4 CONFERENCE SPEAKERS / PRESENTERS TERRANCE CLARK Director, The Helena Start-Up Program Co-founder, Thrive Hailing from Bloomington, Illinois, Terrance obtained his BFA in Graphic Design from the Kansas City Art Institute in After working in the exhibit/signage design industry he obtained his master s degree in Design Management at Pratt Institute, NYC in In that same year, Terrance moved on to launch Thrive in Helena, AR and begin his current journey. Terrance serves as the Director of The Helena Start-Up Program and he manages the business administration and development activities at Thrive. As a co-founder of Thrive, Terrance works with new and existing business owners to develop their longterm business plans and marketing strategies, while also contributing a great deal of energy toward Thrive s long-term growth plan to bring their business model to other communities in rural America. CHARLIE COOK Editor and Publisher of the Cook Political Report Columnist for the National Journal When Charlie Cook makes a pronouncement based on his analysis of the political scene in America, people who want to be in the know sit up and listen. For more than two decades he has been Washington s most trusted and most accurate voice on all things political, whether it s the outcome of a Congressional, gubernatorial, or presidential election. As the editor and publisher of the Cook Political Report and a political analyst for the National Journal Group, his prodigious writing is a direct line to the heart of politics. He writes weekly for National Journal magazine and National Journal Daily, and he also pens a regular column for the Washington Quarterly. Once deemed the Picasso of election analysis by the Wall Street Journal and represented exclusively by Leading Authorities speakers bureau, Cook produces the sharpest political handicapping in the business, serving as the one-man, go-to-source for Americans who want to be truly informed. JAMIE FIELDS Leadership Springfield Coordinator Springfield Area After three years in Membership Development, I m excited for my new role at Leadership Springfield Coordinator and really enjoying deepening connections within the community and city organizations, and I m thankful for my supportive board and chamber staff support team. When I m not working I spend time with my two daughters and husband, Nathan doing anything we can outdoors as a family: canoeing, horseback riding, bicycling, working in our garden with our chickens in our backyard. I grew up in the small town of Spokane, Missouri, only 36 total graduates. I strive to leave the world a more positive place than I found it, and always try to brighten someone s day either with a funny story or a positive quote, and I never underestimate the power or saying thank you. I graduated from Missouri State University with a degree in Communications and a minor in Criminal Justice. I have been involved with Lost & Found Grief Center as a Facilitator to provide additional support to offer a stable environment for our children dealing with loss related issues. In addition to acting as a facilitator, I was part of a group selected to be part of a Trauma Response Team in case of an unexpected tragedy in our community and feel lucky to work with such an incredible organization. In the past I have been involved with the Special Olympics and the creative team for the Cattle Barron s Ball as well as the making Strides Breast cancer walk. I also stay busy with my church Family at New Life Church. JAMIE GATES Executive Vice President Conway Area and Conway Development Corporation Jamie Gates wants to live in a world where kids under 6 eat free, and the UCA Bears are always in the postseason. As an economic developer, government employee and nonprofit executive, Jamie has led efforts to build more than $100 million of infrastructure in Conway. In his role as executive vice president of the Conway Area, he leads government affairs, communication, and publishing activities. Most recently, he has become infatuated with digital marketing and research. When he s not promoting Conway, you can find him spending time with his wife and three young children. DON HARKEY Partner & Chief Innovation Officer People Centric Consulting Group Don Harkey is a Partner and Chief Innovation Officer for People Centric Consulting Group based in Springfield, Missouri. People Centric helps organizations implement People Centric Systems that create high performing cultures of engagement, focus, and accountability. They provide strategic planning, consulting, professional development, business analysis, succession planning, and many other services. Don holds a B.S. in Chemical Engineering from the University of Nebraska-Lincoln and spent 10 years working for Fortune 500 companies (Archer Daniels Midland and 3M) where he developed his skills helping people to improve processes before jumping into the world of business consulting in Don is very active in the community having served on many boards including Leadership Springfield, the Southeast Rotary Club of Springfield, Messiah Lutheran Church, Messiah Lighthouse and Family Development Center, and the United Way of the Ozarks. He is also a member of several area organizations including the Springfield Area, Springfield Executive Breakfast Club, and the Downtown Springfield Association. Don enjoys spending time with his wife Julie and his two children, Molly Age 9 and Jeffrey Age 13. He has coached his son s football and basketball teams and enjoys attending his daughter s regular swim meets. To relax, Don enjoys golf, music, and history. WILL HEARN Senior Vice President CBRE Business Location Consulting Group William Hearn (Will) is Senior Vice President of CBRE s Business Location Consulting Group, as well as an affiliate member of CBRE s Economic Incentives Group (EIG), based in Atlanta, Georgia. Over the past 20 years, Mr. Hearn has consulted leading global companies, supporting expansion, consolidation, relocation divestiture and M&A needs as it relates to location of facilities. Mr. Hearn has completed more than 200 site selection assignments, ranging from $5 million to $1.5 billion in capital investment. Mr. Hearn leverages his experience to ensure that clients focus on the most critical aspects of a project, resulting in smooth board decisions, comprehensive client input and a commitment to client schedule and cost requirements. Mr. Hearn has completed assignments in all regions of the US and Canada, with significant experience in Asia, Europe, Southcentral Europe and Mexico, leveraging technical expertise, gleaned while leading a site selection consulting group at a global engineering and design firm. Mr. Hearn has supported clients across industries, including advanced manufacturing, chemicals and process, financial and insurance, biotech and life sciences, R&D, energy, shared services and call centers. Over the past five years, Mr. Hearn has supported some of the most dynamic investment projects from Germany and Japan into the US, including a large solar manufacturing plant and automotive projects.

