The Spring Break Committee did their magic and ensured that we had another extraordinary networking event. 3 Moving Forward Lisa Hibbs Chapter Executive Director, CAI-NJ Just back from the CAI Annual Conference & Exposition in San Diego, your New Jersey delegation has returned to the Garden State refreshed, inspired and charged up for the challenges that lay ahead. One such challenge, which common interest communities deal with on a daily basis, is disputes between association boards and their residents. New Jersey is uniquely positioned in the United States as a forerunner in requiring by law N.J.S.A. 46:8B-14(k) and N.J.S.A. 45:22A-44(c) community associations to offer a fair and efficient alternative to litigation, commonly referred to as Alternative Dispute Resolution (ADR). The New Jersey chapter of CAI has been offering Alternative Dispute Resolution to members and non-members for over 13 years: the Mediation Referral Service was started by the Past Presidents Committee on January 1, Fast forward to May 2013, and we now find a few states looking to New Jersey for empirical data and lessons learned, as they consider establishing their own state laws regarding ADR. The New Jersey chapter has the good fortune of sharing our experiences with other CAI chapters as they embark on their journey through the regulatory process. Many of you are familiar with the recent Bell Tower Condominium Association v. Haffert decision in The Court s decision in this case once again changed the scope of ADR, as have many other rulings over the years. Many community associations have their own ADR offerings, while others utilize the service provided by CAI-NJ. In an attempt to ensure that the CAI-NJ Alternative Dispute Resolution Program is providing the most up-to-date training for our mediators, we have historically provided mediator training sessions about every three years since the inception of the program in 2000, and were pleased to offer our latest mediator training session on Tuesday, May 21, 2013, at the Clearbrook Cultural Center in Monroe, New Jersey. Based on the success of the May training session, additional sessions may be scheduled in other parts of the state. 4 Legislative Update The Manager Licensing bill continues to work its way through the state legislature in Trenton. Jean Bestafka Renaissance at Manchester Vice Chair, New Jersey Legislative Action Committee CAI has an Amicus curiae or Friend of the Court Program through which we assist in court cases involving significant community association issues. Amicus curiae briefs allow CAI to educate a court about important legal issues in cases related directly to the community association industry. These amicus brief submissions give CAI the opportunity as an organization to help shape the outcome of matters of importance to community association law. The CAI name represents a level of expertise, knowledge and professionalism in community association matters that adds weight to a community association-related submitted brief. To be more effective in these efforts, the Legislative Action Committee has created an Amicus Program sub committee. The subcommittee includes attorneys with varied community association experience and the chairman of the Legislative Action Committee. The sub-committee will develop mechanisms for CAI to deal quickly and efficiently when asked by our communities to assist. They will evaluate proposals for briefs and make recommendations regarding the appropriate level of involvement in any given case. It is important for our members to let CAI know when they are involved in, or become aware of, a lawsuit which may have an impact of general concern to the industry. We can only participate and have our views expressed when we know about these cases as they first arise. In addition, CAI continues to work for meaningful and effective legislation to enhance our communities. The Manager Licensing bill continues to work its way through the state legislature in Trenton. The Assembly version of the bill, A2658 has already passed. The Senate version of the bill S-2578, was officially introduced on February 22, 2013, and awaits scheduling before Chairwoman Nia Gill and the Senate Commerce Committee. CAI representatives met with Senators Gill, Lesniak, Kean and Cardinale to discuss the reasons for the bill and share issues and problems in communities that the bill will alleviate. CAI supports A-3497 sponsored by Assemblyman Herb Conaway, which revises the residential property mortgage foreclosure process, requires documentation of right to foreclose and consultation on foreclosure alternatives and provides expedited process for foreclosing abandoned properties. The current process is fraught with difficulties in trying to get the bank to maintain the foreclosed property. We continue to review and monitor a number of bills such as S-2491, sponsored by Senator James Holzapfel, which requires installation of emergency power supply systems to certain common areas of new planned real estate developments. A few months ago, we reported on the new federal energy efficiency standards which take effect in northern states, including New Jersey. Under the Department of Energy rules, gas furnaces must be at least 90 percent efficient, compared