Box 1323 Ponte Vedra Beach, Florida Ph: (904) Website: MEETING MINUTES APRIL 11, 2016 The trustees of the Municipal Service District held their monthly meeting on Monday, April 11, 2016 at the Ponte Vedra Branch Library at 6:00 PM. TRUSTEES PRESENT Gary Jurenovich - Chairman John Wegl Vice Chairman Murle Harrison Treasurer Gordon Blalock Greg Wong Adam Hammer Attorney Wayne Flowers Chairman Jurenovich called the 400 th meeting to order at 6:00 p.m. and ask fellow Trustee Doug Crane to be the honorary Chairman and lead us with the Pledge of Allegiance to the Flag. APPROVAL OF MINUTES The Board of Trustees Meeting Minutes for March 14, 2016 were discussed. Trustee Wong reported that he had a few minor grammatical changes. Chairman Jurenovich asked for a motion to approve the minutes with the changes. A motion was made; it was seconded, and unanimously carried. PUBLIC COMMENTS Beverly Webb 91 San Juan Drive, J-4 Ms. Webb reported that she wanted to bring the Board up to date on the pedestrian bridge. She reported that the Ponte Vedra Inn and Club fixed the rotting planks. She reported that she has a meeting tomorrow with Neil Shinkre from the County and will not know the conditions of the bridge until JEA has completed the bridge. Mr. Mike White 402 Ponte Vedra Blvd. Mr. White reported that he and some surrounding neighbors would like to partner with the County and the MSD to improve the beach access at San Diego. He reported that he has 4 families that would like to contribute to a project. Mr. White reported that Trustee Hammer has all the information on the people who are involved. Trustee Hammer reported that the access is all sand and unsatisfactory for wheeled and foot traffic which is ramped on the western side of the beach walkover and steps are on the eastern side. Chairman Jurenovich thanked everyone for attending the 400 th meeting. He thanked Doug Crane who was a past MSD Trustee and Chairman and was Chairman Jurenovich s mentor. Chairman 1
2 Jurenovich introduced all the past Board members who were in attendance. Mr. Rob Becker, past Trustee and Chairman, Mr. Cameron, past Chairman, Mr. Al Hollon, past Trustee and Chairman, Mr. Phil Green, past Trustee, Mr. Jerry Cameron who is a past County Administrator, Mr. John Cellucci who is on the Zoning Board and Billy Zeits who is in charge of St. Johns County beaches. ST. JOHNS COUNTY BEACH MANAGEMENT Billy Zeits, Assistant Director of Parks and Recreation, gave everyone some background of how he and Chairman Jurenovich wanted to have some symmetry on the beach access along the Boulevard and how they developed the public Beach Access Signs. Up to this point, the County has had a hard time finding any funds for new infrastructure projects and hardly enough money to maintain the infra structure that we have now as the County has 80 beach access points. Mr. Zeits reported that their funding for maintenance of these accesses comes from the Tourist Development Council and we have about $91,000 to make sure there are no nails sticking up and provide ADA access where applicable. Mr. Zeits reported that if a resident has a desire to support the improvement of the beach access, then we have a system in place to accomplish that. Mr. Zeits reported that you should contact myself or Mike, who is the Beach Services Superintendent, and we would put them in contact with the Trustee handling Beach Access. The resident would express their desires for improvements. The improvements have come as a partnership between the residents, the MSD and the County. Annually, we come to a meeting to let the Board know that we support you in having symmetry for the beach access in the MSD and also to let the residents know that we are hearing their questions and concerns of how they get to the beach. Billy Zeits introduced Mike Golubovich. Trustee Wong asked Mr. Golubovich how he feels about the overall beach and beach accesses. Mr. Golubovich reported that the County has a great infrastructure and discussed them from the south end of the County to north end. He reported that they are working to widen the walkway at Micklers to handle the traffic that the access has. On the Boulevard, to date we have built out 321/323 and Solana and these accesses are ramped on both sides, recycling and trash cans have been installed at some of these locations. Trustee Wong asked about the parking at Micklers, which has been a problem for a long time, and asked about the security; is it getting better; do you have any thoughts on that? Mr. Zeits reported that Micklers is the first facility that we had that has far exceeded its capacity and we are now seeing this countywide. We have attempted to use right of way parking to handle the overflow by moving the north sidewalk. Mr. Zeits reported that there is really no more room for people on the beach/sand even if we put in more parking. Mr. Zeits reported that some of the security systems are not affordable and you have to have one that can reach all the angles. The County is trying to