1 WORKSHOP IJC FORUM, MONTRÉAL 2001 Jean Burton, Scientific Advisor, St. Lawrence Centre, Environment Canada. Borned in 1944 in the City of Verdun, Québec, Mr. Burton has obtained a B.A. degree from the Université de Montréal in 1965, and its PhD in From 1974 to 1982, he has been a visiting professor in the Department of Biological Sciences at the Université de Montréal, and researcher at the Montréal Ecological Research Centre. Afterwards, he worked from 1982 to 1987 for the Québec Mining Exploration Society as Assistant to the President and then Vice-president, Human Resources. He then assumed, in , the direction of the human resources at the Canadian Manufacturers Association, Québec Region. He joined the St. Lawrence Centre of Environment Canada in 1989 where he was responsible for the development and implementation of the Priority Intervention Zone Program (ZIP), a community involvement program along the St. Lawrence River. Jérôme Faivre, Maritime Service, Transport Québec jfaivre@mtq.gouv.qc.ca Mr. Faivre was born in 1957 in Paris and has obtained his Master degree in social and economic administration from the University of Grenoble in 1979, and a specialised graduated diploma in international transport from the University of Paris-Pantheon Sorbonne in He first worked at the Research Branch of the Canadian Transport Commission in Ottawa, and then in the maritime industrial field at the General Maritime Company (Paris), for the European/Australia/New Zealand containerised route services. Mr. Faivre joined the Quebec Transports Ministry in 1990 and assumes different responsibilities regarding the international maritime and ports industry. He is a co-chairman since 1998 of the Navigation Committee of the Canada-Quebec agreement SLV 2000, and involved in several environmental issues related to the St. Lawrence River and Great Lakes organisations (Great Lakes Commission, International Joint Commission). Gervais Bouchard, Regional Director of Property Services bouchardg@dfo-mpo.gc.ca the Small Craft Harbours Branch and Real Mr. Bouchard has completed his graduated studies at the Université du Québec Rimouski where he obtained his Master degree in marine management with a specialisation in maritime transport. He joined the Canadian Coast Guard in 1982 as engineer and assumed, as Regional Chief of engineering services and facilities - Laurentian region, different management responsibilities related to marine engineering, water and land surveying, and maintenance of marine infrastructures.

2 WORKSHOP IJC FORUM, MONTRÉAL 2001 Over the last few years, Mr. Bouchard has been involved in huge dredging and environmental projects with Fisheries and Oceans Canada, and particularly since 1998 where he is the federal cochairman of the Navigation Consensus Committee of the St. Lawrence Vision 2000 Phase III program. Mr. Bouchard is currently the Regional Director of the Small Craft Harbours Branch and Real Property Services. Nicole Trépanier, of General Director of the St. Lawrence Shipoperators Association Mrs. Trépanier assumes the position of General Director of the St. Lawrence Shipoperators Association since 4 years, and has been elected President of the Sectorial Committee of the Québec Maritime Industry in the beginning of She was previously in charge of the communications at the St Lawrence Economic Development Council during the works of the Great Lakes St. Lawrence Maritime and Industrial Coalition. Before joining the maritime sector, Mrs Trépanier worked five years as research officer at the Québec National Assembly, first for the Secretariat of the Assembly, and then for the Educational Production Service. At the completion of her university studies, she taught during three years French as Second Language at St Anne University in Nova Scotia. Michael J. Donahue, President of the Great Lakes Commission mdonahue@glc.org Dr. Michael J. Donahue is President/CEO of the Great Lakes Commission, a binational agency serving the Great Lakes states and provinces in the areas of policy research, development and advocacy on a range of environmental protection, resource management and economic development issues. He has served in this capacity since His responsibilities include administration, strategic planning, program development and oversight, and intergovernmental relations. Mr. Donahue is also an Adjunct Professor of Natural Resources and Environment at the University of Michigan, and a Lecturer in Law at the University of Toledo School of Law. He has designed and taught graduate seminars on binational resource management issues, and lectured extensively throughout the United States and Canada. Previous positions include Director of the U.S Office and Head of Research for The Centre for Great Lakes. Mr. Donahue is U.S Chairman of the IJC's Science Advisory Board, and has been a member of the board of directors of more than a dozen regional agencies, organisations and research institutes.