with the current 78 percent efficient criterion. These rules were due to take effect on May 1st. The American Public Gas Association (APGA) filed a motion to have the Department of Energy repeal the law and we are waiting for the courts to rule. Since the Washington DC court of Appeals has not ruled, the court has been asked to stay the implementation of the regulations until the court rules. n Help CAI s Amicus Effort The CAI Amicus Program is looking for your help. For years, CAI has participated in New Jersey court cases involving significant community association issues. We do this through our Amicus or Friend of the Court Program. With the court s permission, CAI files briefs in court cases advocating the interests of our members. CAI has successfully appeared in a number of important New Jersey cases, including Twin Rivers. It is important for our members to let CAI know when they are involved in, or become aware of, a lawsuit which may have an impact of general concern to the industry. We can only participate and have our views expressed when we know about these cases when they first arise. So, this is an important request on behalf of both the National and Chapter Legislative Action Committees to please advise the Chapter office of any litigation involving community association issues of potential importance to the entire industry. 4 Community Trends May 2013

5 2013 Board of Directors chapter Trends Jack McGrath, R Newly Appointed to the Foundation for Community Association Research Board of Directors Falls Church, VA Jack McGrath, R has been appointed to a three-year term on the Foundation for Community Association Research Board of Directors. His term commences on July 1, Mr. McGrath has been very active in CAI over the years both locally and nationally. He was President of CAI-NJ in 2006 and currently serves on the Board of Directors. He was the recipient of the 2004 President s Award, elected into the CAI-NJ Hall of Fame in 2009 and was the 2011 recipient of the Jerome M. Fien Jack McGrath, R Distinguished Service Award. Nationally, he served two terms on the CAVL Committee ( and ) and was chair in 2007 and He also served on the National Board of Trustees in 2006, 2007, 2009 and On his appointment, Jack stated Thank you for accepting me to participate as a member of the Foundation. I will do my best to live up to the standards that they represent. Benjamin Franklin said: By failing to prepare, you are preparing to fail. How a board functions and how well-prepared board members are to understand and meet the financial, operational, physical and governance responsibilities of their community is critical to the success of the board in effectively achieving the community s goals on behalf of its residents. Known as a tool for achieving purpose in the corporate world, Strategic Planning can represent a refreshing focus for the board of a community association. Strategic Planning begins with a vision - a search for purpose and meaning. What type of community are you and what type do you want to be? Communities, not unlike businesses, have a niche in the market in which they compete. What is your niche (e.g., empty nesters or young families)? What are the types and level of services you wish to provide? How aligned are your costs and unit values with your vision? How sound is your financial position to enable you to achieve your marketing and operating goals? How do residents describe the experience of living in your community? Many questions and perspectives must be coalesced to achieve an appropriate and collective vision. Once a board has honed a vision, it is time to turn their attention to developing a strategy. Strategy is a search for advantage or, said differently, once you have a vision, how do you become the best at what you want to be? What differentiates your community from similar communities in your area? What is your unique selling proposition? Development of a clear vision and an understanding of how you want to position your community readies you to embark on the strategic planning process. Strategic Planning is a process by which we can envision the future and develop the necessary procedures and operations to influence and achieve that future. Clark Crouch If you are satisfied with how your community is operating, the price your units command or the services your community provides, the next question is: what can be done to make it better? If you are not satisfied, the question still is: what can be done to make it better? One technique for starting is through a SWOT analysis or identifying specific strengths, weaknesses, opportunities and threats. This methodology is just one of many to take stock of where you are and where you want to be so that you can create the route to get there. You can invite your residents to discuss their opinions, create a survey, engage realtors and vendors in discussions on how you stack-up against other like communities but regardless of the various methodologies you employ, you need to gather data from as many sources as Continues on page 8. 6 Community Trends May 2013

