Kim Brown: Kim Brown: Kathleen Conway: Kathleen Conway: Linda Senne: I m here, Tom. Good morning. Good morning. Let s see Kathleen Conway? Yup, I m here. Good morning. Good morning. And Linda Senne? Yes. Okay, super. As for the agenda items, Kim and Arlene will be giving us an update on the PA uniformity on the uniformity project. I d also like to talk after Kim and Arlene are finished about the open issue and how we track her project. Then we ll move into a discussion of some billing issues. Linda will give us an update on the website enhancement. We have nothing to report for provider notification and I do not have a WCCC person on the call this morning. And as far as a new agenda item, I d like to discuss LSOG 7 retirement. Are there any new agenda items that the CLEC s would like to add to the call this morning? Arthur Barone: Tom? Yes? Arthur Barone: Not new. Broadview would like to make a comment on the provider notification issue. Arthur Barone: Oh, okay. Okay, we ll do that in order then. Sure.

Lissa Provenzo: And Tom, this is Lissa. Hi, Lissa. Lissa Provenzo: Hi. I know Mike Toothman is I just got off the phone with him not too long ago before this call. But the - I just want to make sure that we put it on your agenda so we don t lose track - is the embargo status for caller ID. You may not have a whole lot to comment on this call but I sure do want to make sure that we have a follow up call. this morning? Okay. Lissa Provenzo: Right, okay. Any other topics for general discussion Oh, Tom? I have one more. I m sorry. Oh, good. No! Lissa Provenzo: It s Lissa again. I want to discuss something in the April release the OC4 because it s kind of confusing how it s written where it indicates it doesn t impact unique products. So when we get to that I just want to have maybe Sue Pistacchio can help us out on that. topic? Okay. Sue Pistacchio: Lissa Provenzo: Okay. Okay, anyone else have a general agenda Lissa? Lissa? Yes? Sue Pistacchio: This is Sue Pistacchio. What s the (inaudible) with that again? Cause I can be researching that while Lissa Provenzo: Okay, hold on and I will get it for you in a minute. It s for the April release and it s processed for OC4 on resale and platform migrations. That s Sue Pistacchio: Lissa Provenzo: Okay, thank you. Uh huh. Okay, super. Kim and Arlene, as usual, you guys start us off with the discussion about every morning or about every Tuesday morning discussing the status of your project there.

Kim Brown: I m just going to kick it off with some general comments and reminders and then I m going to turn it over to Arlene. Okay. Kim Brown: As of this morning, we are five weeks away from conversion and when conversion activities start. The countdown has started. There is a lot of papers (inaudible). I don t know if everybody can still hear me. The conversion is still set for the weekend of May 17 th and activities start. All of you on the phone that are impacted start Unidentified Speaker: hear. Can somebody please mute their phone? I can t Okay. Kim Brown: Okay. What I was saying is five weeks from today activities that are impacting all of you on the phone that have, are providing service in the former GTE area, Latta, will start five weeks from today. The conversion is scheduled for the weekend of May 17 th. And that s about all I had today but I m going to turn it over to Arlene. Arlene Rock: Yes, thank you Kim. Good morning again, everyone. A notice went out last Friday and hopefully all of you received it. It went to the Change Management s east and west distribution list because I realized that some folks are on the east. But you may not have been on the west and vice versa, so I wanted to make sure that everyone got; received a copy. Next Wednesday, April 16 th, at 1:00 pm Eastern Time we are having another informational workshop in reference to the conversion. We will be sending out shortly the details for the call, which will be the call-in number and (for WebEx) the sign in. And we ll also be sending out the updated Pennsylvania CLEC guide and a new updated presentation also to accompany the guide. And some of the things that have happened since we last spoke. We ve updated the question and answers and they ve been posted on the Web. Hopefully, all of you have the Web link. If you don t, you can always contact us with any type of questions at our mailbox, which is tava.clec.communication@verizon.com and that s communication with no s. And we have a mailbox that s manned by a couple of folks and we usually get back to you within 24 hours of receipt of your . So again, hopefully everyone will be able to participate in next Wednesday s workshop and, as I said, the new updated CLEC Pennsylvania guide and CLEC presentation that will be used during the workshop will be sent out shortly.

