westbound Ontario Street to westbound I-90/94 ramp tunnel structure. Other minor work includes the construction of a retaining wall along the westbound Ontario Street to eastbound I-90/94 ramp, drainage improvements and new roadway lighting under the tunnel structure. This project is a staged construction project. The new ramp entrance form Ontario to SE bound 90/94 ramp will remain open during construction, by keeping the existing bridge open until the first half of the new ramp is built.. A critical portion of the project from an impact to traffic is the removal of the westbound Ontario Street to eastbound I-90/94 ramp structure, a three unit, 8-span, concrete structure with the supporting columns constructed integral into the bridge. Once traffic is moved the first half of the new ramp the existing ramp/bridge can be demolished. Finally, after the existing structure is demolished the second half of the new bridge can be completed. This project has constrained site access and a traffic volume along I-90/94 of 260,000 vehicles per day. This presents many challenges to ensure worker safety and minimization of user delay along the expressway. Demolition of Ramp C (SN ): Westbound Ontario Street to Eastbound I-90/94) over I-90/94 (JF Kennedy Expressway) The demolition work will be done on 3 separate weekends. Due to the reinforced concrete integral construction with the supporting columns, demolition of this type of structure is unique and unlike removal of a typical steel beam bridge in that it cannot be disassembled in pieces, but rather must be removed one complete unit at a time. Demolition of a unit must be done all at once as the structure will become unstable once demolition begins. The amount of roadway protection, demolition and clean-up cannot be accomplished within relatively short windows normally associated with traditional bridge demolition of this type. Unit 3 Unit 2 Unit 1 The structure consists of 7 piers, one to the east of WB I-90/94, one on either side of the reversible lanes, three between EB I-90/94 and EB I-90/94 to EB Ohio Exit ramp, and one to the 1
2 west of EB I-90/94 to EB Ohio Exit ramp. There are hinged expansion joints between Unit 1 and Unit 2 and between Unit 2 and Unit 3. The hinge joint between Unit 1 and Unit 2 is over the reversible lanes. Because the middle section (Unit 2) of the structure between the hinge joints needs to be removed first, for stability of the remaining structure, it requires the reversible lanes to be closed during the complete demolition process of Units 1 and 2. Demolishing the bridge over separate weekends allows one direction of I-90/94 to remain at full capacity with no lane closures, as opposed to both directions being impacted at the same time. During the demolition of Unit 3 the reversible lanes can remain open. EXISTING HINGE LOCATION Each of the three bridge units contain approximately 570 cubic yards of concrete and steel rebar weighing in excess of 1,000 tons. Demolition and removal will require 45 truckloads of debris to be hauled away to a recycling facility. Safely removing this volume of concrete while maintaining stability of the structure will require one excavator on top of the structure and two placed beneath the structure to be able to chip away and remove the bridge units. It will take the three excavators 22 hours of continuous operation to safely take down each existing bridge unit. The demolition work will be separated into three (3) separate sub-stages, each having duration from Friday 10 p.m. to Monday 5 a.m. for a total of 55 hours. Prior to the roadway closures or ramp closures are put in to place, the Contractor will have to install multiple detours. Once the road is staged, the Contractor will install protective measures for the existing concrete pavement, barrier walls and reversible gate equipment to ensure the roadway is ready to handle traffic when reopened. Protection of the roadway pavement by installing a sand cushion and steel plates will take approximately 4 hours to complete. After demolition is complete, the cleanup process and equipment removal will take another 15 hours. Below is a summary: Traffic Control and Setup: 8 hours Protection of I-90/94 pavement and reversible lane equipment: 4 hours Demolition Process and Shoring: 22 hours Cleanup and Equipment Removal: 15 hours Traffic Control removal and restoration: 6 hours The 55 hour duration allows the work to be safely completed and the roadway opened to traffic Monday 5:00 a.m. before the morning rush hour. 2
3 Suggested Alternates: Motorists will be advised to seek alternates during the demolition; utilizing public transportation to the greatest extent possible is strongly encouraged. Trips around the City of Chicago from Indiana and Wisconsin are encouraged to use I-294 (Tri-State Tollway) or I-80 to I-39. From the north and west suggested routes include I-290 and US 41 (Lake Shore Drive). From the south I-55 and US 41 (Lake Shore Drive) may be considered. Ogden Avenue will be a posted detour for closed ramps from the Eisenhower to Kennedy Expressways. The Department is working with the City of Chicago on local alternates. The first weekend, the proposed alternate being considered is a car only on Western Avenue from I-90 to I-290. The second weekend (OB impacted weekend), the alternate being considered is a car only from I-94 exit 35 th Street to Ashland to I-90. Traffic Control: Removal of the bridge will require extensive protection of the work zone from traffic, requiring a rerouting of either the northbound or southbound through lanes of I-90/94. One direction of traffic will be reduced to two lanes beginning approximately one mile upstream of the work zone and rerouted away from the bridge during two of the three demolition stages, providing a safe work zone for both the Contractor and traveling public. The level of traffic control to create the work zone is very extensive and involves multi-lane expressway closures, ramp closures, installation of ground mounted and overhead sign panels, pavement restriping, barrier wall placement, mobilization of traffic control personnel, and traffic signal modifications. This process of setting up the traffic control will take approximately 6 to 8 hours to setup and 6 to 8 hours to remove. The demolition work will be separated into three (3) separate sub-stages. Each of the demolition stages will result in the following traffic control: Weekend #1 (Removal of Unit 2 over EB I-90/94): Divert two (2) lanes of EB I-90/94 onto EB Ohio Street exit. Construct temporary runaround within the interchange infield area to access I-90/94. Weekend #2 (Removal of Unit 1 over WB I-90/94): Divert two (2) lanes of WB I-90/94 traffic onto EB Ohio Street. Continue to Orleans Street to make a U-turn and head along WB Ontario Street to access WB I-90/94. The intersection at Orleans Street will be reconfigured and restriped to allow free-flow movements. Weekend #3 (Removal of Unit 3 over Ramp D): Both directions of I-90/94 open, Close Ohio Street entrance and exit ramps to/from I-90/94) The second and third weekend demolition MAY switch due to coordination with the City of Chicago and State. The following are weekends that have been determined for work to be achieved: o June 13, 2014 to June 16, 2014 o June 20, 2014 to June 23, 2014 o June 27, 2014 to June 30,

8 State of Illinois Illinois Department of Transportation PROJECT OVERVIEW The interchange of I-90/94 at Ohio and Ontario was constructed in 1959 and promotes access to and from the Central Business District and the River North area of Chicago. The current roadway project is in the process of reconstructing and realigning the roadway pavement and the structure carrying traffic from Ontario Street to Eastbound I-90/94. The structure carrying the ramp over Westbound Ontario Street to I-90/94 is also being rehabilitated. The existing Ohio Street structure is a cast-in-place concrete curved box girder bridge. Based on its age and condition, the structure needs to be replaced. The first stage which is currently underway will construct a portion of the new bridge adjacent to the existing structure, while traffic continues to utilize the existing bridge. To complete bridge demolition, weekend closures on either I-90/94 or the Ohio Street ramps, beginning with full closures starting on the inbound expressway, have been coordinated between State and City officials for the following weekends: JUNE 13, 14, p.m. Friday 5 a.m. Monday JUNE 20, 21, p.m. Friday 5 a.m. Monday JUNE 27, 28, p.m. Friday 5 a.m. Monday All of the closures are weather dependent. If there are delays, the backup weekend dates are as follows: July 18, July 25 and August 8.
