6 PROCEDURE OVERVIEW The object of this procedural guide is to clearly define Wiltshire Police s procedures with regards to the management of display screen equipment (DSE) risks in the workplace and ensuring legal compliance This procedure also seeks to provide all mangers and staff with appropriate guidance to ensure, as far as is reasonably practicable, that such risks are minimised and staff are aware of the safe working practices whilst using DSE. MONITORING and REVIEW The Display Screen Equipment Procedure document will be monitored and reviewed every three years by the Force Health and Safety Manager. The procedure will also be reviewed in light of legislative change, change in technology or best practice. The Force Occupational Health and Safety Committee will be responsible for approval and monitoring the procedure document and its implementation on a regular basis. The Health and Safety Section in conjunction with staff association representatives will also review the DSE assessments and procedures at individual stations / offices as part of the annual health and safety audit process. Legal Requirements The Health and Safety at Work Act 1974 requires every employer, so far as is reasonably practicable, to ensure the health, safety and welfare at work of their employees and anyone else affected by their undertakings. The Display Screen Equipment Regulations 1992 (as amended by the Miscellaneous Amendment Regulations 2002) require the employer to: Perform a suitable and sufficient assessment of all workstations and reduce the level of risk to the lowest extent which is reasonably practicable. Ensure all workstations meet the minimum identified standards. Plan daily work routines to allow changes in work activity and / or regular breaks away from DSE. Provide users with eye and eyesight testing on request when stating they use DSE, if experiencing visual problems from DSE and at regular intervals thereafter. Special corrective appliances should also be provided where necessary for use with DSE. Provide adequate health and safety training instruction and information in the safe use of DSE and associated risks. Inform/train staff how to use safely. 2. DSE Definitions The Display Screen Equipment Regulations 1992 make the following definitions with regards to Display Screen Equipment and its use. Display Screen Equipment Display Screen Equipment (DSE) is a device or equipment that has an alphanumeric or graphic display screen, regardless of the display process involved; it includes both conventional display screens and those used in emerging technologies such as laptops, touch-screens and other similar devices but excluding: DSE on transport CCTV Window Typewriters Portable systems not in prolonged use Calculators and cash registers Workstation An assembly comprising of DSE, the immediate work environment and any or all of the following - chair, desk, work surface, disk drive, printer, modem, document holder, screen, processor, keyboard, mouse etc. Version Page 8 of 21

9 DSE User The Regulations apply where police officers and police staff habitually use DSE as a significant part of their normal work. As a guide a DSE User normally uses DSE for continuous spells of an hour or more at a time and uses DSE more or less daily. It will generally be appropriate to classify the person concerned as a user or operator if they: (a) normally use DSE for continuous or near-continuous spells of an hour or more at a time; and (b) use DSE in this way more or less daily; and (c) have to transfer information quickly to or from the DSE; and also need to apply high levels of attention and concentration; or are highly dependent on DSE or have little choice about using it; or need special training or skills to use the DSE. Part-time employees will be assessed using the same criteria. Other staff who use DSE only occasionally, are not covered by the requirements in the Regulations (apart from the workstation requirements). The Display Screen Equipment Regulations 1992 equally apply to home workers, who habitually use a VDU for a significant part of your normal work, whether or not the workstation is provided in whole or part by Wiltshire Police. No evidence has shown that home workers are exposed to any additional or unique health and safety risks as a consequence of their DSE activities. DSE Workstation Minimum Requirements Wiltshire Police ensure that all workstations meet the minimum standards and requirements, as set by the Schedule within the Display Screen Equipment Regulations The standards stated below may be exceeded but not downgraded. The Display Screen should: Have clear and legible characters to enable the information displayed to be easily read from the Users normal position for using the equipment. Provide a stable image with no flicker or other forms of instability. Tilt and swivel easily to suit the needs of the User. Allow brightness and contrast between the characters and the background to be easily adjustable by the User. Have a separate base which is adjustable to achieve the correct viewing height for the User. Be free of reflective glare and reflections. Version Page 9 of 21