your conference call. Any questions? Okay, thank you. I ll turn it back to Lissa Provenzo: Yeah, I have one question. This is Lissa with Worldcom. I have some outstanding - or some questions. I m waiting for your group to respond and I m just wondering if someone can call me. Arlene Rock: what everyone else had. Lissa Provenzo: Yes, Lissa, your issues were really unique, outside of Okay. Arlene Rock: And what we re doing now is working with the subject matter experts on getting some availabilities and I ll get back to you (inaudible). Lissa Provenzo: Arlene Rock: Okay, super. Thank you. Um hum. Are there any other questions on the? For those I guess regular participants that have gone to the trouble of printing out all of our documentation, especially the old-timers, will notice that the volume of pages have diminished from probably over 325 down to about 140. I d like to ask you all to look at the April topic number 75. And what I ve done or what I m attempting to do here is to separate the Virginia Uniformity Project from the Pennsylvania Uniformity Project. So if you look on page 17 through 25 you will see a shaded discussion of all of the Virginia uniformity history and beginning on 25 going to I think 27, you ll see the Pennsylvania Uniformity Project. What I would like to do and what I m proposing to do is to remove the Virginia uniformity information from the distribution of meeting material, with CLEC concurrence that that project has completed. And thus, save us an additional eight or so pages of information every month. Lissa Provenzo: Tom, this is Lissa of Worldcom. That s fine with me. I don t know about anybody else? Okay. Rebecca Baldwin: Tom, this is Rebecca. I think that that s fine. I don t I ve read through that information and I don t think it s, you know, it s pertinent to Pennsylvania. That s absolutely correct. They are following the same sequence, as far as having of how it s rolling out but each state is being

handled a little bit differently. I couldn t find any reason to keep it. So I won t do a roll call but I will Joyce Harry: Joyce Harry: AT&T concurs, Tom. Yes, Joyce? Joyce, were you saying something? Oh, I m sorry. I said we - AT&T concurs. Okay, great. Okay, then I will take the silence from everyone else as concurrence and then going forward we will just consider this the PA Uniformity Project and we ll delete the reference to the Virginia Uniformity Project with a note that we reviewed it today and that it was closed with CLEC concurrence. Thanks. Let s see. The next issue on the agenda would be Kathleen Conway giving us an update on the billing. Kathleen Conway: Hi. Good morning, Tom and everyone. Good morning. Kathleen Conway: April release we sent out the notices to the Verizon east B39 wholesale DDT version 39, which will be implemented April 20 th. There s about 17 or so items that will be implemented with that release 19 items. I don t think I need to go through them all but I didn t know if anyone had any questions or anyone wanted to (inaudible). Unidentified Speaker: Kathleen, what was the date again please? Kathleen Conway: April 20 th. Unidentified Speaker: Thank you. Kathleen Conway: Other things that are happening is there s a couple of projects and notices that will be going out today for April release. A couple of B8ZS cell updates in Maryland and Virginia and credits will be issued. And as I said, the details will go out later today so you ll know who s impacted. We are going to begin billing for resale cell usage trials in the South states in April. We were able to bill back to like 1998/1999 but we re going to just start billing in resale cell usage trials, as we do in the Northern states. In addition to that, we re putting in the project, too, in the MBVW area for the directory listings discounts, which will provide wholesale listing discounts on our directory products. And I m also going to be sending a reminder about the termination of the merger discount, which will start in July

because it was a 36-month discount plan and in July we ll just start hitting the 36- month timeframe. One other thing. Oh, and just a reminder that BAN will go away in June, so if you have BAN today you should be being contacted by your product managers cause there s not that many people left. But if you want to order a bill manager or something in its place it will be going away in June. Arthur Barone: Kathleen Conway: Arthur Barone: Kathleen Conway: Lynn? Please use star six to mute the phone. Kathleen? Yup? Yeah, Arthur again. Hey, Arthur. Arthur Barone: I d just like to ask regarding the edits. I know that last time I was wondering if there was a project number that you could provide? Kathleen Conway: A CN number for the B39 list? Arthur Barone: Yeah. Well, not for the 39. But remember, we were talking about putting the edits in because of the out of balance conditions on the BDT s? A typical example is with your March 10 th file. For some reason your current charges are not totaling correctly. Kathleen Conway: Okay, so you want Arthur Barone: And again, edit programs would help in making sure they balance. I know the last time we talked Kathleen Conway: Oh, so you re not talking what you knew about a certain project, you re talking about our whole process improvement that we re doing. Arthur Barone: Kathleen Conway: Exactly. Yeah. Arthur Barone: I know that there was some sort of an edit program that was looking to be implemented again. Kathleen Conway: (inaudible) and get back. Yeah, there is a project. I ll have to look it up

Arthur Barone: Kathleen Conway: so. Arthur Barone: Kathleen Conway: John Boshier: joined. Thank you. But I ve got an update on it about I think Monday or That s good. Thank you very much. You re welcome. Tom Rodgers, this is John Boshier with Covad. I just Hi, John. Okay, Kathleen, anything else? Kathleen Conway: No, that s all I have, unless anyone has any other questions. I ll try to find this project number. If I don t find it before I get off the phone, Arthur, I ll drop you a note. Arthur Barone: Kathleen Conway: Change Request 2883? Kathleen Conway: them scheduled? Thank you. (Inaudible). Kathleen, could you join us this afternoon to discuss Surely. Is that just one to three or is it do you have Yeah, one to three. Kathleen Conway: Okay, I have a one o clock call but I ll call in and put you on mute and yell for me when you get to it, if that s okay. Kathleen Conway: Kathleen Conway: Linda Senne: Okay, that d be great. Appreciate it. Yup. Thank you. You re welcome. Okay. Good morning, Linda. Good morning.

