2 About Konrad-Adenauer-Stiftung Speakers Konrad-Adenauer-Stiftung (KAS) is a political foundation of Germany. Its mission is to promote international dialogue, regional integration, sustainable development, good governance, democratic processes, social market economy and knowledge exchange. Currently KAS is present in around 120 countries, with over 100 offices on five continents. KAS international activities are coordinated by its Department for European and International Cooperation which includes the organisation of national and international conferences, civic education and political training programs in cooperation with local partners as well as conducting research on matters of international policy relevance. As current global developments - such as the volatile security environment and the fight against terrorism underscore the common interests of Europe and Australia, KAS aims to foster durable collaboration through dialogue among parliamentarians, politicians, and representatives of leading think tanks, as well as political analysis and consultancy. Dr Gudrun Wacker Dr Gudrun Wacker is at present Senior Fellow in the Asia Division at the German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik, SWP) in Berlin, a think tank providing political advice to the German government and parliament. Her research focuses on Chinese foreign and security policy, especially EU-China relations, China and the Asia-Pacific region and security cooperation in the Asia-Pacific more generally. She has organised the annual 'Berlin Conference on Asia Security' at SWP in Berlin, and co-organised an annual track two dialogue between EU and China on cross-strait relations with the Shanghai Institutes for International Relations. She is currently a member of the Steering Committee of CSCAP EU and EU delegate to the Experts and Eminent Persons Group of the ASEAN Regional Forum. 3 Ms Rabea Brauer With Masters in Political Science, American Studies, EU Law and EU Administration from Universities in Germany and the US, Rabea Brauer served the State Government of Thuringia, Germany as Spokeswomen of the Ministry of the Interior. Later, she joined the European Commission as Head of Section for Good Governance & Democracy at the EU Delegation to Cambodia. After four years with the Commission, she then represented the Konrad-Adenauer-Stiftung in Cambodia and Vietnam as Country Director. Since January 2016 Rabea Brauer heads the Team Asia & Pacific at KAS Headquarter in Berlin, Germany. Dr Sarah Kirchberger Dr Sarah Kirchberger has been the Head of the Center for Asia-Pacific Strategy and Security at the Institute for Security Policy at Kiel University (ISPK) since She is the author of Assessing China's Naval Power: Technological Innovation, Economic Constraints, and Strategic Implications (Springer, 2015). Kirchberger holds an M.A. and a Ph.D. in Sinology from the University of Hamburg. Before joining the faculty of the Asia- Africa-Institute at the University of Hamburg as an Assistant Professor of Contemporary China in 2010, she served for three years as a naval analyst with shipbuilder Blohm + Voss/ TKMS in Hamburg, where she was charged with analyzing naval developments world-wide in cooperation with technical departments and naval sales executives. Originally trained as a specialist of Chinese Communist Party politics and history during studies in Hamburg, Trier, and Taipei, Kirchberger began researching China's naval development during 2011, and has since continued to focus on related topics of maritime security in the Asia-Pacific. Other previous and current research interests include domestic Chinese reform discourses within the CCP; military technological co-operation between China, Russia and Ukraine; the geostrategic importance of Taiwan and the South China Sea for China's military planners; hybrid threats to maritime security; and China s space and naval strategy. 4 Dr Beatrice Gorawantschy Dr Beatrice Gorawantschy holds a PhD in Political Science from the Saar University, Germany. She has been with the Konrad-Adenauer Foundation since After being posted to Ankara, Turkey (1993/94), she served as resident representative of KAS Manila, Philippines from and thereafter as desk officer for South Asia, Southeast Asia, Turkey and Iran at KAS Headquarters in Germany from From , she served as resident representative of the KAS Office in Bangkok, Thailand. This was followed by a four-year term as Director of the Paris office where she was responsible for France, Italy, the Vatican and Spain. From she was resident representative of KAS India office. From , she was Director of the Team Asia and the Pacific at Headquarters in Berlin, and from she headed the Regional Programme Political Dialogue Asia and the Pacific based in Singapore. In March 2017 the new Regional Programme Australia and the Pacific, based in Canberra, was established under her directorship. Professor Patrick Köllner Professor Patrick Köllner is Vice President of the German Institute of Global and Area Studies (GIGA), Director of the GIGA Institute of Asian Studies, and Professor of Political Science at the University of Hamburg. He studied at the universities of Konstanz and Essex and holds a doctorate from Humboldt University of Berlin and a habilitation from the University of Trier. His research interests revolve around political organisations and institutions in Asia and in comparative perspective. 