A series of resource books on today s most challenging social issues For teachers and students Key Stage 4 and above { } 72 publications in print, with new books every term Promote critical thinking and debate amongst students of all levels Close the gap! The cost of inequality in women s work Extract from the report by Action Aid. By Kasia Staszewska T oday, hundreds of millions of women will collect firewood and water for their families, cook and clean, take care of the elderly, the young and the sick; all the while scratching a living from the poorest paid and most precarious jobs. Women s labour in and outside the home is vital to sustainable development, and for the wellbeing of society. Without the subsidy it provides, the world economy would not function. Yet it is undervalued and for the most part invisible. To reveal the scale of the crisis, outside the home, is valued and rewarded fairly is a key factor in fighting poverty and driving prosperity for all. Recognition is growing Facts and statistics add value for students of all abilities ActionAid has calculated the economic value of addressing gender inequality in work in developing countries. Our findings show that women in developing countries could be US$9 trillion better off if their pay and access to paid work were equal to that of men. This huge price tag illustrates the magnitude of the injustice and represents a vast mine of untapped potential for poor women to improve their own lives, and those of their families. And these costs are not only to women s finances; women s economic inequality limits their life choices too such as their sexual and reproductive health and rights leaving them vulnerable to violence and other forms of discrimination and exploitation. But gender inequality in work not only has consequences for women; it carries major costs for all, including businesses and the wider economy. In 2012 the International Labour Organization (ILO) estimated that globally an additional US$1.6 trillion in output could be generated by reducing the gap in employment between women and men. 1 Ensuring that women s work, both in and 1 The International Labour Organization (2012) Global employment trends for women wcmsp5/groups/public/---dgreports/---dcomm/ documents/publication/wcms_ pdf p.14 worldwide that our economic system needs profound reform. There is also increasing understanding that economic growth alone is not going to lead to gender equality, alleviate poverty and reduce inequality for all. A few governments have taken bold steps to address gender inequality in work, while some progressive businesses have shown greater understanding that giving decent work opportunities 2 to women goes hand in hand with sustainable business and economic returns. The challenge remains to spread this vision from the champions to the mainstream. Women s economic inequality is not inevitable. Exploitation of women s work prevails because of the unjust politics that shape our economy, and because it is rooted in and further drives wider gender discrimination in society. Governments, businesses and international institutions all have the power to create the conditions that are needed to give women in developing countries the chances that they deserve in and at work. Women and work education is no guarantee Most people would expect that significant progress in increasing the 2 After the ILO ActionAid identifies four aspects of decent work agenda: creating jobs, guaranteeing rights at work, social protection and social dialogue, with gender equality as a cross-cutting objective. However, the consistently low participation rates of young women in the job market prove that the knowledge and skills that they have acquired are systematically ignored. Our research shows that in 2013 in lowincome countries, more than twice as many women with a secondary education were unemployed than men with the same education. 4 Disparities vary from region to region and country to country reflecting the scale of the challenge young women 3 United Nations (2014) The Millennium Development Goals Report millenniumgoals/2014%20mdg%20report/mdg% %20English%20web.pdf 4 Economists Without Borders (2014) Gender Discrimination and Unemployment, report for ActionAid. See Gender/topic/education which shows that in most regions of the world female secondary school enrolment is lower than male secondary school enrolment, therefore we can assume that the over-representation of educated women among the unemployed does not simply reflect a greater number of women educated to a secondary level than men in wider society 30 ISSUES: Gender Equality? 31 Chapter 2: Gender & work ISSUES: Gender Equality? Chapter 2: Gender & work face in the search for jobs. For paid for a job, they earn on average instance, in the Middle East and North between 10% to 30% less than Africa almost 60% of unemployed men for work of equal value. 7 The women hold advanced degrees, while ILO estimates that at the current the same statistic for men is at 20%. 5 rate of progress it will take 75 years to make the principle of equal pay for equal work a reality for women and men. 8 Women s exploitation in the labour Entering employment does not market is further compounded automatically lead to empowerment by their disproportionate share and equality for women. Many of unpaid care responsibilities women and men, especially in (such as child rearing, domestic developing countries simply do not chores, and caring for the sick earn a living wage in other words, and elderly), which effectively enough to have a decent standard means that women are subsidising of living and meet their own and the economy with free and often their families basic needs. 6 invisible work. What s more, when women are Unpaid care responsibilities narrow women s choices in the type of job they get, often condemning them to informal or low-paid Double standards: women paid little and always less than men 5 Ibid 6 Unlike the minimum wage, the living wage is an informal benchmark, not a legally enforceable minimum level of pay. It is based on the amount an individual needs to earn to cover the basic costs of living for themselves and their family. According to the ILO Conventions 95 and 131: Wages and benefits paid for a standard working week should meet at least legal or industry minimum wage standards and always be sufficient to meet basic needs of workers and their families and to provide discretionary income. The call for living wage has received widespread support from civil society organisations, trade unions and some political parties, but limited endorsement by employers. On average women spend at least twice as much time on household work than men and four times as much time on childcare. 7 The Bank Group (2014) Gender at Work: A Companion to the Development Report on Jobs Event/Gender/GenderAtWork_web2.pdf p.2 8 The International Labour Organization (2011) Report of the director general: A new era of social justice, International Labour Conference, 100th Session, Geneva 2011, groups/public/@ed_norm/@relconf/documents/ meetingdocument/wcms_ pdf p.11 Many women don t earn a living wage and receive 10% to 30% less pay than men for work of equal value. So it is unsurprising that women s wages everywhere lag far behind those of men. In developing countries, according to ActionAid s calculations, this has created a gender wage gap equivalent to some US$2 trillion in women s earnings, or as much as the worth of India s entire economy. 