2 The Start of the Journey Way back in 2008, Denbighshire County Council s leisure service was in a very different place Very poor Wales Audit Office report - does not have sufficient arrangements in place to fully support coherent and effective leisure provision. No strategic approach Lacking information on future needs Underdeveloped performance management Lacking credibility Cambridge report into Education PE facilities were less than adequate

3 Service Transformation New leadership drove the transformation of the service, developing a new strategy underpinned by: A very strong focus on customer service and experience A new, modern brand for the service and associated facilities A drive to increase memberships, with a focus on direct debit payments Political support and endorsement of the changes Investment in facilities

4 Investment in Facilities Years of under-investment had led to tired and dated leisure facilities, with a clear need to inject some investment to refresh and modernise the offer. But to do that we had to change our approach.. The traditional approach had seen us invest in feasibility studies focussing on property based solutions, but these studies never translated into new developments! A realisation that the new approach needed to focus on business solutions with an understanding of demographics, latent demand, what s new to the market, etc. Not something we felt we could do in-house

Cost 4.6m on time, on budget First class school PE facilities (saved schools 0.5m on dual use facilities)

12 The Second Leisure Framework 12 month procurement process, culminating in the re-appointment of Alliance Leisure as our partner in February 2017 The new framework is open to all UK public authorities and arms length leisure organisations Easy to access and progress projects (good feedback so far!) 18 Council s have accessed the framework (up to end Aug 2017) Other projects in Denbighshire being progressed

13 Denbighshire Continue to Invest In the first 6 months of the new framework, Denbighshire is already working with Alliance on a number of new projects including: Extension to fitness suite at Rhyl Leisure Centre New 3G pitches at Corwen and St Asaph 14.8m Aqua Park in Rhyl part of a much wider regeneration programme for Rhyl Waterfront

15 Denbighshire Leisure Services today The partnership with Alliance has been a fundamental part of the transformation of our leisure service, and in the last 5 years has helped us: Reduce the subsidy for leisure from 1.8 million to 500K (8 leisure centres) Invest over 7 million in new or refurbished leisure facilities Increase number of Leisure Card use by 124% Increase fitness membership direct debits by 148%

Alliance were appointed and helped us deliver: 12 month procurement process, culminating in the reappointment of Alliance Leisure as our partner in February 2017 The new framework is open to all UK public authorities and arms length leisure organisations Easy to access and progress projects (good feedback so far!) 18 Council s have accessed the framework (up to end Aug 2017) Other projects in Denbighshire being progressed

18 Who can use it? Available to all UK Public Sector organisations, this also includes Leisure Trusts and/or Mutual Arm's length limited companies and commercial operators that are operating leisure facilities on behalf of a UK Public Sector client organisation.

20 What s covered The UK Leisure Framework (OJEU) allows Alliance Leisure to be appointed as a development partner for the scoping, design and construction of Public Sector Leisure provision across the UK. It also supports the marketing of these types of facilities as well as the provision of fitness equipment.

Once agreed, construction delivered in partnership with selected providers from a panel of contractors/architects.
