Preamble The purpose of the Oakville Street Lighting Standard is to establish municipal road corridor lighting levels, control the energy consumption and light pollution of street lighting, including all local streets, sidewalks and bike lanes, as defined by ANSI/IES RP-8 Standard Practice for Roadway and Street Lighting and the TAC 8 Ill Transportation Association of Canada Guide for design of roadway lighting and in a manner consistent with the Oakville Municipal Outdoor Lighting Standard. B. Street Lighting Definitions Street lighting is defined as lighting provided for local roads where pedestrians and cyclists are generally present. The primary purpose of street lighting is to help the motorist identify obstacles, provide adequate visibility of pedestrians and cyclists, and assist in visual search tasks, both on and adjacent to the roadway. Decorative Street Lighting is defined as a luminaire intended for illuminating streets that serves a decorative function in addition to providing optics that effectively deliver street lighting. It has a historical period appearance or decorative appearance, and has the following design characteristics: designed to mount on a pole using an arm or vertical tenon; opaque top and translucent sides; an optical aperture that is either open or enclosed with a flat lens; mounted in a fixed position; and with its photometric output measured using Type C photometry per IESNA LM C. Scope All street lighting not governed by regulations of federal, provincial or other super ceding jurisdiction. EXCEPTION: lighting systems mounted less than 3.15m above street level and having less than 1000 initial lumens each. D. Master Street Lighting Plan All street lighting design will meet the uniformity ratios and 75% of the recommended average illuminance/luminance levels of the 2006 Transportation Association of Canada Guide for Design Roadway Lighting (IESNAiliRP equivalent). 3

Lighting Technology Specifications will include but are not limited to: Lighting Technology Light Emitting Diode (LED) Correlated Colour Temperature k Performance/ Safety/Measurement Standards The fixture must use 45% less energy of the equivalent consumption of the replacing fixture or the new fixture as compared to its commercially available High Pressure Sodium counterpart meeting the lighting levels specified in this standard. Must be UL or CSA approved Must be tested according to IES-LM Warranty A warranty must be provided for the full replacement of the lumina ire due to any failure for seven (7) years. The warranty shall provide for the repair or replacement of defective electrical parts (including light source and power supplies/drivers) for a minimum often (10) years from the date of purchase. Operating Environment Surge Protection Luminaire shall be able to operate normally in temperatures from -40 C to 60 C. An adequate surge protector will be installed in the LED lamp fixture. Power Factor >.90 Mercury Content LED lighting will contain no mercury 4
5 II. Alternative and Adaptive Control Technologies The town will consider alternative lighting and adaptive control technologies for incorporation into its street lighting portfolio. This can include solar street lights and wireless dimming features. Ill. Operational Practices Town staff will review current street lighting practices and will update and enhance operational practices to include possible street lighting curfews, dimming, and maintenance requirements IV. Existing Street Lighting Conversion The town~ retrofit program will be based on road classification, priority will be given to major arterials first and so on. Only the street light I uminares will be retrofitted with LED fixtures without any changes in the pole locations. Street lights may also be upgraded through capital road improvements and development undertakings. The conversion of HPS street lights to LED light installations will be undertaken as part of the annual streetlight rehabilitation program and subject to be determined by budget availability and approval. Starting in 2014, staff have identified budget for this conversion initiative. Subject to project scope and site conditions, consideration will be given to replace existing street lighting with LED lighting technology through road improvement capital projects and/or private development undertakings V. New Development All new development in Oakville will adhere to the Oakville Street Lighting Standard. Streetlights may also be upgraded through road improvements as required by private development undertakings. Cash-in lieu will be considered based on scope and retrofit suitability. 5
6 E. Light Shielding and Distribution All street lighting shall have no light emitted above 90 degrees. Exception: Decorative street lighting for specific districts or projects shall be permitted by special permit only, and shall meet the requirements of Table H below without the need for external field-added modifications. F. Definitions Table of Definitions Absolute Photometry Astronomic Time Switch Backlight Common Outdoor Areas Curfew Photometric measurements (usually of a solid-state luminaire) that directly measures the footprint of the luminaire. Reference Standard IES LM-7. An automatic lighting control device that switches outdoor lighting relative to time of solar day with time of year correction. For an exterior luminaire, lumens emitted in the quarter sphere below horizontal and in the opposite direction of the intended orientation of the luminaire. For luminaires with symmetric distribution backlight will be the same as front light. A luminaire classification system that classifies backlight (B), URiight (U) and glare (G). Reference Standard IES TM One or more of the following: a parking lot; a parking structure; a common entrance or covered vehicular entrance, a common entrance or public space shared by all occupants of the domiciles.
