Products & Formats Resources: MAF/TIGER Partnership Software 2 The goal of this LUCA Orientation/Promotional workshop is to help you determine whether your government wants to participate in the LUCA 2010 program, what your participation options are, and what you can do now to get ready for the program. It was originally designed to give a broad overview of LUCA, but we would also like to share some technical details so that you can start to prepare for the program even before you receive the official invitation letter. To that end, these are the topics we will cover: The Decennial Census What LUCA is LUCA schedule, KEY dates Terms & Concepts Participation options Security and Confidentiality Requirements What the responsibilities Responsibilities of the Census Bureau and Local government are What you can do now to prepare Partipation Products & Formats And at the end we ll talk about the MAF/TIGER Partnership Software The workshop should last approximately 2 hours. We ll take a break partway through or whenever you think we need one. Please be aware that the workshop is geared toward meeting everyone s needs. So if you have a lot of experience in working with Census data and products, some of what we discuss today may be a review for you. If we don t touch on topic or answer a question that you may have, please feel free to ask throughout the presentation. If you have a question, chances are someone else probably has the same question or maybe just hasn t thought of it yet. 2

3 THE DECENNIAL CENSUS 3 For background, we d like to start with a quick overview of the Decennial Census, and how the LUCA program fits into the Decennial process. 3

4 The Decennial Census What? Count The census is a count of everyone residing in the United States: in all 50 states, Puerto Rico and the Island Areas. Who? Everyone All residents of the United States must be counted. This includes people of all ages, races, ethnic groups, citizens and non-citizens. When? Every 10 years Every 10 years, and the next census occurs in Census questionnaires will be mailed or delivered to every household in the United States in March The questions ask the respondent to provide information that is accurate for their household as of April 1, The Census Bureau must count everyone and submit state population totals to the U.S. President by December 31, What? The population totals determine each state s Congressional representation. The numbers also affect funding in your community and help inform decision makers about how your community is changing. Census affects funding in your community Census affects your voice in Congress Census affects your representation in state and local government Census informs your community's decision-makers 5 Where? Everywhere in the U.S. The census counts everyone residing in the United States: in all 50 states, Puerto Rico and the Island Areas. TEXT BOX: I d like to take a few minutes to point out why the census is so important to your community. As a local government, the Decennial Census count has a direct impact on the amount of funding you receive from the state, which is based on your population count. Census affects funding in your community In Illinois, each person represents approximately $ 120 per person per year in funding from the STATE, based in general on income tax, sales tax, and motor fuel tax. So multiply that amount by 10 years and it s about $1200/per person over the decade. If we miss just ONE person in the census, that amounts to about $1200 over the decade. Other estimates put the figure at roughly $340/person/year in funding received from both the federal and state governments. Census affects your voice in Congress Mandated by the U.S. Constitution, the census is also used to apportion seats in the U.S. House of Representatives and to redistrict state legislatures. Census affects your representation in state and local government Census data are used to define legislature districts, school district assignment areas and other important functional areas of government. Census informs your community's decision-makers The census is like a snapshot that helps define who we are as a nation. Data about changes in your community are crucial to many planning decisions, such as where to provide services for the elderly, where to build new roads and schools, or where to locate job training centers. 5

The Census Bureau will mail or deliver questionnaires to each address on our Master Address File in March We will mail a second form to households that do not respond to the initial questionnaire. Households that still do not respond will be called or visited by a Census worker. THE HOW of taking the Census is why the LUCA program is so important. If an address is not on our address list, called the Master Address File, the household will not receive a census questionnaire. If an address is not included in the census, even if it is a legitimate address, we cannot add it to the census counts after the census has been completed if it was not included in the census process. 6 How? Decennial Census Partnership Program that offers all tribal, state, and local governments the opportunity to review and update the Census Bureau s residential address list and maps Mandated by the Census Address List Improvement Act of 1994 (Public Law ) Requires that the designated census liaison and all reviewers maintain the confidentiality of the information on the census address list 8 LUCA is: A Decennial Census Partnership Program that offers all tribal, state, and local governments the opportunity to review and update the Census Bureau s residential address list and maps It is mandated by the Census Address List Improvement Act of 1994 (Public Law ), which allow the Census Bureau to share it address list with local governments for census purposes, And it requires that the designated census liaison and all reviewers maintain the confidentiality of the information on the census address list 8