What s going on on the website? Linda Senne: All right, good morning everybody. I ll let you know about some of the things that we ve done with the website and some of the things that will be coming out in the near month or so. The first thing is for sample orders, for those of you that do regularly use sample orders, we have updated sample order number R10, which is east resales. The sample order is for business PRI-ISDN new. And what we ve done is we ve added a USOC VAKYN for virtual office ISDN-VOI, along with term agreement feature detail. So if you go to the sample order you ll see that information now added on the feature detail group eight. We ve also added or updated the resale VRI-ISDN USOC bid guide with the VOI USOC and additional ISDN USOC s. Also, just as a reminder, at the end of February we launched new sample orders for AD-9 and MWI (message waiting indicator), along with USOC guide and MWI ordering information. So that s information that s new on the sample order site if you haven t checked that out. For the connectivity guide, we will be turning up the billing tab by the end of this month, so be looking for that and communications will also go out when the billing tab is actually turned up. We re trying to finalize that in the next week or ten days. As for the local ordering guide, also be aware that we are adding and revising the look and content that is available on the local ordering guide, which is on the online library. Those changes should also be implemented at the end of April. So, you know, be looking for that information. And again, communications will go out specifically when that is updated. There s a bunch of new stuff that we re going to be saying is going to be coming out on the website in the next coming months. So just, you know, periodically, take a look and look at all the new content and look at all the new navigation that we re putting out there to make it easier to find things: improvements to content itself, improvements to being able to find content on specific topics, et cetera. I also wanted to mention that from a customer education perspective, we will be offering a digital certificate workshop for connectivity on April 30 th. This connectivity digital certificate workshop will also cover the information that will be in the new billing tabs, so if you re interested in that, go ahead and register for that workshop. There s also I know this is an east CMP call but I just wanted to let you know that we are doing our first CLEC ordering workshop in the Verizon west footprint on April 23 rd. And this CLEC ordering workshop will cover the wholesale market s website to include the pre-order guide, the ordering guide, the sample orders, web-based training, it s ideal for participants in the west who are involved in the day-to-day processing of the LSR. So I just wanted to mention that.

You can go to the training and education page on the Verizon wholesale website. If you click on CLEC Training and choose Register Online, you can register for the workshops that you re interested in. And again, more specifics on exact dates of the launch of these improvements that are going to be happening in the next couple months will be coming out through various means, including change control and just workshops and so forth. Any questions? Gloria Valez: Linda Senne: Gloria Valez: orders. Linda Senne: This is Gloria Valez from AT&T. Um hum? My question or my comment is relative to the sample Okay. Gloria Valez: Would it be possible to get a sample platform migration order against RCF on to the sample order website? The request is primarily because we ve been trying to process some of these orders and we re getting perhaps some conflicting information from your cert team, as well as the business rules. So we thought it might be helpful if we had one of these sample orders. And again, it would be platform migration RCF and if you could also include a directory listing for that. Linda Senne: Okay, I m going to talk I ll talk to Steven. I know that we are working on complex type orders to have some, you know, sample order information but also, just to let you know, that the ordering guide that we will be launching, I don t know if specifically what we ve covered for RCF but I do know that that is another place that we can put content related to how to order. So if you have a specific issue where you re indicating that, you know, information has differed between cert and the business rules, please go ahead and if you want to share that you can send information to the verizon.system.team@verizon.com and with any specifics about that. And we ll go ahead and look into that and if we need to add content to the local ordering guide, we can do that as another means of getting the information out. Cheryl Bains: Linda Senne: Cheryl Bains: Linda Senne: Linda? Yes? This is Cheryl Bains. I m on Steven s team. Okay.

Cheryl Bains: Linda Senne: Cheryl Bains: Linda Senne: The custom documentation support team. Okay. And we are working on RCF orders right now. Okay. Cheryl Bains: On our task force. So the migration is one of the orders that we are working on. Linda Senne: Okay, great. Cheryl Bains: At RCF platform migration with directory listings. So we are working on that now. Linda Senne: Cheryl Bains: Okay, great. Okay? Gloria Valez: So does that mean that there ll be in the near foreseeable future a (inaudible) order out there? Cheryl Bains: Gloria Valez: In the near yes. Yes, there will be. Is that like within the next 30 days? Cheryl Bains: Well, for - I m thinking the end of June right now. We re right in the middle of it. We ve gotten two orders that were ready; we re just trying to review the orders and we re working on the migration with RCF right now the migration as specified we re working on that order. Matter of fact, we have a meeting tomorrow regarding that. So the orders are for RCF going to be on the website. Gloria Valez: Okay, so but in the meantime, that s like almost 60 days or so away. So do I send an to this mailbox? Cheryl Bains: Linda Senne: Gloria Valez: Cheryl Bains: Yes, go ahead. Yeah, go ahead, especially if the And you ll be able to help us? Yes.