3 WORKSHOP IJC FORUM, MONTRÉAL 2001 He has authored more than a 150 professional papers, book chapters and journal articles, and is author of 1987 book titled Institutional Arrangements for Great Lakes Management: Past Practices and Future Alternatives. He holds three degrees from the University of Michigan including a doctorate in Urban Technological and Environmental Planning Pierre Michon, Project manager, Ministère de l Environnement du Québec pierre.michon@menv.gouv.qc.ca Graduated in Biology from the University of Montreal, M. Michon has also completed a master degree in Environment from the Sherbrooke University, and a graduated diploma in Toxicology from the University of Montreal. Over the last ten years, he worked to the Environment Ministry - Québec as a project manager with the «Direction des évaluations environnementales» (impact assessment branch). His responsibilities include the administration of the Quebec Environmental Impact Assessment and Review Procedure, and particularly the activities related to the aquatic environment. M. Michon has developed a huge experience in the assessment of dredging and filling projects in the St. Lawrence river, and has collaborated to the dredging working group of the Navigation Committee of the St. Lawrence Vision 2000 Action Plan Phase 3. Normand Gariépy, General Director of the Centre of local development (CLD) of the MRC d'autray normandg@loginnovation.com Mr. Gariépy has recently completed a Master degree certificate in Education related to environment at the Université du Québec Montréal. Over the last decade, he has been involved in many environmental organisations such as the Coopérative de solidarité de la réserve de la biosphère du lac Saint-Pierre, the Fédération québécoise des organisations locales de tourisme, the Comité consultatif Saint-Laurent Vision 2000, to mention few of them. He has also assumed, over the last 15 years, different responsibilities in tourist and environmental community organisations. Mr. Gariépy is currently the General Director of the Centre of local development (CLD) of the MRC d'autray. Claude Mailloux, Assistant Executive Director of the St. Lawrence Economic Development Council (SODES) mailloux@clic.net M. Mailloux obtained his Master Degree in geography from Laval University in Before assuming the position of professor in geography and political sciences at Baie-Comeau College's from 1987 to 1990, he performed some short-term jobs in different fields such as toponymy, tourism and environment. Since August 1990, he is Assistant Executive Director of the St. Lawrence Economic Development Council (SODES), a private organisation dedicated to protect

4 WORKSHOP IJC FORUM, MONTRÉAL 2001 and promote the interests of the St. Lawrence maritime commnunities. Among his current responsibilities, he assumes the coordination of the Quebec Tour Boat Association (ACEQ) and of the International Association of Great Lakes and St. Lawrence Mayors. Georges Beauchemin, Interdepartmental Coordinator, Public security Québec Mr. Beauchemin began his career in the Québec civil service as an urban planner with the urbanism branch of the Ministère des Affaires municipales. Then, he performed budget analysis and assessment tasks for various programs with several branches, primarily for the Conseil du trésor and the Ministère de l Énergie et des Ressources. In 1987, Mr. Beauchemin worked as secretary and executive assistant to the Deputy Minister of the Ministère de l Énergie et des Ressources. In 1989, he was the Associate Deputy Minister in charge of the hydroelectric development for the same department. During the aboriginal crisis, Mr. Beauchemin began a career in crisis management as assistant secretary to the director of negotiations for the Ministère du Conseil exécutif. In 1996, the Saguenay flood led him to act, at the Conseil exécutif, as assistant secretary in charge of interdepartmental coordination for the reconstruction and economic recovery of the disaster area. Then, the management of the ice storm crisis in southern Québec in 1999 and of the avalanche in northern Québec in 2000 was added to his duties of assistant secretary. Since November 1999, he is the interdepartmental coordinator to the Associate Deputy Minister of the Direction générale de la sécurité civile et de la sécurité incendie. Michel Turgeon, Director of Communications, Montreal Port Authority turgeonm@port-montreal.com Mr. Turgeon has been in charge of communications for the Montreal Port Authority for more than 15 years. A professional communicator, he began his career as a journalist in 1964 and then joined the public relations department of a major corporation with many diversified interests. Before joining the Montreal Port Authority, he worked for more than 15 years as a communications consultant for numerous companies and corporations involved in fields as various and diverse as industry, trade, arts and entertainment, and health. Mr. Turgeon is a member of the Canadian Public Relations Society, the Société des relationnistes du Québec, and the Boards of Trade of Metropolitan Montreal and Eastern Montreal. He is a member of the board of directors of various community, environmental and recreation/tourism organisations such as the Jacques-Cartier ZIP Committee, the Société d animation de la Promenade Bellerive, the conseil de la Corporation de promotion et développement du Croissant de l Est and Les Amis de la Vallée du Saint-Laurent.

5 WORKSHOP IJC FORUM, MONTRÉAL 2001 Marc Hudon, President Stratégies Saint-Laurent Mr. Hudon has worked 22 years for the Canadian Armed Forces where he has been in charge of the environment sector. Among the activities that he was responsible were the hazardous material sector, contaminated soils, wastewater treatment, etc. Mr. Hudon has acquired, by different assignations overseas and throughout Canada, a huge expertise in environmental issues and relationships between civilian and governmental institutions. Mr. Hudon is President of the Saguenay's ZIP Committee and, since 1994, of Stratégies Saint- Laurent. His numerous responsibilities include, among other things, to cover the St. Lawrence- Great Lakes system and to represent the provincial corporation among several Committees and Organisations namely, the Laurentian area Regional Advisory Committee on oil spills, Board of Directors of the Great Lakes united and member of the Sustainable Water Task Force, the Consensus Committee on the Community implication of the Phase III SLV 2000, to name few of them. Finally, we can mention that Mr. Hudon has received the commemorative medal during the celebration of the Canadian Confederation 125 th anniversary for his social implication.