Strengths Weaknesses SWOT Analysis Opportunities Threats Henry Ford said: If you always do what you ve always done, you ll always get what you ve always got. Simply said, this means the board needs to create a roadmap to get from where you are to where you want to be. If you were driving to a location for the first time, would you go without a map? A strategic plan is your roadmap. It has curves and detours but it is a living roadmap, which needs to be periodically reviewed. The process looks like Figure 1 below. Your strategic plan should encompass the following areas and include short, intermediate, and long-term goals: Financial health Operational and physical health Services offered Association s culture Governance The questions below can serve as a checklist to assist your board in developing a strategic plan. These are not meant to be all-inclusive and you are encouraged to add questions that will help you assess your unique community and develop a meaningful and responsive plan. Association s Financial Health: How realistic are your budgets? What opportunities exist for savings without adversely affecting services? If the association has deficits, how can you make up the deficit without adversely affecting residents? How much working capital is appropriate for your community and if you are not at that level, how will you get to that level? Do you have an up-to-date Capital Reserve Study? 12 STRATEGIC PLANNING... from page 11. Are there clear, written Code of Ethics and Conflicts of Interest standards in place? Do you have community outreach for volunteers who can offer expertise to enhance your community? Do you continuously offer training and education for your staff, management and board? Are all your corporate governance documents up-to-date, consistent with your strategies and available? Is the board transparent in all of its interactions and transactions? Your vision is set. Your strategies are agreed upon and your strategic plan is in place. Your roadmap is done. Now you need to make sure you get to your destination through effective execution. You also need to measure your success in implementing your plan and achieving your goals so you know your progress and also institute corrective action if you veer off course. The chart in Figure 2 below can be a useful tool for managing the process. The best measurement of the success of your strategies is whether the board, through its actions, has increased home values to its owners and improved the quality of life for residents. Identifying measures of success as shown in the chart below will keep you focused on strategy goals and execution. You will then be able to assess progress and refresh the process for continuous improvement. Consider devoting certain meetings exclusively to discussing strategy and assessing implementation. Remember that every roadmap to a destination has detours. However, if you stay the course, if you consistently reconfirm your destination and direction, and when appropriate reset your course, you will meet your goals and you will achieve your desired results. It would be interesting to know who coined the phrase: Technology will make all of our lives easier. With evergrowing ways of staying connected, technology has not made our lives easier. In fact, technology has created an overload of ways to communicate. It used to be that people would either call or write a letter to address an issue then patiently await a response. In today s world, it seems that a phone call is followed up by an , a posting to the community s website, an to the board and a posting to a resident blog, all before 9:00 a.m. Of course this may be slightly exaggerated, but in some instances not by much. Managers of a portfolio of communities are always looking at ways to streamline processes and stay ahead of the issues. This includes handling the myriad of questions, concerns, maintenance requests and emergencies that stream across our desks on a weekly basis. As an owner in a community association, there are simple things you can do to help with receiving an efficient response to your communications to the association and management. Determine what is your association and management company s preferred method of communication. It may be that your association maintains a community web page that has a specific function for filing requests and concerns or communicating directly with the board and management. Associations like this method because it provides the ability to better track issues. Your manager may prefer to voice mail as it allows them to communicate during off hours or while traveling. It also allows the manager to expedite issues. An usually describes the issue and allows for ease of forwarding to a third party such as the board or maintenance vendor. For those owners that may not have the desire to be connected or tech savvy, phone calls and snail mail will remain their communication option. No matter the form of communication, there are a few things we can all keep in mind to help facilitate effective and pleasant communication. When communicating with management, it helps when residents start messages off with their association name, address and phone number. You would be surprised by the number of associations that have the same street name as well as the number of residents with the same last name. Place your association name and address in an subject line. Make