1 STATE OF THE REGION Thursday, September 29, 2011, The Madison Hotel, Washington, DC SPEAKER BIOGRAPHIES Dr. Narongchai Akrasanee Former Minister of Commerce and Senator of Thailand and Chair, Thailand National Committee for Pacific Economic Cooperation Dr. Narongchai, former Minister of Commerce and Senator of Thailand, currently is Chairman of Seranee Group as well as Chair of the Thailand National Committee for Pacific Economic Cooperation. He also has served as Chairman of the Board of Directors of Export-Import Bank of Thailand, Chairman of MFC Asset Management Plc., and as a Member of the National Legislative Assembly of Thailand. In addition to PECC, Dr. Narongchai has been involved with several public institutions, serving as chairman, director, or honorary advisor to the Fiscal Policy Research Institute Foundation, the Thailand Development Research Institute, the Mekong Institute, and the Pacific Trade and Development Conference. Previously, Dr.Narongchai served as Dean of the Faculty of Economics, Thammasat University, a consultant to several international organizations including the World Bank and the Asian Development Bank, and as an advisor to many Prime Ministers of Thailand. Dr. C. Fred Bergsten Director, Peter G. Peterson Institute for International Economics Dr. Bergsten has been director of the Peterson Institute for International Economics since its creation in He was assistant secretary for international affairs of the U.S. Department of the Treasury during Dr. Bergsten also functioned as undersecretary for monetary affairs during , representing the United States on the G-5 Deputies and in preparing G-7 summits. During , he coordinated U.S. foreign economic policy in the White House as assistant for international economic affairs to Dr. Henry Kissinger at the National Security Council. He was chairman of the Eminent Persons Group of the Asia Pacific Economic Cooperation (APEC) forum from 1993 to 1995, authoring its three reports that recommended free and open trade in the region by 2010 and 2020 as adopted at the APEC summits in 1993 and Dr. Bergsten received the Meritorious Honor Award of the Department of State (1965), the Exceptional Service Award of the Treasury Department (1981), and the Legion d Honneur from the Government of France (1985). He has been named an honorary fellow of the Chinese Academy of Social Sciences (1997). Dr. Bergsten has authored, coauthored, or edited 40 books on international economic issues, including The Long-Term International Economic Position of the United States (2009), China s Rise: Challenges and Opportunities (2008), and The United States and the World Economy: Foreign Economic Policy for the Next Decade (2005), among others. He received M.A., M.A.L.D., and Ph.D. degrees from the Fletcher School of Law and Diplomacy and a B.A. magna cum laude and honorary Doctor of Humane Letters from Central Methodist University. Mr. Cai Penghong (Concurrent Session 2) Director of APEC Research Center, Shanghai Academy of Social Sciences, China Mr. Cai currently serves as Director of APEC Research Center and Research Professor at the Institute of Asia-Pacific Studies, Shanghai Academy of Social Sciences (SASS), China. His research and teaching interests focus on international relations in East Asia with an emphasis on China s political and economic relations with East and Southeast Asia. Recent articles include: FTAAP and Its Impacts on APEC Institutional Reform, Bilateral FTA and International Political Economy, and Joint Development in Disputed Sea Areas. Mr. Cai was a Visiting Fellow at the East-West Center in and a Visiting Scholar at the University of California, San Diego in He graduated from Fudan University in 1982 with a degree in International Politics. The Honorable Kurt Campbell Assistant Secretary of State for East Asian and Pacific Affairs Kurt Campbell became the Assistant Secretary of State for East Asian and Pacific Affairs in June Previously, he was the CEO and Co-Founder of the Center for a New American Security (CNAS) and concurrently served as the Director of the Aspen

2 2 Strategy Group and Chairman of the Editorial Board of the Washington Quarterly. He was the founder of StratAsia, a strategic advisory firm, and was the Senior Vice President, Director of the International Security Program, and Henry A. Kissinger Chair in National Security Policy at the Center for Strategic and International Studies. He was also Associate Professor of Public Policy and International Relations at the John F. Kennedy School of Government and Assistant Director of the Center for Science and International Affairs at Harvard University. Dr. Campbell has served in several capacities in government, including as Deputy Assistant Secretary of Defense for Asia and the Pacific, a Sirector on the National Security Council Staff, Deputy Special Counselor to the President for NAFTA in the White House, and White House fellow at the Department of the Treasury. For his service, he received the Department of Defense Medals for Distinguished Public Service and for Outstanding Public Service. He received his B.A. from the University of California, San Diego, a Certificate in music and