Gloria Valez: Through some of these orders? Linda Senne: Yeah, especially if there s if you re seeing that you re getting a difference between, you know, information or whatever, then we want to make sure that we are giving the right information out to customers. Gloria Valez: Cheryl Bains: Gloria Valez: Cheryl Bains: Gloria Valez: Cheryl Bains: Gloria Valez: Cheryl Bains: Gloria Valez: Cheryl Bains: Gloria Valez: Cheryl Bains: Gloria Valez: RCF. Cheryl Bains: Gloria Valez: Cheryl Bains: Linda Senne: back to you. Okay. I m sorry, what is your name again? It s Gloria Valez. From what company? AT&T. Okay. Local business. Is this for migration as specified, Gloria? Yes. Okay. (Inaudible) a current retail customer who has RCF Right....and we d like to migrate that customer over with Okay, all right. All right. Okay, thank you. Thank you. Okay, anybody else? All right. Well, Tom, I ll hand it Okay. Linda and Cheryl, thanks for your participation. Let s see. We had a I guess, just keeping in order of the agenda there was a topic brought up about provider notification. It s my understanding we don t have

Maryellen s participation this morning, so if you could I think it was Allegiance that had the question about provider notification? Arthur Barone: Arthur Barone: No, it was Broadview, Tom. Oh, okay. It wasn t a question, so much as a comment. Okay, go ahead. Arthur Barone: We feel that the new report falls woefully short of the intended result. Although it s improved since November in the introduction, the accuracy of the data remains in question and we don t think it really can be relied upon. We have at present probably eight or nine trouble tickets out on this. The example of one of our major problems is like partial migration. If you re moving, you know, a set of lines and one of them remains, using a resale to (inaudible). If I keep one line at resale it looks like it s a win back to Verizon. We have escalated I think it was the early part of March the 12 th, to be close to a particular date and we haven t heard a blessed word. You know? So we re sitting here. As I said, we have a number of trouble tickets out on this and we just don t feel like Verizon is expressing any sense of urgency on correcting this. Sue Pistacchio: Tom? Yes, ma am? Sue Pistacchio: This is Sue. I think you said Maryellen s not on, so what I do know of that is we do have requirements that are in the work that they have escalated very strongly. I know that they have to do a partial migration and I know that they are trying to escalate it into the earliest release. It doesn t have a CR number. Tom will probably explain we re converting over to a new system so we don t really have CR numbers anymore. You know, I can give you what the initiative number is if I can find it. Arthur Barone: Okay. Sue Pistacchio: The initiative number that I have on this one is and this is partial multi-order migrations and dealing with our win back issue and I had initiative And I can tell you that is really being escalated at the VP level, so Arthur Barone: Well, it would have been very nice if they communicated back to us, too. Sue Pistacchio: Yeah.

Arthur Barone: Now that s what some of the frustration is, is the lack of communication back to us. Sue Pistacchio: Yeah, I have yeah, that s the one that s in response to trouble tickets. I have several trouble tickets noted on that one. Arthur Barone: Sue Pistacchio: Arthur Barone: Okay, your name please? Susan Pistacchio. Hi, Sue. How are you doing? Sue Pistacchio: Hi, how are you doing? I don t know the scheduling. I know that we completed the requirements on that and right now they are looking to see what release they can get it in. But it is trying to they are trying to escalate it in, you know, the closest release that they can. Arthur Barone: idea? Okay. Can we contact you offline to get a better Sue Pistacchio: To find out the scheduling on it? I guess the best thing to Tonya Davis: Sue, this is Tonya Davis. Maryellen has been in conversations with I forgot the woman s name from Broadview on this. Arthur Barone: Yeah, but the conversations never had any beared any fruit. I mean, we d been told this is in the works for a long time and then all of sudden, as I said, since the 12 th, or whereabouts, there s nothing. You know, we re working it, we re working it, doesn t give us any date. Tonya Davis: Arthur Barone: Tonya Davis: Yeah, but we can t give you a date until we get a date. Well, it s been out there for some time now. Yes, we understand that. John Boshier: This is John Boshier with Covad. You know, we ve had issues for the last five months or, well, three months it s April, almost four months with this report as well. We keep getting a report with no data on it and we ve opened a series of trouble tickets as well on this and they ve all been closed but the report s not been fixed. And so I guess the question I wanted to bring up for this piece of the meeting was that we did get information out of Metric s call (it came from one of our other folks) that said the report was designed to it sounds backwards to me but generate an indication for a

