4 SPEAKERS Tan Sri Datuk Eddy Chen President of Building Management Association of Malaysia (BMAM), Managing Director of MKH Berhad Tan Sri Datuk Eddy Chen has been involved, hands on in property development and construction-related business for nearly three decades. is a Patron, Past President of Real Estate and Housing Developers Association (REHDA) of Malaysia and serves as a National Council and Executive Committee Member of REHDA Malaysia for the term Tan Sri Datuk Eddy Chen also sits on various government-private sector committees that formulate policies governing the housing and real estate industry.tan Sri also holds a position as a President of the Building Management Association of Malaysia (BMAM) for the period of Dato Ir. Soam Heng Choon Deputy President of REHDA Malaysia, Group CEO of IJM Corp Berhad A trained professional Civil Engineer, Dato Soam was with the Ministry of Works for 10 years prior to joining Road Builder (M) Holdings Bhd Group in He is currently the CEO & Managing Director of IJM Corporation Berhad. He has more than 30 years experience in the construction and property business. His involvement in property development, investment and construction are not only in Malaysia but also in countries like China, Vietnam, India and United Kingdom. He was a Trustee of the Construction Research Institute of Malaysia (CREAM) and he is currently an Advisory Member for Research and Development. He is currently sitting on the Board of the Construction Labour Exchange Board, Malaysia. Mr. Jayaselan K. Navaratnam Deputy Director-General (Operations), National Housing Department Ministry of Urban Wellbeing, Housing and Local Government KPKT Mr. Jayaselan obtained his Bachelor of Arts in 1993 and Master of Management Studies in Project Management from the University of New South Wales, Australia in He started his civil service career since 1995 with the Government of Malaysia. His first posting was at the Ministry of Information. From 1997 to early 2008 he was posted to Ministry of Defence, Malaysia. Since February 2008, he is posted to the Ministry of Urban Wellbeing, Housing and Local Government. He is holding the position of Deputy Director General (Operations) at National Housing Department, since October Sr. Chan Keat Lim, AMN Director of Survey, Department of Survey and Mapping Malaysia (JUPEM) Sr. Chan has more than 25 years of experience in the field of land surveying and has held various positions including Assistant Director (Information Systems), Northern Johor District Surveyor, Assistant Secretary of National Infrastructure of Land Information Systems (NaLIS) [now known as the Malaysian Centre for Geospatial Data Infrastructure (MaCGDI)], Principal Assistant Director of Survey (Mapping Services), Deputy Director of Survey, Johor. Sr Chan has been registered with the Peninsular Land Surveyors Board since Mr. Roshan Kshatriya Senior Federal Counsel and Head of Legal & Claims Division Ministry of Urban Wellbeing, Housing and Local Government KPKT Mr. Roshan Kshatriya graduated from University of London. After graduation, he was admitted as an Advocate & Solicitor of the High Court of Malaya and joined the Attorney General Chambers serving as a Deputy Public Prosecutor, as a Federal Counsel for Prisons Department of Malaysia, the State Director of Penang Insolvency Department, the Deputy Director of Investigations MDI, Senior Federal Counsel (Court Div) Insolvency and currently serves as a Senior Federal Counsel and Head of legal & claims division in Housing & Strata Tribunal (Ministry of Urban Wellbeing, Housing and Local Covernment KPKT). Dato Pretam Singh Darshan Singh President of the Tribunal Home Buyers Claims Partner, Pretam Singh, Nor & Co. Advocates & Solicitors Dato Pretam is currently serving as President of the Tribunal for Home Buyers Claims. His practice is highly regarded and recognised by major developers and officially placed on the Panel of Lawyers of several developers, bankers, final institutions and GLCs. He also offers advisory services in housing development such as application of Housing Developer s License, Advertising and Sales Permit, opening & operating of Housing Developers Account under Housing Developers (Project Account) Regulation 1991 and obtaining relevant exemption variations and waivers from the Ministry of Urban Wellbeing Housing & Local Government.