5 Mr. Hearn has become recognized as an industry leader as a founding member of The Site Selectors Guild, a national association of site selection professionals founded in Mr. Hearn has served as paid advisor to states to address economic development and investment policy, and is a regular speaker at national events that address site selection and financial incentives issues. One such assignment resulted in the creation of a $75 million deal closing fund that received a 75% voter referendum approval. In 2008 and in 2010, Mr. Hearn led consulting engagements at The World Bank and USAID to address transitioning economies in eastern Europe, resulting in the creation of nine Special Economic Zones (SEZs) to encourage foreign investment. Prior to joining CBRE, he served as a Senior Technologist and Director of Site Selection at CH2M Hill. Mr. Hearn began his career as an Industrial Trainee and IBM in Germany. LINDSAY HENDERSON Chief Revenue Officer Conway Area As chief revenue officer for the Conway Area, Lindsay Henderson manages more than $1 million in sales with a personal sales goal of more than $300,000. Henderson began working for the Chamber in September 2010 as director of membership services. She was promoted to vice president of member services in January 2012 before becoming chief operating officer in 2013 and then chief revenue officer in Prior to working at the Chamber, Henderson served as director of new student programs at the University of Central Arkansas, where she earned a Bachelor of Arts in Speech Communication and a Master of Science in Higher Education. Henderson is a graduate of the Faulkner County Leadership Institute and the Institute for Organization Management. She is serving on the Conway Corporation board of directors and has previously served on the boards of the Conway Regional Health System Women s Council, Arkansas Community Foundation of Faulkner County, and the Conway Symphony Orchestra. A native of Bald Knob, Arkansas, Lindsay now calls Conway home. She and her husband, Jon Ross, have four dogs: Dixie, Lola, Linus, and Lucy. JARRED HOWARD Regional Manager, Economic Development BNSF Railway Jarred Howard was named regional manager, Economic Development, for BNSF Railway in October In this role, he is responsible for the strategic direction and execution of BNSF s network expansion efforts in the southeastern United States. Jarred launched his career at JPMorgan Chase, where he held roles in their Consumer Products and Commercial Lending business units. He later spent six years at DaimlerChrysler Financial Services, where he worked in corporate lending and led a remarketing team. In 2006, Jarred joined BNSF Railway, where he managed sales and marketing teams in the Consumer Products business unit before assuming his current role. Jarred holds a Bachelor of Business Administration, University of North Texas and a Master of Business Administration, Dallas Baptist University. He is an Executive Board Member for Jubilee Theatre Fort Worth and a Board Member of Emerging Coalition of Leading Young Professionals for Service and Empowerment (ECLYPSE). A Fort Worth native, Jarred lives in northeast Tarrant County with his wife, son, and daughter, and enjoys event planning, brand-building and the Dallas Cowboys. JOHN LENIO Senior Vice President & Economist CBRE Location Incentives Practice John Lenio is a Senior Vice President and Economist in CBRE s Location Incentives practice. The Practice specializes in identifying, negotiating, and securing economic & tax incentives for CBRE s corporate clients in the United States and Canada. Since 2004, the Practice has secured incentive packages valued over $1.5 billion for companies including AT&T, American Express, US Bank, McKesson, Lexmark and Discover. Mr. Lenio has managed incentive engagements in all 50 States and 10 Provinces in Canada. This has given him unique insight into the nuances of economic development and site selection from primary urban centers to secondary and tertiary communities. In addition, Mr. Lenio is a widely sought after public speaker and subject matter expert in areas of site selection, economic development and tax policy, and tax incentives. Mr. Lenio has been a practicing Economist since 1998 and has become a leading expert on matters of national and regional economic development, multifamily residential development, economic & fiscal impact analysis, and real estate due feasibility studies. He has completed his undergraduate and graduate studies at Arizona State University studying economics (bachelor s and master s), business administration (master s), and quantitative business techniques (certificate). CHRISTOPHER LLOYD Sr. VP & Director, Infrastructure & Economic Development McGuireWoods Consulting LLC Chris leads the McGuireWoods Consulting infrastructure and economic development team where he specializes in site selection and economic development incentives negotiations. Chris has also worked closely with clients on numerous public-private partnership projects for transportation and other infrastructure as well as playing a leading role in the development and passage of Virginia s public-private partnership laws. These statutes have since become model legislation for use in other states. As a result of this work, Chris has become a frequent speaker