2 DESIGN CHECKLIST AND PRINCIPLES I. PURPOSE AND USE A. The purpose of The Design Checklist and Technical Guide (DCTG) is to state for the design professional the minimum requirements for materials and equipment that comprise facilities in the St. Vrain Valley School District. It is intended to provide uniform and consistent standards for consultant services, equipment, materials, and methods used in construction projects. B. The DCTG is a document that is intended to be user-friendly to the Design professional as well as the layperson. C. The DCTG is organized according to the Construction Specifications Institute s MasterFormat. Information has been arranged into two sections: 1. Technical Guide: This is a guide composed of Divisions Each Division is outlined by MasterFormat s Level Two numbered titles. Data is related primarily to specification information. 2. Design Checklist: This is a guide that prefaces each Technical Guide Division. The listed information relates to design-specific issues of a Level Two numbered title or the Division. The purpose of the Checklist is to more easily convey design objectives to project designers early in the design process. D. The DCTG does not list every Level Two title that may be included in a project manual for a St. Vrain Valley School District facility. Only those titles and issues for which the Owner has, or has had, specific interest, experience, or concern are included in the document. If a title or topic is not included in the DCTG, the Consultant shall use his/her best professional judgment to specify the required element. E. The DCTG shall not limit creative design, practical function, or economical solutions. F. The Design Checklist and Technical Guide supplements the following St. Vrain Valley School District documents: 1. Consultant Agreement 2. Construction Agreement 3. General Conditions of the Contract 4. Educational Specifications (outline architectural program) for elementary, middle school, and senior high school design. G. The Design Checklist and Technical Guide is advisory only and shall not replace consultants professional responsibility for research, engineering, regulatory compliance, design, product/material/system selection, budget compliance, and other functions defined by statute and prevailing standards of professional service. H. The DCTG will be regularly updated as necessary. Updated versions may be obtained via the District s website under the Operations & Maintenance heading: II. COMPLIANCE A. The Design Checklist and Technical Guide supersede all previous St. Vrain Valley School District facility standards, and Technical Specifications. Contact O&M to confirm the latest edition. B. The design consultant is responsible for the quality control of his/her professional services and is accountable for providing a complete, constructible and operable design. C. The consultant shall notify St. Vrain Valley School District in writing when: 1. any portion of the Design Checklist and Technical Guide will not be met. 2. system function or satisfactory performance will be compromised by conformance to this document. 3. there is a conflict between this document and codes or industry standards. DESIGN PRINCIPLES I. PHILOSOPHY A. The St. Vrain Valley School District s facilities profoundly effect the instruction of students. Facility design must facilitate instruction. Buildings should not only be a place for instruction but also objects of instruction; the buildings should be tools to educate students, staff and the community about stimulating, practical design. B. Designs for all facilities new buildings or additions and remodels must complement and enhance the surrounding community and/or existing facility. CG-2

3 II. ACCESSIBILITY A. Use of the District facility will be available to the general public. The gymnasium, auditorium, and cafeteria and associated restrooms will be utilized after school hours. Areas to be excluded from the general public shall be separated by the use of gates or doors that can be locked. B. New construction shall provide full accessibility to physically challenged students, teachers and citizens per the Americans with Disabilities Act (ADA) and ADA Architectural Guidelines (ADAAG). C. Remodeling and retrofit construction, including site work, is to provide improved accessibility as defined by the ADA, professional judgment, and case law. III. ACOUSTICS A. Acoustical control shall be considered in all areas of the facility. B. Carefully consider noise from ventilation equipment in classrooms, gymnasia, cafeteria, Auditoria, and IMC. C. Isolate noise-generating spaces and activities including but not limited to: 1. Music room(s) 2. Special Education 3. Gymnasium 4. Auditorium 5. Cafeteria 6. Audiology IV. ENERGY CONSERVATION A. Particular attention shall be given to energy conservation in the application to lighting, lighting controls, domestic hot water heating systems, and the HVAC system equipment and controls. V. REGULATORY AGENCIES A. Codes 1. The Colorado Department of Labor & Employment Division of Oil and Public Safety, Public School Section has jurisdiction for approving construction documents, permitting construction, and issuing Certificates of Occupancy for facilities in St. Vrain Valley School District. Consultants shall comply with all codes adopted by the Colorado Department of Labor & Employment Division of Oil and Public Safety, Public School Section. 2. The Colorado Department of Labor & Employment Division of Oil and Public Safety, Public School Section enforces the adopted fire codes; however, consultants must coordinate with and receive approval from the fire protection district in which the facility is located. Verify fire protection district jurisdictions with O&M. B. Permits 1. The Consultant shall apply for the following permits on behalf of the District. The District shall pay for the permits; coordinate with O&M. a) Building permit. b) County Health Department permit (for food service kitchens) c) State Stormwater Discharge Permit (for construction that disturbs 1 acre) 2. All other permits for construction (i.e.: Right-of-way, state mechanical, state electrical, etc.) shall be applied and paid for by the Contractor. CONSULTANT PROCEDURES I. MEETINGS A. Consultant or Contractor meetings with school staff, students, administration or community are prohibited unless directed or accompanied by O&M staff. B. The Consultant is responsible for recording and distributing written records of project-related meetings through construction contract award. C. The Contractor is responsible for recording and distributing written records of project-related meetings from pre-construction through project closeout. II. FORMS A. ONLY the following St. Vrain Valley School District standard forms will be accepted. Updated versions may be obtained via the District s website under the Operations & Maintenance heading: CG-3