10 Be positioned to avoid direct or reflective glare. Where this is not practicable, blinds or other suitable materials may be required. The Keyboard should: Be tiltable, adjustable and separate from the screen to allow the User to find a comfortable position Have sufficient space in front of the keyboard to support the hands and arms of the User. Have legible key symbols. Have a matt surface to avoid reflective glare. The Work desk should provide: A sufficiently large non reflective surface to allow a flexible arrangement of the screen, keyboard, documents and related equipment. Adequate space for Users to find a comfortable position and sufficient leg room. The Document Holder should: Be provided where required by the User. Be stable, adjustable and positioned to minimise the need for uncomfortable head and eye movements. The Work Chair should: Have a five star stable base with casters. Allow the User freedom of movement and a comfortable working posture. Be adjustable in seat height and have an adjustable backrest in height and angle. Have an adjustable footrest available for any User who cannot achieve an optimum ergonomic working position without one. Be of reasonable serviceability i.e. not broken or ripped. The Space around the workstation should: Be dimensioned and designed to provide sufficient space for the user to change position and vary movements. The Lighting should: Be suitable and designed to avoid reflective glare. Localised lighting may be provided where required. The Noise levels should: Not prevent the hearing of normal speech or cause distraction. Version Page 10 of 21

11 The Heat and Humidity should: Be at a level which prevents discomfort to the User. Water loving plants located within the office can assist with maintaining comfortable humidity levels. The wiring should: Be kept clear from surrounding floor areas and work surfaces. 3. Responsibilities DSE Responsibilities of Senior Managers Senior Managers (including police officers and police staff) are responsible for DSE within areas of their responsibility and for ensuring suitable and sufficient resources are allocated to ensure adequate DSE management. All senior managers are also responsible for auditing and monitoring the overall DSE performance and processes within their business area. DSE Responsibilities of Line Managers Local Line Managers are responsible for the implementation of this procedure in areas under their control. They may chose to devolve certain tasks, but must ensure that the individuals to whom they are devolved are given adequate training, information and resources to carry out these duties. In order to enable the assessment of all workstations local line managers must appoint a suitable number of DSE Assessors. Local Line Managers must ensure sufficient time is allocated for these staff to be trained and carry out their duties. DSE Responsibilities of all Employees. All employees re responsible for ensuring their own health and safety and that of others affected by their undertakings. All police staff, police officers and special constables are responsible for using DSE safely and without discomfort. All staff must be aware and comply with this procedure and report problems / ill health to their line manager, DSE Assessor or Occupational Health Unit. Work Experience on Long Term Placements / Agency Staff / Volunteers The People Services Centre will provide all students on long term work experience (minimum of one year), temporary agency staff and police staff volunteers within Wiltshire Police with a PowerPoint presentation which focuses on good posture and how to work safely on DSE and a Starter Information Booklet which includes advice on health and safety. All staff, students and volunteers are responsible for using DSE safely and without discomfort in accordance with advice provided by Wiltshire Police. They are also responsible for immediately reporting any faulty DSE to their Line Manager. If they experience problems in the use of Force DSE Version Page 11 of 21

12 equipment this should reported to their Line Manager in order that they are referred to a local DSE assessor for assistance and advice. 4. Information, Instruction and Training The Health and Safety department provide adequate and competent health and safety training for users, DSE assessors and line managers. DSE users will receive adequate training and information in the safe use of DSE, potential risks and the DSE assessment process as part of their induction / probationary course. The user will also complete an e-learning module on DSE as part of their DSE assessment process. DSE Assessors will receive adequate training and information in the Display Screen Equipment Regulations 1992, hazard identification, risk assessment, risk reduction, the safe use of DSE and how to carry out a DSE assessment. Local Line Managers will receive adequate training and information on the safe use of DSE, their particular responsibilities under current health and safety legislation and the DSE assessment process as part of their management training. Information regarding DSE is available to all employees through the DSE pages on the health and safety portal site. Additional information can be sought from DSE assessors, line management, health and safety department, OHU department and staff association safety representatives. 5. Workstation Assessments All Wilshire Police DSE terminals and users will be assessed using a suitable and appropriate workstation assessment. The workstation assessment is undertaken to identify and reduce any risks to health and safety which arise out of using DSE. A workstation assessment must be completed whenever: A User prepares to work for the first time at a workstation. A workstation has been newly created. A change in work pattern qualifies the employee with the term User. A workstation has been substantially modified. A User or Union Safety Representative complains about working conditions at a workstation. A referral has been received from the Occupational Health Unit. At two yearly intervals 6. DSE Assessment Process The trained DSE Assessor will facilitate the DSE assessments in their designated area of responsibility. As a guide, it is recommended that one DSE Assessor be responsible for carrying out no more than Version Page 12 of 21