provider notification report for the company that generates the service order to the service, which would basically be informing the winning CLEC if I can use that term instead of the losing CLEC, which would defeat the purpose of the report. So I d be interested in hearing more about these initiatives that have been escalated to kind get a sense of whether or not they can fix our problem because certainly opening the trouble tickets has not. Is that Susan before can you tell us a little bit more about what the contents of those initiatives is because it s not partial migrations for us? It s the line sharing migrations that are the issue. Do you know what the content of those initiatives are that have been escalated? Tonya Davis: Yes. Yes, as a matter of fact. This is Tonya Davis. I received that escalation for Maryellen a couple weeks ago because she was (inaudible) and we have handled that. John Boshier: Which escalation? From me? Tonya Davis: The one 39 what s that number again, Sue? I don t have it in front of me here. Sue Pistacchio: Tonya Davis: Right, that s it. John Boshier: I mean, I don t know what that means. Can you tell me what the content of that was or the topic? Tonya Davis: It s on partial migration. John Boshier: Okay. Yeah, that s (inaudible). So it s only looking at partial migrations? Yes? Hello? Tonya Davis: Yes. John Boshier: Okay, yes. So Tom, I guess I would ask that just somebody (inaudible). God, I can t believe this could take another month but, you know, the recommendation to me in January was (inaudible) trouble tickets with the WCCC and so I ve entered three of those and here we are in April meeting and we can t seem to get this thing fixed. So, I mean, I don t know where to go next with this. Sue Pistacchio: I guess what information do you need? I mean, we can get you the scheduling status of it; what it s targeted for. What?

John Boshier: I m looking for what it is going to do. You guys keep using a lot of pronouns. But, I mean, what is it going to say? Sue Pistacchio: What I have here is that this is dealing with partial migration of an account. When the WTM s are staying with the current provider they re being incorrectly noted on the line lost report. John Boshier: Okay. Sue Pistacchio: So what we what a group of people did was, and why this took so long was they looked through every single scenario: retail to resale, resale to retail, resale to platform and they had to revise all of the structures to make sure that during a partial migration, anything that staying with the original provider was not showing up on the line lost report. I know after weeks of investigation and making sure that they had thoroughly investigated all applicable scenarios, they finalized the requirements, they had the meetings with the IT organization and now they re ready to schedule it. And it s being escalated to see what release we can get it in. And that s the status of it. So I know sometimes there s a level of frustration, cause you feel like, Well, you know, you guys have had it for like a month or so, but it s, you know, this wasn t just like, Oh, look at like one little thing. They had to look through every possible migration scenario and that took some time. So that s basically where it is. I mean, I can look I don t have it handy and I have so many screens up I can look to see what the status is. I could probably, you know, if you have your name and number to Tom I can look at the scheduling status of this and we can send you a note or something. John Boshier: number. Sue Pistacchio: John Boshier: Arthur Barone: Sue Pistacchio: Arthur Barone: Okay, yeah. Tom has my and name and Okay. This is John Boshier with Covad Communications. Can we also be included on that, Sue? Broadview? Oh, sure. Yeah, it could be Janice Ziegel or myself. Sue Pistacchio: But, I mean, this has been actively worked. (Inaudible) away your fears that it s not on anybody s radar. This is a very, very high profile thing and we are making progress with it.

Sue, is it reasonable to expect we would have the release information prior to our next CMP meeting? Sue Pistacchio: Yes. Okay. Sue Pistacchio: I yes. You should have it cause - I m not exactly sure what release they re looking in. I remember what was offered was not acceptable, so that s why they re escalating it. Okay, is this a topic of general CLEC interest or should I just communicate that information to Broadview and Covad? Sue Pistacchio: Arthur Barone: I think it would be good if everyone received it. Okay. Yeah, I would agree with that, Tom. Okay. As soon as it s available, we ll send out an informational message regarding that. So there d be no impact on CTE. Is there? Sue Pistacchio: No. Okay, so no change to the format of the provider notification and just (inaudible)? Sue Pistacchio: No change to the format. It was just making sure the record s going back were accurate. Okay, thank you. So the action is mine to communicate to the CLEC population the release for the provider notification fix will be delivered. Okay. Sue, thanks for your participation, Sonia. Arthur Barone: Thank you, Sue. Let s see. Lissa added a topic regarding the embargo issue. I haven t been directly involved with it. I know that Mike Toothman has. So is there anything that I could relay to Mike on your behalf or? Lissa Provenzo: This is Lissa. I just think that the sooner the better that we get our procedures hammered out. And I know that Right. Yeah, I completely agree.