political philosophy from the University of Erevan in Soviet Armenia, and a Ph.D. in International Relations from Brasenose College at Oxford University where he was a Distinguished Marshall Scholar. Dr. Roberto Cardarelli Senior Economist, International Monetary Fund (IMF) Research Department Dr. Cardarelli is a Senior Economist in the World Economic Studies division of the IMF Research Department. He has contributed chapters on global imbalances, corporate savings, and the impact of financial systems on economic cycles to recent editions of the IMF s World Economic Outlook. Before joining the Research Department, Dr. Cardarelli worked in the IMF s North American division and in the Asian and Pacific Department. He also served as a research officer at the National Institute of Economic and Social Research in London, UK. He received a Ph.D. in economics from Cambridge University, United Kingdom. Ms. Jane Drake-Brockman (Concurrent Session 1) Principal, JDBSolutions Ms. Drake-Brockman is an internationally recognized expert on the services economy with a unique mix of policy, business advocacy and academic background. She is the Founder of the Australian Services Roundtable, the peak services industry coalition in Australia, the peak services industry coalition in Australia, and now operates a Hong Kong based consultancy providing technical assistance on the services economy throughout the Asia-Pacific region. Ms Drake-Brockman is a former senior Australian diplomat and trade negotiator, having worked with the Australian Treasury, the Department of Foreign Affairs & Trade (as Chief Economist, Chief of Staff to the Shadow Minister for Foreign Affairs & Development Cooperation and Deputy Head of Mission in Brussels) as well the OECD Secretariat in Paris and the Commonwealth Secretariat in London. She has a strong publications record, having been Visiting Fellow at the Australian National University (ANU) and the University of Adelaide. She was elected to the Distinguished Alumni Hall of Fame at the ANU and selected by the Australian Prime Minister to join 100 participants in the Future of the Economy session at the Australia 2020 Summit. She convened the PECC/ADBI Conference on Services which took place in Hong Kong in June Prof. Christopher Findlay (Chair, Concurrent Session 1) Vice Chair, Australian Pacific Economic Cooperation Committee (AUSPECC), and Executive Dean of the Faculty of the Professions, University of Adelaide Prof. Findlay was appointed Executive Dean of the Faculty of the Professions at the University of Adelaide in June Prior to that appointment, he was Professor of Economics and Head of School at the University of Adelaide and Professor of Economics in the Asia Pacific School of Economics and Government at the Australian National University. Prof. Findlay is currently Vice- Chair of the Australian Committee for Pacific Economic Cooperation (AUSPECC). Prof. Findlay has a PhD and MEc from the Australian National University. His research interests are focused on the services sector. He became a Member of the Academy of the Social Sciences in Australia in 2002 and a Member of the General Division of the Order of Australia (AM) in Dr. David Hong President, Taiwan Institute of Economic Research and Vice Chair, Chinese Taipei Pacific Economic Cooperation Committee Dr. Hong is President and Senior Research Fellow of the Taiwan Institute of Economic Research, the first private economic think tank in Taipei. His research interests include industrial development, economic forecasting, and energy and environmental economic analysis. Previously, he served as Vice President of the Institute as well as Director of its Energy and Environment Division. In 1993, Dr. Hong was named Director of the Bureau of Finance by the Taipei City Government. Earlier in his career, he was the Financial Forecasting Manager of Northern States Power Company, Minneapolis, Minnesota, Adjunct Professor at St. Thomas College, Minneapolis, and Economic Service Manager, Minnesota Department of Public Service, St. Paul, Minnesota. He earned a Ph.D. in economics from the University of Minnesota. Prof. Charles Yuji Horioka (Concurrent Session 3) Professor of Economics, Institute of Social and Economic Research, Osaka University Prof. Horioka taught at Stanford, Columbia, and Kyoto Universities before assuming his current position as Professor of Economics at the Institute of Social and Economic Research, Osaka University, Japan. In 2001, he was awarded the Seventh Japanese Economic Association/Nakahara Prize, which is the Japanese equivalent of the American Economic Association s John