5 Professor Jörn Dosch Professor Jörn Dosch is Professor/Chair of International Politics and Development Cooperation and Vice-Dean of the Faculty of Economic and Social Sciences at the University of Rostock, Germany. He is also Adjunct Professor at Monash University Malaysia where he was previously Acting Dean of the School of Arts and Social Sciences. Former positions include professor of Asia Pacific Studies and Head of the Department of East Asian Studies at the University of Leeds, UK. He began his academic career in the early 1990s as a Lecturer in Political Science and International Relations at the University of Mainz, Germany, before moving to Stanford University as a Fulbright Scholar later in the same decade. Professor Dosch has also held visiting fellowships at several universities and research institutes, including the East West Center in Honolulu, Parahyangan University in Bandung, Prince of Songkla University in Thailand, the Institute of Southeast Asian Studies (ISEAS) in Singapore, De La Salle University in Manila and the Centre for Strategic and International Studies (CSIS) in Jakarta. Professor Dosch has been working on international relations in Southeast Asia and the wider Asia Pacific region for more than 25 years and published several dozen books and articles on ASEAN related issues. He has also worked as an evaluator and consultant on ASEAN matters for the European Union, the German Federal Ministries of Economic Cooperation and Development and Foreign Affairs respectively, UNDP, and several other organisations. Recent Publications "Security Cooperation in Southeast Asia: Can ASEAN Deliver on its Rhetoric?" view/13039/8302 Professor Christoph Schuck Christoph Schuck is a Professor of Political Science in the Department of Philosophy and Political Science and currently Dean of the Faculty of Humanities and Theology at TU Dortmund University. His research concentrates on both International Relations (such as security studies, transnational terrorism, military interventions, crisis prevention and peace consolidation) and Political Theory (such as theories of Islamism, theories of democracy). Christoph Schuck has been a Visiting Researcher at Yale University, New Haven, CT (USA), Parahyangan Catholic University Bandung (Indonesia), the University of Malaya, Kuala Lumpur (Malaysia) and the University of Lucerne (Switzerland). From 1996 to 2001, Christoph Schuck studied Social Sciences (focus: developing countries) and Geography at Gießen University (Germany) and the University of Tampere (Finland), completing his Ph.D. as a DAAD-scholarship-holder at Gießen University with a thesis on Indonesia s democratic transition in In the following years, he became a DFG Postdoctoral Research Fellow and directed several projects for Germany s Federal Foreign Office to support Indonesia s road to democracy. In 2008, he completed his habilitation on transnational Islamism, followed by an interim professorship in International Relations at the University of Jena. In 2009, Christoph Schuck became an Associate Professor and in 2013, a Full Professor of Political Science at TU Dortmund University. In the same year, he was admitted to the Global Young Faculty (GYF) of the Mercator Foundation. 7 Speakers Professor Michael Wesley Michael Wesley is Professor of International Affairs and Dean of the College of Asia and the Pacific at the Australian National University. He has published on Australian foreign policy, Asia s international relations and strategic affairs, and the Politics of state-building interventions. His book, There Goes the Neighbourhood: Australia and the Rise of Asia (2011), was awarded the John Button Prize for the best writing on Australian politics and public policy. Previously, Professor Wesley was the Director of the Coral Bell School of Asia Pacific Affairs at ANU, the Executive Director of the Lowy Institute for International Policy, Director of the Griffith Asia Institute at Griffith University, and Assistant Director- General for Transnational Issues at the Office of National Assessments (Australia s peak intelligence agency). Dr Stephan Fruehling Dr Stephan Fruehling is an Associate Professor in the Strategic and Defence Studies Centre and Associate Dean (Students and Curriculum) for the College of Asia & the Pacific. He is a Chief Investigator on the ARC s Discovery Project on Small Allies and Extended Nuclear Deterrence. In , Stephan was a member of the Australian Government s external panel of experts on the development of the 2016 Defence White Paper. He was the Partner across the globe research