sure your phone number is at the start of the message. When leaving an extended message, people sometimes forget to leave a phone number to return a call or end up rushing to get the phone number in before their recording time expires. If you need an answer to a question, make sure the basis of your question is in the message. This way management is prepared when they respond. Remember that while your communication may be due to you being upset with a certain situation, the person on the other end of the communication is there to assist and help resolve the issue. Keep in mind that when sending multiple communications on the same issue within a 24-hour period, you should expect a response within hours for non-emergency issues. s are viewed the same as a voice message when it comes to time frame for a response. Even though the was received, it is possible that the manager is not in a position to respond immediately. It is important that all residents know and understand an association and management company s 24-hour emergency procedures and contact information. While most managers and board members have smart phones, it does not necessarily mean that they are monitoring their phones and s 24/7. Not using the proper communication channels for reporting emergencies may lead to a prolonged response or worse, no response until your communication is received. Also remember that emergency contacts are established in order to provide as quick of a response as possible. While technology continues to advance faster than humans are able to keep up, we need to continually find the balance between what is feasible and what is expected. n 14 Community Trends May 2013

Porzio, Bromberg & Newman, P.C. istockphoto.com...the number of such facilities is not keeping pace with the increase in the number of PEVs on the roads or, alternatively, plugged into an outlet in your community. Electric & Plug-in Hybrid Vehicle Distribution with Electric Charging Stations According to the New Jersey Department of Environmental Protection 1, vehicle emissions account for about 30 percent of the total hydrocarbons and oxides of nitrogen emissions in the air, which contribute to the formation of ground-level ozone or smog during the summer months. Data from the New Jersey Motor Vehicles Commission indicates that the number of plug-in electric hybrid vehicles (PEVs) in New Jersey is growing steadily. As illustrated on the map, as of June 2012 some counties had as many as one hundred and five (105) PEVs registered. 2 As gas prices continue to climb and climate change continues to be a significant topic of conversation, the interest and number of these vehicles in New Jersey will continue to grow. Further innovation and availability of these vehicles will also increase these trends. While the number of public charging stations and public fleet facilities are increasing, the number of such facilities is not keeping pace with the increase in the number of PEVs on the roads or, alternatively, plugged into an outlet in your community. 21 ing is some background on charging PEVs and Electric Vehicle (EV) charging stations. According to the New Jersey Department of Community Affairs, most PEVs can be charged from a standard household wall outlet using a special cord, which is typically provided by the car manufacturer. 3 This is known as Level 1 charging and can take a long time and consume a fairly significant amount of energy. Level 2 charging stations are faster and operate at 240 volts as opposed to 120 volts. Finally, Level 3 charging stations connect at 500 volts of direct current. Charging stations for EVs require compliance with subcodes adopted by the State of New Jersey Uniform Construction Code (UCC). The New Jersey Department of Community Affairs, Division of Codes and Standards has issued guidance on residential EV charging stations. Generally, home charging of EVs will likely necessitate the installation of an EV charging station. Installation or modification of wiring and building electrical systems can be difficult and potentially dangerous. Since the Division of Codes and Standards has determined that a homeowner or electrical contractor need only provide verbal notification to the local code enforcement agency prior to starting the installation of a charging station, associations may need to be more proactive if they want to have input in the installation process at a unit in their community before the installation work commences. An association s governing documents may not address this type of improvement to a unit. However, it is likely that the location of the EV charging station may require the consent of the association. In addition, associations with and without common electrical systems should be involved in and, at a minimum, notified of any plans to install an EV charging station in or around a unit. Moreover, where there are common building systems that are not individually metered or submetered, issues can arise between unit owners and the association regarding the amount of electricity being consumed and the ultimate responsibility for the costs of that electricity. Another potential issue for community associations as the number of PEVs and the need for more charging stations grows is parking. It is not difficult to imagine the worst case scenario, where unit owners run extension cords from their units, across common areas to the parking lot where their Continues on page 22. If a large number of unit owners in a community acquire PEVs, the association may consider offering a charging station as a community amenity, similar to the recent actions of some communities that have added generators to club houses. The overall impact of the growing fleet of electric vehicles on community associations is still unclear; however, there is no question that there is a trend towards an increase in the production, purchase and use of these vehicles. Government mandates, financial incentives and concern for the environment will further this movement. 