on economic development policy issues and public private partnership projects around the country. Prior to joining McGuireWoods Consulting, Chris served for nearly five years in the Office of the Secretary of Commerce and Trade under Virginia Governors Allen and Wilder. In this position, he was responsible for legislative, budgetary, and regulatory coordination and development for the 15 agencies within that Secretariat which oversees the state s economic development programs. Chris graduated from the College of William and Mary in He lives in Richmond with his wife, Megan and children, Ryan and Meredith. BRANDON MORRIS Director of Public Affairs - AR, OK & TN Union Pacific Railroad Brandon Morris serves as Director - Public Affairs at Union Pacific Railroad. He is responsible for the development and implementation of Union Pacific s strategy and policy for state government affairs, community relations, public partnerships and philanthropic programs in Arkansas, Oklahoma and Tennessee. Morris serves as the chairman of the Arkansas Railroad Association and the Oklahoma Railroad Association. Prior to joining Union Pacific in 2014, Morris served as public information officer at the Arkansas Department of Emergency Management (ADEM). From 2008 to 2013, he worked for SAIC and served as the public affairs and outreach liaison for the Pine Bluff Chemical Agent Disposal Facility on the U.S. Army Pine Bluff Arsenal. Morris holds a Bachelor of Science - Journalism from Arkansas State University - Jonesboro and a Masters of Public Administration from Webster University. He serves on the Arkansas State University Alumni Association board of directors and is involved with the Arkansas Chapter of Public Relations Society of America. Morris is also Accredited in Public Relations and Military Communication (APR+M). KEVIN PHILLIPS Assistant Vice President Industrial Development and Design Genesee & Wyoming Railroad Services, Inc. Kevin has over 12 years working within the railroad industry, and is currently focused on leading the industrial development efforts in 18 states encompassing 44 short line railroads within Genesee & Wyoming s North American footprint. Responsibilities also includes managing the company s track design initiative for all Genesee & Wyoming s 114 North American short lines, where focused on existing customer track expansion, new customer track design along with track design for marketing purposes. Building on a strong knowledge of the railroad network in the United States, Kevin has also spent 15 years involved in the railroad construction and railroad services industry, where he worked for all the class 1 railroads and many of the short line railroads across the United States.

6 CONFERENCE SPEAKERS / PRESENTERS (CONTINUED) Within his career, Kevin has also held many railroad industry organization board positions in several cities through the years, last being committee chair for St. Louis Railroad Association. Kevin holds a Bachelor of Science degree in Business Administration from Webster University St. Louis, MO. MIKE PRESTON Executive Director Arkansas Economic Development Commission Governor Asa Hutchinson appointed Mike Preston executive director of the Arkansas Economic Development Commission in March Preston is widely regarded as a leading advocate for economic development. Before joining AEDC, Preston served six and a half years as the Vice President of Government Relations for Enterprise Florida. While in Florida, he secured hundreds of millions of dollars for the organization, the state s economic development toolkit, international trade initiatives and capital programs. During his tenure at Enterprise Florida he was part of the team that helped create more than 147,000 jobs paying an average wage of $56,437 and generating $10.07 billion in capital investment. In his first year with AEDC, Preston and Governor Asa Hutchinson made business recruitment trips to Cuba, Japan, China, France, Germany, New York City, and Silicon Valley. The trips played an important role in helping more than 100 companies locate or expand operations in Arkansas, investing $2 billion and creating 6,000 new jobs. Among these companies were J.B. Hunt in Lowell (more than 1,000 jobs), Bad Boy Mowers in Batesville (160 jobs) and leading mobile app developer Metova (three locations totaling 190 new jobs). In addition to his business recruitment efforts, Preston led AEDC as the agency merged with two other state agencies, the Arkansas Department of Rural Services and the Arkansas Science and Technology Authority. The merger resulted in the savings of hundreds of thousands of dollars without one lost job. He is also leading the way as AEDC undergoes a new brand awareness campaign, Arkansas Inc., aimed at out-ofstate decision makers looking to expand their businesses. He also has experience working in the state legislature. Before joining Enterprise Florida he was the Chief of Staff to a State Senator and a Legislative Assistant to a State Representative. He is a 2005 graduate of the University of Florida. He and his wife Anne are happy to call Arkansas home. BRIAN ROGERS Deputy Director, Office of Skills Development Arkansas Department of Career Education (ACE) Brian Rogers is the Deputy Director, Office of Skills Development at the Arkansas Department of