13 twelve assessments in their department. The local line manager will retain overall responsibility for ensuring DSE assessments are completed in their area of responsibility. DSE assessments will be carried out electronically using the Health and Safety DSE assessment system on People Manager which links to Outlook and the e mail facility. The procedure is: The DSE Assessor will forward the DSE questionnaire to the DSE User. Attached to the questionnaire is an e-learning module which provides advice on good posture and how to work safely on DSE. The User must acknowledge having read and understood this module prior to completing Part A of the DSE questionnaire and submitting back to the DSE assessor. On receipt of the completed DSE questionnaire the DSE Assessor will contact the User in order to make an appointment to carry out the DSE assessment at the User s workstation. The assessment should take no more than 30 minutes. The outcome of the DSE assessment will be either: No Issues identified: DSE assessment can be closed. Problems identified: Users Line Manager must ensure appropriate adjustments are undertaken or corrective equipment provided in order to resolve the specific problems identified in line with the recommendations from the DSE assessor. Line Manager to complete, date and submit the DSE assessment as each problem is resolved. DSE Assessor to monitor progress until all items have been resolved. If particular health or medical issues are identified by the DSE assessment, which fall beyond the remit of the DSE Assessor and the DSE minimum standards, the DSE Assessor will advise the Line Manager that they should refer the individual to the Occupational Health Unit for a comprehensive health assessment, and where appropriate a personal risk assessment to be carried out. DSE assessors should not refer directly to OHU, make changes or provide equipment beyond the minimum standards to staff in this category. If particular safety issues are identified by the DSE assessment, which fall beyond the remit of the DSE Assessor, the DSE Assessor or Line Manager should refer the assessment to the Health and Safety Section so that an expert DSE assessment is carried out on the individual User / workstation. Shared Workstations All Force workstations are set up to meet the minimum requirements of the DSE Regulations Where a Wiltshire Police workstation is used by more than one worker it should be analysed in relation to those covered by the DSE Regulations 1992 i.e. its Users. 14 Only one DSE Assessment form needs be completed for multi user workstations, however the workstation must be set up to accommodate its varying potential Users to allow a flexible working environment. These include a fully adjustable chair, provision of a foot rest and document holder etc. 7. Portable DSE - Laptops and Hand Held Devices Portable DSE such as laptops, note book computers and hand held devices are subject to the Display Screen Equipment Regulations 1992 if they are for prolonged use. As part of the risk management process portable DSE should only be used for short periods of time. Staff using laptops for short periods of time should use a docking station or laptop kit whenever possible. Where prolonged laptop Users are identified, they will be provided with sufficient training and information to make their own assessment of risk and ensure measures are taken to control the risk. A laptop kit or docking station should be made available to all Users who work on laptops for prolonged periods of time. The Business Strategy and Improvement (BSI) Department will provide a Laptop Safe Working Guide with all new laptops. They will provide all Line Managers, instigating a laptop purchase, with details of laptop kits in order they can consider whether this should be purchased in conjunction with the laptop to meet the needs of the User. Examples of a laptop docking station, laptop trolley backpack and laptop kit. As well as the previously mentioned risks relating to DSE, the following additional risks may be associated specifically with portable DSE, these include: Manual Handling risks when moving between locations. The BSI Department in conjunction with local line managers will ensure a suitable carry case or back pack is provided. Risk of theft and possibility of assault may pose a risk to staff who use their portable laptop away from the office. Practical advice on personal safety and sensible precautions must be provided by the local line manager. Version Page 14 of 21

15 Advice for using laptops in cars This should be avoided where possible and a suitable workstation or docking station should be identified and used. Where this is not possible and DSE use is required for a short duration, sit in the front passenger seat with the laptop on your lap. Push the seat back as far as it will go to allow plenty of room. If possible, place a flat stable object such as briefcase on your lap to raise the position of the laptop. This will improve your neck and wrist postures. Do not use the laptop sitting in the driver s position with the lap top either on your lap or on the passenger s seat, as this will place strain on your neck, arms and hands. Advice for using laptops on trains This should be avoided where possible as the arrangement and style of seats on trains make it very difficult to work in a comfortable position. A suitable workstation or docking station should be identified and used where possible. If you must use your laptop on the train avoid working in seats with tables attached to the back of chairs in front of you. Try to find a communal table with facing seats as this will ensure extra room and a more comfortable working position. Advice