2 SMARTGRID GRENOBLE AND VIVACITE TOOL NON-TECHNICAL SUMMARY MAIN INFORMATION Subtitle (if any): Sustainable Energy and Territories : Collaborative energy data management dedicated to the Smart City % % % % 70 29% 70 29% 2% 2% Principle: The Grenoble SmartGrid goal is based on 2 majors infrastructures : A Multi Energy grid instrumentation and control (MVLV grid supervision and control, loadpeak shedding, smart meters, for gaz, electricity, urban heating and water) on one hand and a data analysis and vizualisation tool called Vivacité on the other hand. VivaCité is a collaborative energy data management program and tool, resulting from: - a joint building initiative between the city of Grenoble and Grenoble Alpes Métropole - the voluntary participation of the citizens of Grenoble This integrated data platform based on real-time energy and water flows simplifies decision-taking and assessment of actions related to controlling consumption, and to energy management and planning in the territory. It features special interfaces for the city's decision-makers, building managers and citizens To be visited? Location: Grenoble District: Presqu ile Europole and mainly Cambridge Area Mistral Spotted area from La Métro or MUNG based on refurbishment actions Flaubert Area in a near Future The proofs of concept can be seen in our labs (Atos or GEG) to see what is installed in the field. Concerning the smartgrid functions, this has yet to be developped. This is expected in 207. Vivacité is online from the end of 205 : (French only at the moment) Identification is required to see private data of each dwelling. Other: 4 SmartGrid regulation and more instrumentation expected in 207 to reach the goals. 26 Work Progress? 3 OPPORTUNITIES, BARRIERS AND SOLUTIONS The information requested in the following table is the information that is needed for the technology or innovation, subject to this form, to be implemented elsewhere: information to quantify the technologyinnovation and on potentially present barriers that may be encountered (at either the technical, politicallegal, financialeconomic, social or the environmental level). The questions below help define the requested information, but may not cover all aspects interesting to the subject and conversely, some questions may not be relevant. Please feel free to fill out the parts of the table suitable to your subject in text below the table (not in the table) Technical (Geographical) PoliticalLegal Opportunities BarriersChallenges Solutions - RES Production There are two main impacts for the local production - A reduction of the RES generation when the low-voltage grid balance meets issues or troubles. - An efficient consumption of power generated locally by a required adjustment of local consumption (EV charging for example) - Energy Savings A balanced consumption at local level of locally generated energy allows minimizin - Grid Regulation Grid regulation and supervision is concrete at MV level. To reach a smartgrid we nee d on LV supervision Transition Act in France is a key incentive and regulation to foster such kind of program and development. (open data on energy for municipalities, energy efficiency and sobriety RES Production In urban areas, it can be difficult to find enough RES to really impact the Grid, unless the consumption really decreases. Energy Savings Except the energy bill most of the stackholders don t have any feedback of the energy consumption, or the feedback period is too long. Grid Regulation Ability to deployinstall enough measurement tools at a LV level to reach a real LV grid supervision Incentives are not yet in line with the potential business models RES Production Energy savings Long term energy management to lower energy consumption at a district level. Energy savings, grid regulation Smart metering deployment + Vivacité To be defined : Data governance, incentive, CO2 base price Social Environmental NEWS & LINKS Cityzens will have the opportunity to really manage their energy and maintain their comfort at the same time. They have the opportunity to get involved and become actors of the energy systems in a forwardlooking manner based on common ressources management. All stackholders must be involved, from the citizen to the community : Cityzens, landlords, social or private, private companies, municipality, urban community Greenhouse gas reduction An optimization of local consumption of local RES production limits external energy contribution and aim to get greenhouse gas reduction as a consequence. By minimizing the local disturbances produced by RES production, the system allows a better usage of RES production and, consequently, a reduction of CO2 emission and then its consequences. The system could facilitate the deployment of local RES production by a better compatibility with the lowvoltage grid constraints and it is expected to contribute to answer the request of cityzens for green EV charge. People education on energy topic is not yet good enough to get a real lever on consumption of energy. ROI for individual residential consumptions is still too far. The system has to be deployed wide enough to have a measurable concrete result. Coaching and education on energy consumptions consequences is the way to move faster on energy sobriety, efficiency, and flexibility (RES integration, peak shedding ) ALEC will conduct this part of the project. Estimations based at a building level could be used as a first step to anticpate a wider scale and impact. 4 SMARTGRID GRENOBLE AND VIVACITE TOOL TECHNICAL SUMMARY DESCRIPTION OF THE INNOVATION AND RATIONALE FOR THE SELECTION In this section, regarding the innovations list in the appendix, each of the partner describes the innovation he is in charge of to allow other partners and the public to have a better understanding about what will be demonstrated in City-zen project. Please justify why this is an Innovation compared to existing technologiespractices. You can develop argumentation with the following criteria: Performance, Simplicity, AffordabilityReplicability, Technology integration, Potential impact The real innovation is in the use of the smartgrid tools and smartmeters that are installed, based on a collaborative program at a municipality and metropolis scale. At a municipality scale, all stackholders converge towards a common goal of data sharing for the common good : energy infrastructure management and optimisation, from the citizen scale to the municipalitymetropolis scale. This is a double challenge : technological and societal to empower all stackholders. All the tools and materials we install in the demonstration are ready to use (smart meters, supervision systems, data management tools, grid management tools for Smartgrid uses ). We focus here on showing their value for the collectivity by combining them in a collaborative way. The system works though