3 The sixth edition of the International Packaging Conclave was held concurrently with PackPlus 2017, in New Delhi on August 4, The subject of the conclave aimed to address a topic of major concern to the food industry in particular. The topic was, Safe Packaging For a Better Tomorrow. The event was co-hosted by Siegwerk. An indicator of the common concern and popularity of the subject of Safe Packaging was that it was readily attended by the captains of packaging development and compliance of leading brand owners like Nestle, GSK, Sun Pharma and General Mills. The hall was filled to capacity with over 175 delegates and invitees consisting of a distinguished list of brand owner companies, major convertors and printers, raw material suppliers as well as delegates from FSSAI and other statutory authorities, scientists, media, business owners and packaging industry veterans.

4 Mr. Deepak Manchanda- Consultant, the Packaging Consortium (Conclave Co- Ordinator) welcoming the speakers and delegates to the conclave, giving a short introduction of theme Safe Packaging For a Better Tomorrow Keynote Address Packaging safety: Need for an intergrated approach Mr. Kandarp Singh, MD, Tetrapak, in his keynote address, stressed the need for an integrated approach by all raw material suppliers and convertors to achieve the goals of food safe packaging for all. He went on to stress that packaged product safety directly impacts the health and wellness of all consumers and is of critical significance in the modern supply chain.

5 SESSION 1 : PRODUCT SAFETY : RISK ASSESSMENT OF PACKAGING MATERIAL Session Chairman Mr. Ashish Pradhan, Siegwerk India. Panelist Mr. Barun Banerjee, Nestle India Mr. Sukhdev Saini, General Mills India Mr. Saikat Acharya, Glaxo Smithkline Mr. Rahul Bhargava, Sun Pharma Mr. Kumar Anil, Food Safety and Standard Mr. Ashish Pradhan, CEO, Siegwerk India, in his introductory presentation, made the announcement that Siegwerk has a strong commitment to safe inks for all kinds of applications and hence is going to ensure toluene-free operations at its Centre for Excellence factory in Bhiwadi, India. He went to moderate a panel discussion on Product Safety Risk Assessment of Packaging Material by leading brand owners. The panel consisted of experienced Heads of Packaging Development, viz Mr. Barun Banerjee, Nestle India; Mr. Sukhdev Saini, General Mills; Mr. Saikat Acharya, Glaxo Smithkline and Mr. Rahul Bhargava, Sun Pharma. Authority of India. The viewpoint of FSSAI as the custodian of statutory s t a n d a r d s w a s represented by Mr. Anil K u m a r, A d v i s o r (Standard)- Food Safety and Standards Authority of India (FSSAI), Ministry of Health and Family Welfare, Government of India. Each participant outlined their perspective on the challenges and risks facing packaging safety and their expectations from supply chain partners. Mr Anil Kumar outlined the recent changes in the FSSAI Regulations for packaged food and invited industry suggestions on the draft rules that have been posted on the FSSAI website.

6 SESSION 2 : MIGRATION AND TOXICOLOGY : A THREAT TO CONSUMER SAFETY Session Chairman Dr. Jörg-Peter Langhammer, Siegwerk Germany Panelist Prof. V.P Sharma, Indian Institute of Toxicology Research Dr. Evert Delbanco, Siegwerk Germany Mr. Dilip Singh - SGS India. J o e r g P e t e r L a n g h a m m e r, V P, G l o b a l H S E a n d S u s t a i n a b i l i t y a t Siegwerk chaired the n e x t s e s s i o n o n Migration and Toxicology: A Threat to Consumer Safety. The other panelists were professor V P Sharma of the Indian Institute of Toxicology Research; Dr. Evert Delbanco, Director, Food Safety and Toxicology of siegwerk India, and Dilip Singh, National Manager of SGS India. Risks posed to product safety by potential migration of contaminants from packaging material like paper or plastics or decorative materials like printing inks, coatings, adhesives and additives were highlighted. The critical importance of food safety regulation compliance was highlighted by Dr Delbanco by citing recent examples from Europe when food safety had been compromised. These included contamination by photoinitiators in printed packs of juice and dairy products; benzophenone from printed shrink sleeve labels in cream containers and mineral oil contamination from printed cartons of chocolates and crisps. In all such cases migration of contaminant compromised food safety and led to expensive product recalls and loss of brand image. A recent example from India viz instant noodles with excess lead contamination and mis-leading product information was also mentioned.