for using laptops in hotels If you must use your laptop in hotel rooms try to use the designated workstation or equivalent such as the dressing table. Do not use the laptop whilst sitting on the sofa, easy chair or bed as these can be stressful to the arms and neck leading to poor posture and potential risk. 8. Eye and Eyesight Testing Wiltshire Police will meet the cost of eye and eyesight testing for all staff; this includes Police Officers and Police Staff All employees are entitled to an eye test at two yearly intervals. Employees using dual screens are entitled to an eye test at yearly intervals. The cost of the eye examination up to the value of will be met and up to can be claimed for spectacles/contact lenses; however, your claim can only be processed in the current financial year or within six months of your purchase. Any additional costs relating to fashion frames, tinted or coated lenses etc will be met by the individual. Details of the procedures for the claiming reimbursements towards Eyesight Testing and Spectacles / Contact Lenses can be found on the Finance Portal page. 16 Appendix 1. Possible Health Risks of Using DSE Musculoskeletal Disorders A range of conditions of the arm, hand and shoulder area which are linked to work activities are now described as work related upper limb disorders (WRULD). These range from temporary fatigue, soreness in the limb to carpal tunnel syndrome. Prolonged static posture of the back, neck and head are also known to cause musculoskeletal problems. Awkward positioning of the hands and wrists as a result of poor working technique or seat height are other likely factors. Outbreaks of musculoskeletal disorders among DSE users have also been associated with high workloads combined with tight deadlines. Work related upper limb disorders can nearly always be avoided or eliminated by proper equipment, furniture, training, job design and planning. Temporary Visual Fatigue Long periods of working with DSE may cause eye strain as the muscles associated with the eye become tired. This can lead to temporary symptoms such as headaches and sore, itchy eyes. There is no current evidence to show that working with DSE causes permanent damage to eyes and eyesight, but it may make users with pre-existing vision defects more aware of them. Visually related symptoms can also be caused by unsuitable lighting, poor workstation layout or prolonged periods of working without taking sufficient breaks or changes of work activity away from the display screen. Again many of these symptoms can be eliminated or reduced by information, training, proper equipment, furniture, suitable lighting and regular breaks or changes of work activity. Fatigue and Stress Many symptoms reported by DSE users reflect stresses arising from their task and may be secondary to upper limb or visual problems. They are more likely to be caused by poor job design, lack of regular breaks, under utilisation of skills, high speed repetitive working or lack of organisation. Although all these issues have been linked with stress in DSE work they are clearly not unique to it. The risks of experiencing physical fatigue and stress whilst using DSE can be minimised by careful design of the DSE, good design of workstation layout, comfortable working environment in terms of lighting and heating, training and consultation with the user. Epilepsy DSE has not been known to induce epileptic seizures. With modern flicker free screens most people who suffer from epilepsy can work safely and without discomfort with DSE. Electromagnetic Radiation Current evidence from the National Radiation Protection Board state that the levels of radiation emitted by DSE are not considered to pose any significant risks to health and therefore, no special protective measures are required. 17 Pregnancy There is no authoritative medical evidence to support any links between the use of DSE and an abnormal outcome of pregnancy. Local managers and DSE assessors should reassure Users that there is no proven risk. Pregnant Users may experience postural problems later in their term of pregnancy and should contact their line manager or DSE assessor for advice and assistance as required. Facial Dermatitis Reports of facial skin complaints are extremely rare in DSE users and evidence suggests that they may be associated with environmental factors such as low humidity and static electricity rather than the DSE itself. Individual susceptibility should also be considered. Cross Infection As part of the Force cleaning contract, Wiltshire Police cleaning contractors will on a daily basis clean computers using a damp cloth to wipe over the screen. Weekly a very weak solution of multipurpose cleaner will be used to remove any grease marks from the screen and the keyboard will be turned over and tap one edge on the desk to remove any debris that has fallen down behind the keys. Cleansing wipes will be available for staff to self cleanse routinely handled DSE on premises under the control of PFI s. A sufficient supply of cleansing wipes must be made available and utilised in departments where staff hot desk on a regular basis eg ECC, FCC. Version Page 17 of 21