5 Datuk Charlie Chia Lui Meng Company Director, UMLand Group of Companies Datuk Charlie is an Advocate and Solicitor and graduated with a Bachelor of Quantity Surveying (Hons) from University of Technology Malaysia. He is a Fellow Member of the Royal Institution of Surveyors Malaysia and a Member of the Royal Institution of Chartered Surveyors and the Society of Construction Law. He holds a Bachelor of Law (Hons) degree from University of London and completed Certificate of Legal Practice awarded by the Legal Qualifying Board Malaysia. In his 33 years of experience in the property development and construction industry, he has worked in both the public and private sectors. Ar Ezumi Harzani Ismail President, Malaysian Institute od Architects (PAM) Ezumi Harzani is the current President of Pertubuhan Akitek Malaysia (PAM). He is also a Director of Arkitek MAA Sdn Bhd and a board member of Board of Architects Malaysia (LAM). He represents PAM in various government working groups and committees. He also represents the private sector to the APEC Workshop in Reforming Regulatory System in Building Construction held in Singapore in October He is also a member of Focus Group in Dealing with Construction Permit (FGDCP) set up under PEMUDAH to facilitate the process of development and obtaining construction permit. Through FGDCP, he actively involves in reviewing the OSC process and procedures, and facilitates the workshops engaging local authorities and technical agencies. Pn. Norfarahdilah Binti Ngaddemin Division Head, Commissioner of Buildings COB Johor Bahru City Council (MBJB) Pn. Farah graduated in Property Management from University of Technology Malaysia (UTM). She joined as a Valuation Officer at Valuation and Property Services Department in Pahang after completion of her degree. Few years of her experience, she was promoted to be the Head of Commissioners of Building Unit at Majlis Perbandaran Johot Tengah. Pn Farah is currently the Head of Commissioner of Building [COB] in Majlis Bandaraya Johor Bahru. Tn. Md Azmi bin Mohd Shari Legal Officer, Commissioner of Buildings COB Kuala Lumpur City Council (DBKL) Azmi completed his Master of Law from University Teknologi Mara (UiTM) after the Law Degree Holder in University of Malaya. He is also a Certified mediator from Malaysian Bar Council. In between of year 2011to 2013, he held a position as a Advocate & solicitor, general litigation & banking in a local private law firm. Though the experience he gained, he managed to further his career as a Legal officer at Kuala Lumpur Commissioner of Buildings (COB s) Division, Kuala Lumpur City Hall (DBKL) until present day. Besides, he also serves as a Prosecuting officer (PO) for Kuala Lumpur City Hall (DBKL). Pn. Siti Rosemawar Binti Mohd Sahi Division Head, Commissioner of Buildings COB Kajang Municipal Council (MPKJ) Sr. Rosemawar was a Valuation O cer under Jabatan Penilaian dan Perkhidmatan Harta since year 2004 but currently working as Director Of Department COB Majlis Perbandaran Kajang since She has almost 7 years experience in Commissioner in Buildings (COB). She was awarded the first in Malaysia who leads MC to act confiscation of moveable property under S79, Act 757. Sr. Rosemawar was the committee for Strata Management Act 2013, Committe for Strata Management Regulations 2015 and also in Strata Management Tribunal. Dr. Wang Hong Kok Principal Lecturer, TAR UC, Honorary Treasurer, The Institution of Engineers, Malaysia (IEM) Dr. Wang graduated in civil engineering from the University of Singapore in He is a Fellow of The Institution of Engineers, Malaysia (IEM), and currently serves as its Honorary Treasurer, Session 2017/2018. He has more than 30 years experience in property and worked for many developers. In property development, Dr Wang s expertise is in turn-around exercises. Besides teaching, Dr Wang is active in research. In the planning he is co-authoring a book with his thesis supervisor on the management of common properties of strata buildings. He writes regularly in IEM s Bulletin Jurutera.

6 Mr. Chris Tan Managing Founder, Chur Associates Chris is a lawyer and managing partner in the law firm of Chur Associates. He is well known author and a prominent speaker on a variety of topics including real estate, law and entrepreneurship. He has written a variety of book on real estate, entrepreneurship as well as strata-related matters. Chris Tan regularly appears on BFM Radio, writes articles that is featured on The Edge and other newspapers to advise in a variety of matters including strata matters. Ms. Irene Khoo Poh Chin Director - Business Development & Business Banking, Maybank Irene has more than 20 years of experience in handling commercial banking loans in the area of working capital financing, contract financing and bridging financing. She specialises in Klang Valley portfolio and covers wide range of manufacturing/trading industries as well as property development. She is currently the Director in Business Development and Business Banking in Maybank. Sr. Adzman Shah Bin Mohd Ariffin Chief Real Estate Consultant, ExaStrata Solution Sr. Adzman Shah has been active in strata property management and consultancy for the last few years. His firm, ExaStrata Solutions Sdn Bhd, currently handles strata planning and development advisory, management of strata buildings for Developers, JMB and MC, conducting training for JMC, MC Council Members and developers property management teams, conducting AGMs for developers, setting up JMB and MC, etc. He is also a member of Board of Administrators for Institut Penilaian Negara (INSPEN) and the drafting committee for Strata Management Act 2013 and Regulations Sr. Adzman is also a regular speaker for for COB DBKL. Mr. Lai Chee Hoe Founding Partner, Chee Hoe & Associates Mr. Lai is the founding partner of Chee Hoe & Associates. Mr Lai was awarded with a Fellowship for Arbitrator (FCIArb) and is a Chartered Arbitrator and Certified Adjudicator within the Kuala Lumpur Regional Arbitration Centre (KLRCA) panel. He appears in courts regularly and was also the Chairman of the Kuala Lumpur Bar Young Lawyers Committee. Mr Lai acts for and against JMB/MC or developers and regularly writes and advises on strata-related and strata tribunal matters. He is currently the Chairperson for several strata buildings in Kuala Lumpur and recently won the best managed property for Solaris Dutamas in the mixed development category organised by The Edge. Mr. Goh Chong Wai General Manager - Operations, Fahrenheit 88, KL Plaza Chong Wooi is currently the General Manager of Operations at Fahrenheit88, KL Plaza. He has over 18 years working experience in maintenance, facilities management and building operations. His key strengths are energy and cost management. He has gained vast technical knowledge and management skills in Operations of Shopping Mall and Building Management over the 10 years period with Mid Valley City projects. In his subsequent career paths, he has balance expansions of his skills and knowledge in building management & operations vertically and horizontally.