3 3 Bates Clark Medal. He has written about 100 scholarly articles on household saving, consumption, bequest, and co-residence behavior and parent-child relations in Japan, the United States, China, and India. Prof. Horioka is co-editor of the International Economic Review and a Research Associate of the National Bureau of Economic Research, Inc., and the Center for Japan-U.S. Business and Economic Studies, Leonard N. Stern School of Business, New York University. He received his B.A. and Ph.D. degrees from Harvard University. Mr. Takashi Imamura (Concurrent Session 2) Vice President and General Manager, Washington Office, Marubeni America Corporation Mr. Imamura was appointed Vice President and General Manager of Marubeni s Washington office in April For the past 22 years, he has held a number of progressively senior positions with Marubeni Corporation as well as with the World Bank and the Japan Center for Economic Research. Mr. Imamura s fields of specialization include the US, Latin American, and Asian economies and international finance, trade, and investment issues. He is a member of the Japan Society of Social Science on Latin America. Mr. Imamura earned a B.A. in product marketing from Hitotsubashi University. Prof. Merit Janow (Concurrent Session 2) Professor in the Practice of International Economic Law & International Affairs, Columbia University Prof. Janow has served as Professor in the Practice of International Economic Law and International Affairs since She also is Director of the Program in International Finance and Economic Policy at Columbia University s School of International and Public Affairs (SIPA), Co-Director of Columbia s APEC Study Center, and a member of the Weatherhead East Asian Institute. Prof. Janow teaches graduate courses in international economic and trade policy at SIPA and international trade law and comparative antitrust at Columbia Law School. In December 2003, she was elected by the 151 member nations and customs unions of the World Trade Organization (WTO) to serve as one of the seven Members of the WTO s Appellate Body. The Appellate Body is the global court of final appeal for intergovernmental trade disputes in Geneva, Switzerland. She was the only North American Member and the first female to serve on the Appellate Body. From 1990 to 1993, Prof. Janow was Deputy Assistant U.S. Trade Representative for Japan and China. She has a JD from Columbia Law School and a BA in Asian Studies from the University of Michigan, Ann Arbor. Mr. Lim Jock Hoi (Concurrent Session 2) Permanent Secretary, Ministry of Foreign Affairs and Trade, Brunei Darussalam Mr. Lim, Permanent Secretary, Ministry of Foreign Affairs and Trade, currently is leading Brunei s delegation to the Trans- Pacific Partnership (TPP) negotiations. He has been an official of the government of Brunei Darussalam for many years. In 1986, he entered government service as an Assistant Director of Education, Permanent Secretary s Office, Ministry of Education. Since 1989, he has worked in trade policy, initially with the Ministry of Industry and Primary Resources. In 2005, he was tapped to serve as Director-General, Trade Department, Ministry of Foreign Affairs and Trade. His subsequently was promoted to Deputy Permanent Secretary and Permanent Secretary of the Ministry of Foreign Affairs and Trade. He earned a Post-Graduate Certificate in Education and a Bachelor of Science in Economics from Keele University, United Kingdom. Prof. Lu Jianren (Concurrent Session 3) Deputy Director of the APEC Study Center, Chinese Academy of Social Sciences Prof. Lu is Deputy Director of the APEC Study Center at the Chinese Academy of Social Sciences (CASS) as well as a Senior Research Fellow at CASS s Institute of Asia-Pacific Studies. Prof. Lu s current research focuses on economic cooperation within the Asia-Pacific region. His representative works include: The Asia-Pacific Economy in 1990s, APEC and China, and ASEAN: Today and Tomorrow. In 2001, China s Ministry of Foreign Affairs appointed Prof. Lu to serve as China s Eminent Expert Person at the ASEAN Regional Forum. In 2006, the China Council for the Promotion of International Trade tapped him to serve as China s member of East Asia Business Council. He received his M.A. and Ph.D. in economics from the Chinese People s University, Beijing. The Honorable Demetrios Marantis (Dinner Speaker, September 28) Deputy US Trade Representative Ambassador Marantis serves as Deputy US Trade Representative, nominated for this position by President Barack Obama and confirmed by the Senate on May 6, He is responsible for U.S. trade negotiations and enforcement in Asia and Africa. He also leads USTR global initiatives on trade and development, labor, and the environment. Ambassador Marantis recently served as Chief International Trade Counsel (Majority) for the Senate Finance Committee. In this capacity, he advised Finance Committee Chairman Max Baucus (D., Montana) as well as members and staff of the Finance Committee and Democratic Caucus, on trade and economic issues. Ambassador Marantis joined the committee in February of 2005 after serving as Issues Director on the Kerry-Edwards 2004 presidential campaign. Prior to the campaign, he spent two years in Hanoi as Chief Legal Advisor for the U.S.-Vietnam Trade Council where he provided technical assistance on international trade matters. Between 1998 and 2002, Ambassador Marantis served as Associate General Counsel in the Office of the U.S. Trade Representative where he negotiated provisions of international trade agreements - including the U.S.-Singapore and U.S. Chile Free Trade Agreements. He holds a J.D. from Harvard Law School and an A.B. in Public and International Affairs from Princeton University.