(con t) Local address list submissions are validated during the pre-census Address Canvassing Operation by field staff using GPS equipped handheld devices Results from Address Canvassing Operation (including valid LUCA addresses) are used for the census questionnaire mailing universe Provides feedback to the local government for each address submission or comment Provides an appeals process through an independent agency to resolve disputes 9 Local address list submissions are validated during the pre-census Address Canvassing Operation by field staff using GPS equipped handheld devices. The address canvassing operation is where census staff are assigned specific census blocks and then traverse each block, updating the Census Bureau s Master Address File by verifying units that are already listed on the MAF, correcting addresses, deleting non-existent units, or adding any missing housing units. The LUCA addresses will be included in Address Canvassing. We will attempt to capture a structure coordinate (latitude and longitude point) for every housing unit we visit during the address canvassing operation. The picture on the slide shows the actual device we ll be using in the field. The results from the Address Canvassing Operation (including valid LUCA addresses) are used for the census questionnaire mailing universe. We will provide feedback to the local government for each address submission or comment LUCA includes an appeals process through an independent agency to resolve disputes 9

10 LUCA Changes from Census 2000 There is a single review cycle There is a longer review period (120 days) More advance notice so that governments can prepare and budget resources More comprehensive communication and periodic follow-up to answer questions There are three options for participation Census will offer a GIS software package for governments without their own GIS (MAF/TIGER Partnership Software) Local Address submissions will be validated during the pre-census Address Canvassing Operation by field staff using GPS-equipped handheld computers 10 This slide is just for informational purposes. If you participated in LUCA for Census 2000, you may be interested in how LUCA 2010 differs from the last time we offered the program. There is a single review cycle (Last time there were several cycles, depending on how the Census Bureau s address list was being developed for different areas for 2000) There is a longer review period (120 days) (last time there was a 90-day review cycle) More advance notice so that governments can prepare and budget resources, that s why we re offering promotional workshops ahead of the official invitation letter More comprehensive communication and periodic follow-up to answer questions There are three options for participation Census will offer a GIS software package, called the MAF/TIGER Partnership Software, for governments without their own GIS Local Address submissions will be validated during the pre-census Address Canvassing Operation by field staff using GPS-equipped handheld computers 10

11 LUCA SCHEDULE Time Frame January/February 2007 March-June 2007 Activity LUCA advance notice letters mailed to the highest elected official and other contacts in all active functioning governments. LUCA Promotional Workshops July 2007 July 2007 to January 2008 August-October 2007 August 2007 to April 2008 April 2008 to October 2008 November 2008 to May 2009 June 2009 to October 2009 September 2009 to December 2009 September 2009 to January 2010 LUCA invitation letters and registration materials mailed to the highest elected official and other contacts of each government. Invited governments register for LUCA and the Census Bureau ships the LUCA review materials to each participating government. Technical Training Workshops: participation products, options and formats, mechanics of updating address list and maps, submission requirements. LUCA participants review and update the address list and return their comments to the Census Bureau s Regional Office within 120 days of receipt of materials. CLOSEOUT: APRIL 4, 2008 Census Bureau reviews the participant s LUCA submission and updates the Master Address File and TIGER geographic database. Census Bureau prepares for and conducts the Address Canvassing Operation using GPS equipped hand-held computers. Census Bureau processes feedback materials to the LUCA participants showing how we processed each government s LUCA submissions. LUCA participants review their LUCA feedback and have the opportunity to appeal the results to the LUCA Appeals Office. LUCA Appeals Office reviews and adjudicates appeals

12 Key LUCA Dates October 31, 2007: November 19, 2007: December 4, 2007: December 31, 2007: April 4, 2008: If LUCA registration materials are returned by this date, local government will not be included in the 2008 Boundary and Annexation Survey mailout Latest date to to return registration package in order to receive the full 120 day review period Last date the Bureau will ship LUCA materials with a guarantee of 120 days for review. 13 LUCA TERMS & CONCEPTS 13 Before we get into a more detailed discussion of LUCA, I d like to share some Census Terms and Concepts that are key to the discussion. These may be familiar to some or perhaps many of you. For those of you that fall into this category, you can consider this part of the presentation a review. For others, you will need to understand these definitions and concepts to successfully work with us on the LUCA Program. 13