find the right product and are looking a five to seven camera portable system that can be used at different parks. Trustee Hammer reported that over the past couple of months he has collected letters and s from residents at three locations where they have shown interest in upgrading their beach accesses with pavers. The benefits of pavers are they are a more stable and suitable base for wheeled and foot traffic along with zero maintenance and esthetically pleasing. Trustee Hammer reported that the one that has the most support by the residents financially is 559/557. This access is just north of Corona and both residents are in agreement to having pavers installed and the County will rebuild the wooden walkover. Fred Voss, with VIP Pavers, has provided with an estimate of the cost and the resident has confirmed that he would fund the project 100%. One of our goals is to protect the dunes and as you can see (pictures were distributed) with the access at Solana when we had the walkway rebuilt that the sea grass has grown and the dunes are substantially higher and the seagrass has regrown were residents use to walk with wheeled items. Trustee Hammer made a motion to have the access at 559/557 pavered with 100% funding by the resident at 559, Marcus Lemonis, and the 2
3 County will rebuild the wooden walkover to the beach. Chairman Jurenovich asked Mr. Zeits if those are their intentions. Mr. Zeits reported that they will do it but cannot confirm a date. Chairman Jurenovich reported that he thinks this is fantastic to have a public/private partnership. Trustee Wong reported that he would like to clarify the three check points. 1. Both residents on either side are supportive. Trustee Hammer confirmed they are. 2. This is an ideal situation that the paver estimate of $9,200 will be paid 100% by the resident and it will be the same quality as the other paver projects. Trustee Hammer confirmed. 3. That the County will take care of the new walkover. Trustee Hammer reported that Mr. Zeits will have to confirm this. Mr. Zeits reported that the walkover will not be new but we will take the steps of the east side and ramp it. Mr. Zeits reported that this access had a problem with erosion and landscaping. The resident across the street reported that with the construction of new home caused the access to erode. The resident would like them to bring in fill dirt and Trustee Hammer reported that the pavers and the construction will raise it and may stop the erosion that has been happening. The motion made earlier was seconded, and unanimously carried to have the paver installed at the cost to the resident. Trustee Hammer reported that he has two other projects to discuss. Chairman Jurenovich reported that he would like these to be discussed in Beach Access as he has Neil Shinkre from the County. Trustee Hammer reported that these involve Billy and would like to get them done now so that they do not have to stay for the meeting. Trustee Hammer reported that the access (across from San Diego Road) the four families would like to contribute at least 50% to the paver project. Trustee Hammer reported that the County will fix the access and ramp the east side and possibly rebuilding the wooden walkover in Trustee Blalock asked if there are any Beach Access signs that can be put on the access so that people on the beach are not coming in people s yards. Mr. Zeits reported that they are having the same problem in St. Augustine but are looking into something that doesn t look like another sign. Chairman Jurenovich reported that at each access there is usually a trash and recycling can located at the end. Mr. Zeits reported that he will let the Board know what they come up with for St. Augustine Beach when a decision is made. Trustee Hammer confirmed from Mr. White they will contribute at least 50% but do not know what the cost will be. Trustee Wong reported that he is supportive of Beach Access, but it does not sound like both neighbors are in agreement. Trustee Wong reported that there is formula for these projects and it doesn t sound like the County has any money to contribute. Trustee Hammer reported that the County will fix the access and the residents and the MSD will do the pavers at 50% each. Trustee Wong asked Chairman Jurenovich what the formula is that has been used in the past. Chairman Jurenovich reported that it is 60/20/20. Chairman Jurenovich reported that this was for the sidewalks and our beach accesses that are there now work and using MSD dollars to fix something that is working is not necessary. If the residents want to use their money to improve their access, Chairman Jurenovich is all for it. Trustee Hammer reported that this access doesn t work and that is why Mr. White is here. Trustee Hammer reported that there is about 4-6 inches of sand and people are cutting through people s yards to get to the beach. Chairman Jurenovich reported that we have Director of County Engineering here and have spent already 45 minutes on Beach Access and have not even address the regular meeting topics so we need to move on. Trustee Wong stated that he thought we need more information on these projects. Chairman Jurenovich thanked Billy and Mike for coming to the meeting. 3