9 2 January 2015 Ö The above information is reprinted with kind permission from ActionAid. Climate change explained Causes of climate change Rising levels of carbon dioxide and other gases, such as methane, in the atmosphere create a greenhouse effect, trapping the Sun s energy and causing the Earth, and in particular the oceans, to warm. Heating of the oceans accounts for over nine tenths of the trapped energy. Scientists have known about this greenhouse effect since the 19th century. The higher the amounts of greenhouse gases in the atmosphere, the warmer the Earth becomes. Recent climate change is happening largely as a result of this warming, with smaller contributions from natural influences like variations in the Sun s output. Carbon dioxide levels have increased by more than 40% since before the Industrial Revolution. Other greenhouse gases have increased by similarly large amounts. All the evidence shows that this increase in greenhouse gases is almost entirely due to human activity. The increase is mainly caused by: ¾ burning of fossil fuels for energy ¾ agriculture and deforestation ¾ the manufacture of cement, chemicals and metals About 43% of the carbon dioxide produced goes into the atmosphere, and the rest is absorbed by plants and the oceans. Deforestation reduces the number of trees absorbing carbon dioxide and releases the carbon contained in those trees. Evidence and analysis Evidence from past climate change Ancient ice from the polar ice sheets reveal natural temperature changes over tens to hundreds of thousands of years. They show that levels of greenhouse gases in the atmosphere are closely linked to global temperatures. Rises in temperature are accompanied by an increase in the amount of greenhouse gases. These ice cores also show that, over the last 350 years, greenhouse gases have now rapidly increased to levels not seen for at least 800,000 years and very probably longer. Modern humans, who evolved about 200,000 years ago, have never previously experienced such high levels of greenhouse gases. 2 ISSUES today: A Changing Climate? CHAPTER ONE: CLIMATE CHANGE DEBATE Climate change is happening and is due to human activity, this includes global warming and greater risk of flooding, droughts and heatwaves. Natural fluctuations in climate Over the last million years or so the Earth s climate has had a natural cycle of cold glacial and warm interglacial periods. This cycle is mainly driven by gradual changes in the Earth s orbit over many thousands of years, but is amplified by changes in greenhouse gases and other influences. Climate change is always happening naturally, but greenhouse gases produced by human activity are altering this cycle. Volcanic eruptions and changes in solar activity also affect our climate, but they alone can t explain the changes in temperature seen over the last century. Scientists have used sophisticated computer models to calculate how much human activity as opposed to natural factors is responsible for climate change. These models show a clear human fingerprint on recent global warming. Climate models and future global warming We can understand a lot about the possible future effects of a warming climate by looking at changes that have already happened. But we can get much more insight by using mathematical models of the climate. Facts and statistics add value for students of all abilities The International Panel on Climate Change (IPCC) is preparing its fifth Assessment Report on climate change, due out on Friday. The IPCC report brings together 800 scientists in 85 countries and serves as the basis for UN negotiations on CO 2 emissions. This build-up to this year s report has been overshadowed by allegations of political wrangling as sceptics demand an explanation for the standstill in global temperatures since CHAPTER ONE: CLIMATE CHANGE DEBATE Climate is changing but some believe the threat has been exaggerated 79% of people believe that the world s climate is changing, but 39% believe concerns have been exaggerated by scientists. In total, 79% of the British public think the world s climate is changing, however, 23% think it is not man-made, compared to 56% that believe it is. 7% believe the world s climate isn t changing and 14% don t know. Belief in man-made climate change is up 6% from our last poll. In June, when the question was last asked, 49% felt that climate change was a result of human activity, 28% felt it was changing but not as a result of human activity, 7% felt the climate was not changing and 16% weren t sure. The political row this week centres on whether the effects of carbon dioxide emissions have been exaggerated in previous reports and a significant proportion of British public share this view. 39% believe that concerns over climate change have been exaggerated, although 47% believe the threat is as real as scientists have said. When it comes to the public response to climate change, with the backdrop of rising fuel bills and a cost of living crisis in the UK, only 22% of the public would be willing to see electricity bills rise if the money was spent on cleaner energy. Two-thirds (67%) would not be willing to see their bills rising. The IPCC won the Nobel Prize for Peace for its previous Assessment Report in September 2013 The above information is reprinted with kind permission from YouGov. 9 New for January 2016 Vol. 105 Religion & Faith Two thirds of people worldwide are religious, but studies show that less than one third of British people are. This book looks at faith in our society, how religious views differ and the impact this can have. Key topics include religious freedom, looking at the worst and best countries for religious freedom, how religious education is tackled in the classroom and even the future of religion. ISBN: Replacing Vol. 57 Religion Vol. 106 A Changing Climate? 79% of people believe that the world s climate is changing, but 39% believe concerns have been exaggerated by scientists. This book explores the climate change debate, the potential impact of climate change and the solutions to these problems. It also looks at climate change deniers, weird weather (increasing temperatures, flooding, etc.), the effect on nature and climate migrants. ISBN: Replacing Vol. 58 Global Climate Change Vol. 107 Dietary Choices Authorities say that, by 2050, we will need to produce an extra 200 million tonnes of meat. But, with so many dietary choices available, will this really be the case? This book addresses the meat free debate as well as alternative diets such as vegetarianism, veganism and flexitarianism. It also considers the hidden costs of steak, environmentally friendly diets and even the possibility of including insects in our diet. Vol. 108 UK Armed Forces Did you know that only 10% of the UK s total Armed Forces are women? This book covers military matters such as the role of the military, both at home and abroad, and life after service. It also addresses topics such as women in combat, national service and the issues surrounding veteran care. ISBN: NEW BOOK! ISBN: Replacing Vol. 14 Vegetarians and Vegans 9