18 Appendix 2. DSE Workstation 12 Point Set Up Plan Chair Height Foot Rest Chair Back Keyboard Mouse Monitor Screen User Position Documents Equipment Position Breaks Any Problems? Adjust the seat height so your elbows are level with the desk. The wrists should be in a relaxed and neutral position. Ensure armrests do not prevent you getting close enough to the desk or obstruct your elbows whilst typing. If your feet do not touch the floor, use a footrest to support them. Ensure there is no undue pressure on the lower back and / or thighs (your thighs should be approximately horizontal). Adjust the chair back height to give support to the small of your back. Adjust the chair back angle for comfort this should be fairly upright when typing. The keyboard should be a comfortable distance from, and parallel with, the front of the desk. There should be sufficient space in front of the keyboard to rest your hands/arms when not typing. Create enough space so the mouse and mouse mat, if used, can be moved close enough to prevent you from over stretching. There should be room in front of the mouse so that your hand / forearm is not obstructed when using it. Adjust the viewing distance and screen height to suit but ensure a slightly downward viewing angle to the screen. As a rough guide, eyes should be about level with the top of the display and the screen should be at approximately arms length. The correct viewing position is with the screen at right angles to the line of sight. It should not be necessary to work with the screen angled down / sideways in order to avoid reflections or glare, instead the source of the reflection / glare should be eliminated or the workstation repositioned. Do not work at odd angles if it can be avoided your body should be squared up to the desk or you may develop musculoskeletal problems. If you are interacting with the computer the screen should be directly in front of you. If you are copy typing and don't need to look at the screen, the document should be directly in front of you with the computer to one side. If you are working from a hard copy, use a document holder where possible. Position the documents at the same viewing distance and height as the screen and position the document holder directly adjacent to the screen. If is not possible to use a document holder consider placing the document between the screen and keyboard. Think about the positioning of other equipment, especially any items that are frequently used. You should not have to stretch excessively for the telephone or regularly used reference material. Organise your work so that you take regular short working breaks away from the screen (5-10mins per hour) e.g. filing, photocopying, telephone work. When not sustained in keyboard work, change your workstation and / or chair set up so that throughout the day you adopt a variety of working postures. If you experience any problems whilst using your workstation or have any health and safety related concerns you should contact your line manager, DSE Assessor or Occupational Health Unit. 19 Appendix 3. Lap Top 12 Point Set Up Plan Workstation Sitting Posture Laptop Position Wrists Mouse Monitor and Screen Documents When using laptops, a properly designed workstation or docking station should be utilised where possible. Wherever you use your laptop, try to find a good sitting position. Where possible, adjust the chair back height to give support to the small of your back. Adjust the chair back angle for comfort and support, this should be fairly upright when typing. Do not work at odd angles if it can be avoided your body should be straight on to the desk. Avoid slouching and do not sit forward in a hunched up position. Do not place the laptop too close to the edge of the desk, as this will cause you to look down and will put your head and neck in a stressful position. To prevent this, push the laptop backwards and rest your forearms on the desktop. This will also allow you to keep your wrists in a neutral position. Avoid sitting too high or too low to minimise the risk of strain injuries to your wrists. Ensure your forearms are roughly horizontal when your hands are on the keyboard. If using a trackball or glide pad do not screw your fingers into a ball or hold them up in the air. Try to keep your hand flat and fingers relaxed. However, you may find it more comfortable to attach and use an external mouse. Adjust the viewing distance and screen height to suit, but ensure a slightly downward viewing angle to the screen. As a rough guide, your eyes should be about level with the top of the display screen. If you are working from a document, use a document holder whenever possible. If this is not available, try to keep the document as close to the laptop as possible. Breaks Organise your work so that you take regular short working breaks (5-10mins per hour) with regular changes of activity away from the screen. Carriage Any Problems? Where possible, reduce the amount of weight you have to carry. When carrying your laptop use the carry case / back pack and padded shoulder strap. Try to balance items over both arms rather than straining one side of the body. 20 Appendix 4. Useful Exercises As a general principle in any sedentary task, you should adjust your posture frequently. Daily practice of the following in a slow and smooth manner whilst seated will be helpful: Exercise 1 Hold your hands out in front of you and spread your fingers apart as far as possible. Maintain for count of five. Relax and repeat. Exercise 2 Link hands behind the chair back and pull the shoulders back. Exercise 3 Clasp hands together and extend your arms straight above your head. Lean to the left and then to the right so that you feel your sides stretching. Exercise 4 Roll your shoulders forwards and backwards in big circles several times. Exercise 5 Bend your head forward and slowly turn your head, like a pendulum, to look up to the right, then up to the left. Exercise 6 Straighten both arms and bend the wrist of one hand back with the fingers of your other hand, then bend that wrist downwards. Change hands and repeat the exercise. Relax and repeat the exercise again. Exercise 7 Fold your arms and twist the upper part of your body first one way and then the other. Version Page 20 of 21