14 Housing Unit A single family house, townhouse, mobile home, trailer, apartment, group of rooms or a single room occupied as a separate living quarters, or if vacant, intended for occupancy as a separate living quarters. A separate living quarters is one in which one or more occupants (or intended occupants, if vacant) live separate from any other individual(s) in the building and have direct access to the living quarters without going through another living quarters, such as from outside the building or through a common hall. Acceptable housing units: Houses, townhouses, condominiums, apartments Living quarters in a nonresidential structure (church apartment) Mobile homes or trailers occupied as living quarters Residences under construction habitable as of Census Day 14 HOUSING UNIT: A single family house, townhouse, mobile home, trailer, apartment, group of rooms or a single room occupied as a separate living quarters, or if vacant, intended for occupancy as a separate living quarters. 15 Group Quarters A place where people live or stay in a group living arrangement that is normally owned or managed by an entity or organization providing housing and/or services for the residents. This is not a typical house-hold type living arrangement. These services may include custodial or medical care, as well as other types of assistance, and residency is commonly restricted to those receiving those services. People living in group quarters are usually not related to each other. 15 A place where people live or stay in a group living arrangement that is normally owned or managed by an entity or organization providing housing and/or services for the residents. 18 City-Style Address Housing units and group quarters in the US with a house number and street name address, such as 123 W. Main Street. City-style addresses for housing units in multi-unit structures (apartment buildings) contain a unit designator (Apt 101 or Suite D). These designators are part of the housing unit address and are included in the address record. Some city-style addresses, referred to as E-911 addresses, are used only to provide location for emergency services, such as police, fire, and rescue. 18 CITY-STYLE ADDRESS: is an address with a house number and a street name, such as 123 W. Main St. Sometimes the house number includes an alpha character, such as W25422 Baseline Road. Housing units in multi-unit structures, such as apartment buildings, often contain a unit designator, for example Apt. 101, or Apt. A, Apt B, Apt C, or maybe Suite D. These unit designators are part of the housing unit address and are included in the census address record. NOTE: Some city-style addresses are E911 addresses, which are not used for mailing purposes, but are only used to provide location information for emergency services such as police, fire and rescue operations. We include the E911 addresses in our address list (if known, and we have them on the list), even though the mailing addresses for the houses are PO Boxes. 18

19 Noncity-Style Address Addresses with no house number and/or street name. The majority of noncity-style addresses are located in the more sparsely settled areas. Noncity-style mailing addresses include: Rural route and box number (RR #2, Box 301) Post Office Box (PO Box 321) Highway contract route and box number (HCR 1, Box 56) General delivery You cannot determine the location of the housing unit from a noncity-style address. 19 NonCity-style Addresses: Are Addresses with no house number and/or street name. You cannot determine the location of the housing unit from the address. The majority of non city-style addresses are located in the more sparsely settled areas. Non city-style mailing addresses include: Rural route and box number (Example RR # 2, Box 301) Post Office Box (PO Box 321) Highway contract route and box number (HCR 1, Box 56) General delivery 19

20 Census Tract Statistical subdivisions of a county population, average 4000 Boundaries follow visible features Can and do cross jurisdictional boundaries Defined to meet data user needs 6-digit number Example: Census Tract 11 in De Kalb County, IL Tract numbers can have suffixes: Examples: In this graphic, the census tract boundary is indicated by the heavy red line. 20 Now let s talk a little about some types of census geography that you ll need to understand for LUCA. This census geography is used to determine geocodes. Census Tracts are: Statistical subdivisions of a county population, Average 4000 Boundaries follow visible features Defined to meet data user needs 6-digit number Example: Census Tract 11 in DeKalb County You will notice on the map that Tract 11 is shown as 11 on the map. Tract numbers can have suffixes: Examples: You can look at the map of DeKalb County,IL posted around the room for examples of tracts. (Note to Presenter: take the time to show attendees the maps and point our the census tract boundaries on them). 20