Career Education (ACE). Brian has almost twenty years of experience in operations, engineering and R&D, project and program management, and law, primarily in the Houston, Austin, and Dallas markets. His engagements cover several sectors including semiconductors, healthcare and life science, petrochemicals, academia, economic development, and government. Brian s core competencies include technical writing, leveraging data to drive discovery and development of strategies and solutions, process and quality engineering based on principles such as Six Sigma and Lean, project and program management, drafting and negotiating agreements, intellectual property, business model development, grants and sponsored research, and workforce and economic development. Brian received his Chemical Engineering degree from the University of Arkansas at Fayetteville, followed by several years at Texas Instruments, Inc., before completing law school at the University of Houston. He has worked professionally with (now Baylor) Scott & White Healthcare, Chevron Phillips Chemical, Texas Instruments, University of Arkansas, Conley Rose PC, Emerson Electric, the Small Business and Technology Development Center, ATOFINA, Toni and Guy, and Halliburton. He is active in two angel funds, volunteers as a startup mentor for multiple accelerators aimed at new business and economic development, and regularly provides training, coaching, and consulting. JENNIFER ROREX HR & Recruiting Administrator Rural Sourcing, Inc. Jennifer is the HR and Recruiting Administrator for the Jonesboro Development Center of Rural Sourcing Inc. (RSI). She has been with RSI since Jennifer graduated from Arkansas State University in She has over 5 years of experience in Recruiting and Human Resources. In her spare time, she likes to run and spend time with her husband Rodney and 2 kids, Brody and Raegan. WARWICK SABIN Senior Director, U.S. Programs Winrock International Warwick Sabin is Senior Director, U.S. Programs at Winrock International and he serves in the Arkansas House of Representatives. As the State Representative for District 33, Warwick also holds the position of Assistant Speaker Pro Tempore for the 90th General Assembly. Both Arkansas Democrat-Gazette columnist John Brummett as well as Talk Business Quarterly named Warwick among the top ten legislators of the 2013 legislative session, and the Arkansas Times called him the Freshman of the session. In 2014, he was among 24 national political leaders awarded the Rodel Fellowship by the Aspen Institute for his outstanding ability to work responsibly across partisan divisions and bring greater civility to public discourse. Before assuming his position at Winrock International, Warwick was the founding director of the Arkansas Regional Innovation Hub. Previously he was publisher of the Oxford American magazine, and in 2009 he was named to the FOLIO:40, a list of the 40 most influential people in the national magazine industry. His additional professional experience includes serving as director of development for the Clinton Foundation, as well as working on Capitol Hill, at the White House, and at Foreign Affairs magazine. He is a Marshall Scholar and a Truman Scholar, and he holds an M.A. in Philosophy, Politics and Economics from Oxford University and a B.A. (summa cum laude) in Political Science from University of Arkansas, where he graduated as valedictorian and was president of the student body. He received the University of Arkansas Young Alumni Award in 2005 and was named to the Arkansas Business 40 Under 40 in 2003, and he has volunteered and served on the boards of directors for numerous community and nonprofit organizations and projects in Central Arkansas. Warwick and his wife, Jessica DeLoach Sabin, live in Little Rock. LEE WATSON Founder, President & CEO The Venture Center Lee is the President & CEO of the The Venture Center, an entrepreneur-led organization creating a sustainable entrepreneurial economic engine for central Arkansas by leveraging best-practices to accelerate the growth of scalable ventures. Prior to the launch of the The Venture Center, Lee co-founded Southern Coding, an investment group made up of industry leading experts in development and design. Southern Coding works with portfolio companies on developing scalable technical infrastructure, implementing design best practices and creating internally incubated projects. Prior to the founding of Southern Coding, Lee created Clarovista, LLC a strategic consulting company focusing on the intersection of marketing and data. Clarovista consults with SMB and enterprise clients on sales gamification, custom mobile implementation and core analytics. Lee has worked with major regional clients in the financial services, automotive, retail, agricultural and travel industries and consults for numerous advertising agencies on implementing data analytics, leveraging new ad networks and developing mobile strategies, including partnering with appropriate startups. Clarovista was the first mobile app development company in Arkansas and has built several social apps and internal CRM tools for many businesses. Clarovista created one of the first real-time display apps for tweets and collection called Tweeple. The professional version has been used for the collection of tweets for analytics.
