Ageing rotating machinery: workshop Andrew Walker, Machines Engineer, SABIC It is well accepted that all rotating mechanical equipment requires some form of servicing and routine inspection in order to avoid mechanical failure. In the context of such equipment increasingly being operated for longer periods however, a transition has been made to use condition based maintenance programmes. This workshop will explore some of the associated issues, with the intention to collectively develop a prioritised list of actions that need to be considered when operating equipment past its original design life. 2 14:00-14:50 A summary of in-service inspection approaches in EU countries: seminar Hans Spijkerman, Head of Inspection UIO/T, Shell 14:50-15:10 BREAK Every process plant in Europe is subjected to continuous maintenance as well as in-service inspection. This seminar explores the legal requirements for various EU countries regarding inspection of pressure equipment and the inspection approaches selected by industry. Questions on what should be inspected, when, how often, whether RBI is allowed, which parties are involved will be addressed as well as how various industries apply such inspection within the local legal frameworks. It will particularly interest EEMUA member companies with plants in several EU states seeking alignment of inspection approaches and exchanging inspection staff and best practices. The background information for the various countries has been obtained through the European Committee of User Inspectorates (ECUI). Design margins for pressure systems: workshop Stuart Brady, Mechanical Engineering Specialist, ExxonMobil Pressure Vessel and Piping codes have inherent design margins or factors of safety built into them to ensure safety and reliability in service. These margins have existed in the associated codes for many years and have allowed the use of fairly simplistic design by rule methods to arrive at suitable (although conservative) designs. Increasingly, more advanced analysis techniques are being used in the design and fitness for service assessments of pressure equipment, but the underlying design margins have largely been retained. This workshop topic is intended to stimulate some discussion on existing design margins in the pressure equipment and related fields, and whether advanced design techniques can provide more economical designs. Associated EEMUA Committees: SCE / PRV / PSC Ageing electrical assets: workshop Huw Jones, Senior Electrical Engineer, Dow Corning Electrical equipment is often designed with a relatively long lifetime (25-50 years) and the engineer responsible for it has the challenge of ensuring the equipment s integrity over this period, if not well beyond it. In justifying the continued service of equipment, the engineer has to take commercial (reliability, availability, replacement costs) and safety considerations into account. This workshop looks to explore some of the associated issues and will present some of the information already collated by the Electrical Engineering Committee (ELC) on ways to improve the management of certain types of electrical equipment. 3 15:10-16:00 Third party inspection bodies: seminar Robin Luxmoore, UIC Chair, EEMUA Views expressed recently by the HSE have cast doubt on the efficacy of third party inspection bodies as part of an integrity management system. A CDOIF Working Group is developing guidance on the use of third party inspection bodies. EEMUA are developing a publication to add detail to the CDOIF guide. This seminar will examine this latest guidance, the essential differences between second and third party inspection bodies and how these influence the results of inspections. It will also consider what plant operators can do to create a satisfactory relationship with the inspection bodies to ensure that the service provided meets their expectations. Associated EEMUA Committees: UIC / INT / ECUI Managing excessive accumulation of pressure: workshop Neil Roberts, Process Safety Specialist, Dow Corning The HSE Chemical Industries Division has identified numerous instances where process plant could be subject to excessive pressure and is concerned that not all situations have been included in the design analysis. This workshop will discuss what steps can be taken to ensure all scenarios are covered and how plant operators can safely manage these situations. Associated EEMUA Committees: PRS / PRV / PSC How we interact with the machine: workshop Toby Pusey, Systems Engineering Manager, National Grid Technology continues to develop at a rapid pace and this workshop aims to explore how some more recent advances are already affecting industrial control systems and how they might influence developments going forward. Starting with a look at how control rooms have changed over the last 50 years or so, this workshop intends to highlight trends and promote discussion on some of the implications, such as security and availability of technological advances. 4 16:10-17:00 Integrity management: workshop Robin Luxmoore, UIC Chair, EEMUA Maintaining the integrity of primary containment is a major aspect of the HSE s current Ageing Plant initiative. Currently some 70% of sites do not meet their basic standards. This workshop will give participants the opportunity to develop their ideas on integrity management in an atmosphere of cooperation away from the attention of the regulatory authorities. Manager Aerospace Structures & Materials, University of Delft & Dr MSc ing Jeanne van Buren, Senior Consultant, Marsh Risk Consulting Plastics and composites are widely used in various industries. There are examples where ageing of these materials does not get the required attention. Fortunately some producers and suppliers of plastics and composites have already addressed this aspect many years ago. Cross industry learning can help us to apply methods to monitor the ageing of these materials under various conditions. Adding life expectancy and monitoring requirements for ageing in standards and codes for assembly and construction are a necessity to create a level playing. Associated EEMUA Committees: PRV / PSC / UIC / INT / MTC CompEx for Duty Holders: seminar Martin Jones, CompEx Operations Manager, JTL The CompEx competency scheme has strengthened its position as the global scheme of choice for the major oil, gas and chemical users who want to protect both their workers and capital assets through the addition of Mechanical and Application Design Engineer modules. Feedback from the regulator, however, has highlighted concerns about the number of times inspectors have returned to find previously agreed remedial actions uncompleted. In response to this issue, CompEx has designed a new module to specifically address the role of the Duty Holder as laid out within the relevant standards. This presentation aims to raise awareness within the EEMUA membership base and help signpost the way forwards for the future. 