Lissa Provenzo: Yeah, yeah. And so Mike already is aware, you know, that they need to collect, he needs to collect all the facts. I know he s working really hard. So I know he s got our commitment and I appreciate it that we don t have to bring it through the account management team. Okay. And when Mike has it I generally try not to interfere with it and he communicates back to me when I need to communicate out the (inaudible). Lissa Provenzo: Okay, well, if you can just keep following up with him, just to make sure that we cannot lose sight of this and hopefully we can have a call by next week. Okay. One of the agenda items that I wanted to bring to the table this morning and address is the retirement of LSOG 7. Given the experience with LSOG 6 where we have I guess a relatively low user rate for the (inaudible) LSOG release and the effort that was expended to get everyone off of LSOG 4, Verizon s preference is to not implement LSOG 7 in February 2004 but to implement some form of LSOG 7 and LSOG 8 sometime in And we re I guess communicating this this morning to obtain CLEC input on if anyone sees anything in LSOG 7 that they have to have and if delaying LSOG 7 wouldn t be the best thing for all parties. Mary Halpin: Mary Halpin: Tom? Go. This is Mary Halpin. Hi, Mary. Mary Halpin: A question. This would mean then that when Verizon moves to LSOG 8, LSOG 5 would be retired? That s correct. Mary Halpin: And can you give us the date? I think it s sometime in 2005 but I don t know when. Mary Halpin: Mary, we don t know when either. Okay. Our normal pattern has been to do it in February.

Mary Halpin: Okay. But we fielded one CLEC request that the February deployment schedule is overlaps the holidays too much. So their preference would be sometime in June or October, rather than February, because of the conflict with holiday. Mary Halpin: holiday schedule. Okay. And the need to do work on their part during that Mary Halpin: All right. So, but the way it looks right now is you have 5 and 6 in production now, you would like to move from 6 to 8 directly and skip LSOG 7 and then at the time that you move to LSOG 8, 5 would be retired? We wouldn t skip 7; we would incorporate it with 8. Mary Halpin: Okay. All right, that s good. Lissa Provenzo: But we have some time in the term, right this is Lissa to do some analysis from 6 to 7? Lissa Provenzo: Oh, of course. Right, okay. Gloria Valez: This is Gloria Valez from AT&T. Do you know if Verizon has published what they may implement from 7? Lissa Provenzo: Oh, that s a good question. This is Lissa, too. Yeah, would they do an analysis - you know how they ve distributed their documentations from LSOG 4 to 5? Lissa Provenzo: (Inaudible). Yeah. Would they? The only new form that we saw was a form that was used to replace a ISDN data gathering form. Lissa Provenzo: Right, but there s got to be other items. Sure.

Gloria Valez: be minor in nature. Yeah, there are. There are several items. They may Sue Pistacchio: But Lissa and Gloria, we did we went through and we did our high level analysis. Still we re still proceeding with 7 until we find out if we re not going to do it or not and we re still at the high level status of that. So we wouldn t be finalizing our requirements for a few months. Lissa Provenzo: Right, but if you could us share that with us then I think that we could do; provide you formal feedback. Sue Pistacchio: Well, the high level that we have, I think we finished pre-order and we were looking at some changes to future availability and extending the (inaudible) for ISDN and then they were miscellaneous things, which, you know, a field change here or there. On the order side the only thing that we finalized is the changes to ISDN and we still are investigating all the other changes and probably would not be ready to provide a readout for at least another month to the CLECs. I mean, it s still being investigated. (Inaudible). I m sorry and that readout would be for both the pre- Gloria Valez: order and the order side? Sue Pistacchio: Well, if we followed the same scheduled that we did last year; we provide our high level overview to the CLECs in August. Lissa Provenzo: And you do that for LSOG 6, correct? Sue Pistacchio: Yes, we do. Approximately 180 days. 180 days beforehand we would distribute the business rules and a few weeks before that we do provide a presentation where we go over the high level overview of what we are going to do. So, I mean, we re still investigating things and will be for a while. I mean, probably within a month again, if we proceed with 7 I would, you know, have my high level initiatives outlined but from a field-by-field perspective, that won t flush out for a number of months. well. Well, and you can look at the industry documents as Debra Christopher: Tom and Sue, this is Debra Christopher from Telcordia. How are you doing today? Sue Pistacchio: Good. Hey, (inaudible)!

Debra Christopher: Hi. I know this is not the west meeting for us in west, but would you be thinking the same things for the west? Debra Christopher: Yes. Okay, thanks. Gloria Valez: This is Gloria again. I m not sure I I think I understood what, Sue, you were saying but basically, roughly, you re saying we would we can find out what the industry is producing, obviously, by talking to our industry contacts but in terms of what Verizon may or may not support, that information would come out around the August timeframe if you follow the schedule that you followed for 2003? Sue Pistacchio: Correct. Gloria Valez: All right. And Sue, high level would be fine. Just as AT&T has indicated, the high level of what you think you are going to be supporting for LSOG 7. It wouldn t need to be a detailed analysis scaled by field. Sue Pistacchio: Well, the thing is, I would say that if and we ll probably have this as an agenda item at the next meeting by the next meeting, the level of detail that I just gave you for pre-order, like for pre-order, again, we re looking at three initiatives: some changes for CFR, specifically for ISDN; some changes for feature and service availability due to some new fields that were added; and then a miscellaneous that was covering like definitions and whatnot. I would probably be able to provide that level of detail at the next meeting to say on an order side we would have probably four initiatives and, again, the only thing that we ve flushed out is the ISDN one. Most of the other things that we looked at across the forms were pretty minimal, you know, and not a lot of meat there. We are looking to see what we would implement and not implement and I could give you a very high level at the next meeting. Gloria Valez: Sue Pistacchio: Gloria Valez: That s a start. Yup. That s a good start I think. Sue Pistacchio: And the caveat to that would be, you know, it could change cause we look through the first part and we do a very high level and then when we start getting into details sometimes, you know, there s a little flux. So, again, I can give you some more information next month but, again, it d be high level and subject to change.