21 Census Block Subdivisions of Census Tracts Generally bounded by visible features and legal boundaries Smallest unit of data tabulation Have 4-digit numbers. Can also have an Alpha suffix such as 1000A, 1000B, etc. In this graphic, Census Blocks are indicated by the 4-digit red numbers printed in the center of the block (2003, 2007). 21 Census Blocks are: Subdivisions of Census Tracts Generally bounded by visible features and legal boundaries Smallest unit of data tabulation Have 4-digit numbers. Can also have an Alpha suffix such as 1000A, 1000B, etc. We ll talk more about the block suffixes shortly. 21

22 Census Block Includes all the housing units located within the boundaries of the block (Please note these are fictitious addresses) 22 Let s take a closer look at a census block. In this example, for illustration purposes, we ve overlain census block boundaries on aerial photography for the area. If we look at block 2080 (Block number printed in RED near the center of the block), we can see that the boundaries are formed by streets on all sides: Elyse Lane on the west, Keller Terrace on the north and east sides, and Short Terrace on the South. The Census Bureau s address list for block 2080 should include all the housing units located INSIDE the block boundaries. PLEASE NOTE THAT THESE ARE ALL MADE-UP ADDRESSES. So the address list should have, starting at the southwest corner and traveling clockwise: (point these out on the slide as you are talking) 501 Elyse Lane 507 Elyse Lane 515 Elyse Lane 523 Elyse Lane 531 Elyse Lane (you will notice the actual address for this property is 531 ELYSE LANE, even though it appears from the aerial photo the driveway and front of the house face Keller Terrace) 558 Keller Terrace 528 Keller Terrace 520 Keller Terrace 512 Keller Terrace 504 Keller Terrace Does everyone understand that the address list will contain ONLY the addresses that are located INSIDE the block boundaries? (Of course, if addresses are missing or shown in the incorrect block, then they would need to be added or the block number corrected.) This is a pretty easy example. In more rural areas, blocks can be very irregular in shape, and are often bounded by railroad tracks, streams, rivers, etc. 22

23 Two Components to LUCA MASTER ADDRESS FILE (THE ADDRESS LIST) The MAF is the Census Bureau s address list that is used to deliver a census questionnaire to households. The MAF contains both city-style and noncity-style addresses The MAF contains geocodes (State, County Census Tract, and Census Block) TIGER (GEOSPATIAL DATABASE) TIGER APPLICATIONS: MAPPING: produce field maps for data collection GEOCODING: - determines the geographic location of every housing structure - data tabulation DISPLAYING DATA PRODUCTS: On-Line and Printed Materials Road features and boundaries, boundaries, boundaries are important! 23 Now that we ve discussed terminology, let s talk about LUCA itself. The MASTER ADDRESS FILE (MAF) is Census Bureau s list of all the residential (city-style and non city-style) addresses. The MAF also contains geocodes (State, County, Census Tract, and census block) for each address. TIGER: TIGER is the acronym for Topologically Integrated Geographic Encoding and Referencing System. It s the Census Bureau s geospatial database, or if you prefer, our electronic map. TIGER is used for: Mapping: we produce all the maps, whether electronic or paper, for the collection of data in the field. Geocoding: TIGER is used to assign a Census tract and Census Block to each address. Once data have been collected, the geographic boundaries in TIGER are used to tabulation the data: i.e., determine the housing unit and population counts for all the geography: blocks, tracts, municipalities, townships, counties, states, voting districts, etc. Displaying Data Products: TIGER is used to produce the digital geographic data we release, as well as our on-line and printed products. I d like to make a note here about the importance of how critical it is to update the road features and boundaries in TIGER for your jurisdiction. Because TIGER is ultimately used for data tabulation, whatever governmental unit boundaries are reflected in TIGER is how the data are tabulated. So if the boundaries are incorrect, your count will be likely be incorrect as well. Take the time to carefully review your boundaries and make updates and/or corrections if they re needed. 23

24 LUCA In LUCA, you can: Update the Census Bureau s Master Address File or Submit Your Address List to the Census Bureau or Challenge the count of Housing Units by census block Depends on which participation option is chosen With all options, can submit updates to TIGER 24 In LUCA, You can Update the Census Bureau s Master Address File, or You can Submit your address list to us for processing or You can Challenge the count of housing units by census block. How and what you can do depends on the participation option you choose. Will all options, you can submit updates to our our TIGER database. 24