4 4 H.E. Michael Moore Ambassador of New Zealand to the United States Amb. Moore is a past Director-General of the World Trade Organization (WTO) where he oversaw the launch of the Doha Development Round. His period in office saw the successful accession to the WTO of China and Chinese Taipei along with Estonia, Jordan, Georgia, Albania, Oman, Croatia, Lithuania, and Moldova. Amb. Moore is a former Labour Prime Minister of New Zealand. He has held portfolios in a wide range of areas and served in a number of senior political positions including Trade Minister, Foreign Minister, Minister of Tourism, Minister for the America s Cup, and Deputy Minister of Finance. Amb. Moore has held numerous appointments and board memberships with such global policy organizations as the United Nations Commission on the Legal Empowerment of the Poor and the UN Global Commission on International Migration. He holds honorary doctorates in commerce from Lincoln University, New Zealand, in economics, from the People s University of China, Beijing, in commerce, from Auckland University of Technology and Canterbury University, and law, from La Trobe University, Australia. Dr. Charles E. Morrison President, East-West Center & International Co-Chair, PECC Dr. Morrison has been President of the East-West Center since August 1, He has had extensive involvement in the conceptualization, organization and funding of policy-oriented educational research and dialogue projects in both Japan and the United States, and has long been involved in promoting the concept of Asia Pacific community. In September 2005, he was elected International Chair of the Pacific Economic Cooperation Council (PECC). Dr. Morrison is a founding member of the U.S. Asia Pacific Council and the U.S. Committee for Security Cooperation in Asia Pacific. He is past Chair of the U.S. National Consortium of APEC Study Centers and former Director of the Center s Program on International Economics and Politics. He holds a Ph.D. from the Johns Hopkins School of Advanced International Studies (SAIS) specializing in Asian international relations. Amb. Yoshiji Nogami (Chair, Concurrent Session 3) Chair, Japan National Committee for Pacific Economic Cooperation (JANPEC), and President, Japan Institute of International Affairs Amb. Nogami became President of the Japan Institute for International Affairs in February Previously, he served as an advisor to the Japanese cabinet and an executive advisor to Mizuho Corporate Bank. In September 2004, he was appointed Ambassador Extraordinary and Plenipotentiary to the Court of St. James, London, UK. Prior to that, he held numerous senior positions at Japan s Ministry of Foreign Affairs (MOFA), including serving as the Vice-Minister of MOFA from 2001 to 2002, Deputy Minister of MOFA from 1999 to 2001, Director-General of MOFA s economic affairs bureau from 1996 to 1997, and Deputy Director-General of the Foreign Policy Bureau from 1993 to Amb. Nogami was a Senior Visiting Fellow at the Royal Institute of International Affairs from 2002 to He also served as Ambassador of Japan s permanent delegation to the Organization for Economic Cooperation and Development (OECD) in Paris from 1997 to He earned a B.A. in American Studies from the University of Tokyo. Dr. Gloria O. Pasadilla (Concurrent Session 1) Research Fellow, Asian Development Bank Institute Dr. Pasadilla joined the Asian Development Bank Institute in September Previously, she was a Senior Research Fellow at the Philippine Institute for Development Studies ( ) and Assistant Professor at the University of Asia and the Pacific ( ). Between 2007 and 2009, she was the convener of the Asia Pacific Economic Cooperation (APEC) Group on Services (GOS), and Philippine lead negotiator for services for the ASEAN-ANZ FTA negotiations. She has also served as Deputy Director for the Industrial Economics Program of the Center for Research and Communications (CRC) (now UA&P). In addition, Dr. Pasadilla had brief stints at the Asian Development Bank, the World Trade Organization, the Southeast Asian Central Banks Center, the IMF Asia Pacific Department, and Goldman Sachs in Hong Kong. She holds a PhD in economics from New York University and a Masters in International Law and Economics from the World Trade Institute in Bern, Switzerland. Prof. Peter Petri (Chair, Concurrent Session 2) Carl J. Shapiro Professor of International