24 Are Gov. Christie s Views Out of Step With Jersey? Job rating slightly lower, but still high Monmouth University/Asbury Park Press Poll Governor Chris Christie s reelection prospects remain strong, but the Monmouth University/Asbury Park Press Poll also finds a slight erosion of his post-sandy job ratings. On the campaign front, New Jersey is divided as to whether the governor s views on hot button social issues are out of step with his constituents which is a key line of attack from his Democratic challenger. Currently, Gov. Christie earns a 63% approve to 26% disapprove job rating among all Garden State residents. Among registered voters, his rating stands at 65% approve to 26% disapprove. In February, his job approval rating was 70% to 17% among all residents and 70% to 16% among voters. This decline has occurred across every demographic group, but he still earns majority approval from Republicans (86%), independents (64%), and Democrats (52%) alike, as well as from the state s public workers (54%). Nearly 6-in-10 (59%) registered voters say that Gov. Christie deserves a second term, down just slightly from his February support level (63%). Just one-third (34%) say it is time to put someone else in office and 7% are not sure whether the governor merits re-election. The slight drop in the governor s overall re-election support comes mainly from independent voters standing at a still-solid 59%, but down from 68% in February. State Senator Barbara Buono, the probable Democratic nominee for governor, has been focusing part of her campaign message on the charge that Chris Christie s views are out of step with most of New Jersey. On government spending an issue which is a centerpiece of the governor s own campaign a majority of residents (55%) say that Christie s views are in line with most of his constituents, compared to 36% who say he is out of step on this issue. Garden State residents are also divided on whether Gov. Christie s views on abortion and same sex marriage are in line with majority opinion in New Jersey. Compared to the state s fiscal issues, though, a larger number are also unsure where the governor stands on these social concerns. On abortion, 33% say the governor s views are in line with most New Jerseyans, 32% say they are out of step, and 34% are unsure. This result marks the highest level of support for same sex marriage in ten years of this specific question being asked on New Jersey polls. The prior high was 52% favor to 34% oppose in February The poll also revealed an interesting convergence between an individual s beliefs and their take on the governor s views relative to whether they feel he is in line with most of New Jersey. Among those who side with majority on these issues and correctly identify Chris Christie s positions, two-thirds say that the governor s views are out of step with most New Jerseyans 66% for abortion and 67% for same sex marriage. However, if an individual feels that the governor shares their own views on these issues regardless of which side of the issue they agree with they are more likely to feel that the governor s and presumably their own views are in line with majority opinion. Specifically, New Jerseyans who take a majority pro-choice view of abortion and say Chris Christie feels the same are more likely to see the governor as being in line with his constituents on this issue (55%) rather than out of step (21%). Similarly, 51% of those who favor same sex marriage and think the governor shares their opinion say that his views are in line with New Jersey, compared to just 15% who say they are out of step. The same pattern is true, though, when both the individual and the governor are in the minority. Over half (51%) of pro-life New Jerseyans who also see the governor as pro-life say that these views are actually in line with most of New Jersey, compared to just 30% who say they are out of step. Similarly, nearly half (48%) of New Jerseyans who oppose gay marriage and say the governor feels the same inaccurately see 12. Live interviewing services were provided by Braun Research, Inc. and the telephone sample was obtained from Survey Sampling International. Monmouth is responsible for all aspects of the survey questionnaire design, data weighting and analysis. For results based on the total sample, one can say with 95% confidence that the error attributable to sampling has a maximum margin of plus or minus 3.5 percentage points. Sampling error increases as the sample size decreases, so statements