5 DAY TWO THURSDAY 5 TH MARCH :50-09:40 National interpretation of Seveso 3: workshop Leader TBC The Seveso Directive is the main piece of EU legislation that deals specifically with the control of on-shore major accident hazards involving dangerous substances. Across Europe, the Seveso II Directive will be replaced by the Seveso III Directive on 1 June What does this mean for national implementations of the Directive? How big are the changes, and what do theymean for owner/operators? Associated EEMUA Committees: UIC / INT / PRV / MTC / PSC Calibration and validation: workshop Peter Pergande, OLA, EEMUA The terms validation and calibration are often used interchangeably and misunderstood. This workshop will discuss the differences between validation and calibration as applied to on-line process analysers and why analysers should only ever be recalibrated if the validations show a clear change in performance based on statistical analysis. It will cover the preferred methods and equipment for validating and calibrating analysers and the statistical tools and approaches available to determine the actual analsyer performance and when recalibration is required. The EEMUA On-Line Analyser Committee (OLA) has recently updated the EEMUA Publication 175 "EEMUA Code of Practice for the validation and calibration of process analysers" which will be cross-referenced as applicable in the discussions. Associated EEMUA Committees: OLA / INC EEMUA 159 Ed 4 - An explanation of updates: seminar EEMUA 159 Work Group Panel In addition to improving the logical sequence of the subject matter, EEMUA 159 Edition 4 contains appendices offering additional guidance on how to perform assessment calculations on tank components as well as on repair methods. The integrity of each is vital for the safe and reliable operation of the plant. This workshop will investigate the experiences and best practices that members have adopted. Everyone is invited to discuss how their company manages flange joints and the lessons they have learnt. Associated EEMUA Committees: PSC / PRV Radiography and advanced UT: what's desired vs what's achievable: workshop Peter Conlin, INT Chair, EEMUA Process plant is subject to continuous regular inspection throughout its life often using radiography and advanced UT techniques. When used well, these techniques can produce excellent indications of the state of plant. However, what the operator expects/desires can sometimes be more than is possible. This workshop will discuss the capabilities of these techniques in various situations and give delegates the opportunity to express their own beliefs. 7 11:00-11:50 Risk Management of Ageing Plant Infrastructure How safe is your site?: workshop Ian Parke, Civil Engineer, EDF Risk management of ageing plant isn t restricted to just the process plant itself. The inspection and maintenance of the civil infrastructure, from conveyor belts to outfalls, has a direct impact on the ability of the site to continue to operate safely. This workshop will discuss how the infrastructure influences the overall risk management of a site. Asset management of small bore connections: workshop Toby Lant, Pressure Systems Specialist, Centrica Failure of small bore connections may lead to plants being brought off line for a variety of reasons - this workshop is aimed at sharing experiences on the various types of failures. Approaches to management and assessment of branches will also be covered including approaches proposed by individual operators, the energy institute and GENSIP. Associated EEMUA Committees: PSC / UIC / INT Implementing PPM for various plant assets: seminar Jan de Jong, STC Chair, EEMUA PPM is an analysis process performed by a group of specialists from functions such as operations, maintenance, materials, inspection, safety, electrical and instrumentation. EEMUA has described this process in relation to storage tanks but is equally applicable to other equipment. 8 13:30-14:20 Approach to process safety throughout the asset life cycle in global power generation: seminar Ian Baulch-Jones, Lead Engineer - Asset Management Systems, E-On Using the trinity of: Do we understand what can go wrong? Do we know what is in place to prevent this? Do we know that this will work when needed? This seminar will show how BowTie barrier based asset management systems can be used to identify and manage risk, building an organisation capable of learning not only from its own mistakes but also from the mistakes of others. Temporary repair qualification and management: workshop John Kokott, Mechanical Design/Stress Engineer, Essar Oil What is a temporary repair? When does a temporary repair become permanent? How are temporary repairs managed? These are some of the issues that will be discussed in this open forum where everyone is invited to give their views and discuss others. A key tool in asset life extension is re-rating operating conditions; this workshop will explore what can be achieved, and how. Insulation and coatings: what works and what doesn t: workshop Stuart Tilley, Senior Inspection Manager, SABIC Corrosion under insulation is a major issue affecting all process plant. Operators often implement a CUI management process and many have learnt lessons the hard way. This workshop will present one member s experiences of employing a management process and will give opportunity for others to volunteer their own practices.
