2 CBRNe Convergence Europe As opposed to previous Convergence we are not going to have two full days of presentations, instead we are going to have the mornings of the two days with presentations and the afternoons are going to be four workshops, each looking at a different stage of CBRN defence and moderated by three individuals with different backgrounds. The first will look at the intelligence, research and medical countermeasures/stockpiling stage. What are the obvious triggers that groups are looking at creating a CBRN device, how do we get in front of that, how do we intercept and what are the early stage precautions that we need to put in place long before an attack happens? The second will look at immediate pre-incident, how do we set up cordons, monitors and screening, how do we intercept in the planning phase? The third stage is post-release, how do we manage a complex incident with an inevitable shortage of information, how we balance life-saving with evidence recovery? The final stage is the investigation and recovery phase. How do we prioritise evidence, how do facilities handle contaminated evidence and how do we restore business and confidence to an area? We hope by bringing in a range of moderators from different disciplines we can provide a lively and thought inspiring discussion that, when balanced with the morning presentations allows a more rounded delegate experience. 3 CBRNe Convergence europe The workshops will take place on 16th May 2017 in Central Hall. Psychosocial and behavioural aspects of CBRN incidents Workshop Leaders Dr Richard Amlot, Scientific Programme Leader of the Behavioural Science Team at Public Health England, Dr Holly Carter, Research Fellow in the Behavioural Science Research Team at Public Health England, Dr John Drury, Social Psychologist at Sussex University Workshop aims: 1. To describe evidence relating to likely public behaviour during mass emergencies and disasters. 2. To explain how different responder management strategies can impact on public experiences and behaviour during CBRN emergencies, and highlight the importance of considering psychosocial and behavioural factors when planning for such emergencies, with the example of mass decontamination. 3. To describe what makes an effective strategy for managing the psychosocial aspects of CBRN incidents, both during the acute phase, and in the longer-term including specific recommendations for effective management. 4. To highlight how an informed public can result in improved management of incidents involving CBRN agents, and discuss the possibility of pre-incident public education. Summary The likelihood of incidents involving CBRN agents has increased in recent years, due to advances in technology, and the willingness of terrorists to obtain and use CBRN materials. Interventions designed to reduce the risk from CBRN agents, such as decontamination, may be more stressful for those involved than the incident itself, if not managed appropriately. This may result in increased public anxiety and reduced public compliance during incidents involving CBRN agents, which could have serious consequences; failure of members of the public to behave cooperatively may result in disorder, increased spread of any contaminant, and potentially increased numbers of dead and injured. Behavioural and psychosocial factors will therefore play a key role in determining the outcomes from a CBRN incident. Despite this, planning for incidents involving CBRN agents has relied on outdated assumptions involving common myths about disasters, such as public disorder and mass panic; this has resulted in a focus on controlling, rather than communicating with, members of the public. This is of concern, since recent research has shown that these types of control management strategies may actually create public disorder, rather than preventing it. This workshop will provide policy makers and emergency planners and responders with a better understanding of the behaviour of crowds during mass CBRN emergencies, and will show how an understanding of psychosocial factors during CBRN incidents can result in improved public compliance, reduced public anxiety, and improved health outcomes. The workshop will result in improved understanding of the psychosocial and behavioural factors involved in CBRN incidents, and will culminate in a series of recommendations for effective management of members of the public during, and prior to, such incidents. These recommendations, tools and techniques can be used to inform guidance and training for practitioners, thereby impacting upon practice. The workshop will be of interest to those with responsibility for planning for and managing incidents involving CBRN agents, including policy makers, emergency planners, and emergency responders. Policing CRISPR, will the lessons from previous gene editing help us in future attempts Workshop Leader Dr Brett Edwards, Lecturer in Security and Public Policy at the University of Bath Over the past couple of years, CRSPR enable genetic engineering and expression control has emerged as the next big thing in biotechnology. Indeed, in 2015, it was labelled Science s breakthrough of the year by which time CRSPR enabled techniques were already being used in laboratories around the world, and a number of CRSPR based research technologies had already reached the market. This break-through relies on harnessing a specific aspect of the immune system of prokaryotic organisms. CRSPR or (Clustered regularly interspaced short palindromic repeats) and associated DNA cutting proteins (Cas) can be used to insert DNA sequences into a range of organisms. CRISPR/Cas enabled editing is making genetic engineering research and development projects easier and cheaper. It is proving a versatile technique which is broadening horizons in terms of both research and application development in a wide range of sectors-from bio-fuel production to healthcare. The discovery of this technique is associated with the usual hyperbole and patent battles which we have come to expect (and has also allegedly become the name-sake of a new thriller starring Jennifer Lopez!?). There has also been significant discussion of the potential impacts of this field in terms of biosafety and biosecurity. This includes both the opportunities and challenges that this breakthrough represents. In particular, there has been discussion about laboratory and field-trial safety, so-called garage biology as well as the threats posed by misuse by states and terrorists. With the latter appearing particularly pertinent considering recent failings in Geneva at the most recent Biological and Toxin Weapon Convention review conference. In this meeting we hope to cut through some of the noise surrounding the field, and think about likely developments in the coming yearsin terms of both opportunities and challenges. This will involve disentangling discussions about the promise and risks posed by the field in scientific, policy, political and public forums. In this meeting we aim to bring together bench scientists, safety and security professionals and policy makers to reflect on the state and future of the science and its governance
