3 Foreword This Standard is drafted according to the provisions given in GB/T This Standard partly replaces the Facial tissue (including wet wipes) in GB/T Compared with GB/T , the main changes in this standard are as follows: - Delete the content of wet wipes; - Delete the first-class quality grade; - Add the portable fluorescent whitening agent and ash indexes; - Adjust the indexes such as horizontal suction range, horizontal tensile index, vertical wet tensile strength, flexibility, brightness, dirt count; - Adjust the test methods of vertical wet tensile strength and flexibility; - Adjust the provisions of packaged quantity. 4 Facial tissue 1 Scope This Standard specifies the classifications, requirements, test method, inspection rules, marking, packaging and storage of facial tissue. This standard is applicable to various paper towel, paper napkin, paper handkerchief that are used in daily life. It is not suitable for wet wipes, hand towel or kitchen tissue. 2 Normative References The articles contained in the following documents have become part of this Standard when they are quoted herein. 5 GB Hygienic standard for disposable sanitary products GB/T Tissue paper and tissue products - Part 5: Determination of prammage GB/T whitening agents Paper and board - Determination of migratable fluorescent JJF Rules of Metrological Testing for Net Quantity of Products in Prepackages with Fixed Content 3 Classification 3.1 Facial tissue can be divided into paper towel, paper napkin, paper handkerchief, etc. 3.2 According to the quality, facial tissue can be divided into two grades - superior products and qualified products. 3.3 Facial tissue can be divided into super-soft type and ordinary type. 3.4 Facial tissue can be divided into monolayer, bilayer and multilayer. 4 Requirements 4.1 Technical index of facial tissue shall be in accordance with Table 1 or contract s provisions. 6 4.3 Facial tissue shall be usually folded in flat or slicing. Its specification shall be in accordance with provisions of contract. Dimensional deviation of specification shall not exceed the nominal value by ±5mm; and the degree of skew shall not exceed 3mm; or be in accordance with provisions of contract. 4.4 Facial tissue can be patter-embossed or pattern-stamped. Facial tissue in various colors is also allowed. But harmful dyes shall not be used. 4.5 Facial tissue shall be clean and the puckers shall be even, fine and smooth. There shall not be obvious dead-fold, incomplete, breakage, sand, hard block, raw pulp ball and other paper defects. 4.6 There shall not be off-powder or lint desquamating from the facial tissue; and colorized facial tissue shall not fade when being soaked. 4.7 Toxic and harmful raw materials shall not be used in facial tissue. While wood, herbage, bamboo and other natural fibrous raw materials shall be used. Using any recycled paper, paper presswork, paper product and other recycled fibrous substance as the raw material must not be allowed; neither is deinking agent. 4.8 Hygienic index of facial tissue shall be in accordance with the provisions of GB Test Methods 5.1 Sampling and treatment Carry out sampling according to GB/T 450. Sample treatment and test standard atmospheric condition shall be in accordance with GB/T Quantification The quantity shall be determined according to GB/T Express the result in monolayer. 5.3 Brightness (whiteness) Brightness (whiteness) shall be determined according to GB/T Portable fluorescent whitening agent Put the sample under ultraviolet lamp. Inspect whether there is fluorescence phenomenon at wave length of 254nm and 365nm. If the sample has no fluorescence phenomenon under ultraviolet lamp, then it can be determined that it does not contain portable fluorescent whitening agent. If the sample has fluorescence phenomenon, then determination of portable fluorescent whitening agent can be carried out according to Chapter 5 of GB/T Page 7 of 12

7 discovered in the first samples is more than or equal to the first unacceptable quantity, then this batch shall be deemed as unacceptable. If the number of unqualified products discovered in the first samples is between the first acceptable quantity and the first unacceptable quantity, the second samples with the quantity provided in the scheme shall be inspected; and the number shall be accumulated to the unqualified products discovered in the first and second samples. If the accumulated number of unqualified products is less than or equal to the second acceptable quantity, then this batch shall be determined as acceptable; if the accumulated number of unqualified products is more than or equal to the second acceptable quantity, then this batch shall be determined as unacceptable. 6.5 If the demander has dispute over the product quality, it shall inform the supplier for joint re-inspection within 3 months after receiving the goods; or entrust an jointly-agreed inspection body to carry out the re-inspection. If result of the re-inspection is not in accordance with this standard or provisions of contract, then this batch shall be determined as unacceptable and the supplier shall be responsible; if result of the re-inspection is in accordance with this standard or provisions of contract, then this batch shall be determined as acceptable and the demander shall be responsible. 7 Marking and Packaging 7.1 Packaging and marking of product sales Product marking shall include at least following contents: - Product name and trademark; - Product standard number; - Main raw materials of the products; - Production date (or serial number) and quality guarantee period, or batch number and expiration date; - Super-soft product shall be marked with product type; while ordinary product may be exempted from marking with product type; - Product specification; - Product quantity (the number of sheets, groups, pulling-out or pieces); - Product quality level and product conformance mark; - Name, detailed address, etc. of manufacturing enterprise (or product responsible organization). 7.2 Packaging and marking of product transport Page 11 of 12

8 Transport marking and packaging shall include at least following contents: - Product name and trade mark; - Name, detailed address, etc. of manufacturing enterprise (or product responsible organization). - Product quantity; - Graphical marks for packaging, storage and transportation. 7.3 Packaging Packaging of facial tissue shall be dust-proof, moisture-proof, mold-proof, etc Packing materials, which directly contact with product, shall be non-toxic, harmless and clean. Product packaging shall be in complete; and packing materials shall have sufficient tightness and firmness; so that the product will not get polluted in normal transportation and storage conditions. 8 Transportation and Storage 8.1 During transport, clean means of transport shall be adopted to prevent finished product from pollution. 8.2 Product shall be kept properly at dry, ventilated and clean places so as to prevent product from effect of rain, snow and moisture. 8.3 When carrying the product, it shall be paid attention that packaging shall be in complete. It is forbidden to throw the product from height, so that the outer packing will not get damaged. 8.4 Responsible party shall be responsible for all the damaged or metamorphous products that have been delivered out of the factory and caused by improper transportation and storage. Damaged or metamorphous facial tissue shall not be sold. END Page 12 of 12