based on various population subgroups, such as separate figures reported by gender or party identification, are subject to more error than are statements based on the total sample. In addition to sampling error, one should bear in mind that question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of opinion polls. Specific voter surveys are conducted when appropriate during election cycles. these views as being in line with the state majority, compared to 35% who say they are out of step. Governor s Survey Questions The governor s office recently sent a mailing to Central Jersey residents that included a survey asking them to grade his performance on a number of issues. As a service to the administration, the poll replicated two of the questions from that survey to provide a representative statewide evaluation. When asked to grade the governor on his efforts to rebuild our state in the aftermath of Superstorm Sandy, 3- in-4 New Jerseyans give Chris Christie an A (44%) or B (32%). 29 istockphoto.com Another 15% give him a C and fewer than 1-in-10 give him a poor grade of D (4%) or F (4%). The governor gets just slightly above average grades, though, on his work to get our state economy moving again. Most New Jerseyans say he has earned a B (39%) or C (27%) rather than an A (16%). But just 1-in- 6 say he deserves a poor grade of D (9%) or F (8%). Other Officeholder Ratings President Barack Obama holds a 55% approve to 42% disapprove job rating among registered voters in New Jersey. This marks a decline from the 60% to 33% voter rating he earned in February, which is similar to the size of the drop in Gov. Christie s job rating over the same period. Senator Frank Lautenberg currently holds a 47% approve to 32% disapprove rating among Garden State voters, compared to a 44% to 27% rating in February. Senator Bob Menendez, who has been the subject of recent questions over dealings with a campaign donor, has a 44% approve to 38% disapprove rating among New Jersey voters, compared to a 41% to 31% rating in February. New Jersey s state legislature earns a divided 41% approve to 42% disapprove rating from state voters. The legislature s February poll numbers were a net positive at 40% approve to 35% disapprove. The Monmouth University/Asbury Park Press Poll was conducted by telephone with 806 New Jersey adults from April 11 to 14, This sample has a margin of error of ± 3.5 percent. 36 managementtrends Greenest Lawns are in New Jersey By Thomas Curry, CMCA, AMS, PCAM Twin Rivers Community Trust As of January 5, 2013, the final phase of new regulations that affect every homeowner and every association with a lawn were implemented by the state of New Jersey. Two years ago, the state passed the most comprehensive and environmentally friendly fertilizer laws in the country. This spring marks the first full year of new fertilizer regulations for professional applicators and the beginning of new fertilizer rules for retailers. The law created a new program at the New Jersey Agricultural Experiment Station called PROFACT (Professional Fertilizer Applicator Certification Training), which manages the education and certification of New Jersey s professional fertilizer applicators. In addition to education and certification of professional fertilizer applicators, this law sets standards for fertilizer applications and regulates the labeling and retail sale of specialty fertilizers. The key elements of the new law eliminate phosphate as an ingredient in turf fertilizers, limits the total amount of nitrogen used in a year and prescribes a certain percentage of slow release nitrogen for fertilizers sold at retail. It prohibits the application of fertilizers in the winter and specifies the timing of fertilization applications before downpours and it regulates the distances fertilizers can be applied from bodies of water. Professional applicators cannot apply fertilizer to lawns after December 1st and before March 1st. Homeowners cannot apply fertilizer to lawns after November 15th and before March 1st. The law also prohibits the application of fertilizer to sidewalks, driveways, parking lots, streets, etc.; so make sure misapplications are cleaned up. These regulations are designed to reduce fertilizer runoff into streams, rivers and our beloved bays and estuaries thereby improving water quality. Here is a quick fertilizer lesson: nitrogen, phosphorus and potassium are nutrients necessary for the growth of a plant, but they are not always easily available to plants in nature. That is where fertilizer comes in. The numbers on a fertilizer bag represent, in order, the percentage by weight of nitrogen, phosphate and potash. Nitrogen (N) helps plants by promoting shoot growth, which allows for a thicker, denser lawn. Phosphate promotes strong root development and winter hardiness. Potassium (K) strengthens leaf blades, enabling grass to recover from heavy foot traffic, and helps grass withstand stress. The ban on phosphate will not hurt many lawns because most soil in New Jersey contains an appropriate amount of phosphate for plant growth. When nitrogen is in a slow release form, it does not cause a quick spurt of growth which would require frequent cutting. Slow release nitrogen is something many should