4 1. Consultant Agreement 2. Consultant s Request For Payment 3. Labor, Material and Performance Bonds 4. Construction Agreement 5. Contractor's Request for Payment (including Estimate of Partial Payment) 6. Proposal/Solution Request 7. Change Order III. PAYMENT A. Consultant s Request for Payment of fees cannot be processed until a signed Agreement is received by O&M and a purchase order is processed and received by the Consultant. B. Invoices for a single project may be submitted no more frequently than monthly. IV. CONSTRUCTION COST ANALYSIS A. Cost estimates must be unambiguous as to the inclusion or exclusion of the following factors: 1. Demolition/Abatement 2. Site Development and Soil Conditioning 3. Off-site infrastructure 4. Utilities and tap fees 5. Owner-supplied items (confirm with O&M) a) Equipment b) Furnishings c) Technology and communications 6. Estimate basis: year and quarter V. BUILDING CODE ANALYSIS A. Formal analysis of the Uniform Building Code is required for: 1. Pre-Design 2. Schematic Design 3. Design Development 4. Bid/Construction Documents B. Content 1. Fire Zone 2. Occupancy Group(s) 3. Description of Existing and Proposed Construction 4. Basement 5. First Floor Assembly 6. Second Floor Assembly 7. Roof / Ceiling Assembly 8. Columns 9. Beams 10. Exterior walls (bearing and non-bearing) 11. Interior bearing walls 12. Partitions 13. Shaft enclosures C. Construction Type(s) D. Fire Protection 1. Exterior walls 2. Openings E. Separation F. Matrix or spreadsheet in submittal report or on drawings, or 2. Annotated floor plans, or 3. Combination VI. PROJECT MANUAL A. To the greatest extent possible, the Project Manual, including specifications, should conform to the principals and formats of the current edition of the CSI Manual of Practice. ELECTRONIC MEDIA I. CAD APPLICATIONS A. Computer Aided Drafting (CAD) electronic media are required for St. Vrain Valley School District RE-1J (SVVSD) graphic deliverables for the following: 1. Contract Documents and As-Constructed Record Drawings for capital construction projects (new buildings, additions, and renovations). 2. Other documents originally created in electronic media. B. CAD File Platform: Compatible with Microsoft DOS or Windows (any version) C. CAD File Application 1. Preferred file creation application is AutoCAD Release 14 or newer. 2. Files generated on other CAD software are acceptable in the standard.dwg or compatible format. II. CAD AS-CONSTRUCTED RECORD DOCUMENT DISPLAY FILES (MANDATORY) A. Content 1. Limit content to the exact information that appears on the As-Constructed plot. a) Other reference information such as monument points is prohibited on any level, or outside the border boundary 2. One document (drawing sheet) per file 3. As-Constructed notation with date III. CAD AS-CONSTRUCTED NATIVE PRODUCTION FILES (OPTIONAL) A. Content 1. Copies of the consultant's As-Constructed working files including font files, shape files, etc. will be permanently archived on optical media to keep the consultant's original innate document intelligence intact. B. Format CG-5