7 Prof. VP Sharma, IITR, Lucknow followed up with a lively presentation titled, Migration & Toxicology Drive with Caution. He cautioned that food may pick up contaminants at multiple steps along the supply chain including some un-intentionally added substances. For these reasons it is essential for packaged food manufacturers to comply with all relevant food safety regulations and strictly meet all test criteria as well as meet environment and sustainability obligations with responsibility. At the end of the session, Mr. Dilip Singh, National Manager, SGS India listed the various tests and standards, test conditions and stimulants specified by most regulatory authorities. Specific limits laid down for different materials, additives and individual ingredients for overall migration, specific migration as well as extraction values for individual components of packaging systems was mentioned.

8 SESSION 3 : PACKAGING COMPLIANCE : CONNECTING THE DOTS Session Chairman Dr. Evert Delbanco, Siegwerk Germany Ensuring packaging compliance by Connecting the Dots was the subject of the third, and last, technical session of the day. This session was chaired by Dr Evert Delbanco, Siegwerk and the other panelists were Mr. Jean-Baptiste Milleret, Henkel; Mr. Raghu Guda, Director, Ernst & Young; Mr. SN Venkataraman, Divisional Head- Marketing, ITC PSPD and Dr Joerg Peter Langhammer, Siegwerk. Panelist Mr. J B Milleret, Henkel Dr. Jörg-Peter Langhammer, Siegwerk Germany Mr. SN Venkatraman, ITC PSPD Mr. Raghu Guda, Ernst and young The discussions centered round the need to organize systems that address the whole gamut of package safety issues and link all the requirements - from assessment to delivery - through a well-designed integrated approach. Mr. Raghu Guda, E & Y made a presentation about the various statutory regulations being increasingly enforced internationally to meet food safety standards. Mr. Milleret reminded us that with the growth of multi-layered flexible packaging structures adhesives are no longer being regarded as a forgotten layer and have emerged as a prime component in the packaging structure and thereby have critical implications in the package safety framework. He outlined the system used by Henkel, right from analyzing raw materials from material suppliers to collaborating with all the supply chain partners and testing all system components at every stage. Adhesives now need to be safer, more amenable to faster production operations, faster curing and more sustainable.

9 Dr. Langhammer then described the system used by Siegwerk for ensuring ink safety and compliance and cited various regulations in place for regulating food packaging safety standards. He confirmed that Siegwerk has solutions for all the printing ink problems mentioned in the earlier session and can offer Toluene free inks, mineral oil free inks, migration optimised inks and information and testing on NIAS. In the end Mr. Venkataraman, ITC PSPD described the evolution of paper and board packaging from simple plain boards to barrier-coated boards suitable for direct food contact. He also cited various issues and listings of adverse food safety incidents internationally. He showed the chronological evolution of regulatory measures and standards related to food packaging compliance and then explained how his organization structured its manufactured and testing and food safety compliance activities, including the elimination of elemental chlorine for bleaching of paper and board.

10 At the end of the technical sessions, Mr. Ramu Ramanathan, Editor, Printweek made closing observations and stressed the responsibility of brand owners to ensure compliance for food safety of packaging material across the supply chain. A networking cocktail and dinner followed the closing session of the Conclave. Participants got an opportunity to mingle with peers of the industry and freely discuss common concerns. In this way the Sixth International Packaging Conclave succeeded in creating an important knowledge platform concurrently with PackPlus 2017 which had 350 exhibitors and a record footfall of over 16,500 visitors over 4 days.