Gloria Valez: Okay, that would be fine, from my perspective. I do have another follow up though. When the decision is made to sort of incorporate the 7 and 8 so you re kind of skipping the 7, if you will, does that also mean that the CLEC has to go to the next consecutive version? So if the CLEC is on 5 now but the next version that Verizon will allow the CLEC to go to would be 6, not go to your 7/8 combo? Carol Yozzo: This is Carol Yozzo and the answer to that is yes and that you can expect that whether the next version is 7 alone or 7 and 8, it will be handled similarly to the LSOG 4 sunset where you did go to 5 and it would be a flash cut scenario so that you wouldn t have that overlap of the retiring version with the incoming version. And I was going to add then that, you know, LSOG 6, as you know, is available now and even if the implementation is delayed or, you know, combines 7 and 8, you certainly should still consider going from LSOG 5 to LSOG 6 if you re in the process of doing that. And you have to wait for LSOG 5 sunset, in other words, and we definitely don t want you to wait for LSOG 5 sunset. Gloria Valez: And in terms of the scheduling, is it safe to assume that February 2004 no changing will be done? Carol Yozzo: Gloria Valez: No changing in terms of LSOG? Correct. Carol Yozzo: Well, I think that s what Sue was alluding to earlier and that really needs to be determined exactly what or, I m sorry, Tom was alluding to we really need to determine a definite decision on that. Yeah. And I guess to clarify, our position is to not implement LSOG 7 in February 2004 and I guess the conversation that we re having now and will have for the next couple months is to obtain your concurrence that (inaudible). So we would ask that your OBF representatives look at LSOG 7 closely. Carol Yozzo: I know but we really need to know what your intentions are though to develop. If you did implement LSOG 7 what out of the LSOG 7 would you implement? And I think if we get that high level information we will be able to give you our feedback. Okay. Mary Halpin: All right, Tom, I concur. This is Mary. I think that would enable us to do a really full analysis of what might be you know, we certainly, again, can go to our OBF reps to understand what s, you know, what

the issues were resolved for each new LSOG version. But if we know how Verizon is viewing it and what Verizon will choose to implement and fold into the next LSOG, that will really help us to know and then there ll be no surprises, if you can provide that type of information at this point. Carol Yozzo: And also, is it known at this point when the industry would have information on 8? Well, I m sure they re working 8 now. Sue Pistacchio: You know, I was just looking; scanning through some of the information I have and I ll tell you, honestly, besides the ISDN thing, there s like really not much here besides like, you know, a field here or there, to be honest with you. And the thing that I noticed is most of the new fields that got added were already fields that we supported, so we would just be changing them from Verizon specific to OBF. So the only thing that I never really went through at a high level the only thing that you re going to see of me is ISDN. Gloria Valez: Well, that s good input. Carol Yozzo: Right, and Sue, it d be really helpful for me and Lissa if you just could put something in writing so that, you know, like I can give you a formal feedback. Sue Pistacchio: Well, I guess what I like to do cause, Tom, you like to see some movement to get like CLEC feedback at the next meeting, right? I think it s important that we identify early to save everyone time and effort, especially your time and effort. Sue Pistacchio: So you might want to have like a special call then that s prior to the next Change Control. Cause what I m thinking is, Tom, I can work to, again, have a high level, as long as everybody knows that we haven t really gotten into doing our requirements yet, put together some documents, talk to you and get something out to people so they can stop looking at it. So that way they can either come to the next Change Control Meeting or we can do it prior to then and talk about this issue again. So I can have something to you probably within the next week or two. All right. Now, there s no reason this call has to be and east or west call, is there? Sue Pistacchio: Nope. So say Tuesday the 22 nd if we had a conference call to discuss LSOG 7 east and west?

Unidentified Speaker: Unidentified Speaker: to discuss LSOG 7? Sue Pistacchio: Are you going to have enough ports? Well, we can ports are easy. Okay. Okay, I will (inaudible) out the 22 nd for an industry call Tom, you know what? Yeah? Sue Pistacchio: Let me ask you a question. When I send this thing out, when this stuff goes out, how long are people going to need to look at it? Because I might not have it done until like next week. Oh, okay. Sue Pistacchio: And then I could probably do the 22 nd. Okay. Sue Pistacchio: See, I don t think there s going to be a lot to look at, so I guess the 22 nd s okay. If we can get it out by the 15 th and that gives people a week, is that okay? Unidentified Speaker: That s fine. Sue Pistacchio: And the thing is, Tom, if we re going to do east/west, you know you need to check with Sara to make sure that they are online and can do that. to confirm the date. Sue Pistacchio: Unidentified Speaker: Yes. I ve already okayed the concept and I just need Okay. Are you talking about like 10 o clock in the morning? Probably. If someone has a time constraint, let me know. Because this would be a Verizon wide call, we d probably schedule about one o clock Eastern Time. Sue Pistacchio: One o clock or 10 o clock?