25 What are the LUCA participation options? Option 1: Full Address List Review (Title 13) (City-style addresses and noncity-style address tallies) Option 2: Local Address List Submission (Title 13) (City-style addresses ONLY) Option 3: Local Address List Submission (Non-Title 13 Option) (City-style addresses ONLY) 25 So what are the participation options for LUCA? The participation options refer to the address list component of LUCA. TIGER (map) updates are pertinent to all three participation options. We ll go over a broad overview of the 3 LUCA options, including both the Address Review and TIGER review, and then we can discuss in greater detail each option, the LUCA product formats, and feedback. 25

26 What are the LUCA participation options? Option 1 Full Address List Review with Count Review (Title 13 Option) Intended for gov ts that have time & resources for reviewing and commenting on Census Bureau s address list Requires Title 13 confidentiality agreement & self-assessment checklist Receives the Address List (both city-style & noncity-style addresses) and Address Count List Address list is in computer-readable format (only gov ts with 6,000 or fewer addresses can request a paper address list) (Local Government does the address matching) 26 Option 1 allows you to review the entire Census address list for your jurisdiction. This includes both city-style addresses (addresses that contain a house number and street or road name, e.g., 101 Main Street) and noncity-style addresses (e.g., PO Box, Rural Route, etc.) This option allows you to update any city-style address on the Census address list as well as add new city-style addresses. For census blocks containing all noncity-style addresses, you can only challenge the count of addresses on the address count list. If a census block has a mix of city-style and noncity-style addresses, you can update individual city-style addresses or challenge the count of addresses for the census block, but you cannot do both. All LUCA liaisons and reviewers must sign and return a confidentiality agreement form. The LUCA liaison is also required to perform a data security self-assessment that must be signed and returned with the confidentiality agreement form. The address list is provided in computer-readable format. Only governments with 6,000 or fewer addresses can request a paper list. (This amounts to about 1,000 pages, since there are approximately 6 addresses printer per page). 26

Option 2 Local Address List Submission (Title 13 Option) (new option for 2010) Intended for govt s that don t have time and resources to update the Census Bureau s address list Requires Title 13 confidentiality agreement & self-assessment checklist Participant receives the Census address list for reference Submits the local address list (city-style addresses only) in pre-defined format for the Census Bureau to match to the MAF (only computer-readable lists accepted) May update map features and legal boundaries Receives detailed feedback on the local address submissions after field verification May appeal the results to an outside agency (Census Bureau does the address matching) 28 Option 2 is a new option for The Title 13 Local Address List Submission option allows you to submit your local computer-readable address file (city-style addresses only) in a pre-defined Census Bureau format. The Census Bureau will provide our address list and address count list (computer-readable files only) as a reference for your jurisdiction. The address list includes both city-style and noncity-style addresses. You cannot update the Census address list or challenge the address counts. The Census Bureau will match your local address file to ours and make updates to our address list. All LUCA Liaisons and reviewers must sign and return a confidentiality agreement form. The LUCA liaison is also required to perform a data security self-assessment that must be signed and returned with the confidentiality agreement form. Of course, you submit updates to TIGER, both map features and boundaries. You will receive detailed feedback on your local address submissions after the Address canvassing operation. May appeal the results to an outside agency. 28

Under all options, every address, whether you are correcting or adding an address in Option 1, or submitting your address list in Options 2 & 3, must have a geocode assigned to it. Otherwise we cannot process the address. We need the geocode in order for addresses to be included in the address canvassing field assignments. Because assignments are made by census block or groups of census blocks, the geocode is required for the address to be included on the list. 30

33 Census 2000 Blocks vs. Current Blocks Will County, IL Tract , Block 2059 Block 2059: Census 2000 Block Block 2059: Current Census Block 33 This is an example of Block 2059 and the difference between Census 2000 Block 2059 and Current Block 2059A, 2059B, 2059C, 2059D, etc. On the left, the boundaries of block 2059 are highlighted by the heavy red line. It includes a substantial portion of the area south of the creek. (Point out the boundaries of the block on the slide.) On the right, we see how block 2059 no longer exists as a single block, but is now block 2059 A, 2059 B, 2059 C, 2059 D, 2059 E, 2059 F and 2059 G. Each is these is a unique block. (Point out the blocks on the slide.) If you were to give us addresses with the geocode of just 2059, we wouldn t be able to process the block because 2059 is no longer a valid block number. 33

