1 ROBERT A. HINEY EXECUTIVE VICE PRESIDENT PROJECT OPERATIONS Robert A. Hiney heads the Generating and Transmission Operations of the New York Power Authority, the nation's largest non-federal public power organization. As Executive Vice President for Project Operations, Mr. Hiney oversees all aspects of its non-nuclear generating operations which include hydroelectric,oil, and gas-fired generating facilities, and all of its transmission operations. Mr. Hiney received a bachelor of science degree in civil engineering from Tufts University in 1967 and a master of science degree in civil engineering from the State University of New York at Buffalo in He has completed the Advanced Management Program at the Harvard Graduate School of Business Administration and the Reactor Technology Program for utility executives at the Massachusetts Institute of Technology. He is a past-

2 President of the Empire State Electric Energy Research Corporation, Vice Chairman of the Northeast Power Coordinating Council, a Director of the North American Electric Reliability Council, and member of the Management Committee of the New York Independent System Operator. He is a member of the American Society of Civil Engineers. Before joining the Power Authority staff in 1970, he was employed by the New York State Conservation Department where he participated in water resources planning studies. Mr. Hiney initially served as an assistant hydraulic engineer at the Power Authority's Production Control Center at its Niagara Power Project. In 1974 he was transferred to the Power Authority's headquarters in New York City where he assumed increasing responsibilities in the areas of power supply planning, marketing, electric rates, research and development, and energy efficiency programs. He is a former member of the Operating and Planning Committees of the New York Power Pool. 9/11/2000

HINEY Please describe all experience you have had in chairing groups or committees of diverse interests, with a list of such groups: In 1994 I served as President of the Empire State Electric Energy Research Corporation (ESEERCO). Membership consisted of the member companies of the New York Power Pool (NYPP). In the early 1980 s, I chaired an Ad Hoc Tariff Committee consisting of the Power Authority and the other member companies of the NYPP. We developed the commercial arrangements which ultimately led to the construction by the Power Authority of the Marcy South Transmission Project, and construction by several other utilities of related substation and voltage control facilities. Please describe the support of your organization for your assuming the position of Vice- Chairman, and describe your ability to make the necessary time commitment. I have discussed the possibility of my seeking this position with our CEO and our President. Both approved my doing so. I have discussed the time requirements with the current Chairman and believe I will be able to make the necessary time commitment while continuing to perform my current duties at NYPA. Please describe any training or experience you have had in mediation, ADR or consensus building. I attended the Advanced Management Program at Harvard University and a short course on negotiating. I have had more than 20 years of on the job training in consensus building in various management positions at NYPA and inter-utility committee work with the NYPP and Northeast Power Coordinating Council. Please describe briefly why you would like to have this job I have spent much of my career in bulk power marketing, power system planning and operations. I have a strong personal interest in the operation of the NYISO. To be

5 successful, I believe the NYISO must earn the confidence of all sectors of market participants, and I would use this leadership opportunity to further that objective. -2- Please describe briefly your organizations actual and/or potential business interests in the Northeast and New York State, including the sector in which your organization participates for purposes of NYISO governance. The NYPA is a large and active participant in the NYISO in its capacity as generator, transmission owner and load serving entity.
