6 The Gulf Coast Regional Investment Center team Experienced leadership for your American citizenship William Hagerman CEO/Managing Member Mr. Hagerman is Senior Vice-President and a Director at Dunavant Enterprises in Memphis, TN. Until 2010, Dunavant was the world s largest privately owned cotton merchant with offices in Europe, Asia, Australia, and Africa. Since 2000, Mr. Hagerman has managed Dunavant s portfolio of US and International real estate investments, including agricultural, residential, resort, commercial, and industrial assets. He also serves on Dunavant s Executive Management Board and Risk Management Committee. Prior to joining Dunavant, Mr. Hagerman was Founder and President of ETI Corporation, a leading consulting engineering firm specializing in industrial waste management. Mr. Hagerman has been a founder in many companies including the nation s largest Class C/Hazardous and Toxic Waste Disposal and Treatment Facility that was sold to Waste Management and was on the Management Committee for Waste Management/Chemical Waste Management, Advisor to USPCI/Union Pacific Railroad, and Advisor to Concord Resources Group/Consolidated Rail Corporation. Mr. Hagerman received a Bachelor of Science Degree in Civil Engineering from the University of Memphis in 1974 and pursued a Master s of Science in Civil Engineering from the University of Memphis in He is a registered professional engineer in 14 states in the USA and is recognized in several foreign countries. Mr. Hagerman is a principal, director, managing member and/or advisor of Gulf Coast Regional Investment Center, LLC, Active Coastal Management, LLC, Business Ideas, LLC, CEDAR Document Technologies, Inc., Dunavant Gulf, LLC, and many other companies as well as chairman of the board of advisors, Herff College of Engineering at the University of Memphis. Shannon Howell Project Director Shannon Howell is the President and CEO of Devcon Services Group, LLC, a full service consulting company specializing in Real Estate Development and Construction Management. Shannon has been involved in some of the most complex and upscale real estate projects in the Southeastern United States. Howell started his career in the Civil Engineering field in the U.S. Air Force and has experience in every facet of horizontal field operations, to include construction of roads, water, waste water, treatment facilities, site work activities and waste management. His career in the Civil Engineering field includes various successful positions, including Vice President, Engineering, and Operations Manager of several public utility companies. Upon leaving his successful career in the public sector, Howell has worked at literally every level of Real Estate Development and has extensive expertise in planning / design, permitting, construction, marketing, and sales. His experience spans over 20 years and 27 projects. For over thirteen years Howell was involved in and managed successful real estate ventures in North Carolina and the South West Florida corridor, from Sarasota to Naples, during a time of explosive growth and shifting market conditions. During the past eight years Howell has been involved in the real estate market in the Panhandle area of North West Florida and Eastern Alabama. Howell s greatest asset is his ability to analyze and solve the most difficult problems and his tenacity in the relentless pursuit of solutions for any endeavor. B. S. Garrett McNeil Member Garrett currently serves as the Chief Operating Officer of ARK Real Estate Strategies, a real estate advisory, management and investment company. ARK works with financial institutions to dispose of their foreclosed assets and manages a $22 million fund, which was established to make opportunistic investments in residential real estate assets in the Southeastern United States. McNeil also currently serves as Founder & CEO of JGM Development. Prior to that, he served as President and CEO of The Sterling Companies for which he had been employed for over 10 years. He began his career with the firm as Project Manager for the Sterling Beach Condominium Resort in Panama City Beach and, subsequently worked his way up, growing the company to over $1.5 billion in active development. Upon graduation from college, McNeil worked with The Scowcroft Group analyzing foreign business opportunities for US corporations. He later developed strategic alliances with major vendors for Saks before joining the Sterling team. In 2007 he was named Honorary Commander of the 60th Squadron with the 33rd Fighter Wing at Eglin Air Force Base in Northwest Florida. Mr. McNeil also served on the Recreational Development Council for the Urban Land Institute and is an active member of the Young Presidents Organization. His charitable works include serving on the board of directors for the Blount Bowden charity, an organization that has granted scholarships to send over 45 young men and women to college, and is a past member of the board for the Destin Wine Charity. Mr. McNeil obtained a bachelor s degree in International Business from Rhodes College.