fellow at the NATO Defense College in 2015; the inaugural Director of Studies of the ANU Master in Military Studies program at the Australian Defence Force s Command and Staff College from 2011 to June 2012, and the Deputy Director of Studies until the end of Stephan was Managing Editor of the journal Security Challenges from 2006 to Professor Richard Rigby Professor Richard Rigby graduated from the Australian National University in 1970 and went on to do his PhD at the then Department of Far Eastern History (now the School of Culture, History & Language). Richard then joined Australia s Department of Foreign Affairs in 1975, where he worked until the end of 2001: postings included Tokyo, Beijing, Shanghai (Consul-General ), London, and Israel (Ambassador, ). He then joined the Office of National Assessments as Assistant Director-General, where he worked until taking up his current position of Executive Director of the ANU China Institute in April His personal interests in Chinese studies are primarily literary and historical, but his profession has ensured a thorough immersion in most aspects of contemporary China and other major Asian cultures. Dr Nicholas Farrelly Dr Nicholas Farrelly is the Associate Dean in the ANU College of Asia and the Pacific responsible for development and impact initiatives. In this role, he leads the College s engagement with a range of government, business and civil society organisations. Dr Farrelly is the Ambassador for the Westpac Research Fellowship program and works closely with a number of other Australian businesses to support the quality of their engagement with Asia. After graduating from the ANU, Dr Farrelly completed his MPhil and DPhil at Balliol College, University of Oxford, where he was a Rhodes Scholar. His research focuses on political conflict and social change in mainland Southeast Asia. 8 Professor Hugh White Hugh White AO is Professor of Strategic Studies at the Strategic and Defence Studies Centre of the Australian National University. He has worked on Australian and regional strategic, defence and foreign policy issues since He has been an intelligence analyst, journalist, ministerial adviser, departmental official, think tanker and academic. In the 1990s he served as International Relations Adviser to Prime Minister Bob Hawke and as Deputy Secretary of Defence for Strategy and Intelligence. He was the principal author of Australia s 2000 Defence White Paper. In the 1970s Hugh White studied philosophy at Melbourne and Oxford Universities. He was awarded an AO in the Queen s Birthday honours in 2014 Dr Imelda Deinla Imelda Deinla is a Fellow in the School of Regulation and Global Governance (RegNet) and Director of the Philippines Project. She is working on a research grant, Ways for Women to Participate in Peacebuilding (Philippines), a multiyear project on pluralist justice, women and peacebuilding in Mindanao, Philippines awarded in 2013 through the Australian Aid Development Research Awards Scheme (ADRAS). Until May 2012, Imelda worked on human rights capacity building in the Asia Pacific as International Programs Coordinator at the Diplomacy Training Program based in the Faculty of Law, UNSW. Imelda has also worked for many years as a corporate and litigation lawyer in the Philippines and was involved in research, advocacy, and litigation involving violence against women and children. Professor Rory Medcalf Rory Medcalf commenced as the Head of the National Security College in January His professional background spans diplomacy, intelligence analysis, think tanks and journalism. Most recently he was the Director of the International Security Program at the Lowy Institute for International Policy from 2007 to Prior to that, Professor Medcalf worked as a senior strategic analyst with the Office of National Assessments. His experience as an Australian diplomat included postings to New Delhi, Japan s foreign ministry and Bougainville. Professor Medcalf has been active in developing Australia s relations with India. He is the founding convener and co-chair of the Australia-India Roundtable. He holds non-resident affiliations with the Brookings Institution and the Lowy Institute, and is a member of the independent expert panel providing advice on the Australian Government s 2015 Defence White Paper. Dr Brendan Taylor Brendan Taylor is an Associate Professor at the Coral Bell School of Asia Pacific Affairs. Specialising in great power strategic relations in the Asia-Pacific, economic sanctions and regional security architecture, he previously served as Head of the Strategic & Defence Studies Centre from Dr Taylor holds a PhD and Masters degree from The Australian National University and a BA (Hons) from Waikato University in New Zealand. With a longstanding association at the ANU, Dr Taylor has also held the positions of Interim Director of the Coral Bell School (October January 2018) and Head of the Strategic & Defence Studies Centre. His most recent book The Four Flashpoints: How Asia Goes to War, explores the four most troubled hotspots in the world s most combustible region. 14 ANU College of Asia & the Pacific Australian-German Dialogue on the Asia-Pacific 15