in an operational environnemnt based on operational materials. The way we use them and the governance of such a tool and program has yet to be qualified. This is the goal of CityZen. WHAT ARE THE MOST RELEVANT DEMONSTRATION PROJECTS? The experience and outcome of recently finished projects that have been demonstrating this innovation The most relevant reference of the integration of this key innovation in operational environment in national, EU or international project, The links where to find presentation orand analysis about the related projects (ex.: TRANSFORM, ZENn, LINEAR, Next- Buildings, etc.) as well as on the Smart City Stakeholder Platform and databases (ex.: BuildUp, OpenLivingLabs, Smart cities and Communities platform and SETIS). => 35 lines max ZENn? Transform? EXPECTED IMPACTS OF THE INNOVATION This section presents the information on impacts supplied in the innovation solution proposal as well as the expert assessment by the relevant working group members. If the solution proposal does not present this information, the provider of the solution has to be contacted to assist in the provision of this information. Where possible, the drafting of the KIFs, should involve the stakeholder that submitted the proposed solution. Impact on Energy (supply or savings) & greenhouse gas reduction expected In this section, will be explained how the innovationsolution proposed participates to: the RES production, Energy savings, Greenhouse gas reduction => 35 lines max A smartgrid regulation combined to a program and platform such Vivacité allows the follonwing: - To have a clear view where we are in terms of energy consumption today at different levels (indivudual, building, distrcit, municipality) 2- to analyze trends and patterns based on a known and common initial point (measures on a daily basis) 3- to define master plans and to up date them 4- to empower people and foster sustainable behaviour at all levels The combination of theses actions and consequences will bring RES where it is needed and profitable and global energy savings based on efficiency on grid and buildings because of targeted actions from the metropolis plus sustainable behaviours that will last. Wider potential benefits for cities In this section, will be exposed how the innovationsolution proposed contributes to the potential benefits on jobs creation, economy, safety, health, etc. for the city. => 35 lines max Such a governance on a program like Vivacité, based on local stackholders cooperation will bring a better trust between public and private stachholders, between the cityzens and their elected representatives and could bring a better climate for economy or social atmosphere. Other impacts In this section, will be developed the other impacts of the innovationsolution proposed participates, in terms of urban sustainability, smart citizens, governance, urban mobility, transport flow, mobility efficiency, shift to more sustainable modes, etc. => 35 lines max If the cooperation between all stackholders is built as a durable solution, we can hope that this could be replicate with great consequences on some other topics : mobility, citymetropolis governance, smartcityzens; TECHNICAL FEASIBILITY AND SOCIO-ECONOMIC VIABILITY In this section for the innovationsolution proposed, will be explained: - The technical requirements (ex: data sharing for the territorial monitoring system) - And the socio-economic viability (ex: obligation versus incentives for property owners or developers to connect a thermal loop or thermal retrofitting) => 35 lines max Cityzen-KIf-SmartGrid Grenoble and Vivacité Tool_V5_June Final.docx p. 45

5 The program works if all stakeholders accept the rules of cooperation and transparency of their work and data on energy. In the other hand, investments and added value must be shared in a long term view and fort he common goods (energy, environment, business models); Such governance rules need to be defined at the moment. This is the goal of cityzen project. INTEGRATED MEASURES Integrated measures combining multiple of the domains: buildings, smart grids and district heating and cooling In this section for the innovationsolution proposed, will be explained: - What the combination of domains actually is? - What examples are available? - Which stakeholders were involved in the roll out? => 3 lines max All stackholders are involved at all steps : we need to cooperate to install smartmeters or grid supervision based on a multi energy and water system. CCIAG, GEG, MUNG and METRO, Eaux de Grenoble, building managers, social or private landlords This way we can define a common planning and common needs to install what is necessary and nothing more. Data exposition to the different stackhloders has been defined in common to assure confidentiality and safety. Which other stakeholders would need to be involved in the implementation of the key innovation? In this section for the innovationsolution proposed, will be indicated how to imply stakeholders and which can be the potential challenges to do it. When relevant, indicate how the implication of citizen can be enhanced. => 3 lines max At a metropolis level, some other DSOs would be necessary : Enedis and GrDF. This would be a great challenge because they work at a national level and not a local one so that the procedures and data management rules could slightly different from the governance chosen at a local level. This means that the program and systems is able to adapt to a national level because they won t adapt a specific interface only for Grenoble. The challenge is to be able to define a standard that could be use at a national (European?) level for data exchange (for example to be able to address the right meters to the right dwelling while GrDF and Enedis uses 2 differents kind of references for the same dwelling). This has to be built. CHALLENGES TO BE ADDRESSED BY CITY- ZEN In this section, will be explained what are the main difficulties that would need to be addressed by City-Zen to ensure the successful demonstration of the innovation. This can be technical barriers as well as financial, legal or societal challenges. Ex: Requirements for wide deployment. Indicate any potential barriers or risks facing wide deployment or replication elsewhere (governance,, regulation, stakeholders to involve,. => 35 lines max Deployment rules and database structure has to be well enough defined to be replicate elsewhere, no matter who the stackholders are or the enegy they manage. This cooperation between all stackholders to define common rules of field intervention and data to share is a big challenge, as today such procedure are mainly internal procedures with no link with other stackholders. The main risk is that data sharing will be made non usable because of a lack of consistency of data due to the use of non standard tool or interface.