One o clock because we have west coast CLEC s that can t participate at 10:00. So it would be sometime in the afternoon of the 22 nd. And we will discuss and provide as much material in advance as we can. The objective of that call would hopefully be a clear decision one way or the other to either implement or not implement. Okay, let s see. I guess I d ask anyone on the call if we need to take a five or 10-minute break here? I think we re going to have enough in the remaining hour to discuss the open issues. Sue Pistacchio: Arthur Barone: probably 11:10 Eastern. Kathleen Conway: Okay. A 10-minute break would be a good thing. Okay, we ll take a 10-minute break. Come back at Excuse me, Tom? Yes? Kathleen Conway: This is Kathleen. Can I ask you to give me a quick call during that 10-minute break? A one-minute call? Oh, sure. Kathleen Conway: At Kathleen Conway: Kathleen Conway: Kathleen Conway: Okay. Thank you. You bet. Okay, we ll be back in 10 minutes. (10 minute break)

Okay, we re back here in New York. I assume everyone s back on the line. We won t do a roll call; we ll just pick up and start looking at the CMP open issues for April. For topic 51, the wholesale customer care center, I have nothing new to report this month. We did add the, on page 9, we did add the action items from our February 7 th conference call here, in the 3/11/03 introduction, in the 3/11/03 information. We did carry forward several of those into stand-alone open issues that we ll discuss later. Item 67, on page 10, we did add at the request of the CLEC s a summary of all of the change requests associated with CLEC to CLEC conversion, on page 10 of them, along with a status as to whether it s completed or pending. Mary, was that your suggestion? Is this what you were expecting? Mary at AT&T, are you there? Elliott Goldberg: you are? Tom, I m sorry, this is Elliott. Could you tell me where I m looking at the open issues, Elliott, specifically page 10. I m looking at topic number 67, and I thought it was either Mary at AT&T or possible Joyce that had suggested at the last meeting that we summarize the change request associated with CLEC to CLEC migration. Elliott Goldberg: You re right. And we did that on page 10. Issue 70, provider notification. I think we took the action item this morning to provide a notification to the CLEC industry on the escalation that addresses the accuracy of the provider notification report and the date that that initiative will be installed. So we have an action item here associated with number 70, to communicate the release date for that initiative. Issue 73, the prioritization process documentation. We would like to set up a call with those interested to discuss this. I don t know if we want to do that now or if we want to look at the calendar later, towards the end of the meeting. So far we ve selected April 22 nd afternoon for a discussion of LSGO 7. Can I suggest the 25 th for a discussion of the prioritization process documentation? Elliott Goldberg: Can we do another week, Tom? I m on vacation that week my kids are off from school. Okay. What date s good for you, Elliott? Elliott Goldberg: After the 18 th or the 17 th.

Friday the 18 th, Good Friday. Could we go towards May 2 nd, because I think I d like to include the west CLEC community in the call. Lissa Provenzo: And what call is this for? Issue 73, the prioritization process documentation. That s where we re going to discuss the CMP agreement and document itself. Lissa Provenzo: agreement. Now, why would we include the west? Because they re also covered by the same Elliott Goldberg: I know that the agreement was filed in the west, after it was agreed on in the east. And I know that it went to New York also, because it was originally part of the New York 271, and other states accepted it as a derivative. I m not sure of all the permutations and combinations here that come in to play. I know that the original agreement was written, and then there were two eastern CLEC working groups that revised it one of whom s recommendations was accepted, one of whom s was turned down. And then what was, actually it was the result of the first CLEC group that was filed as a merger when Verizon merged with GTE. The original agreement came out of, I believe, the New York 271 and it was part of that 271, a condition. Someone would have to fill in on what other states accepted the agreement because New York had already decided it. Lissa Provenzo: Yeah, Tom, I m not certain if including the west on some of these meetings would be a good idea. If they re not familiar with what we ve done with the collaboratives and the 271, et cetera. Okay. I guess I ll give my perspective. If we re going to change the agreement, then we do need to have the input of everyone that s covered by the agreement. Cheryl Peterson: Tom, this is Cheryl Peterson, good morning. Just for the folks in the east, there were the same types of meeting (inaudible) in the negotiations of the change control documentation when the merger happened. There were collaboratives held in Dallas, or also filings done by WorldCom and AT&T combined. And so the same document was adopted in the west after all those meetings and workshops. Elliott Goldberg: If the same document was adopted, that means that there was no change from the western CLEC s.