4 Chairman Jurenovich reported that he did another ride around but this time with Neil Shinkre. We looked at the drainage, sewer pods, road, storm drains, and the bridge. There are a lot of challenges that involve money, but just want it on the radar. Chairman Jurenovich reported that the one thing he needs from the County, and he asked Mr. Shinkre, is to find someone to help him with the street signs. Chairman Jurenovich reported that Press Tompkins is no longer with the County and turned the floor over to Mr. Shinkre. Mr. Shinkre reported that he is the Public Works Director for St. Johns County and congratulated the Board on their 400 th meeting. Mr. Shinkre reported that he enjoys working with the Board and the residents are lucky because every meeting he had with Chairman Jurenovich or Vice Chairman Wegl, they are passionate about the community. Mr. Shinkre reported that he will find a traffic expert assigned to help you. Mr. Shinkre reported that there are two projects, one is a capital component and one is an operational component. Mr. Shinkre reported that they have had a lot of turnover and he is trying to get new employees. If you didn t know, Andy Ames has also left. We are working on San Diego with the drainage and flooding. Mr. Shinkre reported that water does go through it and there is some type of blockage that is in an area that is populated with a lot of trees. We could move those trees, because it is County property, but want to get the homeowner involved. We are committed to the MSD and will continue to work with you. Chairman Jurenovich asked about the fracture of the road on Sunset at Monterrey. Mr. Shinkre looks at these thing as either inside out or outside in. Mr. Shinkre believes this is an inside out due to a bad drain. Chairman Jurenovich reported that we will have a ride around every 90 days. Trustee Wong thanked Mr. Shinkre for coming to the meeting and reported how impressed he is with the operational knowledge that Mr. Shinkre has on some of these issues. Trustee Wong asked Mr. Shinkre if he handles the road stripping of the roads. Mr. Shinkre reported there are two types of stripping contracts. We usually wait until we put in a new road which is pavement management. The second type of stripping is where it is gone and unsafe and go through the protocol and get it done. Trustee Wong asked in the next drive around to look at the road stripping. Vice Chairman Wegl thanks Mr. Shinkre and his staff for everything they have done to help the MSD. TRUSTEE REPORTS TREASURER S REPORT TREASURER HARRISON Treasurer Harrison reported that we are about $6,000 short of what we thought we would get for the year. Trustee Hammer asked about the -$21,000 on the profit and loss and Treasurer Harrison reported that we are under budget. Chairman Jurenovich asked for a motion to approve the Treasurer s Report, a motion was made; seconded and unanimously carried. COMMUNICATIONS REPORT TRUSTEE WONG Trustee Wong reported that there are two things that he did not get from the last meeting. One is the trash flyer. Trustee Hammer reported that they never sent him anything. Trustee Wong asked Trustee Hammer to follow up with them. Secondly, Attorney Flowers was to send me the requirements on the website. Attorney Flowers reported that he send it to Trustee Wong. VICE CHAIRMAN S REPORT VICE CHAIRMAN WEGL BEACHES ENERGY AND JEA 1. Vice Chairman Wegl reported that the water improvement project start date is June 2016 and completion is November St. Johns County is still reviewing the MOU and until that is resolved the pop-up valves will not be installed. 3. JEA is still installing the air intakes. 4. There is a low pod at 532 Morning Side Drive and they will raise the pod. This should be done in the next couple of weeks. 4
5 5. Beaches Energy has completed the lights on A1A. 6. Vice Chairman Wegl reported that the CTTF (Citizens Traffic Task Force) attended the County Commissioner s meeting and they approved $63,000 for a traffic study. 7. Working with the DOT on rain water that collects at 1119/1121 and 1124/1122 Ponte Vedra Boulevard. CHAIRMAN S REPORT CHAIRMAN JURENOVICH 1. Sheriff s Report Chairman Jurenovich reported that there was nothing out of the ordinary. 2. Chairman Jurenovich reported that the 15mph speed limit signs have been put up. 3. Chairman Jurenovich reported that the DOT is going to cut rumble strips on the side of A1A from Micklers down to Vilano. 4. Chairman Jurenovich asked if the letter has gone out about having the street lights turned off for sea turtle season. Vice Chairman Wegl reported that it is May 1. COUNTY COMMISSIONERS MEETING Chairman Jurenovich reported that the next meeting will be April 19 th and May 3 rd. ADJOURN A motion was made to adjourn, seconded and unanimously carried to adjourn.
