3 Economic Development Project Case Study The Chattanooga, Tennessee Experience. South Carolina is one of 10 state/local governments that was awarded a grant from Harvard University s Social Impact Bond Technical Assistance Lab to support the development of its PFS project. South Carolina, through the Department of Health and Human Services, is currently developing the nation s first PFS project in the healthcare realm.