34 TIGER File Realignment (MTAIP) Before (Hamilton Co., IN) Some counties have completed TIGER realignment, but not all After (Hamilton Co., IN) 2000 TIGER Local GIS File (2004) st Edition TIGER/Line 34 If you plan to update TIGER digitally, your ability to easily use the TIGER shapefile in your own GIS may be affected by whether your county has been completed through our MAF/TIGER Accuracy Improvement Program. The Census Bureau has been improving the spatial accuracy of the street features and boundaries in the MAF/TIGER database. The Census Bureau has been using, wherever possible, digital files submitted by state, local, and tribal governments to improve the location of streets and other features in TIGER. We have been working mostly with county-level governments. If we have been able to use the county s GIS information to realign TIGER, there is a greater likelihood that digital submissions from governments who have provided spatial files will closely align with improved TIGER making both boundary corrections and legal changes easier to identify. It will also facilitate the addition and correction of new features in TIGER. Conversely, if your county supplied a local GIS file to use in MTAIP, and the TIGER file has not yet completed the MTAIP process, or if TIGER was realigned using another method, it will not spatially align with your GIS, which may make it more challenging to update digitally. If you are unsure of whether your county has completed the TIGER realignment process, you can contact the geography staff at the Regional Office who can tell you. Their contact information is listed on the last slide of the presentation. In the map on the LEFT, the street features from 2000 TIGER are shown on the right in BLUE. The street features from the LOCAL GIS file are shown in red, and you can see that not only is TIGER 2000 not particularly accurate spatially, we re also missing a lot of the street features from growth. The map on the right shows the same area after TIGER was realigned using the local GIS as a reference, and we harvested the features we were missing from the local file and added them to TIGER. Even though the Local GIS file (in red) is actually shown on the map on the right, TIGER now aligns so well with the local file and with the new features added, you can t tell the difference. 34

Provides for confidential treatment of censusrelated information Requires all parties with access to Title 13 materials to abide by Confidentiality and Security Guidelines Requires Census Bureau to protect confidentiality of all information it collects 44 Title 13 of the United States Code provides for confidential treatment of censusrelated information, including individual addresses and structure points that identify the location of housing units and group quarters on Census Bureau maps for select areas. It requires that all liaisons, reviewers, and anyone with access to Title 13 materials abide by Confidentiality and Security Guidelines. It also requires that the Census Bureau maintain the confidentiality for all the information that it collects. 44

Respondents place their trust in the Census Bureau This trust is critical to the success of the Census Bureau s mission Access to Title 13 U.S.C. information is temporary, but the commitment to maintain confidentiality is permanent 45 The Census Bureau takes Title 13 very seriously. Our respondents trust in confidentiality is critical to the success of the Census Bureau s mission to produce accurate, relevant data. While access to Title 13 of the US Code-protected information is temporary, the commitment to keep the information confidential is permanent. If you are a LUCA reviewer, and you leave the government for whatever reason, you will need to sign the Return/Destruction form that will be included in the User Guide. MAKE SURE YOU DO THIS BEFORE YOU LEAVE THE GOVERNMENT, because we will need to have everyone Sign-out of the program by signing and dating the form. 45

The LUCA liaison is required to verify the return or destruction of the Title 13 materials by signing and returning the Return/Destruction form included in your User Guide. All liaisons and reviewers are required to sign and return this form at the completion of the LUCA Program. Should any liaison or reviewer leave before the completion of the program, they are required to sign-out of the program by signing and dating this form and returning it to the Census Bureau. 48

The first section shows the Action Code column along with the Census Geography of where the address is located; State Code, County Code, Tract Code and Block number. The second section shows a portion of the city-style address information; House number, prefix direction (such as North or West), Prefix Type (such as US HWY or ST HWY), Street Name and Suffix Type (such as Road or Avenue). 88