9 Mr Brendan Sargeant Brendan Sargeant is an Honorary Professor at the Strategic and Defence Studies Centre at ANU. Prior to this, Brendan was the Associate Secretary of the Australian Department of Defence where he has held a variety of previous positions, including Deputy Head of the Defence Personnel Executive, Minister/Counsellor Defence Policy at Australian Embassy Washington, Deputy Director Intelligence at Defence Signals Directorate, Head of Strategic Policy Division and Deputy Secretary Strategy. He has also previously held a number of senior appointments at Centrelink, the Department of Finance. In October 2015, Brendan completed the Advanced Management Program at Wharton s Business School and he also has degrees in Political Science and English Literature. Dr Amrita Malhi Amrita Malhi is a historian of Southeast Asia, with a primary interest in Islam, shifting identities and identity conflict in colonial Malaya and contemporary Malaysia. Dr Malhi is a regular public commentator on Malaysian politics, and her work appears on New Mandala, East Asia Forum, Inside Story and The Conversation. In 2015, Dr Malhi convened a public policy outreach and development workshop called Intercultural Adelaide with the support of the Government of South Australia and in association with the Ninth International Convention of Asia Scholars (ICAS9). She has recently developed a set of contemporary intercultural principles for an Australia that is increasingly enmeshed with Asia and searching for a new place in a multipolar world. Dr Greg Raymond Greg Raymond is a Research Fellow in the Strategic and Defence Studies Centre researching Southeast Asian security. He holds a PhD in Political Science from La Trobe University and a Masters in Asian Studies from Monash University. Before joining the Australian National University, Greg was a Policy Advisor in the Australian Government, including in the Department of Defence and the Australian Embassy in Bangkok. His book entitled 'Thai Military Power' was published in 2018 and other recent publications include 'Prospects for the Rules Based-Global Order' and Naval Modernization in Southeast Asia: Under the Shadow of Army Dominance? published in April Greg writes regularly for the Lowy Interpreter and East Asia Forum. He is fluent in Thai and has working Indonesian language skills. Dr Jane Golley Jane Golley is an Associate Professor and economist, and is currently Acting Director of the Australian Centre on China in the World, ANU. Her career has taken her from the Australian Commonwealth Treasury to the World Bank in Washington DC, and the UNU s World Institute for Development Economics Research. Jane spent eight years studying and teaching at the University of Oxford before returning to ANU and eventually ending up at the Crawford School of Economics and Government, where she developed a graduate course on China in the World. Jane's research over the last two decades has covered a wide range of Chinese transition and development issues, including demographic change and economic, inequalities in education and earnings and the Belt and Road Initiative. 16 ANU College of Asia & the Pacific Australian-German Dialogue on the Asia-Pacific 17

10 Professor John Blaxland John Blaxland is Professor of International Security and Intelligence Studies, Director of the ANU Southeast Asia Institute and acting Head of the Strategic and Defence Studies Centre at ANU. In addition, he is an active member of the ANU Academic Board, an occasional media commentator, and can speak English, Thai and Spanish. John holds a PhD in War Studies from the Royal Military College of Canada, a Masters in History from ANU and a Bachelors (Hons 1) from UNSW. He is a graduate of the Royal Thai Army Command & Staff College (dux, foreign students) and the Royal Military College, Duntroon (Blamey Scholar). He has extensive experience in the intelligence community including as the principal intelligence officer for the Australian brigade in East Timor, as an intelligence exchange officer in Washington DC, as Director Joint Intelligence Operations (J2) and as a lead author of the three-volume history of ASIO. Dr Cecilia Jacob Cecilia Jacob is a Fellow in the Department of International Relations at the Coral Bell School. Her work focuses on civilian protection, mass atrocity prevention, and international human protection norms Cecilia has a geographic focus on armed conflict and political violence in South and Southeast Asia, and has conducted extensive overseas field research. Her books include 'Child Security in Asia: The Impact of Armed Conflict in Cambodia and Myanmar' (Routledge, 2014) and (edited with Alistair D. B. Cook) 'Civilian Protection in the Twenty-First Century: Governance and Responsibility in a Fragmented World' (Oxford University Press, 2016). Prior