have been using all along because it slowly releases the nutrient greening a lawn over a longer period. Except for the phosphate ban, most professional fertilizer companies were already abiding by these new standards prior to the enactment of the law. Occasionally unexpected weather conditions may have forced some companies to bend their standards, causing them to fertilize at inappropriate times. The new regulations prohibit such activities and force companies to better educate their employee s through the PROFACT certification procedure. This spring when homeowners visit their local nursery or home supply store and purchase turf fertilizers, they may notice the difference in the new fertilizer formulations. In New Jersey, fertilizer manufacturers and their retailers can now only sell turf fertilizers that abide by the new regulations. The ban on phosphate will not hurt many lawns because most soil in New Jersey contains an appropriate amount of phosphate for plant growth. You will no longer see the familiar bags of or or any other variation containing the center number, which is phosphate, being sold as turf fertilizer. The numbers represent in order the percentage by weight of nitrogen, phosphorus and potassium in the bag. New fertilizers combinations will have labeling that lists a zero for the middle number and the guaranteed analysis will post a percentage for slow release nitrogen. Applying the right quantity of fertilizer at the right time is not only important for the sake of our environment but also to the health of our lawns. New Jersey has taken the right approach to help protect our waterways, now it is up to everyone to abide the regulations. Along with a company s Department of Environmental Protection Pesticide Applicator s License, managers should now ask if their fertilizer/pesticide applicators are New Jersey certified fertilizer applicators. 44 CAI-NJ is always looking for new articles to be published in Community Trends If you are interested in submitting an article, please read the following Community Trends Author Guidelines Community Trends, the official magazine of the New Jersey chapter of Community Associations Institute, is published monthly (12 times a year). It is sent to approximately 2,000 community association members, attorneys, accountants, insurance agents, engineers, property managers, other service providers and interested citizens of community associations. We appreciate your interest in writing for Community Trends. Before you begin your article, please take a few minutes to review the following author s guidelines. Purpose Articles published in Community Trends have the same goal: to inform and educate CAI members on community associations. They should not serve as flagrant marketing pieces for a company s services. Content The author of the article is considered the expert, and all content should be original content, or cited appropriately. Authors must verify the validity of all statements made in the manuscript. Credit quotes, documents, and personal observations in your writing. Article specification If possible, please send your article via to the chapter office at communitytrends@cainj.org. If you do not have access to , submit a hard copy, double-spaced, and a 3 ½ IBM-PC compatible disk. IBM programs that are readable include Word and Word Perfect. Be sure to forward a two to three sentence biography of your position and affiliation. If possible, send photos that are relevant to the article. (Polaroid photos are not accepted.) Label all mailing envelopes containing disks, DO NOT BEND. A rule of thumb for word count Generally an article should not exceed 1500 words words of doublespaced text fits onto one 8 ½ x 11 page: therefore, a 500-word article usually fills two pages, double-spaced: a 750-word article usually comprises three pages, doublespaced and so forth. Language The following words shall be in lower case, except for at the beginning of a sentence: board, board of directors and association. Limit your subject Be cognizant that readers need specific advice about specific issues. Articles in Community Trends are most useful if they clearly explain why the subject is important to the reader. For example, an article discussing proposed legislation should clearly explain its ramifications. Keep this in mind as you formulate your article and focus your piece. 45 Craft a good lead Hook your readers right away with a creative lead that lets them know why they should spend time reading your piece. Let your readers know if the information you are going to share will save them time, money or help solve a problem. Anecdotes, quotes and questions are some examples of ways to end an article on a memorable note. Like the rest of the article, conclusions should never be self-serving. Writing style Express your ideas with words that you are comfortable using. When in doubt about the rhythm of your words or cadence, read the sentences out loud. Ask someone who is not in your field of expertise to critique your article. Formulating an outline is one of the best ways to start an article. First, list all of your ideas on paper, then organize them in a manner that allows for logical transition from one paragraph to the next. Use an active voice whenever