Finance, Brandeis University Prof. Petri is the Carl J. Shapiro Professor of International Finance at the Brandeis International Business School (IBS) and a Senior Fellow of the East-West Center. His research focuses on international trade, finance, and investment, with primary applications to the Pacific Rim. Prof. Petri served as Dean of IBS from its founding in 1994 until He has held appointments as a Fulbright Research Scholar and Visiting Scholar at the OECD, the Brookings Institution, Keio University (Tokyo) and Fudan University (Shanghai). He has consulted for the World Bank, the OECD, the Asian Development Bank, APEC, and agencies of the United Nations, the United States and other countries. He serves on the editorial boards of journals dedicated to Asia-Pacific research and is the Convener of the East-West Center s East-West Dialogue. He is a member of the US Asia Pacific Council and the PAFTAD International Steering Committee, and a former Chair of the U.S. APEC Study Center Consortium. He received A.B. and Ph.D. degrees in economics from Harvard University.

5 5 Prof. Riordan Roett (Concurrent Session 3) Sarita and Don Johnston Professor of Political Science and Director of Western Hemisphere Studies, The Johns Hopkins Paul H. Nitze School of Advanced International Studies (SAIS) Prof. Roett is the Sarita and Don Johnston Professor of Political Science and Director of Western Hemisphere Studies at The Johns Hopkins Paul H. Nitze School of Advanced International Studies (SAIS) in Washington, DC. From 1983 to 1995, he served as a consultant to the Chase Manhattan Bank in various capacities. Subsequently, he was the Senior Political Analyst in the Emerging Markets Division of the bank s International Capital Markets Group; from 1989 to 1997, he served as a Faculty Fellow of the World Economic Forum at the annual meeting in Davos, Switzerland. Prof. Roett s recent publications include, The New Brazil (Washington, DC: The Brookings Institution, 2010) and China s Expansion into the Western Hemisphere: Implications for Latin America and the United States (Washington, DC: The Brookings Institution, 2008). He received his Ph.D. in political science from Columbia University. Mr. Sebastian Saez (Concurrent Session 1) Senior Trade Economist, International Trade Department, World Bank Mr. Saez is a Senior Trade Economist, International Trade Department, at the World Bank. From 1990 to 1994, he served as advisor to the Minister of Finance, and was involved in the GATT s Uruguay Round negotiations. Subsequently, between 1994 and 1997, Mr. Saez was a member of the Chilean Mission to the World Trade Organization (WTO), where he served as Deputy Permanent Representative. In 1998, as an official of the Ministry of Foreign Affairs of Chile, he was Head of the Department FTAA - North America, where he was responsible for the Free Trade Agreement of the Americas negotiations. From August 2001 to July 2003, Mr. Saez was Head of the Department of Foreign Trade, Ministry of Economy of Chile. In this capacity, he participated in trade negotiations with European Union, Korea and the United States. Following that tour, he worked as an independent consultant until August In January 2009, Mr. Saez joined the Poverty Reduction and Economic Management Network, Trade Department, as responsible for Trade in Services. The Honorable Francisco J. Sanchez Under Secretary of Commerce for International Trade Under Secretary Sánchez leads the US Commerce Department s International Trade Administration (ITA). ITA assists in the development of US. trade policy in the global economy, creates jobs and economic growth by promoting US companies, strengthens American competitiveness across all industries, addresses market access and compliance issues, administers US trade laws; and undertakes a range of trade promotion and trade advocacy efforts. Previously, Mr. Sánchez served as the Assistant Secretary for Aviation and International Affairs at the US Department of Transportation during the Clinton administration, where he developed aviation policy and oversaw international negotiations. In addition, he served in the Clinton White House as a Special Assistant to the President and Chief of Staff to the Special Envoy to the Americas, Kenneth MacKay, where he focused on economic integration and democracy issues throughout the Western Hemisphere. He began his career in