to completing her PhD, Cecilia worked for NGOs in France, Thailand and Cambodia, and for the Advisory Group in AusAID, Australia. Dr David Brewster David Brewster is one of Australia's leading academic experts on strategy and security in South Asia and the Indian Ocean region. He originally trained as an international corporate lawyer and practiced for around 20 years in Washington DC, New York, London, Paris and Sydney, including as a partner in a major Sydney law firm. David currently holds appointments as Senior Research Fellow with the National Security College at ANU, Distinguished Research Fellow with the Australia India Institute, University of Melbourne; Fellow with the Royal Australian Navy Sea Power Centre, Canberra; and Visiting Fellow with the ANU. Mr James Goldrick James Goldrick AO, CSC is currently an Adjunct Professor at the Strategic and Defence Studies Centre at ANU. In 1974, he joined the Royal Australian Navy as a 15 year old Cadet Midshipman and retired in 2012 as a two star Rear Admiral. He is a graduate of the RAN College, the Harvard Business School Advanced Management Program, the University of NSW (BA) and the University of New England (Master of Letters), and UNSW (Doctor of Letters honoris causea). He commanded HMAS Cessnock and Sydney, the RAN task group and the multinational maritime interception force in the Persian Gulf (2002) and the Australian Defence Force Academy ( ). As a Rear Admiral, he led Australia s Border Protection Command ( ) and then commanded the Australian Defence College ( ). He is a Visiting Fellow of the Sea Power Centre-Australia, a Non Resident Fellow of the Lowy Institute for International Policy, and an Adjunct Professor of UNSW at ADFA. 18 ANU College of Asia & the Pacific Australian-German Dialogue on the Asia-Pacific 19

11 Ms Jacinta Carroll Jacinta Carroll joined the National Security College as the Director, National Security Policy, in August Previously, Jacinta was the inaugural Head of ASPI s Counter Terrorism Policy Centre after leaving the Australian Government where she had held a variety of Senior Executive appointments, and worked in the Department of Defence and the Attorney- General s Department. She has also served in Iraq. Jacinta is a graduate of the Australian National University, has post-graduate qualifications in management from Flinders University, and holds Masters degrees from the University of Sydney and Deakin University. She is a graduate of the Australian Defence College s Centre for Defence and Strategic Studies, the Australian Institute of Company Directors and the Australian Graduate School of Management. Dr Evelyn Goh Evelyn Goh is the Shedden Professor of Strategic Policy Studies at the Australian National University, where she is also Research Director at the Strategic & Defence Studies Centre. She has published widely on U.S.-China relations and diplomatic history, regional security order in East Asia, Southeast Asian strategies towards great powers, and environmental security. Evelyn moved to Australia and the ANU in August 2013, and has held previous positions at Royal Holloway University of London ( ); the University of Oxford (2006-8); and the Rajaratnam School of International Studies in Singapore (2002-5). She holds Masters (1999) and Doctoral (2001) degrees in International Relations and an undergraduate degree in Geography (1996), all from the University of Oxford. She also holds a Masters in Environment & Development from Cambridge (1997). Dr Ross Tapsell Ross Tapsell is a lecturer and researcher at the ANU's College of Asia and the Pacific, specialising in media and culture in Island Southeast Asia. He is the author of 'Media Power in Indonesia: Oligarchs, Citizens and the Digital Revolution' and co-editor of 'Digital Indonesia: Connectivity and Divergence'. Upon completion of his PhD, Ross was a recipient of the Australian Government Endeavour Postdoctorate Award. He has been a Visiting Fellow at The University of Indonesia (Jakarta), Airlangga University (Surabaya) and Indiana University (Bloomington, US). He has previously worked in Indonesia with The Jakarta Post and the Lombok Post. Ross is currently Director of the ANU's Malaysia Institute. He is involved in the ANU's Indonesia Project and the academic news/analysis website New Mandala Dr Shiro Armstrong Shiro Armstrong is an economist and Fellow at the Crawford School of Public Policy. He is Director of the Australia-Japan Research Centre, Editor of the East Asia Forum, Director of the East Asian Bureau of Economic Research and Research Associate at the Center on Japanese Economy and Business at the Columbia Business School. Shiro is a recipient of an Australian Government Endeavour Research Fellowship, Gary Saxonhouse Prize Fellowship for Japanese Economics, Crawford Award for best research paper on the Japanese Economy, Vice-Chancellor s Staff Excellence Award for Public Policy and Outreach and twice the Vice Chancellor s Award for Innovation and Excellence in Service Quality.