possible. For example, instead of The documents were filed by the association write, The association filed the documents. Shorter, concise sentences are more readable than long, run-on sentences. Add imagery to your story with anecdotes and memorable quotes. Deadlines All articles are due in the chapter office 60 days prior to the month of publication, unless you are informed otherwise. Editorial policy The editor reserves the right to omit and/ or condense information as necessary to accommodate the layout. We recommend that the author indicate which text could be omitted or condensed if need be. The author will be notified of changes when possible. We do not accept multiple submissions. The technology of today is more efficient than the technology of yesterday by design. The fuel efficient cars of today weren t necessitated two or three decades ago. Today we look at many different ways of going green, from compact florescent light (cfl) or lightemitting diode (led) light bulbs to furnaces, heat pumps/air conditioners to solar/wind energy, to sealing of buildings with insulation/caulking. Communities are saving thousands of dollars by changing electric suppliers. The final decision to go green for your community is the recovery time of your original investment. 52 national Trends Trigiani, Dyekman Among Members and Chapter Leaders Honored by CAI April 30, 2013 Lucia Anna Pia Trigiani, Esq., a principal with the Virginiabased law firm MercerTrigiani, received one of CAI s most prestigious honors April 19 at the organization s 2013 Annual Conference and Exposition. Given at the discretion of CAI s immediate past president, Kathryn C. Danella, CMCA, LSM, PCAM, the President s Award was presented to Trigiani in recognition of her exemplary service to CAI and the instrumental role she has played to support CAI and the 63-million-plus Americans who live and work in community associations. Donald E. Dyekman, Esq., a member of the Central Arizona chapter and a past president of both CAI and the College of Community Association Lawyers, received the prestigious Distinguished Service Award for long-standing and extraordinary contributions to CAI. Among other activities, Dyekman prepared case law update materials for the Community Association Law Seminar attendees for more than a decade. Trigiani has been a major contributor to CAI for 20 years, providing her talents as an advocate, advisor and educator on both the chapter and national levels. She is a member of CAI s College of Community Association Lawyers (CCAL); served on the Foundation for Community Association Research s Board of Directors from ; and acted as chair of CAI s National Government and Public Affairs Committee from Trigiani is also the author of Reinventing the Rules (Community Associations Press, 2002) and in 2009 received CAI s Distinguished Service Award. Trigiani and Dyekman were among eight CAI member leaders, three chapter executive directors, 21 chapters and a state legislative action committee recognized for excellence, achievement and leadership during CAI s Annual Conference, April in San Diego. The event attracted attendees from all over the globe including Australia, the Bahamas, Brazil, Canada, Dubai, Saudi Arabia and South Africa. More than 1,400 conference participants including 23 past national presidents also celebrated CAI s 40th anniversary during the event. Other Award Recipients The following members also received 2012 awards at this year s conference: Stephen R. Bupp, CMCA, AMS, PCAM (Washington Metropolitan), Educator of the Year Dana Davidson, CMCA, AMS (Orange County Regional California), Recruiter of the Year Linda Van Gelder (Central Arizona), Award of Excellence in Membership Bruce R. (New England), Outstanding Volunteer Service Award Earl Dick Pruess (Greater Los Angeles), Award of Excellence in Government and Public Affairs The California Legislative Action Committee (CLAC) was named the LAC of the Year for its advocacy efforts and successes in the state legislative arena. CLAC successfully advocated many difficult bills, including executing a grassroots campaign to support a foreclosure notification bill (AB2273). In 1973, a group of passionate volunteers had the foresight to realize the importance of providing advocacy and education for community associations, and from their grassroots efforts CAI was born, says CAI Chief Executive Officer Thomas M. Skiba, CAE. Today, that same spirit lives on in our members many of whom volunteer on 61 chapter boards, educate their peers and work through 35 CAI legislative action committees to help ensure appropriate public policies affecting common-interest communities. I can only imagine all of the ways our members will help shape CAI over the next 40 years. Chapter Awards Several CAI chapters and chapter executive directors (CEDs) were also honored during the Annual Conference. Michelle Leary, the Washington State chapter s CED, was named the Chapter Executive Director of the Year, while Stacey Drayer (Central Virginia) and Vicki Hancock, CMCA, AMS, PCAM (Michigan), were named Chapter Executive Director Rising Stars. It s a fixer upper and we had our hands full with two kids and getting the interior ready, so we decided to wait on working in the backyard.