government working as Director of Florida s Caribbean Basin Initiative Program for then-governor Bob Graham. Mr. Sanchez obtained his B.A. and J.D. from Florida State University. He also received a Masters in Public Administration from the Kennedy School of Government at Harvard University. Dr. Ben Shepherd (Concurrent Session 1) Principal, Developing Trade Consultants Ltd Dr. Shepherd is a trade economist and international development consultant. He has worked on a wide range of trade and development issues with organizations such as the World Bank, the OECD, the Asian Development Bank, the United Nations, and the Food and Agriculture Organization (FAO). He specializes in providing policy-relevant research, as well as capacitybuilding seminars for researchers working in trade and development. His particular areas of expertise include: (1) trade facilitation, transport, and infrastructure; (2) governance, institutions, and anti-corruption; (3) product standards, technical barriers to trade, and sanitary/phyto-sanitary measures; and (4) trade in services and the GATS. His most recent academic appointment was as a Postdoctoral Research Associate at Princeton University s Niehaus Center for Globalization and Governance. He holds a Ph.D. in economics from the Institut d Etudes Politiques de Paris (Sciences Po). He has also completed graduate studies at Cambridge University, United Kingdom, and the Graduate Institute of International and Development Studies, Geneva, Switzerland. Dr. Sherry Stephenson (Concurrent Session 1) Head, Institutional Relations, Department of International Affairs, Organization of American States Dr. Sherry M. Stephenson is currently Head of Institutional Relations at the Organization of American States (OAS), having previously been the Director of the Trade Department at the OAS for three years during the Free Trade Area of the Americas (FTAA) negotiations. She received a Ph.D. in International Economics from the University of Geneva, Switzerland and an M.A. in Economics from New York University. Prior to her position with the OAS, Dr. Stephenson was an Advisor to the Ministry of Trade, Government of Indonesia, Jakarta, for three years. Previous positions have been with the GATT Secretariat in Geneva and with the Trade Directorate of the OECD in Paris. She has done consulting work for The World Bank, the Asian Development Bank, the Asia-Pacific Economic Cooperation (APEC), the U.S. Agency for International Development, the Institute of the

6 6 Americas, Nathan Associates, and several national governments. Dr. Stephenson has taught within the Masters of Arts Program in International Commerce and Policy at George Mason University and lectured at several universities worldwide. Dr. Tan Khee Giap Co-Director, Asia Competitiveness Institute, and Associate Professor of Public Policy, Lee Kuan Yew School of Public Policy, National University of Singapore Dr. Tan currently is Co-Director, Asia Competitiveness Institute, and Associate Professor of Public Policy, Lee Kuan Yew School of Public Policy, National University of Singapore. He also serves as Chairman of Singapore National Committee for Pacific Economic Cooperation (SINCPEC). Upon graduating with a Ph.D. from University of East Anglia, England, UK in 1987, he joined the banking sector as a treasury manager and served as secretary to the Assets and Liabilities Committee for three years. Dr. Tan has consulted extensively with the various ministries of the Singapore government, including the Ministry of Finance and the Ministry of Trade & Industry. He also has served as a consultant to international agencies such as the Asian Development Bank, Asian Development Bank Institute, United Nations Industrial Development Group, World Gold Council, ASEAN Secretariat, Central Policy Unit of Hong Kong, Kerzner International, Las Vegas Sands, and other international financial institutions and multinational corporations. Dr. Tan s current research interests include econometric forecasting, financial reforms and liberalization of ASEAN Economies, Global Liveable Cities Index, and competitiveness analysis on 31 provinces in China, 35 states in India and ASEAN-10 economies. Ambassador Kurt Tong US Senior Official for Asia Pacific Economic Cooperation Amb. Tong is the U.S. Senior Official for Asia-Pacific Economic Cooperation (APEC), managing all aspects of U.S. participation in APEC.