6 1. Compressed file of consultant's native format 2. Uncompressed (ASCII) README.TXT file describing layering technique, compression system, and restoration instructions. 3. OPERAND.EXE file for decompression or re-splicing IV. OTHER ELECTRONIC MEDIA APPLICATIONS A. SVVSD requires electronic media for the following non-graphic deliverables: 1. Text Documents: Microsoft Word 2000 for Windows 2. Spreadsheet: Microsoft Excel Database: Microsoft Access 2000 V. ELECTRONIC FILE TRANSFER A. Acceptable Media: inch high density floppy disc 2. Zip disk 3. CD ROM B. Identification Label: 1. Type of file (Display or Native) 2. Facility and Project name 3. Consultant or sub-consultant 4. Contact person 5. Contact person telephone number 6. Contact person address C. The originator of the file exchange is responsible for taking appropriate security and virus protection precautions before transmitting electronic information, regardless of mode of transfer. GRAPHIC MEDIA (HARD COPY AND REPRODUCIBLE) I. STANDARD SHEET SIZES A. Presentation Board: 30" (horizontal) x 39" (vertical) with 2" minimum border at all 4 sides. B. Opaque original other than presentation board /2" x 11" 2. 11" x 17" C. Translucent ozalid reproducible plots and original mylars /2" x 11" 2. 11" x 17" 3. 24" x 36" 4. 30" x 42" II. TRANSLUCENT REPRODUCIBLE MEDIA A. Mylar: minimum 3-mil double matt precut sheets B. Use of roll stock is not recommended C. CAD Plots D. Laser or pen and ink on mylar E. Paper and temperature sensitive mylar are categorically prohibited. F. Direct image is preferred over reverse image G. Reproducible Intermediates (Sepia) are categorically prohibited. H. Quality I. Originals or first generation copies only. J. Documents will be scanned as part of project acceptance and closeout. K. Scanning reads the surface of the document which requires that background "noise" be minimized (i.e. screens, hand cast shading, poché, and other graphic techniques that can hide or garble lines, rebar section, dimensions, etc. must be single side and light or non-existent). L. Any document that cannot produce a legible scan will be returned to the consultant for corrective processing. DRAWING CONVENTIONS I. ADHERE TO CONVENTIONS OF THE CSI UNIFORM DRAWING SYSTEM (UDS). II. DRAWING ORIENTATION A. Long dimension = horizontal CG-6

7 B. North Orientation 1. North Arrow is mandatory for each and every plan drawing, including structural, mechanical, electrical, and partial or detail plans. 2. Orient plan drawings so that North is within 90 degrees of top of drawing sheet (North between straight up and straight left is preferred). 3. North arrow should be consistently oriented throughout the entire drawing set. C. Cross Reference Orientation 1. Room names and numbers 2. Structural grid D. Border 1. 1/2-inch minimum, all sides 2. Binder margin must be adequate to read drawings without disassembly of the bound set. E. Titleblock 1. Location: At right edge of sheet. 2. Per CSI Uniform Drawing System 3. Drawing number 4. Total sheets in set 5. Project identification: Official Project Title as assigned by SVVSD is to remain constant for all deliverables from pre-design through the post-construction period. 6. Generic drawing title(s) 7. Dates (original, revised, As-Constructed, etc.) 8. Consultant firm name 9. Sub-consultant firm name (Title sheet + each sheet of sub-consultant discipline) 10. Professional seal and signature III. KEY PLAN A. One reference or key plan showing the entire facility is required for all projects, regardless of scope. B. Key plan is mandatory on each sheet containing plan drawing(s) of: 1. Anything less than the entire building plan. 2. A site or project that has multiple buildings. IV. CONTENT A. Sheets containing shared information are not recommended 1. One building or location per sheet is strongly preferred. 2. Mixing more than two types of information (i.e. plans and sections; mechanical and electrical; HVAC air handling and HVAC piping; plumbing and HVAC) per sheet is not recommended. V. LEGIBILITY A. Per established drafting conventions 1. Contiguous lines shall touch or intersect and 2. Lines representing unconnected components or elements shall not touch or intersect at any point. B. Clearly distinguish between areas of new construction, existing, and remodeling C. Lettering: 1/8" or 9 point minimum font. D. Annotations: Apply only to the drawing upon which they appear. E. To the greatest extent possible, avoid mixing types of information on a single sheet (plans with sections; site with architectural; etc). F. For limited scope projects, required drawings may be combined onto single sheets as appropriate for the project and approved by the Coordinating Architect. VI. SEQUENCE PLAN DRAWINGS: A. From lowest level to highest level B. From campus to entire building to wing to area to detail plan VII. DRAWING NUMBERING A. Per CSI Uniform Drawing System B. Index by total drawings in the complete document set not just the sub-set. C. Supplemental drawings: CG-7

8 1. To the greatest extent possible, annotated original drawings are preferred over supplemental drawings. VIII. SCALES A. Unless otherwise authorized in writing, preferred scales are as follows: B. Surveys: 1. 1" = 10'; 20'; 30'; 40'; 50' 2. Contour Interval = 1 foot C. Site drawings: 1. Same as Surveys or: 2. 1/16"; 1/8"; 1/4" D. Plans: 1/8"; 1/4"; or 1/16" E. Detail and Partial Plans: 1/4", 3/8" or 1/2" F. Elevations: match scale of plans G. Building Sections: match scale of plans H. Partial, Wall, and Detail sections: 3/8", 3/4" I.
